Minutes of the 1st
Meeting of State Level Scheme Sanctioning
Committee of State Water and Sanitation Mission for the Year
2018-19 held under the Chairmanship of Secretary (IPH) to
the Govt. of H.P. on 25th
May, 2018
The 1st meeting of State Level Scheme Sanctioning Committee (SLSSC) of State
Water & Sanitation Mission was held in the Chamber of Secretary (IPH) to the Govt. of H.P.
Armsdale building, H.P Secretariat, Shimla-2 at 03.00 PM on 25th May, 2018 under the
Chairmanship of Secretary (IPH).
List of participants is attached at Annexure-A.
At the outset, Member Secretary-Cum-Engineer-in-Chief (IPH) welcomed the
Chairman & members of the committee. Before initiating discussion on the Agenda Items, an
overview of drinking water supply scenario of the State was given by the Member Secretary for
the information of the members.

Thereafter, the agenda items were taken up for discussion as under:
AGENDA ITEM – 1: Confirmation of Minutes of 1st Meeting of 2017-18
held on 2nd

The minutes of the 1st meeting of State Level Scheme Sanctioning
Committee of State Water & Sanitation Mission held on 02-02-2018 were confirmed.
AGENDA ITEM – 2: Annual Action Plan 2018-19
As per Annual Action Plan for 2018-19, there is provision of Rs.
101.25 Crores (Rs. 10.13 Crore under State Sector and Rs. 91.12 Crore under Centre
Sector NRDWP).
During the current finical year 2018-19, 500 habitations are
proposed to be covered. Category wise tentative target is as under:-

The SLSSC approved the Annual action plan. However the schemes which are >75% completed are to
be completed first and then >50% completed schemes and so on following above priorities.
AGENDA ITEM – 3: Approval of Projects in respect of Border Area

The estimates of ITBP (Border Post) described above have been sent to
MoDWS, GoI New Delhi for approval. During discussion it was confirmed that there was no local PC
habitation en route which can be served under these proposal. The proposal is primarily for ITBP
Border area post.
The committee considered the proposal and approved the same for funding
from MHA.
AGENDA ITEM – 4: Approval of Rural Water Supply Projects Prepared and
posed to BRICS for external assistance.
The Himachal Pradesh Rural Water Supply Project, for Providing Water
Facility to left-out / Partially Covered Habitations in Rural Areas in the State of Himachal
Pradesh has been proposed for NDB funding. The Project cost of phase-1 estimated at USD
100, million will be financed through loan of USD 80 million (80% of the cost) from NDB and
counterpart funding of USD 20 million. IPHD has proposed NDB loan for financing 31 Nos
rural water supply schemes covering approx. 3,140 habitations, benefiting a population of
480,000, amounting to Rs.877.12 Crore (as per Ann-‘B’).
The item was considered and approved subject to the condition that
only schemes appraised and finalized by NDB Consultant shall be considered and no further
revision will be allowed in cost and it shall be ensured that the sources of all the schemes are
sustainable even beyond design period of the projects and have proper O&M arrangement
of the schemes.
AGENDA ITEM – 5: Approval of Project for Renovation/Remodelling
of Old Rural Water Supply Schemes proposed for funding under
external assistance for Rs. 798.19 Crore.
A Project Proposal for Remodeling/Renovation of Old Rural Water Supply
Schemes of Himachal Pradesh, amounting to Rs. 798.19 Crore. These schemes prepared to
restore the service levels which are low as per the data received from all Circles of IPH in
Himachal Pradesh. Himachal Pradesh has 1421 schemes commissioned prior to 01.01.2000,
which require renovation/revamping to ensure sustainability of these schemes. The habitations
being served from these schemes are 6831 and present population being served is 1307092.

The proposal was approved in principle subject to the condition that actual cost is
to be worked out later, when Detailed Project Reports are made. It must be ensured that all the
sources of the schemes are sustainable. Further, the list along with status of habitations to be
covered/ served from these schemes and other clarifications already sought shall be submitted to
Ministry of Drinking Water & Sanitation, New Delhi.
AGENDA ITEM– 6: Pertaining to WSSO(Support &
NWQMSP):-
A: Decision taken report on ATR on Agenda Item of SLSSC held on 02-02-2018
(i): Review of Annual Action Plan 2017-18 under NRDWP (Support and WQMS
Fund)
The Progress of Support and Water Quality Monitoring and Surveillance (WQM&S)
activities under National Rural Drinking Water Programme(NRDWP) implemented during the year
2017-18 was reviewed during the meeting and was found satisfactory and same was confirmed by
SLSSC.
(ii): Review of Physical and financial progress for FY 2017-18
The Information was submitted to RDD regarding updated list of PRI members
trained with Field Test Kits (FTKs), Gram Panchayat wise detail of FTKs distribution and website link
for monitoring of FTK tests. The information regarding update was confirmed by SLSSC.
(iii): Approval of extension of annual contract of the staff placed under
IPH, WSSO and DWSMs for 2018-19
The decision was implemented and hence, the item was concluded.
(iv): Approval of enhancement in the emolument of Accountants (DWSM)
and outsourced staff i.e. Block Coordinators under Block Resource
Centre, DWSMs and Sweeper
a. The emoluments of Accountants were enhanced as per decision taken in the SLSSC
meeting held on 02-02-2018. Hence the item was dropped.
b. Regarding enhancement in the wages of sweeper and engagement of Chowkidar
cum sweeper, the decision was implemented. Hence the item was dropped.
(v): Approval of regularization of the service conditions of the WSSO, SWSM
staff in analogy to the Policy issued by the Government of Himachal
Pradesh for Project Staff in the Department of Forests, Himachal
Pradesh
The committee recommended to the take the matter with the State Government.
This is already under process.
(vi): Payment to Jalrakshaks
As per decision taken, funds amounting to Rs.10.63 lakh only was released as part
Jalrakshak’s remuneration by WSSO.
Hence, the item was dropped.
(vii): Payment to PEC University, Chandigarh as State Technical Agency
After detail deliberations, the proposal was approved by SLSSC and as proposed, it
was finalised to tie up with NIT Hamirpur as STA (State Technical Agency), as the proposal for
designating STA was received from NIT Hamirpur only and no response was received either from
IIT Mandi or PEC Chandigarh. Furthermore, any pending balance amount of PEC University, if
any, shall be paid as per MOU and an MOU of STA with NIT Hamirpur be finalized.
B. Proposal for State Training Centre, Mandi as National Key Resource
Centre of Ministry of Drinking Water and Sanitation (MDWS), GoI
The proposal was agreed by the committee and it was decided that the State may
apply to the Ministry of Drinking Water & Sanitation Govt. of India on the prescribed format for
final approval of the GOI.
Agenda Item7: Fresh Agenda Item pertain to WSSO
1. Approval of Annual Action Plan 2018-19 under NRDWP (Support and
WQMS Fund)
Discussion was held on AAP 2018-19(Support&WQM&S) under NRDWP.
The AAP for Support and WQM&S funds for CFY 2018-19 is Rs. 809.36 lakhs, the
details are as given below:

The same was approved by SLSSC.
2. Approval of enhancement in the emolument of outsourced staff i.e.
Block Coordinators under Block Resource Centre:
The matter was discussed in detail and necessity of enhancement of the
emoluments of outsourced staff i.e. Block Coordinators under Block Resource Centre.
The committee discussed the proposal in view of the Secretary IPH letter SWSM-WSSO-
EStt-Vol-V/2016-17/268-70 dated 12 April 2018 on this matter addressed to the Joint
Secretary (Water) MDWS GoI. It was decided that as per the reply of the response letter
from MDWS GoI the action may be taken. This matter may be consulted with the state
finance and accordingly the further action shall be taken.
3. Repair and maintenance of hostel building of State Training Centre,
Dhangsidhar, Mandi After detail deliberations, the proposal was approved by SLSSC and it was
decided that the work be executed from the funds of Room Rent head of the State Training
Centre account and be executed through Executive Engineer IPH Division, Mandi. No
construction is allowed as per guidelines.
4. Sanctioning of one no. post of Junior Engineer (Civil) and one no. Night
Chowkidar at STC Mandi.
After detail discussion, the committee approved the proposal to engage one
(01) night Chowkidar cum caretaker at STC Mandi through outsourcing.
The meeting ended with vote of thanks to and from the chair.
