The Board met in-person for the November 10, 2021 rescheduled regular Board meeting in the Small Auditorium of the Shaker Heights High School. With the expiration on July 1, 2021, of the legislation authorizing virtual public meetings, the Shaker Heights City School District has returned to pre-COVID in-person Board meetings, wherein members of the public are permitted to attend the meetings in- person, but are expected to adhere to the District’s health and safety guidelines. OPENING OF MEETING 1.1 CALL TO ORDER At 6:01 p.m., Board President Heather Weingart, who presided over the meeting, called the meeting to order. 1.2 ROLL CALL President Weingart directed Treasurer Bryan C. Christman to call the roll. Members present: Ayesha Bell Hardaway, Jeffrey Isaacs, and Heather Weingart. Board Member Emmitt Jolly joined the meeting in progress at 6:27 p.m. Board Member Lisa Cremer was unable to attend. At this time, President Weingart welcomed and extended congratulations to newly elected Board members Alison Bibb-Carson and Lora Cover who were in the audience. Vice President Ayesha Bell Hardaway also congratulated Ms. Weingart on her recent re-election to the Board. 1.3 PRINCIPAL AND STUDENT WELCOME At this time, Joshua Dunnings, a 6th grade student from Woodbury Elementary School, gave a welcome presentation followed by brief remarks on school events/projects from Tiffany Joseph, Woodbury Principal. 1.4 APPROVAL OF BOARD MEETING MINUTES At the recommendation of the Board President, and upon receiving a motion and a second, the Board of Education voted on approving the unofficial minutes for the regular meeting on October 12, 2021 and the special meetings on October 7, 2021 and October 26, 2021. Motion by Ayesha Bell Hardaway, second by Jeffrey Isaacs. With the expiration on July 1, 2021, of legislation authorizing virtual public meetings, and the return to in-person Board meetings, members of the public will have the option of offering public comment in-person at the Board meeting or online in advance. Because of the need to cover many items of business, the Board asks all who wish to give in-person or online public comments to register in advance so that we can continue to run efficient meetings that respect everyone’s time. In-person comments will be taken in the order received on the Google Form. Please note per Board Policy, the period allotted for public comment is limited to 30 minutes and may be extended at the discretion of the Board President. Online comments will be read into the record in the time remaining after all in-person comments have been made. If the time allotted for public comment has exceeded 30 minutes, online comments will be added to the minutes of the meeting. Comments presented in-person are limited to three minutes. Accordingly, the online public comment submissions are limited to 1,000 characters. Those who wish to register to speak in-person or submit public comments online must complete prior to 12 p.m. noon the day of the Board meeting, the Public Comment Form located at the following link: https://docs.google.com/forms/d/e/1FAIpQLScN-MFStEAKEFitq8v7M0zWcAcfl3FFOaGLpzXXBNc_wfIzMQ/viewform?usp=sf_link Whether pre-submitted or virtually through electronic means, each person addressing the Board shall give his/her name and address. Each person is allotted three minutes until the total time of 30 minutes is used. During that period, no person may speak twice until all who desire to speak have had the opportunity to do so. Persons desiring more time should follow the procedure of the Board to be placed on the regular agenda. The period of public participation may be extended at the discretion of the Board president. Priority will be given to individuals desiring to speak on agenda items, after which time individuals may speak on non-agenda items if time permits. Agendas are available to all those who attend Board meetings and via BoardDocs, the District's online agenda and meeting management system located at: https://go.boarddocs.com/oh/shaker/Board.nsf. The section on the agenda for public participation is indicated in Section 1. At this time, the Board heard public comments from members of the audience as well as comments submitted online which were read aloud by Board Vice President Ayesha Bell Hardaway. All of these are referenced in the attached document. Thank you to Woodbury French teacher Ann Marie Radefeld, who teamed up with the Shaker Schools Foundation to make learning come alive for sixth-grade French students. Around Halloween, the students constructed model monsters and labeled their parts and characteristics in French. Thank you to the Rotary Club of Shaker Heights for providing every third-grade student with their very own dictionary. Members of the Rotary will be distributing to each elementary building in the next few weeks. During each classroom visit, students participate in dictionary exercises led by the Rotarians and get to inscribe their name in the front covers. We are very proud of all our student-athletes who competed this fall. Special congratulations to the Field Hockey and Girls Cross Country teams who both advanced past regionals to represent the Raiders in state tournaments in Columbus. Both squads had amazing seasons. The Cross Country team took third place in the state meet, and Mia Compton-Angle earned All-Ohio Honors. Episode 2 of our new podcast, Equity Unscripted, is available now. This episode highlights the work of our Family and Community Engagement Center. FACE Coordinator Keith Langford talks with Shaker parent Heather Macks about his role in the district and the impact his work has on families and educational equity. Thanks to the Office of Family and Community Engagement for hosting a Warm Clothing Gifting Drive on this Sunday, November 14, 2021 from 12-3 p.m. in the Woodbury Gym. FACE has been collecting gently used coats, mittens and gloves, hats, snow pants, boots and socks for ages 5 to adult. Thanks to all who have contributed. Four 10th-grade students and Dr. Nicole Sherman Patterson, the District’s Diversity, Equity & Inclusion Learning Specialist, participated in their first of several off-campus meetings at Cleveland State University’s Wolstein Center on Friday, October 29, as part of the First Ring Schools Collaborative’s Student Leadership Institute. The program empowers high school sophomores and juniors to become leaders of change in their schools and communities. The Shaker High School hockey program held its 7th annual Youth Challenge Fundraiser. The fundraiser provided a fun day for the athletes while raising money for the organization! The youth participants had the opportunity to learn sled hockey from our high school athletes. Youth Challenge brings together young people with physical disabilities and teen volunteers who inspire each other through adapted sports, recreation and social growth activities. The Shaker Schools Foundation supported a field trip for 12 students from the High School's Machining and Manufacturing class to participate in Manufacturing Day 2021 at the Great Lakes Science Center. The students participated in hands-on learning activities such as virtual welding and augmented reality. They were also able to meet and talk with representatives from local companies such as Lincoln Electric and Rockwell Automation. The SHHS esports team partnered with the Cleveland Cavaliers Legion, a professional esports team, and Intel to create a one-night webinar last month about careers in esports. During the webinar, professionals from the Cavaliers and Intel shared career paths, skills and training that led them to work professionally in the field of esports.

ACTION ITEMS AND REPORTS – BUSINESS 5.1 PAYMENT IN LIEU OF TRANSPORTATION At the recommendation of Superintendent Dr. David Glasner, and upon receiving a motion and a second, the Board of Education voted on approving the Payment in Lieu of Transportation resolution listed below. This resolution to declare transportation impractical for certain identified student(s) is presented pursuant to the requirements of Ohio Revised Code Chapter 3327 and the procedures set forth by the Ohio Department of Education. The resolution follows the careful evaluation of all other available options prior to consideration of impracticality. WHEREAS, the student(s) identified below have been determined to be residents of this school district, and eligible for transportation services; and WHEREAS, after a careful evaluation of all available options, it has been determined that it is impractical to provide transportation for these student(s) to their selected school(s); and WHEREAS, the following factors as identified in Revised Code 3327.02 have been considered:

1. The time and distance required to provide the transportation; 2. The number of pupils to be transported; 3. The cost of providing transportation in terms of equipment, maintenance,

personnel, and administration; 4. Whether similar or equivalent service is provided to other pupils eligible for

transportation; 5. Whether and to what extent the additional service unavoidably disrupts current

transportation schedules; and 6. Whether other reimbursable types of transportation are available; and

21-11-144 7.4 REAPPOINTING DR. DAVID GLASNER AS SUPERINTENDENT AND AUTHORIZING AN EMPLOYMENT CONTRACT Upon receiving a motion and a second, the Board of Education voted on approving the following resolution Reappointing Dr. David Glasner as Superintendent and Authorizing an Employment Contract upon the expiration of his current employment contract. Prior to the vote, all Board members spoke in support of the reappointment of Dr. Glasner and expressed appreciation for his efforts and dedication to the District and acknowledged his many accomplishments and advances on behalf of the District despite the challenges of the pandemic.

REAPPOINTING DR. DAVID GLASNER AS SUPERINTENDENT AND AUTHORIZING AN EMPLOYMENT CONTRACT FOR THE SUPERINTENDENT

WHEREAS, Ohio Revised Code Section 3319.01 permits the Board to appoint and enter into a contract of employment with a superintendent; and WHEREAS, Dr. David Glasner (“Superintendent”) is employed as the Superintendent of the Shaker Heights City School District under a contract of employment approved May 14, 2019 for a term through July 31, 2022 (“2019-2022 Employment Contract”); and WHEREAS, the Board and the Superintendent desire to continue the employment relationship beyond the current employment contract’s expiration of July 31, 2022; and WHEREAS, Section 3319.01 of the Ohio Revised Code provides for the re-employment of school district superintendents for terms not longer than five (5) years beginning on the first day of August immediately following the expiration of the superintendent’s current term of employment; and WHEREAS, Section 3319.01 of the Ohio Revised Code provides that such re-employment may occur at any regular or special meeting held during the period beginning on the first day of January of the calendar year immediately preceding the year the contract of employment of a superintendent expires and ending on the first day of March of the year it expires. NOW, THEREFORE, BE IT RESOLVED by the Board:

Section 1. Section 2. That the President of the Board, Treasurer and legal counsel are authorized and directed to take the necessary steps to negotiate and develop a contract of employment for Dr. David Glasner for the stated duration and on other terms to be mutually-agreed upon by the parties. To take effect, such contract must be subsequently presented and approved by the Board.

Section 3. The Board so charges the Treasurer with carrying out any other functions necessary to implement this Resolution.

Section 4. This Resolution shall take effect and be in force from and after the earliest period allowed by law.

Section 5. All formal actions of this Board concerning and relating to the adoption of this Resolution were adopted in an open meeting of this Board, and all deliberations of this Board and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code, unless a lawful exception applies.

SEPTEMBER 2021 FINANCIAL OVERVIEW

The revenue activity for the month and for the fiscal year-to-date September 2021 has been similar to the same reporting period for the prior year with the following exceptions:

Real Estate Taxes (RET) were $1.3 million or 4.2% more than prior YTD; but only $0.8 million above budget as projected through the end of the fiscal year; Public Utility Personal Property Taxes (PUPPT) were $75,218 or 5.1% more than prior YTD; but $0 above budget as projected through the end of the fiscal year.

Investment Earnings are $110,729 or 47.9% less than prior year, due to lower cash balances coupled with lower interest rates resulting from the Coronavirus Pandemic.

July and August 2020 Other Local Revenues were actually negative due to a $139,474 refund in each month representing 50% each month of a repayment for a double payment received from ODE in June 2020 for the Fiscal 2019 SF-6 settlement. Such item is non-recurring in 2021. $46,589 or 10.1% less than prior year which consists of the $509,760 receipt of SF-14 & SF-14H receipts in September 2020, that were not received until later in 2021, partially offset by, among other positive variances, the non-recurring $278,948 SF-6 refunds in July and August 2020.

State Foundation revenues were $207,868 or 5.1% less than prior year to date. Due to the conversion to the State’s new biennial budget which incorporated the Ohio Fair School Funding plan, the Fiscal 2022 State Foundation revenue amounts are in transition and reflect the fact that the voucher and community school deductions are no longer offset from the District’s funding payments and are paid directly by the State. The District is expected to receive a slight increase in Fiscal 2022 over the Fiscal 2021 funding amount in accordance with the State biennial budget’s Ohio Fair School Funding plan simulations.

Other State Revenues were $58,995 or 70.9% more than prior year, due primarily to a return to normal levels of casino tax distribution this year ($142,237) as compared to the much reduced payment received in August 2020 ($67,215) due to the COVID-19 casino closures during 2020.

Federal Receipts were $363,891 less this fiscal YTD than last due to the delayed (from June 2020) receipt of the F18 Medicaid settlement payment in September of 2020.

Total Revenues this fiscal YTD through September 2021 were $0.7 million or 1.8% more than the prior year, and are $0.7 million or 0.76% above budget (excluding timing differences) as projected through the end of the fiscal year. Total Expenditures this fiscal year-to-date through September 2021 were $0.3 million or 1.1% less than the prior YTD amount, but are $0 below budget as projected through the end of the fiscal year, due primarily to a return to pre-COVID-19 spending patterns combined with timing differences in some of the various expense categories. In summary, the District’s overall finances are on target with expectations at this time. Shaker/Van Aken Plaza TIF Payments Received: Included in the September Real Estate Taxes are payments received from the City of Shaker Heights for the Shaker/Van Aken Plaza Tax Increment Financing (TIF) agreement. The Shaker Plaza payment amounted to $67,536, while the Van Aken Plaza payment totaled $135,279, for a combined total of $202,816. Such amounts, representing the 2nd half of the 2020 tax year, were slightly less than the $207,810 received earlier this year in April for the 1st half of the 2020 tax year.

Investment Earnings are $109,074 or 41.8% less than prior year, due to lower cash balances coupled with lower interest rates resulting from the Coronavirus Pandemic.

July and August 2020 Other Local Revenues were actually negative due to a $139,474 refund in each month representing 50% each month of a repayment for a double payment received from ODE in June 2020 for the Fiscal 2019 SF-6 settlement. Such item is non-recurring in 2021. $443,906 or 87.0% more than prior year which is primarily due to the non-recurring $278,948 SF-6 refunds in July and August 2020, and a $126,000 property tax valuation settlement payment received in September 2021.

State Foundation revenues were $270,410 or 5.0% less than prior year to date. Due to the conversion to the State’s new biennial budget which incorporated the Ohio Fair School Funding plan, the Fiscal 2022 State

Foundation revenue amounts are in transition and reflect the fact that the voucher and community school deductions are no longer offset from the District’s funding payments and are paid directly by the State. The District is expected to receive a slight increase in Fiscal 2022 over the Fiscal 2021 funding amount in accordance with the State biennial budget’s Ohio Fair School Funding plan simulations.

Other State Revenues were $107,742 or 43.1% less than prior year, due primarily to a timing in recording the new restricted portions of the State Foundation payments, namely the Student Wellness & Success Funds, partially offset by a return to higher normal levels of casino tax distribution this year ($142,237) as compared to the much reduced payment received in August 2020 ($67,215) due to the COVID-19 casino closures during 2020.

Federal Receipts were $367,734 or 97.3% less this fiscal YTD than last due to the delayed (from June 2020) receipt of the F18 Medicaid settlement payment in September of 2020.

Total Revenues this fiscal YTD through October 2021 were $0.9 million or 2.0% more than the prior year, and are $0.7 million or 0.68% above budget (excluding timing differences) as projected through the end of the fiscal year. Total Expenditures this fiscal year-to-date through October 2021 were $74,900 or 0.2% more than prior YTD; but are $0.3 million above budget as projected through the end of the fiscal year, due primarily to a return to pre-COVID-19 spending patterns combined with timing differences in some of the various expense categories, including chargebacks to the ESSER II fund. The bottom line net favorable budget variance of revenues and expenditures as projected through the end of the fiscal year totals $0.4 million. In summary, the District’s overall finances are on target with expectations at this time.

School District Tax Levy Unofficial Results: Of the 99 Ohio school district funding issues 93 districts) on the November 2nd ballot, unofficial results show 80 or 80.8% of the issues passed. 67 or 91.8% of the 73 renewal levies passed and 13 or 50.0% of the 26 new tax levies passed. Of the 99 issues, 47 or 79.7% of 59 operating levies passed (including 3 of 9 new and 44 of 50 renewals) and 33 or 82.5% of 40 capital levies passed (including 10 of 17 new and 23 of 23 renewals). In Cuyahoga County 2 of 2 issues or 100.0% passed, including 0 of 0 or 0.0% of new issues and 2 of 2 or 100.0% of renewal issues. Mr. Christman also reported on the following legislative items:

Ohio Redistricting General Assembly District Maps: The three lawsuits challenging the Ohio Redistricting Commission’s adopted General Assembly District maps, all contest the Commission’s contention that Article XI, Section 6 of the Ohio Constitution is “aspirational” and left up to interpretation by the Commission. The lawsuits all center their arguments on Section 6, which requires the maps be drawn so as to closely correspond to the statewide preferences of the voters of Ohio.

Ohio Redistricting Congressional District Map:The Joint Congressional Redistricting Committee has scheduled the minimum required two hearings for November 10th and 12th. Meanwhile, two other Senate bills with suggested congressional maps were submitted, one republican and one democratic, and were both hearing testimony. The new congressional map will reduce the number of Ohio seats from 16 to 15 reflecting the results of the 2020 census.

State Budget Status: State General Revenue Fund revenues for the FYTD through September ended with a $36 million favorable variance while expenditures ended with a $598 million favorable variance, for a net bottom

line favorable variance of $634 million. Total tax collections FYTD through October were $261 million or 3.1% above budget.

Ohio Births Exceeded by Deaths: The Ohio Department of Health reported that for the first time in recorded Ohio history, births were exceeded by deaths in 2020, and in 2021 YTD. In 2019 births totaled 134,560, and deaths were 123,705 for a 10,855 net gain, but in 2020 births totaled 129,313 and deaths were 143,661 for a 14,348 net loss. Even if the 8,962 Ohio COVID deaths in 2020 are factored out, there was still a net loss of 5,386. Totals through October 2021 are births of 105,375 and deaths of 113,100 for a net loss of 7,725.

Property Tax Valuation Legislation: A proposed amendment to House Bill No. 126 would greatly alter the ability of school districts to protect their tax base through the Board of Revision process which currently allows for the presentation of both proponent and opponent points of view. The amendment which was added on November 8th, would eliminate school districts’ ability to contest property tax valuations, thereby resulting in a disproportionate distribution of the property tax burden.

Mr. Christman also updated the Board on the Treasurer’s Department activities since the last meeting:

administrative meetings covering various matters including legal, contract reviews and executions, personnel, policy review, collective bargaining, public records requests, strategic planning and Capital Projects;

various other matters including OCR complaint/legal matter, Worker’s Comp matters, employee overpayment/repayment matter, SHTA-ST grievance; Superintendent's contract, Auxiliary service retirement, TowerPoint, PowerSchool Business Process Review, ESSERs funding, Property Tax matters, 5-Year Forecast preparation, Audit preparation, Annual Transportation Report T1 Filing, budgets, tuition matters, Reserve & Funding Rate, Insurance renewal planning, Coronavirus preparedness, processing payments for District capital projects;

met with Board member Emmitt Jolly re: BOE and F&A; met with CoSH Economic Director; held Finance & Audit Committee meeting; met with F&A Committee members for review/update; Bond financing meetings & discussions; met with Board Member-Elect Alison Bibb-Carson; attended NEOASBO Chapter Meeting; attended OSC Central Advisory Committee meeting; attended SHTA and Local 200 negotiations prep meetings; attended First Ring Treasurers' meeting; and attended annual Capital Conference.

21-11-149 8.4 HOUSE BILL NO. 412 FIVE-YEAR FINANCIAL FORECAST At the recommendation of Treasurer Bryan C. Christman and the District's Finance & Audit Committee (which reviewed and approved the forecast on October 19, 2021), and upon receiving a motion and a second, the Board of Education voted on approving the House Bill No. 412 Five-Year Financial Forecast (attached Exhibit T-2) and

directing the Treasurer to file a copy of such forecast with the Ohio Department of Education. Prior to the vote, Mr. Christman reviewed the attached five-year forecast with the Board and audience. House Bill No. 412 requires districts to submit a five-year forecast to the Ohio Department of Education by the end of November and then again before May 31st. Accordingly, the current updated version is included on tonight’s agenda for approval. The Finance & Audit Committee reviewed and approved the Forecast at their October 19th meeting. Mr. Christman shared the following forecast basic background information with the Board:

Required two times per year, last one approved in May 2021. The first of the fiscal year is due by the end of November, and the second filing must be by the end of May;

Can be amended and submitted at any time during the year; Reflects the actual fiscal 2021 revenue and expenses; And the projected fiscal 2022 through fiscal 2026 revenue and expenses based

upon final fiscal 2021 data and fiscal 2022 year-to-date data; Basic format requires three years of historical and five years of projected data

for the General Fund; The forecast is simply a planning tool used in long-term strategic planning for

the District; It is designed to help identify issues and circumstances that need to be

addressed in advance of occurrence; This represents but one approach to balancing the District’s finances; Does not necessarily reflect the exact layout of future events; as Other events will occur that will likely impact this forecast e.g.

o Any ongoing impact as well as recovery from COVID-19, especially as relates to learning loss;

o Utilization of Federal ESSERS funds; o Current & future State Budget Bills & the General Assembly’s

continuation of the implementation of the Fair School Funding Plan over six years;

o Recovery of U.S. & OH economy from COVID-19 and supply chain issues; o COVID-19 impact on real estate markets and valuations; and o Other market forces that impact our expenditure base.

The only thing about this forecast for which we can be assured, is that most all of the numbers will be different.

A synopsis of the key forecast takeaways include the following:

Due to COVID-19 closure in spring of 2020, and the combination of remote and hybrid periods during fiscal 2021, we ended with favorable operating surpluses in both fiscal 2020 and fiscal 2021, thereby adding to the District’s fund balance ($61.3 million at 6/30/21);

As of now, the next projected operating levy has been delayed from 2022 to 2024; and

If so, that would make it a ten-year span since the last operating levy in 2014; NOTE-THE ADOPTION OF THE FORECAST DOES NOT PLACE A LEVY ON THE

BALLOT. Some of the future year deficits are to be funded by drawing down on our

"rainy day reserve"; The State implemented the Fair School Funding Plan (FSFP) for school finance

beginning in fiscal 2022, and while the Ohio General Assembly did not commit

to continuing beyond the new 2021-2023 biennium, the forecast has been prepared on the assumption that the FSFP will be implemented over a six-year period;

Consequently, while the District would appear to receive relatively minor net increases in funding under a fully-implemented FSFP, it continues to be funded on a "guarantee" basis that grows from $1 million in fiscal 2022 to as much as $7 million in fiscal 2026;

The “guarantee” amount grows due to a combination of projected declining enrollment and the assumed phase-in of the FSFP over a six-year period; and

Assumption during the forecast period is that the new form of a “guarantee” continues;

This forecast reflects the one-year extension percentage for CBA increases and then assumes a 2.0% per year base increase effective during each of the three years of the next collective bargaining agreement period;

This forecast continues to assume unidentified targeted budget savings of $500,000/year over year beginning in fiscal 2023 totaling $5.1 million during the forecast period;

With an anticipated return to pre-COVID spending patterns in fiscal 2022, the District begins to deficit spend in fiscal 2022 and throughout the remainder of the forecast period.

Other significant points including assumptions and changes in assumptions from the last forecast highlighted by Mr. Christman included:

Cash fund balance as of 6/30/25 for the five-year period has improved by $9.0 million from the May 2021 forecast;

the forecast continues to assume the COVID-19 impact is primarily a timing difference with an estimated total net loss approximating just under $1 million over the multi-year period (i.e. a delinquent collection in one fiscal year is collected in a subsequent fiscal year);

the District would appear to receive relatively minor net increases in funding under a fully-implemented FSFP;

fiscal 2022 expenses are assumed to return to pre-COVID-19 spending levels; this forecast increases the assumed growth rate for CBA increases in years

beyond the current CBA agreements from 0.5%, and 1.0% to 2.0% per year during the next CBA renewal period;

this forecast continues to assume unidentified targeted budget savings of $500,000/year over year beginning in fiscal 2023 totaling $5.1 million over the forecast period;

this forecast projects operating deficits for each of the years in the forecast period, even when including new revenues from projected future new operating levies;

fringe benefits include health insurance projected at a 7.0% increase in fiscal 2022, and 7.5% in fiscal 2023 and beyond;

like most school districts, our fiscal 2021 enrollment was down, 4,586 vs. fiscal 2020 total of 4,823. Projected enrollment during the forecast period is still trending downward-preliminary fiscal 2022 enrollment is 4,508 (note these enrollment numbers exclude pre-school); and

the District’s tax collection year 2021 assessed valuation ($881 million) and the preliminary tax collection year 2022 ($935 million) are still below our previous high of $957 million in 2007 (the AV only impacts future levy proceeds).

SUPERINTENDENT'S REPORT 9.1 SUPERINTENDENT'S REPORT At this time, Superintendent Dr. David Glasner reported that he recently attended a Forward Together leadership meeting as well as the Ohio School Boards’ Association annual Capital Conference at which the District led two presentations related to our diversity, equity and inclusion work and on joint facilities planning. Dr. Glasner also recently joined his Superintendent’s Student Advisory Council at the Cleveland City Club for a presentation on disinformation and democracy. And, finally, Dr. Glasner continues to meet with and be involved with his regular stakeholder groups. 10. BOARD MEMBERS' REPORTS AND HIGHLIGHTS 10.1 BOARD MEMBERS REPORTS AND HIGHLIGHTS At this time, the Board Members provided reports on various district matters. Mr. Isaacs shared an experience he had at the recent Capital Conference in which another school district administrator complimented the dedicated work that our District is doing. Mr. Isaacs and Board Member-Elect Ms. Lora Cover shared an update on the work being done by Honesty for Ohio Education with regard to House Bills 322 and 327. President Weingart participated in a recent Zoom meeting of her fellow Northeast Ohio school board presidents. 11. EXECUTIVE SESSION 11.1 EXECUTIVE SESSION At the recommendation of the Board President, and upon receiving a motion and a second, the Board of Education voted on recessing the meeting and enter into executive session to discuss employee personnel matters under Ohio Revised Code (ORC) Section 121.22(G)(1) for the purpose of considering the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee; in accordance with Ohio Revised Code (ORC) Section 121.22(G)(4) to discuss matters relative to collective bargaining; and in accordance with Ohio Revised Code (ORC) Section 121.22(G)(8) to discuss matters relative to negotiations with other political subdivisions regarding requests for economic development assistance.
