Minutes Council member Gary Davis made a motion to approve the minutes of the September 21, 2015 Council Work Session. Council member Chris Compton seconded the motion which passed unanimously. Council member Chris Compton made a motion to approve the minutes of the September 28, 2015 Town Council meeting. Gary Davis seconded the motion which passed unanimously. Street Closing Resolutions A) Council member Gary Davis made a motion to approve Resolution 2015-08 authorizing temporary street closings for Liberty Chamber Christmas parade on Saturday December 5, 2015 from 1:45pm to 4pm. Council member Tyson Nixon seconded the motion which passed unanimously. B) Council member Tyson Nixon made a motion to approve Resolution 2015-09 authorizing temporary street closings for the Liberty Chamber Christmas Tree Lighting on Saturday December 5, 2015 from 1:00pm to 7:00pm. Gary Davis seconded the motion which passed unanimously. C) Council member Gary Davis made a motion to approve Resolution 2015-10 authorizing a temporary street closing for the Freedom Family Church Trunk or Treat on Saturday October 31, 2015 from 5:30pm to 8pm. Chris Compton seconded the motion which passed unanimously.

Minutes of the Meeting of The Liberty Town Council

To Order The Mayor called the meeting to order at 6:40pm and asked Tyson Nixon to lead the Pledge of Allegiance followed by a moment of silence.

Minutes Council member Gary Davis made a motion to approve the minutes of the September 21, 2015 Council Work Session. Council member Chris Compton seconded the motion which passed unanimously. Council member Chris Compton made a motion to approve the minutes of the September 28, 2015 Town Council meeting. Gary Davis seconded the motion which passed unanimously.

Street Closing Resolutions

A) Council member Gary Davis made a motion to approve Resolution 2015-08 authorizing temporary street closings for Liberty Chamber Christmas parade on Saturday December 5, 2015 from 1:45pm to 4pm. Council member Tyson Nixon seconded the motion which passed unanimously.

B) Council member Tyson Nixon made a motion to approve Resolution 2015-09 authorizing temporary street closings for the Liberty Chamber Christmas Tree Lighting on Saturday December 5, 2015 from 1:00pm to 7:00pm. Gary Davis seconded the motion which passed unanimously.

C) Council member Gary Davis made a motion to approve Resolution 2015-10 authorizing a temporary street closing for the Freedom Family Church Trunk or Treat on Saturday October 31, 2015 from 5:30pm to 8pm. Chris Compton seconded the motion which passed unanimously.

Board Appointments Council member Tyson Nixon motioned to approve the appointments of Tom Meacham and Debbie Campbell to the Patterson Cottage Committee with terms expiring October 2018. Gary Davis seconded the motion which passed unanimously.

Proclamation Council member Mark Jones made a motion to approve the Proclamation of Saturday October 31, 2015 as North Carolina "Breaking the Silence" on Domestic Violence Day. Council member Filmore York seconded the motion which passed unanimously.

Recognition of the Courier Tribune Readers' Choice Award 2015 Mayor Caviness presented a Certificate of Recognition to The Liberty Fire Department for outstanding community service and being chosen by the citizens of Liberty and Randolph County as The Courier-Tribune Readers' Choice award recipient for "Fire Department of the Year". Chief Matt Talbott, firemen David Foigeman and Pres King accepted the award on behalf of the Liberty Fire Department. Mayor Caviness presented a Certificate of Recognition to Officer William M . Hargrove of the Liberty Police Department for outstanding community service and being chosen by the citizens of Liberty and Randolph County as The Courier-Tribune Readers' Choice Award recipient for "Police Officer of the Year".

Town Manager's Report There was a water leak at N , Greenbriar and E. Brookwood Streets on Friday. The leak was due to a hole in an old galvanized pipe. The street wil l be patched in a couple of weeks.

A camera was run in sewer line at Lowe Street and no major problems singled out at this point.

The Town Manager attended the combined TAC and TCC meeting held in Kernersville on Wednesday. The Highway 49 bypass remained on the project list and will be submitted to the state for consideration.

A pre-construction meeting was held Friday for the Sizemore well site. Construction should begin November 2, 2015. The next project will be the Troy Estate site.

The Town Manager has discussed with Parks and Recreation director Martin Rierson the need for a Council member to serve as a liaison for the Parks and Recreation Advisory Board. They would like to have someone appointed to this by January.

Manager reminded everyone of the open house at the new Randolph County EMS -Liberty ambulance base one Wednesday, October 28, 2015 from 4:00 - 6:30pm.

Council member Chris Compton asked i f samples had been taken from the Troy Estate well site. The Town Manager responded that all water quality samples were taken and came back within limits.

Citizen Comments Citizen Mary Bartell asked how the town would be involved in the Domestic Violence "Breaking the Silence" Proclamation. Mayor Terry Caviness responded that the town was just asked to sign the Proclamation to show support. She also asked i f a street sign is down beyond or outside of the city limits, what agency should be notified. Town Manager advised her to call the DOT.

Adjourn There being no further business to discuss, Council member Filmore York made motion to adjourn. Council member Chris Compton seconded the motion which passed unanimously.
