1. The meeting was called to order by Roch Gaussoin at 4:22 PM. a. Changes in agenda including room changed from Room 210 to Room 206 in New

2. Secretary Ryan Goss provided minutes from 2006 a. Minutes on C5 website (c5turf.org) b. Motion to accept minutes as amended c. Motion passed without discussion

3. Tony Koski provided the CSSA Board Report for C-5:

a. CSSA Board Meeting was not held by the time of the C-5 Business Meeting b. Effective Jan 1. Corresponding authors in Crop Science must be a member of Crop

Science. Otherwise must pay non-member rate for publication. c. Encourage everyone to be a member of Crop Science from a budgetary perspective d. ACCESS: Divided tri-societies. Centralized management firm not run by any

individualized society. More efficient tri-societies. Each society will have own budget. e. Budget: CSSA 2006 ~$1.6 million in revenue; net income of $70k, but had

anticipated deficit of $140k. Likely due to changes in management. $1.3 million in reserve.

f. Membership dues for 2008. $85 for one society, $95 for two, $105 for three (without subscriptions)

g. Golden Opportunity Scholarship. Need mentors. Encourage young people to pursue graduate degrees in agronomic and soil disciplines. NSF endowment.

h. C-5 Membership: 430 have designated C-5 as first division. Close 2nd in Crop Science to C-1. Last year’s membership: 840 because of how memberships were counted. New way to count from now on.

issues. Although we did not have committee meeting, our e-mail communication worked and here are the issues we like to report the C5 chairs and the business meeting. My thanks to our committee members for the contribution and input.

The C5 web site is housed on a server at University of Illinois and is updated periodically with minutes from previous business meetings, newsletters and other content as directed by the C5 chair. a School of Environmental and Biological Science or NJAES faculty member at Rutgers whose research has had significant impact on industry, government, public policy, or the general public.

Dave Kopec Distinguished Service Award (DSA) from The National County Agricultural

Agents Association, which is awarded to 2% of its membership. The award was issued in July 2007 in Grand Rapids Michigan. Dr. Kopec was recognized for his 22 years of ongoing service as the Turfgrass Extension Specialist.

Clarence Watson Arden Baltensperger Lifetime Achievement Award. Prof. Watson received

the award for his achievements in teaching, research and extension at the New Mexico A&M College (now New Mexico State University). Prof Watson started his tenure at New Mexico A&M College in 1951. He started the turfgrass teaching program by teaching the first turfgrass course in 1955. Prof. Clarence Watson co-founded the Southwest Turfgrass Association and held the Executive Secretary position on the board for 21 years from 1955 to 1976.

III. BEST WISHES TO RETIRING C 5 MEMBERS: A. Tim Murphy

Tim Murphy is a Weed Scientist with the University of Georgia Crop and Soil Sciences Department in Griffin, Georgia. For the past 20 years he directed the Extension weed science educational effort in turfgrasses, forage crops and noncropland areas. He also conduct turfgrass weed management research and teach the weed management section of CRSS 3500, Turfgrass Pest Management. During histenure at the University of Georgia I have been assigned Extension weed science educational responsibilities in turfgrasses, forages, aquatic sites, noncropland, canola, soybeans, and ornamentals. Tim authored or co-authored one book, three book chapters, eight refereed journal articles, four Extension bulletins, and forty popular articles and newsletter articles.

B. Vic Gibeault

Victor Andrew Gibeault fully retired from UC-Riverside in 2007. He was born on October 21, 1941 in Pawtucket, Rhode Island. He was raised in Saylesville and Warwick, Rhode Island, by parents Victor and Gladys Gibeault. Education included a B.Sc. in Agriculture from the University of Rhode Island under the direction of the late C. Richard Skogley.

A Fison’s Horticulture Fellowship awarded in 1965-66, allowed one year of research, education and travel activities at the Sports Turf Research Institute in Bingley, Yorkshire, England, UK, working on perenniality in Poa annua. His Ph.D. was earned in 1970 from Oregon State University, under the direction of Dr. Norman Goetze.

Dr. Vic Gibeault became Extension Horticulturist with the University of California Cooperative Extension Service in 1969. The position was directed toward assisting with the development and improvement of planned landscapes. Applied research and educational programs were conducted in coordination with cooperative extension advisors, other specialists, experiment station personnel, and individuals/organizations. Research and educational activities focused on the development and evaluation of new turfgrasses, with emphasis placed on low-input types. Also, turfgrass water requirement and water conservation opportunities were studied.

Three plant patents were awarded from this work. Dr. Gibeault edited California Turfgrass Culture from 1969-2003, and jointly with the late Dr. Victor Youngner from 1969-1984. Administrative responsibilities have included the Campus Directorship of Cooperative Extension at U.C. Riverside from 1984 to 1988 and Vice-Chair-Extension for the

Botany and Plant Sciences Department at UCR, 1997-2001. Awards have included the Outstanding Teaching-Specialist Award of UC Cooperative

Extension in 1989, Distinguished Service Award of the GCSAA in 1993, and Piper and Oakley Award of the United States Golf Association Green Section in 1999. He and his wife, Kathi, have their primary residence in Riverside, California.

IV. IN MEMORY OF THEIR CONTRIBUTIONS TO TURFGRASS SCIENCE:

A. William Robert “Bob” Kneebone Dr. William R. Kneebone a pioneer is turfgrass science passed away at home on 19 April 2007 after a five-year struggle with Parkinsons. He was born in 1922 in Eveleth, MN and grew up on a 40-acre farm. In 1942, he graduated from Eveleth Junior College and then served in World War II. From the University of Minnesota, he received a BS in Agronomy (1947) and an MS (1950) and Ph.D. (1951) in Plant Genetics and Breeding. Dr. Kneebone served as a research agronomist with the USDA Southern Great Plains Field Station, Woodward, OK from 1951-1963 while he was a Professor of Plant Breeding and Genetics at Oklahoma State University. He developed “Morpa” weeping lovegrass, “Woodward” sand bluestem, “Coronado” sideoats grama, “Blackwell” switchgrass, and “Texoka” buffalograss. In 1963, Kneebone joined the University of Arizona faculty as a turfgrass professor where he taught over 300 students in turfgrass science and culture and advised 25 graduate students. He was instrumental in establishing the Sports Turf Managers Association with the late Ken Kurtz. He served on several ASA and CSSA committees including President of C5 in 1978 and on the CSAA Board of Directors. Kneebone’s research with co-workers at the University of Arizona demonstrated that reclaimed municipal wastewater could be used effectively as an irrigation source for turfgrass maintenance. He also demonstrated that turfgrass systems could enhance the quality of effluent, as a result of the enhanced biological benefits of the turf-soil system. He is survived by his wife Pat, two sons, one daughter and their families, which includes three grandchildren.

B. Yosisuke Maki Died unexpectedly this year. Former President of International Turfgrass Society and President and Founder of Japanese Society of Turfgrass Science. He retired from Akita College of Agriculture in 1990 and implemented a Turfgrass Managers’ License System in Japan in 1992. In May 1997 Dr. Maki published the Japanese to English Dictionary of Turfgrass Management Terms. V. 2007 ANNIVERSARY CELEBRATIONS:

VI. 2007 DIVISION C 5 - TURFGRASS SCIENCE MEETING:

Overall papers have more than doubled in last 10 years and generally increase 10-15% per year. A total of 234 papers (38% oral 50% oral and 12 % symposium) were presented at the 2007 meetings in New Orleans, LA.

Applied Turfgrass Science Update – 2007 Division C5, Crop Science Society of America

Background: Applied Turfgrass Science is an international, electronic journal dedicated to providing timely information to the turfgrass industry through research, review, and informational articles. The scope of these articles encompass all aspects of the turfgrass industry, but focus primarily on research and information that is relevant to the practicing turfgrass professional. In addition to research articles, Applied Turfgrass Science publishes in-depth review articles, pest diagnostic guides, and turfgrass management guides. Applied Turfgrass Science also provides turfgrass professionals a forum to exchange ideas, promote new products and developments, and discuss relevant initiatives and issues that face the turfgrass industry. The journal officially started accepting manuscript submissions on June 15, 2004.

The current editorial board consists of an Editor, seven technical editors, one acquisitions editor and seventeen associate editors.

• In 2007, we conducted an informal survey with our authors to determine the major reasons that would choose to publish their work in Applied Turfgrass Science. The results of that survey are included at the end of this report and clearly demonstrate that rapid publication time is the most attractive feature of ATS.

• Dr. Doug Karcher of the University of Arkansas was moved from a position on the ATS editorial board to a new position created for all the PMN journals, that of E-Review Editor. This position is designed to improve the efficiency of Manuscript Central, handle questions posed by editors and authors related to Manuscript Central, and ultimately relieve some of the workload from the page-setting editors at PMN. So far, this addition has been very helpful to all parties.

Targets and Goals

Based on the number of submissions that we have received in the past year and with the addition of an acquisitions editor, we will maintain a goal of 60 manuscript submissions in 2007. We will continue to try and increase the number of guides and review articles that have been submitted and also consider publication of symposia presented at the annual meetings.

Comments and Problems

Overall, authors seem to be pleased with the process and quality of publication coming out of ATS. The review process has become a little more cumbersome with an editorial board, as the number of papers assigned to each TE and AE is increasing. As a result, we have continued to use more ad hoc reviewers in 2007 and will continue to do that in 2008.

The implementation of Manuscript Central has gone well and the addition of the E-review editor has helped streamline problem-solving.

A major area of concern is the continued delay that occurs between acceptance of papers and actual publication to the journal. In 2007, the avg. time from acceptance to publication was > 90 days. Many authors have complained vigorously about this and this was the impetus for the survey conducted in 2007. I believe we will start losing content if this is not remedied immediately.

This survey was generated in response to an increased lag time that has been occurring at the Plant Management Network (PMN) that has delayed publication of manuscripts. The data conclusively show that fast publication time is the most attractive feature of ATS and delays in publication must be remedied. This data has been presented to PMN and they are fully aware of the potential consequences that these delays could have on future submissions. We just want all present and future authors to know that the staff at PMN has committed to reducing the time period from acceptance to page proofs down to 4-6 weeks. It is also important for you to know that these delays have come about because the online journals are experiencing great success and the staff has not been increased as yet to deal with demand. However, they are currently making changes in the page-setting process that will hopefully allow them to overcome the current backlog of manuscripts and get back on this publication timeline. We want to encourage all potential authors to help us work through this time period by continuing to submit your papers to ATS or other journals in the Plant Management Network. It is your content that will ultimately determine the fate of these journals and we want this publication outlet to be available to you for many years to come.
