statement about with the project. Project coordinator Ali Gokdemir made a short introduction expressing
wishes for successful project implementation and collaboration between all partners and pointed out the
importance of the Cyber Security project for national development of cyber security environment in
Turkey and EU Countries.

Ali GOKDEMIR: What is Cyber Security; Cyber security, also referred to as information technology
security, focuses on protecting computers, networks, programs, and data from unintended or unauthorized
access, change, or destruction.
Government agencies, the military, corporations, financial institutions, hospitals, and other groups collect,
process, and store a great deal of confidential information on computers and transmit that data across
networks to other computers. With the growing volume and sophistication of cyber attacks, ongoing
attention is required to protect sensitive business and personal information, as well as safeguard national
security. Why Cyber Security is Important; Cyber risk is now firmly at the top of the international
agenda as high-profile breaches raise fears that hack attacks and other security failures could endanger the
global economy. Cyber crime costs the global economy over US$400 billion per year, according to
estimates by the Center for Strategic and International Studies.
Project Overview, Background and Project Importance;

• Our project aims to create a curriculum in the field of cyber security and to provide distance
education.

The employment quality in IT sector is higher than general employment and the role of IT specialists in
general employment is increasing in a long period. However, qualified work-power supply doesn’t
increase in parallel with the sector demand. By the European Commission, it is expected that shortage in
quality may increase up to 669.000 in 2015.
So, With our project; Qualified human power will be provided and will contribute to employment. Our
project provides opportunities for this group to improve themselves, create employment and raise
awareness. The increase in cyber attacks and the insufficient number of qualified staff make the focus
group learn innovative techniques and technologies in this field. By the help of this project, it is aimed to
meet the needs of the focus group by preparing a new curriculum, providing distance education
opportunities and certification, improving educational activities and doing activities which raise
awareness.

Ali GOKDEMİR: The Main Aim of the Project: Developing innovative and technological cyber security
curriculum in vocational schools, giving educations and increasing awareness-raising among people in
cyber security.
With our project it is expected that modern cyber security (CS) curriculum will be developed by using
innovative technologies in order to find a solution to the shortage of qualified CS staff in EU and especially
in our country; a large user mass will be reached by developing e-learning platform in order to use in mass
education;providing an over-all improvement by developing products which can bring an awareness to
the community about CS.

ERKAN CETINER: Project web site has already bought as www.cybersecurityplus.org. The web page
will be in service within 1 or 2 months.
CHRISTIAN SCIARRETTA: Is it a Leaflet print or a design?
All participant decided to only design. For design, Project Coordinator will send all data as English to
Christian. If partner wants to own language translate to own language and send to Christian. All partner
accepted this idea.

According to the voting results of all participants; It was chosen as the project logo prepared by Italy.
Discuss to Develop Project Outputs and Tasks
a) Education Training Curriculum (O1)
ALI GOKDEMIR: According to the results of O5 report by Ileana Hamburg, Germany,
Lithuanian and Italian Curriculum in Higher Education, it looks very useful for our
project. Maybe we can benefit from the contents of these trainings.
MARIANO: Our proposal about the Cyber Security Curriculum has very contents.
ALI: Maybe only Spain, Lithuanian, UK and me will make an online conference after
work about the contents we will decide the all modules and sub modules
ADOMAS: Ok, this is better.
BANDARA: Yes.
b) Cyber Security E-Learning Platform (O2)
Ali Gokdemir give speech to Chirstian. Chirstian show some works about e-learning
platform. And that’s platform has support the pdf, video, ppt and flash files. Then we

decided to build the e-learning sub-structure ourselves by Ud’Anet. And to support,
Lithuanian Partner will help for build the e-learning platform.
c) Cyber Security Education Curriculum Data Matrix Code Application (O3)
Ali:
• Firstly finish the topic of the cyber security curriculum
• Then prepare the video, animation or etc. for the related topic
• Upload that video, animation or etc and take a link
• Generate to QR code with embedded link.
• Insert to QR Code raleted topics
Leader is Lithuanian partner for this Intellectual Outputs. Lithuanian partner will
prepare the videos and animations then Upload to the e-learning platform then create
QR Code for use the Cyber Security Curriculum.

d) Cyber Security Book (O4)
3 partners share the Cyber Security Book. Zonguldak Mesleki ve Teknik Anadolu
Lisesi took Vulnerabilities, German Partner took the Cyber Security Attacks and
Portugal Partner took Defens to Attacks. Partners had deal.
e) Reviewing and Analysing European Practice in Cyber Security Education (O5)
Ileana has already done and demonstration to all partners.
Establish Team Norms/Ground Rules;
Ali Gokdemir: There should be an official letter that the person you are working with is related to the
institution. It should be determined who will work and how long it will work. Please prepare this
documents for each responsible duties and send to me and share the dropbox. Payments must be make to
Employee person’s account from the Project bank account within the next month after the job is done.
All participant accepted this rules. Was accepted unanimously.
Establish Time Reporting & Status Updates;
The timeline of the project is available in the file. I also sent you a form to fill out on a monthly basis. We
are able to update the status of your situation and how much time you have developed for the Intellectual
Outputs, so please fill out these forms regularly every month and send to me and share dropbox or other
platform would use.

For the importance of having good organization, effective planning and timely control of all activities
during the project as specified in the project application, the following bodies should be established:

After each meeting, the quality control and monitoring document will be prepared by the host partner who
will hold the meeting and will be sent within two weeks after the each meeting to the Quality Control and
Monitoring Board.
ACTION 3
Work package 1, Education Training Curriculum
All the participants' ideas were taken and it was decided that the cyber security syllabus curriculum should
be prepared in 6 modules. The modules will be up to 5 levels from 2 level competence.

The sub-modules under the main modules and the topics of the sub-modules will be determined by the
coordinator Ali GOKDEMIR within 2weeks. The distribution of tasks among the modules is as follows;
First Modul will prepare by Bulent Ecevit University
Second Modul will prepare by Buckinghamshire New University
Third and Fourth Modul will Prepare by Asociación Empresarial de Ingeniería y Formación
Fifth Modul will prepare by Kazimieras Simonavicius University
Sixth Modul will prepare by Institute for Work and Technology
All partner will start the develop own duties from the first meeting to deadline. June 2018 is the Deadline
of the Work Package-1. All partners also prepare and keep ready screenshots, videos, animations,… for
visual side of the Curriculum and E-Learning Platform.
Work package 2, Cyber Security E-Learning Platform
Cyber Security Platform will be held by Italian partner Ud’Anet Srl. Distance education platform to be
fully developed from scratch by using PHP web base language.
Action plan:
Development of the E-Learning Education Platform was decided to start and complete at the same time
as the Cyber Security Curriculum. So it will be start at January 2017 and complete at June 2018. All
partners will Upload own related to subject screenshots, videos, animations, flash, pdf,…to E-Learning
Platform.

Work package 3, Data Matrix Code Application (QR Code) All developed visual products (videos, screenshots, flash, animations ...) will be created QR code. Action plan:
All partners who develop cyber security curriculum modules will also develop visual products (videos,
animations, flash, screenshots ...) of curriculum contents. These visual products will be uploaded to the E-
Learning learning Platform. QR codes for these visuals will be created. This QR code will be added to the
related topic in the Cyber Security Curriculum Modules by the partner institution that prepared the relevant
modules.
This Intellectual Outputs will start after the second meeting in Italy and will be finish at same date with
work package 1 and work package 2 (June 2018)
Work package 4, Cyber Security Book
It will focus on the actions and precautions that people and institutions should take under the common
circumstances they face in daily life. The book will address to the users at basic and intermediate levels
and the readers will both gain information and skills about the cyber security at these levels. Thus, the
public awareness will be raised. Therefore, the digital copies of the book will take place on the project
website. The book will be delivered to all the university libraries via Bulent Ecevit University.

All partners has already sent to Ileana Hamburg from Institute for Work and Technology. Ileana has
prepared “Short Partner Studies about Reviewing and Analysing European Practice in Cyber Security
Education”. Ileana has made a presentation at the kick off meeting to all participants.
Action plan:
Ileana will be finish the Reviewing and Analyzing European Practice in Cyber Security Education within
1 month.
Work package 6, Cross-Matching of Practice in Turkey with EU Standards Coordinator Ali Gokdemir will be held the Cross-Matching of Practice in Turkey with EU Standards after
Reviewing and Analyzing European Practice in Cyber Security Education within 1 month.
Work package 7, Roadmap for new Cyber Security Education in Turkey
Coordinator Ali Gokdemir will be held the Roadmap for new Cyber Security Education in Turkey after
Reviewing and Analyzing European Practice in Cyber Security Education and Cross-Matching of Practice
in Turkey with EU Standards within 1 month.

ACTION 2
After each meeting, the quality control and monitoring document will be prepared by the host partner who
will hold the meeting and will be sent within two weeks after the each meeting to the Quality Control and
Monitoring Board.
However; for the purpose of quality assurance the Quality Assurance will discuss at the second meeting.
Structure and Responsibilities of the Quality Assurance;
Quality Assurance Board with three members will be responsible for the constant quality of activities in
the work plan. It will have a crucial role for instalments of the future funds to each partner institution. If
some lower quality of project outcomes is discovered, Project Management Board will immediately
consult all relevant subjects within consortium members and find out the best possible way to overcome
the problem.
ACTION 3
Each host partner take under record of the project meetings. This records would be videos or/and pictures.
All partners decided to not necessary he video record but pictures are necessary.
ACTION 4
Each partner institution has to keep the readable copies of travel tickets, boarding passes, invoices,
receipts, or for car travel a copy of the internal regulations on the reimbursement rate per km, Individual
Mobility Reports and regularly filled in Staff conventions with timesheets as defined in Guidelines for the

use of the grant. Portugal partner will check the transport and accommodation invoices about the project
timeline.
ACTION 5
At the kick off meeting decided to second and third meeting time and where. The next meeting will be
held in Italy at 5-9 June 2017, and next one will be held in Lithuania at 4-9 September 2017.
Each partners checked their calendar and agree with this dates and places.
ACTION 6
The people who are required to attend the meeting but do not participate are in this heading. The number
of people not attending the meeting and the repayment information to be generated in the budget will also
be discussed under this heading. As you see, one person from German partner and English partner could
not attend the meeting. These amounts will be deducted from the second payment.
So, I have to make deducted from the second payment for one participant from Germany and one
participants from United Kingdom. This means, 608 Euro from Buckinghamshire New University and
460 Euro from Institute for Work and Technology.
ACTION 7
The interim evaluation report will be delivered in the last week of June. Due to the late signing of our
project by the Turkish National Agency, our project has started late but the first evaluation report will be
delivered at the same time. Up to this report, 2 international meetings will be held, Logos will be selected,
Poster Contest will be completed, O5 and Turkish route map will be finished and at the same time the
Training module will be started.
All partners must send their progress and interim reports to the coordinator by 9 June 2017.

use Google docs, because of more then one person can work on a document at the same time. Coordinator
