D11: Synthesis Report SR2 (Executive Summary) Synthesis Report SR2 will be a report including all relevant results and information from WP 2, 3 and 4 and will be addressing experts for building stock analysis from all European countries. It will – as an executive summary – also be part of the final report (see below).
D2: Final Report The closing date of the TABULA project is the 31st
May.
The final report will consist of the following elements: publishable result oriented report final technical implementation report final financial statement According to the contract the package including all deliverables must be submitted to EACI within 60 days following the closing date of the action. In order to avoid finalising during the summer holiday time the co-ordinator asked the partners to deliver all required documents until 29th June (see also Action List). The Result Oriented Report (D2) is the main available report for the project target groups. The re-port will summarise all interesting results, lessons learnt, impacts achieved and should − help to convince experts from other countries to also set-up building typologies. − give guidance for the use of building typologies in the context of energy advice and building
stock modelling on local, regional and national level. The structure of the result oriented report is proposed as follows: Executive Summary (= SR2) 1. TABULA Approach [IWU]
overview of objectives, concepts, activities 2. Activities on National Level [all project partners]
summary of national scientific reports, 4 to 8 pages per country 3. Synthesis and Common Conclusions [IWU]

Apart from the description of the set-up of the national building typologies, the concept of the typol-ogy brochures and building display sheets, the partners are supposed to mention the following points in their FR contributions, if applicable: • the question how a national EPC database (if available) can be used to attain information about
the national building stock (kind of data, representativeness) • definition of "average buildings":
• in case that average buildings have been defined: explain which information sources have been used for the average refurbishment state
• in the other case: make proposals how the average refurbishment state of buildings could in the future be determined.
• the question of the relation between measured and calculated consumption • in case that the correlation has been determined:
a) explain the data sources b) show a table or chart with the calibration factors (values of table "[TABULA.xls]Tab.CalcAdapt")
• in the other case: make proposals how the average consumption and its correlation with building and system properties could be determined.
• perspectives for transfer of findings to non-residential buildings • in case that a contribution to D9 has been made: Give a short overview of your results
These and possible further hints will be given also in the template for the FR, which will be pre-pared by IWU (date see Action List). The main steps for the preparation of the final report are stated in the Action List.
Status of Work – Report from the TABULA Partners The partners gave account of the following points: − achieved results and open duties
(deliverables, NAG activities, dissemination) − reception of the TABULA approach in the respective country − structure of the contribution to the Final Report
(4 to 8 pages per country) The details can be found in the respective presentations at the internal website (http://www.building-typology.eu/meetings/meeting6.html). Most partners have delivered the input for the deliverables which are in the now running final pro-ject phase being used for dissemination purposes. As regards the missing deliverables the co-ordinator asked the concerned partners to submit them as soon as possible, at the very latest until the deadlines indicated in the Action List. Only SOFENA has not yet contributed the basic input: the typology matrix and the datasets of ex-ample buildings. In consequence, Bulgaria is currently not present at the country pages of the pro-ject website. Zdravko Georgiev from SOFENA stated that 80% of the datasets were ready. In order to solve this critical situation SOFENA was asked to immediately after the meeting send the current status of the TABULA.xls file to IWU – in order to enable a check of the status and a pre-check of the data quality.

Typological Concepts in Non-Participating Countries Teams of experts from the University of Belgrade, Serbia and from the Budapest University, Hun-gary were attending the meeting as guests. They presented their experiences as regards typologi-cal concepts. For the details please consider their presentations at the internal website (http://www.building-typology.eu/meetings/meeting6.html). The experts from IVE Valencia, Spain and from Cyprus University of Technology were not able to attend the meeting, to the regret of the TABULA project partners. Continuation of the TABULA Approach after the End of the IEE Project As regards the continuation of the TABULA approach after the end of the IEE project the following three options were discussed: 1. Continuous maintenance by TABULA partners 2. Possible national and international projects attaching to the typology concept 3. Possible new IEE proposal
Continuous maintenance by TABULA partners The national typologies which have been developed by the TABULA partners should in principle remain in their respective responsibility. In their role as „Caretaker“ of the typologies of their coun-tries the partners should be responsible for the maintenance and update of typology data as de-fined during the project (matrix, example buildings, statistics of buildings; additional: average build-ings and building stock model, if applicable) In principle, the partners should be willing to do this without remuneration. As an advantage the "Caretaker" could profit from the dissemination effects of the TABULA Webpage and the WebTool as well as from the contacts of the expert network. In addition, there will be an option to participate in common applications for research funding. The TABULA co-ordinator pointed out that projects attaching to the TABULA typologies would not nec-essarily include the participation of IWU and encouraged all partners to consider national and in-ternational applications of building typologies (see also the following list of possible future activi-ties)
Possible national and international projects attaching to the TABULA building typology concept The co-ordinator presented the following possible national and international projects attaching to the TABULA concept which are mostly based on the discussion of the last project meeting. extension to other countries − basic approach of running project, definition of building type matrix and example buildings for
further countries or regions national building stock analyses − models (methodical questions, actual implementation of scenario analyses) − continuous monitoring (information update, EPC databases, surveys, …) − ratio of measured to calculated consumption (large-scale inquiries for different building and
system types, determination of adaptation factors) reference buildings − “average buildings” = top-down approach; application fields: building stock models (see above), − “realistic buildings” consideration of geometrical / thermal variations = bottom-up approach;
application fields: “portfolio assessment” (see below), surveys (questionnaires), … simplified assessment of building portfolios − use typological parameters like number of storeys, number of neighbour buildings for the esti-
mation of the envelope area, age and refurbishment state as indicator for U-values and a rough

selection of system types / application fields: municipal building portfolios, housing companies, …
demonstration buildings “best practice” − assign refurbished buildings as seizable examples to the different national building types sustainability of refurbishment measures / life-cycle costs − differentiation of existing measure database, integration of measure costs, grey energy, … extension of focus to non-residential buildings − classification criteria, example buildings, typical and advanced refurbishment, common calcula-
tion model, … summer performance of buildings − simplified classification, especially relevant in Southern countries and in the field of non-
residential buildings The co-ordinator encouraged all interested partners to further elaborate and apply their typologies in one or more of the mentioned contexts.
Possible new IEE proposal / TABULA Follow-Up Project On this basis the possibilities for a possible follow-up project were discussed. As an input the co-ordinator presented the following concept: Part A (compulsory / all partners): Maintenance and Extension of National Residential Building Typologies (TABULA concept) The objective of part A of a follow-up project would be to • keep the contents of the existing TABULA website and webtool up-to-date (upgrade of example
buildings or statistics, if necessary); • extend the scope to countries not yet included; • promote applications of typologies in the participating countries; • extend the features of the TABULA webtool in order to reflect national new buildings' require-
ments (thermal quality of envelope depending on selected supply system) The tasks for partners from countries not yet included are: • define construction year classes and other parameters for the classification of existing buildings
(national building type matrix) • investigate and select suited datasets and pictures of example buildings • calculate the energy performance of typical heating system components • transfer the data of example buildings and supply systems to the common data structure

Part B (optional / interested partners): Application of the Typology Approach to Monitor the Energy Performance Progress of Housing Stock Subsets The overall idea of part B is to develop and apply concepts to monitor the development of the en-ergy performance of housing stocks on local, regional and national level. Starting point for each national application is the typological classification of a building entirety on one of the following levels: portfolio of a housing company building stock of a city quarter other subsets of the national housing stock the whole national housing stock The most important outcomes could be: energy saving history and trends (=> success in the past, compliance with regulations) energy saving scenarios (=> strategies for the future) model improvement:
- more detailed consideration of typological aspects - model calibration with measured consumption
a common set of indicators to be used in monitoring activities (surveys, energy certificate databases, housing portfolio databases, …) on local and national levels

National Dissemination [ZRMK] and National Advisory Groups [Vito] During the partners' short presentations the status of NAG activities, national and international dis-semination had already been reported. After the meeting the updated tables (http://www.building-typology.eu/communication.html) should be submitted to Vito (NAG) and to ZRMK (national dis-semination).

Vito will prepare a final version of the paper "Strategic approach for co-ordinated activation and involvement of National Advisory Groups" (deliverable D17, existing version see http://www.building-typology.eu/downloads/intern/communication/D17_StrategicApproachNAG_Concept_2009-11-10.pdf). Here the concept, the implementation and the experiences will be reported on a country-by-country base. Input by all partners will be necessary (see Action List) All partners must update their project websites (national contact points) and give information about the TABULA project results (in national languages). Please, indicate the completion of updating to ZRMK. The implementation and outcome of the communication activities will also be an important part of the final technical implementation report.
