The Central Council appreciated the contributions of Dr. Pinkin N. Trivedi in
the Council whose membership seized on 31.03.2016.
The Hon’ble Minister of State (I/c), Ministry of AYUSH, Govt. of India, Sh.
Shripad Yesso Nayak Ji graced the meeting of Central Council. He paid his tributes to Dr. Samual Hahnemann, the founder of Homoeopathy. The
Members of Central Council namely, Dr. Rajesh Sharma, Dr. S. M. Desarda,
Dr. B. T. Rudresh, Dr. Tejinder Pal Singh, Dr. Rajat Chattopadhyay, Dr. Pawan Dongre, raised the points before the Hon’ble Minister about delay in grant of permission to
Homoeopathic Medical Colleges for admission for 2016-17, and they objected about
the conduct of surprise inspections of colleges by the authority of Ministry without having any statutory right. The Vice-President, CCH also raised the
said matter before the Hon’ble Minister. The President, CCH informed the
Hon’ble Minister that during his tenure it is the first time that Meeting of
Central Council is taking place outside Delhi that too in the home town of Hon’ble Minister. The President informed that the former Secretary in
Ministry of AYUSH has told the Parliamentry Standing Committee that the
Ministry has no authority to close the colleges but the inspection teams of Central Govt. are virtually raiding the colleges and highlighting only the
negative points. He questioned about the policy of the Central Govt. in this
regard. He pleaded with the Hon’ble Minister that if immediate decision is not taken by the Ministry regarding admission of students in Homoeopathic
Colleges for 2016-17, the managements and college authorities will suffer a
lot and it shall have adverse effect also on the profession. The Secretary of Council with the approval of Chair, also briefed the Hon’ble Minister and the
Council about a few pending important administrative matters of CCH in the
Ministry. The Hon’ble Minister in his speech told that he has already

spoken to concerned officers in the Ministry and assured that he will again impress upon them for an early decision. He also expressed his unhappiness
the way the surprise inspections are being conducted by the Ministry’s
authorities.

The Members expressed their deep concern on the delay in taking a decision
by the Central Govt. for grant of permission to the colleges for making
admission for 2016-17 session.

The Members of the Council also expressed their anguish on the conduct of surprise inspection by Ministry of AYUSH, Govt. of India of some colleges for
which H.C.C. Act does not authorise the Ministry.
The Central Council authorise the President to ensure that status of the
colleges of which reports of inspection has been received at a later date, may
also be sent to Ministry on priority basis.

The Central Council noted the status of applications received in terms of the
provisions of Section 12A of HCC Act, 1973 and decided that the applications which are deficient in respect of (a) application not received in
prescribed form or unsigned (b) application fee not received (c) NOC in
specified format not issued by respective State Govt. (d) consent of affiliation in prescribed format is not received from concerned University (e)
documents regarding ownership of land or leased land not received, and (f)
the documents are not attested by a gazetted officer may be rejected and informed to Central Govt. stating that application for want of said
documents or fee has not been found eligible. However, before taking the
said action one communication showing the deficiency may be sent to the
applicant concerned and the applicant may be given a specific time limit to do the needful.
It noted the fate of application of Parsar Homoeopathic Hospital & College, Bhopal.
The report of inspection of Sayali Charitable Trust College of Homoeopathy, Aurangabad is considered, and the Central Council decided to recommend
for issue of LoI to it for admission of 100 intake capacity in 1st year B.H.M.S.
Course for 2017-18 provided that it appoints Readers in subjects of Anatomy, Pharmacy and Materia Medica and Lecturer in Physiology; and
appoints one more Library Assistant besides providing a Clinical Laboratory
in its attached Homoeopathic Hospital alongwith diagnostic machines like X-ray, ECG and USG as well as Operation Theatre and Labor Room (in
functioning order). The College also be asked to appoint Surgeon,
Obstetrician/Gynaecologist in its Homoeopathic Hospital faculty and ensure
catering service in Hospital.
The Central Council considered the report of inspection of S.S. Agarwal
Homoeopathic Medical College and it decided to recommend for issue of LoI for admission of 100 students in 1st B.H.M.S. Course for 2017-18 subject to
appointment of Readers in subject of Anatomy, Physiology, Organon of
Medicine and Lecturer in Pharmacy subject for which no consent is reported. However College needs to appoint all teaching faculty in five
subjects of 1st BHMS Course for the purpose of LoP besides providing X-ray

and USG in its Homoeopathic Hospital and appointing obstetrician/ Gynaecologist as well as Pathologist/ Biochemist and X-ray Technician/
Radiographer in its Hospital Staff. It needs to appoint one more Library
Assistant. Dissection Table needs to be added in Anatomy for meeting the prescribed requirements.

The Central Council ratified the decision of Executive Committee in the matter. However, regarding electronic registration by the State Boards/
Councils, it decided that a request may be made to State Councils but
ultimately the work has to be done by the State Councils/Boards under the respective State Acts for which prolonged persuasion by the Central Council
may not be practical. The Central Council did not find any provision in
Homoeopathy Central Council Act regarding Inspection/ Visitation of Homoeopathic Medical Colleges by the Third Party. So far as Aadhar linked
digital attendance by the teaching faculty, Hospital faculty and other staff
members of the college is concerned, the Central Council felt that it is possible only in colleges of Central/State Govts. but not in respect of the
private colleges and for such reason it may be difficult to ensure the same
by the Council. However, all the colleges may be once advised to install
Aadhar based attendance machines on which all employees and staff can put their attendance both for coming and going.

The Central Council approved the draft regulations namely, Homoeopathy Central Council (Scheme of Reciprocity) Regulations for seeking sanction of

Govt. of Akwa Ibom State of Nigeria Homoeopathic/ Alternative Medical Board for providing exchange of study in India for which HCC Act does not
