IMMT, AMD, MECL etc for mineral development of the State. He

also expressed that resource assessment of most of the mineral

discoveries has not been reached the G-2 level of UNFC and

informed the house that mineral blocks now need to be assessed at

minimum G-2 level. He appreciated the work of geoscientists in

field amidst lot of adverse situations. He thanked the participants

for their august presence to review the exploration activities

conducted during 2015-16 and items proposed for 2016-17. He

52.04.00 ADDRESS BY SRI DEEPAK MOHANTY, IFS, DIRECTOR OF MINES,

ODISHA

Sri Deepak Mohanty IFS, Director of Mines, Odisha in his address

stated that mineral exploration has gained momentum after

promulgation of the Mines and Minerals (Development and

Regulations) Amendment Act, 2015 and the Minerals (Evidence of

Mineral Contents) Rules, 2015. There is a need for reporting mineral

resources / reserves as per Minerals (Evidence of Mineral Contents)

Rules, 2015. He was optimist about putting 9 blocks into auction

during 2016-17 and 8 more blocks by 2017-18. He appreciated and

praised the coordinated approach by different agencies like GSI,

MECL and State Directorate of Geology for upscalling the

exploration status of mineral blocks at G-2 level of UNFC to

facilitate auction. He also indicated that Govt. has planned to

outsource the exploration to achieve the objective in time. Director

of Mines also assured GSI to provide necessary lease hold map of

the State for their convenience. He also informed that as regards

forest clearance for mineral exploration, Ministry of Mines,

Government of India is taking up the issue with Ministry

Environment and Forest &Climate Change (MoEF & CC),

Government of India and is hopeful that guideline for relaxation

would come out shortly.

52.05.00 ADDRESS BY SRI R. K. SHARMA, IAS, PRINCIPAL SECRETARY TO

which will in turn bring prosperity to the State. He advised to

upscale the exploration status of mineral blocks to at least G-2 level

of UNFC to facilitate auction. Simultaneously, he urged upon to

focus minor minerals so that it can also be eligible for auction. The

chairman expressed that as CMPDIL is looking after the coal

exploration in the State, so the State Directorate of Geology should

focus on non-coal minerals like iron ore, manganese, chromite,

bauxite, graphite, limestone etc. He informed the House that

discussion with Ministry Environment and Forest &Climate

Change (MoEF & CC) is going on to have a permission instead of

clearance to carry out exploration in forest areas. The chairman

praised the role of Geoscientists working in the interior areas for

undertaking mineral exploration He thanked all the organizations

participating in the 52nd SGPB meeting and wished the meeting a

52. 09.00 DISSCUSSION ON AGENDA ITEMS OF 52nd SGPB

52.09.01 AGENDA -1

MoEF & CC, Government of India may be requested to relax the

norm of putting borehole in forest area in order to expedite general

exploration in G-2 level of UNFC.

Suggestion: DG (O)

(Action: MoEF & CC, S&M Dept)

AGENDA -2

Exact spacing of boreholes along and across the strike for a

particular mineral block for G-2 level of exploration may be

decided by a Committee of representatives from GSI, IBM & DG (O)

to avoid confusion in this regard.

Suggestion: DG (O)

(Action: IBM, GSI, DG(O), MECL)

AGENDA -3

General / detailed exploration of free hold mineral blocks may be

effected by Public Private Partnership (PPP) mode for timely

completion of the work.

Suggestion: DG (O)

(Action: S&M Dept)

AGENDA -4

Identification of Mineral blocks with G-4 level of UNFC be

undertaken for future availability of potential blocks for general /

detailed exploration.

Suggestion: DG (O)

(Action: All Stake holders)

17

Participating in the discussion, Mr Patel, Director, GSI shared his

views that for general exploration borehole spacing is dependent

on geology of the horizon. In case of regular deposits borehole

spacing of 200m-400m is necessary. In case if irregular deposits

100-200m spacing may be required. IBM also agreed that it

depends on the geology and geomorphology of the terrain. But

normally one should go ahead with 200 X 200m spacing.

AGENDA -5

a) Status of time bound Exploration to be collected from the

lessees as per UNFC norms in pursuance of Ministry of

Mines Letter No. F-10/75/2008-MV dated 23.12.2010.

AGENDA -10

All low grade iron ore deposits at +45% Fe should be explored and

assessed. Simultaneously, beneficiation studies should be carried

out to upgrade such low grade iron ore resources by adopting

state of art beneficiation techniques.

Suggestion: SGAT, Bhubaneswar

(Action: GSI, DG(O) & other stake holders)

AGENDA -11

The reserve status of earlier explored iron ore, bauxite, limestone,

manganese ores deposit should be up-graded to conform to UNFC

AGENDA -13

The State Govt. should take advantage of National Mineral

Exploration Trust Fund to meet the expenditure to be incurred for

exploration and assessment of mineral prospects of the State

these rocks should be assessed.

Suggestion: SGAT, Bhubaneswar

(Action: GSI, IBM, DG(O) & Utkal University)

AGENDA - 15

Sri R N Patra, SGAT suggested that as there is a dearth of potash

fertilizer minerals not only in the State but also in the country.

Nepheline syenite rocks may be considered as a source rock for its

potash value. He further suggested to ascertain the potash value of

nepheline syenite occurrences in Koraput, Bolangir and other

districts of Odisha for use as potash fertilizer.

Suggestion: SGAT, Bhubaneswar
