MINUTES of the 2020 Annual General Meeting
The Annual General Meeting for Members of the Chartered Engineers Pacific (aka
Western Canada Group of Chartered Engineers) took place on Wednesday
February 19, 2020 in the Fraser Meeting Room, Accent Inns, Burnaby, BC
1. Chairman Suresh Vishwakarma (MIET) opened the meeting at 6:15 pm
by welcoming the eleven attendees. Refer enclosed list of attendees.
Apology for absence of attendance was noted for Alan Kay (MICE),
David Harvey (FIStructE, FICE) (FIStructE representative) and Matthew
Walton Knight (MICE).
2. The Agenda of AGM -2020 was adopted without additions from the floor,
Proposed by Alan Wood (MIET) and seconded by David Woo (MISTructE) and
thus carried.
3. The Minutes of the last AGM held on February 20, 2019 Appendix A to the
Agenda, was approved on proposal of David Woo (MISTructE) and
Seconded by Alan Wood (MIET), and thus carried.
4. Matters arising from the Minutes.
4.1 no matters were carried for discussion.
5. Reports of the Group Officers:
(a) Chairman’s Report was presented by Suresh Vishwakarma

6. Matters arising from Reports:
6.1 Treasurer’s report: The treasurer confirmed that the expenses are
expected to exceed revenue in future, based on current planned
activities and expected revenue from the institutions.
6.2 Secretary’s report: the Sectretary confirmed that the email
notifications for the AGM-2020 received from IET was confusing about the
date.
7. Group Officers’ Reports were adopted, on proposal by Douglas Yee (MICE)
and seconded by Chris Richardson (MIET); Reports thus carried to
the Minutes of AGM-2020.
8. Nomination for the Election of the 2020 Committee:
The Chair’s Nomination Slate Appendix B per Constitution, for election of
Committee members to serve during 2020, election was tabled.
No additional nominations were proposed from the floor.
All the nominations were approved unanimous without voting, on
proposal by George De Ridder (FIStructE) and seconded by Alan Wood
(MIET), thus Carried.
The incoming Committee names were all carried and instated.
9. Current auditor Mr. Grant Anderson (MICE) and in addition Marina Li
(Past Hon. Treasurer of CEP) (ICE) were approved unanimously as
volunteer members of the Audit Committee for 2020. Thus, moved and
carried on proposal by Suresh Vishwakarma (MIET) and
seconded by Douglas Yee (ICE).
10. Other Business:
Expense claims approved and CARRIED, proposed by Douglas Yee
(MICE), seconded by David Woo (MIStructE):-

CHAIRMAN’s REPORT ON 2019
A very good evening to you ladies and gentlemen.
My first year as your Chair ends today. It was a matter of great honour
indeed to lead the highly knowledgeable team of Chartered Engineers
Pacific and to have the privilege of standing and speaking at different
events throughout the year about our achievements and plans. It was a great team effort
and the credit of this successful year full of events goes to the entire CEP team and
volunteers. A very special thanks go to the executive team of George De Ridder (FIStructE)
as our Honorary Secretary, of Zeeshan Khan (MIET)as our Honorary Treasurer and Graeme
Green (MICE) as our Vice Chair. It will be unjust not to mention the name of the past Chair
Matthew Walton-Knight (MICE) for his excellent support during various occasions.
In 2019, we continued to deliver our vision to deliver inspirational engineering events and
networking opportunities. Also, we participated in celebrate the 150th anniversary of the
formation of IET, one of our five Sponsoring Institutions.
Since its foundation in 1871 as the Society of Telegraph Engineers, the IET has had a rich and
complex history. It became THE INSTITUTION OF ENGINEERING AND TECHNOLOGY in 2006 by
the joining of the INSTITUTION OF ELECTRICAL ENGINEERS and THE INSTITUTION OF
INCORPORATED ENGINEERS. Today, IET is the diverse home for engineering and technology
across the world, providing extensive knowledge, resources and support to help our
members grow professionally, champion the profession in all its forms and inspire the
engineers and technicians of tomorrow.
We have also enlarged IMechE’s presence in 2019 by organizing competitions on behalf of
IMechE in Vancouver.
In the 2019, we held ten successful events covering History of Jaguar Cars, China's
Engineers, Capstone Design Course, Transportation Infrastructure on Complex Mega-
Projects, Business Responsibility, Space Systems, Restarting Electricity Sector, Smart Water

Infrastructure, and a couple of dinners too. A major event that was initially planned for
September 2019 had to be rescheduled and was organized in January 2020.
Two competitions were also organized for young engineers and engineering students. We
were privileged to have three international speakers in 2019. Our network is gaining a huge
popularity and appreciations in the region. To maintain the same pace, we have planned
ten events for year 2020 including a major event to celebrate IET’s 150 years.
The attendance at our events in 2019 has not improved. Refer Appendix F: Technical
Program 2019.
As an excellent learning and professional development activity, our members need to
make a special effort to utilize these free-to-members opportunities. We have been able to
attract few young professionals in 2019. With the same pace, I can see the possibility of
starting as YP chapter as well in the future for Western Canada region. The Committee is
also trying to find ways to attract more participation.
CHARTERED ENGINEERS PACIFIC is mandated with the responsibility of serving the members
of five leading UK based professional institutions - ICE, IMechE, IET, IStructE, CIBSE located in
British Columbia, Yukon, Washington State and Alaska. Our activities are however focussed
in BC. We need to step out to other provinces and states as well. We are also expected to
assist local professional engineers, EITs and technologists with aspirations to register
internationally.
We therefore need good working hands to be able to discharge our duties. I therefore
encourage engineers of all age groups to step in and strengthen our group. We will soon be
having a new committee for the coming year. I request you to come forward to serve the
profession.

HONORARY TREASURER’S REPORT 2019
The Financial Profit and Loss Statement from January 1st to December 31st, 2019 forms part of
this financial report.
The Financial Statement is a consolidated summary of the General Ledger. The Ledger includes
all entries for payments made by cheques for invoices received by the Honorary Treasurer
and approved by the WCGCE Committee of 2019. The Ledger also includes Grants received
from parent institutions; Revenue generated from the 2019. AGM ticket sales and Members
Appreciation Dinner ticket sales and interest earned on current balance held in the bank
account. All Ledger entries have been balanced at the end of each month against the monthly
bank statements.
The 2019 Audit Committee comprises Ms. Marina S.W. Li, and Mr. Grant Anderson, having
examined the Ledger against all Vouchers, Invoices, and Grants representing 2019 transactions,
deemed the financial position of the WCGCE to be correct. The Audit Committee approved
the Financial Statement on TBD.

Notes:
1. The Grants received in 2019 was $5945.00. This questionable figure is significantly lower
than the $12,000 budget that had been approved by Institutions for the year. The third
tranche for 2019, amounting $2,965.00, arrived in 2020 where Fourth tranche is still due.
CEP was well positioned to absorb a deficit for 2019; however, for 2021 and future years,
we will request that the funds we are granted more closely match our budgeted
expenditure. Continuing with the current level of grant will force us to cut back
significantly on the technical program currently offered by CEP. Refer to “General Trends
of Finances” graph on page 3. Please note that $1,230.00 grant was received by the
IMechE to organize SoFE event in 2019.
2. Sponsorships of $3737.68 are from business donors and IET, specifically for the Artificial
Intelligence Seminar. CEP also contributed $1500 to this effort. The CEP amount will
reflect on 2020 financial report. CEP will be using these funds in year 2020 to organized AI
seminar.
3. There was a significant increase in the attendance of the 2019 Annual General Meeting
dinner and CEP appreciation dinner, which resulted in a significant increase in ticket
sales.
4. The amount of Bank Interests earned are marginal due to overall low interests in the
money market. CEP’s interests are accrued from a Fixed Term deposit amounting to
$5,000 and interests from the Community Service Package account. Altogether they
totaled $63.01 in 2019.
5. Administrative costs of $1,395.99 slightly increased in 2019 compared to 2018 cost
of $1,311.89.

6. The AGM and dinner costs were reduced in 2019 compared to 2018 resulting from
down-scaled catering and venue.
7. SOFE Event expenses to 3 judges and coordinator. Details can be found on the link

8. The cost of liability insurance in 2019 was $1,396; an increase is anticipated in future.
9. The 2019 costs associated for Technical/Business Meetings consisted of $8,196.49 towards
Committee Meetings and Technical Presentations.
10. CEP procured umbrellas at a total cost of $1,422.98. An umbrella is presented to CEP
event speakers, including participants of the PATW and SOFE events during 2019, as a
token of appreciation and promotion of CEP.

General Trends of WCGCE Finances
The graph below shows the historical trend, recent trends and predicted trends of CEP’s finances
up to 2022.
Income. In 2008, income was $34,000 but dropped to $16,000 in 2011; however, in 2015 only
$9,000 was received. Between 2011 and 2018, the income line has swung wildly due to the
irregular arrival of Institution funds, being provided in sometimes one and sometimes up to
four tranches per year. In year 2018, we received five tranches total of $14,507 (Four for year
2018 and one for year 2017).
Expense. The expense line is trending downwards, although at a gentler gradient than
income as we proactively reduce costs. The spike in 2018 is due to cost of $1,500 to host
one-off seminar. In 2020, we have removed one-off seminar cost therefore no allocation for
seminar.
Banked Cash. In January 2019, WCGCE had starting balance of $27,053. Irregular arrival
of funding and an inability to borrow funds means that WCGCE should maintain
approximately $15,000 for it to be able to commit to event bookings across the year and
to operate prudently.

Correspondence and key activities of Group
a) London: Email correspondence was conducted regarding budget and money
tranche business through the International Member Development Coordinator on
behalf of all the institutions as managed by the office of IMechE.
b) Present Around the World (PATW) the event on May 11, 2019 at UBC was
coordinated by Dr. Suresh Vishwakarma (MIET) (Ex Officio Rep. IET) and attended by
a panel of three judges of the CEP’s executive committee members, Matthew
Walton-Knight, Douglas Yee and Prafulla Chavan with Ryan Going representing IET-
Americas. Read full report by Suresh on CEP website/Past Events.
c) Newsletter: The group published Volume 1 in October. The newsletter was edited
by Prafulla Chavan, Zeeshan Khan, Alan Wood and George De Ridder. Content
included an address by the chairman and summaries of most presentations of the
technical meetings and the AGM. The Newsletters was distributed to members
through the parent institutions and can be read on CEP website.
d) Website: The web site is under direction of the Hon Secretary with assistance from
contractor (Stephen Pienaar, Anno Internet Ltd) at a cost below $500 to manage
the day-to-day upkeep of the site. Distribution of event notices and newsletters was
delivered to members by email through the parent institutions in London-UK, while
the privacy protection laws in Europe and the UK, known as General Data
Protection Regulations (GDPR) remained in effect.
Two web domains are kept: www.wcgce.org and
www.charteredengineerspacific.ca
The following statistics reflects the functioning of the web facility:
Website visits: see AWStats reports for 2019 below. The number of visitors has
increased by about 32% since 2018 – from 15,117 to 20, 027 during the year.
‘Hits’ in the histogram is a misnomer because one page requires many hits
(pictures and scripts embedded in that page).

f) Communities Committee for the Americas (CC-A) – IET Representative
Dr. Suresh Vishwakarma attended a board meeting in Boston in
March 2019. He reported on activities of CEP. Zeeshan Khan (MIET) (Hon.
Treasurer of CEP) attend the IET-CCA Conference in Nov 2019 on invitation to
represent CEP.
g) CIBSE - The position for an Ex Officio representative on CEP Committee remained
vacant.

Secretary of CEP remained designated liaison person with the Prairies group.
Occasional contact was maintained. A shared project was Present Around the
World (PATW) international competition for engineering student and young
professionals. The CPGCE can be perused at www. https://cpgce.org/
Committee Meetings
The Committee convened formally seven times during 2019. Meetings were conducted with a
quorum in attendance and lead by the Chairman-elect Dr. Suresh Vishwakarma (MIET). An
Agenda and Previous Minutes were distributed in advance of meetings. The written Minutes
were tabled for review and acceptance at the following meeting. All approved Minutes are
archived and published on the website, and available on request from the H. Secretary.
The Annual General Meeting was held on February 20, 2019 attended by 14 members.
Technical Meetings
Seven Technical meetings and the AGM were presented, typically to follow the Committee
meetings on the same evening at 7 pm. Meetings were open to all members, guests and the
public. The Committee decided not to present speakers with an honorarium anymore.
Expense reports are available from the Treasurer.
David Woo (MIStructE) coordinated the technical meetings program with assistance from
Douglas Yee (MICE)and the H. Secretary.

Social Event
During July a subsidized Appreciation Dinner was held at a local restaurant for serving
Committee members and invited guests. Invited guests included CEP’s web contractor and
the immediate past financial auditor. 19 persons attended. Expense reports are available from
the Treasurer.
Insurance
A General Liability Commercial (Business) Insurance policy was contracted through Park
Insurance Vancouver. The annual premium increased by about 1% over 2019. More
information is available on request.
Promotional Items
The CEP display banner was updated with new logos of IStructE and IET. A tablecloth
displaying the CEP logo and those of parent institutions was acquired. Upgrade expense of
the banner and the tablecloth was funded 100% by IET.
Thirty new umbrellas displaying an imprint of the CEP logo was acquired at a
cost of $714. The umbrellas were presented as a token of appreciation to
speakers at CEP events, in lieu of money.

REPORT ON TECHNICAL PROGRAM 2019
Technical Events – Presentations (schedule on p. 3)
True to the Group’s adopted mission: ‘Deliver inspirational engineering events and
networking opportunities’ the Committee presented thirteen events for members and
guests during 2019 attended by approximately 192 persons (recorded), including the
AGM in January. Students and young professional were noticed regularly among
attendees. Attendance is slightly down by 3.5% from 2018, following a consistent
downward trend.
Topics covered a diverse range of interesting international flavored subjects, including
maritime engineering in Canada, historic overview of gigantic engineering projects in
China , history of Jaguar cars and automotive mechanical engineering, industry-
focused engineering tuition at University of BC (Capstone Program), corporate social
responsibility, aero-space systems technology, rebuilding of war-destroyed electrical
infrastructure in Liberia and smart technology applied to managing of drinking water
distribution in parts of India.
The ICE-200, 12th Brunel International Lecture was presented on July 29, 2019 by Linda
Miller (OBE) C.Eng attended by eleven members. Event was organized by Graeme
Green (Rep ICE), (Vice-Chair CEP).
On the social side, two events were presented:
annual members dinner in January; to attract more participation
to this valuable event, the dinner was held on a separate date as the AGM, which
followed in February; while various members expressed appreciation for this
arrangement, the attendance did not improve, down from 22 to 18. The total
expense of the dinner and the AGM was however reduced meaningful. Guest
speaker at the dinner was Vice Admiral Richard Greenwood O.M.M., M.S.M., C.D.,
RCN Ret’d, P.Eng., CEng, FRINA, FSNAME speaking on his Career in Naval
Engineering. In all, the dinner event drew praise from all the attendees.
An Appreciation Dinner for serving members of the Committee and selected
guests who have been serving CEP voluntarily for years, was attended by 26 people
in July.
Attendance of events generally followed a downward trend; Average attendance in
2019 was 15 with a range of 11-22, down from 22 the previous year when the range was
12-35.

The reduction is likely due to the indirect mailing through the parent institutions which
became mandatory in 2018; in the process some contacts on CEP data set were lost;
presumably, some members unsubscribed from email messaging now that the
unsubscribe facility is available. The matter was brought under attention of members in
the recent Newsletters.
Seminars and Competitions
The annual Present Around the World Competition (PATW) for students & young
professionals and funded by IET and CEP was conducted in May, organized and
coordinated by Dr. Suresh Vishwakarma (CEP chair). Judges Matthew Walton-Knight,
Douglas Yee and Prafulla Chavan of the CEP committee assessed four contestants for a
winner and a follow-up.

I wish to thank various committee members who liaised with invited event speakers to
make the technical program again successful in 2019;
David Woo (MIStructE) and Douglas Yee (MICE) coordinated all technical events
seamlessly as Program Coordinator and assisting coordinator. Thank-you David and
Douglas. Dr. Suresh Vishwakarma (MIET) (Chair CEP) organized and conducted the
PATW competition and recruited several speakers for the technical events.
Communication of Event Notices to Members
Parent institutions assumed responsibility to connect directly with members on behalf of
CEP, while adhering to the protection regulations (GDPR) of personal information.
Delivery times of event notices improved satisfactorily to reach our members well in
advance of event dates. CEP thank all the institutions for excellent cooperation.
Venues
Regular meetings were conducted at the meeting rooms at Accent Inns Burnaby at a
reasonable cost, providing convenient free parking and catering facilities. A review of
alternative meeting venues was completed by Douglas Yee (MICE), concluding that
the Accent Inns and catering facilities should be maintained for the time being, based
on cost, accessibility, parking and catering facilities.
Expenses
Technical meetings and Committee meetings cost the Group $1000 on average,
rooms, speaker honoraria and catering included. The AGM cost $715 (rounded), the
Members Dinner cost $2268 less $960 for ticket sales; the July Appreciation Dinner
subsidized fully to committee members cost $1,812 less 600 sales to guests.
