MINUTES OF THE 13th MEETING OF NATIONAL SKILLS QUALIFICATIONS

COMMITTEE (NSQC) OF NCVET HELD ON 25th NOVEMBER, 2021

1. The 13th meeting of the National Skills Qualifications Committee (NSQC) under

National Council of Vocational Education and Training (NCVET) was held on 25th

November, 2021, through Video-Conferencing, under the Chairmanship of Dr

Nirmaljeet Singh Kalsi, Chairperson, NCVET. The list of participants is at Annexure-I.

2. At the outset, the NSQC members were apprised that Ministry of Skill

Development & Entrepreneurship (MSDE) has constituted a Committee on ‘Unified

Credit Accumulation and Transfer Framework’ for integration of General and

Vocational Education. The members of Committee include MSDE, MoE, DGT, CBSE,

NCERT,NIOS, AICTE, UGC. The Committee has been given two months to release its

report. Accordingly, the new Qualifications need to be aligned as per the framework.

3. The decisions taken, w.r.t agenda items, in the meeting are given in the

succeeding paras.

AGENDA 1: CONFIRMATION OF MINUTES OF THE 12th MEETING OF NSQC

4. The Committee approved the Minutes of the 12th meeting of NSQC held on 30th

September, 2021.

AGENDA 2: ACTION TAKEN REPORT ON THE MINUTES OF THE 12th MEETING

OF NSQC

5. The detailed account of the action taken on the Minutes of the 12th NSQC meeting

was submitted before the Committee wherein compliances on conditionally

approved qualifications from various Submitting Bodies had been received and

uploaded on National Qualification Register (NQR) Website. However,

compliance in respect of qualifications of FDDI and Apparel SSC which were

granted conditional approval were still awaited. Details are given below:-

a) FDDI:

i) “Training of Trainer-Footwear”.

ii) “Training of Trainer-Goods and Garments’.


b) Apparel SSC:

i) “Storekeeper”,

ii) “Garment Cutter (CAM)”, and

iii) “Online Sample Designer”.

It was decided that FDDI and Apparel SSC may clear the pendency regarding

compliance. If necessary, they may discuss any issues with NCVET.

6. The status of conditionally approved files with respect to compliance is at

Annexure-II.

AGENDA 3: ACTION ON REVISED QUALIFICATION FILES WHERE TRAININGS

WERE LESS THAN 100 FOR EACH QUALIFCATION

7. The Committee took note of the rationale for non-submission of commitment for

undertaking 1000 training numbers in a total of 373 qualifications which were

having training numbers either zero or less than one hundred (100). After detailed

deliberations on the issue the NSQC approved the following proposals submitted

before the Committee:-

a) The minimum number of trainings required to be committed in each such

qualification is revised to 200 till 31st March, 2022. Further, if SSCs as Awarding

Bodies concerned faced any difficulty in committing to the above number of

trainings, they may communicate the justification/ reasons along with the

minimum number of training they can achieve by 31st March, 2022 and in the

next year.

b) Qualifications relating to Training of Trainer (ToT) and Training of Assessor

(ToA) were exempted from the minimum training requirement. However, SSCs

as Awarding Bodies may indicate in writing the probable numbers of ToT and

ToA proposed to be undertaken till March, 2022 and in the next year.

c) All concerned SSCs as Awarding Bodies to submit details of qualifications

proposed to be taken up for rationalization along with timeline.

d) All concerned SSCs as Awarding Bodies to submit details of qualifications

which need to be deactivated/ archived by 31st March 2022 and submit their

revised proposals accordingly.


AGENDA 4: SUBMISSION OF QUALIFICATIONS FOR NSQF ALIGNMENT AND

APPROVAL

8. The Committee was apprised that a total of 1109 Qualifications (100 new and 1009

revised) were received till 30st September, 2021. After the desk scrutiny, out of

1109 Qualifications, 161 Qualifications (47 new and 114 revised) were considered

for NSQF alignment. Rest of the qualifications were either at the scrutiny/

stakeholders’ consultation stage or returned to the respective submitting bodies

on account of being incomplete or not complying with observations made during

desk scrutiny. The decision of NSQC on these 160 Qualifications is in succeeding

paras.

9. Directorate General of Training (DGT). One (01) new qualification of Aviation

Sector presented for NSQF Alignment and approval which was approved.

10. RSA, Ministry of Textiles. Three (03) new and thirteen (13) revised qualifications

of Textile Sector presented for NSQF Alignment and approval which were

approved.

11. National Institute of Electronics and Information Technology (NIELIT). One

(01) revised qualification presented for NSQF Alignment and approval was

conditionally approved subject to change in the level from level 4 to 3.

12. Central Institute of Petrochemical Engineering (CIPET). Thirty-six (36) revised

qualifications presented before NSQC were approved.

13. Automotive SSC. Four (04) new and One (01) revised qualifications of

Automotive Sector were presented before NSQC for approval.

14. The Committee approved four (04) new Qualifications. One revised Qualification

– ‘Automotive Sales Executive’ was conditionally approved subject to change in

notional hours from ‘360’ to ‘360 hours and additional 80 hours of OJT’.

15. Agriculture SSC. One (01) new and thirteen (13) revised qualifications of

Agriculture Sector were presented before NSQC for approval. The Committee

approved five (05) revised qualifications. The two revised qualifications namely,

‘Agriculture Machinery Demonstrator’ and ‘Backyard/Small Poultry Farmer’ were

not approved.


16. The status of other seven (07) revised qualifications is given below :-

a) ‘Farm Workshop Service Manager’ Qualification was approved for 1 year and

further extension would be accorded based on performance.

b) ‘Tractor Service Mechanic’ Qualification was conditionally approved subject

to change in entry requirements from ‘10th Class with 2 Years of relevant

experience’ to ‘10th Class with 3 Years of relevant experience’

c) ‘Livestock Service Provider’ Qualification was conditionally approved subject

to inclusion of ‘Pashu Sakhi/ MAITRIs/Gopal Mitra/ Local Resource Person

(LRP)/ Pig Bandhu’ in entry requirements.

d) ‘Dairy Farmer/ Entrepreneur’ Qualification was conditionally approved

subject to change in entry requirements from ‘10th class’ to ‘10th class with 1

year of experience’ and from ‘8th class with 2 years of relevant experience’ to

‘8th class with 3 years of relevant experience’. Committee also advised SSC as

Awarding Bodies to share entrepreneurship related competencies in the

qualification with DGT and get it vetted by them.

e) ‘Hatchery Operator’ Qualification was conditionally approved subject to

change in entry requirements from ‘8thclass with 6 months of relevant

experience’ to ‘8thclass with 1 year of relevant experience’.

f) ‘Poultry Farm Worker’ Qualification was conditionally approved subject to

change in entry requirements from ‘8th class’ to ‘8thclass with 1 year of relevant

experience’.

g) ‘Poultry Hatchery Supervisor’ Qualification was conditionally approved

subject to change in entry requirements from ‘12th class with 1 year of relevant

experience’ to ‘12th class with 2 years of relevant experience.’

17. Food Processing SSC (FICSI). Seven (07) new qualifications of Food Sector

were presented before NSQC. The Committee approved the four (04)

Qualifications. The status of other three (03) qualifications is given below :

a) One qualification ‘Food Safety Team Leader’ was conditionally approved

subject to following changes:-

i) Change in the NSQF Level from Level “6” to “5”

ii) Change in entry requirement from ‘Class 12th pass in Science Stream

and 3 years of Diploma in relevant stream’ to ‘Class 12th pass in

Science Stream and 3 years of Diploma in relevant stream and 1 year

of relevant experience’.


b) Two qualifications ‘Artisanal Cheese Maker’ and ‘Artisanal Chocolate Maker’

were conditionally approved subject to following changes:

i) Change in the NSQF Level from “5” to “4”.

ii) Inclusion of ‘Entrepreneur’ in nomenclature.

iii) Change in entry requirement from “Graduate in any stream’ to

“Graduate in any stream with 6 months of Experience’.

iv) Concurrence of DGT for Entrepreneur Module.

18. Logistics SSC. Seven (07) revised qualifications of Logistics Sector Skill Council

were submitted for NSQF alignment and approval. The Committee approved four

(04) Qualifications. Three (03) revised qualifications namely, ‘Consignment

Booking Assistant’, ‘Consignment Tracking Executive’ and ‘Courier Delivery

Executive’ were conditionally approved subject to change in notional hours from

‘270’ to ‘ 270 hours and 30 hours of OJT’.

19. Banking and Finance SSC (BFSI). Six (06) revised qualifications were presented

before NSQC. The status of these qualifications is given below:-

a) Three (03) revised Qualifications namely, ‘Microfinance Executive’, ‘Debt

Recovery Agent’ and ‘Business Correspondent & Facilitator’ were

conditionally approved subject to change in notional hours from ‘304’ to ‘ 304

hours and 100 hours of OJT’.

b) Two (02) revised qualifications namely, ‘Insurance Agent’ and ‘Mutual Fund

Distributor’ were conditionally approved subject to change in notional hours

from ‘304’ to ‘ 304 hours and 100 hours of OJT’ and change in NSQF level from

‘4’ to ‘3’.

c) One (01) revised qualification namely, ‘Credit Processing Officer’ was

conditionally approved subject to change in NSQF level from ‘5’ to ‘4’.

20. Hydrocarbon SSC: Four (04) new Qualifications presented before the NSQC

were approved.

21. IT-ITeS SSC: Three (03) revised qualifications presented before the NSQC were

approved.

22. Management SSC: One (01) revised qualification was presented before the

NSQC and was conditionally approved subject to change in notional hours from

‘260’ to ‘260 hours and 80 hours of OJT’.


23. Retail SSC: Seven (07) revised Qualifications were presented before NSQC for

approval. The Committee approved three (03) Qualifications. The status of the

other four qualifications is given below:-

a) One revised Qualification – ‘Distributor Salesman’ was conditionally approved

subject to change in NSQF level from ‘4’ to ‘3’.

b) One revised Qualification – ‘Retail Sales Associate’ was conditionally approved


c) One revised Qualification – ‘Retail Team Leader’ was conditionally approved


d) One revised Qualification – ‘Retail Departmental Manager’ was conditionally

approved subject to change in NSQF level from ‘6’ to ‘5’.

24. Green Jobs SSC: Seven (07) new qualifications were presented before NSQC

for approval. The Committee considered and approved all Qualifications.

25. SCPwD: Four (04) new qualifications presented before the Committee were

approved.

26. Textile SSC: Two (02) new, eighteen (18) revised, and one (1) rationalized

qualifications of Textile SSC were placed before the committee for NSQF

alignment. The Committee approved two (02) new and 01 rationalized

qualifications. Eighteen (18) revised qualifications were conditionally approved

subject to inclusion of 80 hours of OJT component in each qualification.

27. Tourism& Hospitality SSC: Eleven (11) new qualifications were presented

before NSQC for approval The details are as under:-

a) The Committee approved two qualifications namely "Ground Staff (Paratrike/

Para-motoring /Paragliding)" & "Instructor Rope Activities".

b) The qualification ‘Rafting Guide/Safety Kayaker’ was conditionally approved


c) The qualification ‘Parasailing Launcher/Receiver’ was conditionally approved

subject to change in the entry requirement criteria to 10th Class pass with

minimum age of 19 years.

d) Seven (07) qualifications proposed by THSSC for NSQF alignment were not

approved as they were pegged at levels not in conformity with the NSQF


alignment parameters. The Committee advised to conduct a stakeholders’

consultation at NCVET involving DGT, AICTE and UGC on the qualification

parameters and NSQF level and if required these can be approved on file.

A consolidated statement of approval status of qualifications considered in the 13th

meeting of NSQC is placed at Annexure- III. The detailed qualification wise status

is at Annexure-IV.

AGENDA 5: RATIFICATION OF THREE NEW QUALIFICATIONS OF HANDICRAFT SSC

28. Three (03) new qualifications of Handicrafts and Carpet Sector Skill Council,

namely “Namda Craft Maker”, “Traditional Painting – Artisan”, and “Natural Fibre

Maker” being traditional and heritage skills, were to be launched by Honourable

Minister of State, MSDE under PMKVY 3.0. Further, ‘in-principle’ approval to

these qualifications was also accorded by MSDE for implementation as a pilot

project.

29. These Qualifications were approved ‘on file’ and subsequently placed before the

Committee for ratification. The NSQC ratified the qualifications.

AGENDA 6: SIMPLIFICATION OF NSQF ALIGNMENT PROCESS OF QUALIFICATIONS.

30. The Committee was informed of the various initiatives being taken by NCVET for

simplification of NSQF alignment and approval process. They were apprised of

following action that had been taken in this regard:-

a) Standardization of qualification file template: Three Sub-Groups have been formed to

examine and suggest ways for standardization of qualification file template like notional

hours, entry requirement, nomenclature etc.), approval mechanism of qualifications,

process of industry validation, amongst others.

b) Simplification of qualification file template especially for qualifications related to heritage

and traditional skills and those for unorganized sectors.

c) Discontinuation of the process of Qualification Review Committee (QRC) by NSDC for

qualifications submitted by Sector Skill Councils as awarding body to the NSQC.

The Committee took note of the matter and also suggested that any member

willing to contribute in the above mentioned initiatives may intimate to NCVET for

willingness to spare time for the same.


AGENDA 7: EXTENSION OF VALIDITY OF SEVEN (07) QUALIFICATIONS OF

FURNITURE AND FITTINGS SSC TILL 31ST MARCH, 2022.

31. The NSQC was apprised that the Furniture and Fittings SSC had submitted a

request for extension of validity of seven (07) qualifications whose validity had

expired on 30th September 2021, since training was continuing under various

Govt Schemes.

32. The Committee approved the extension till 31st March, 2022. Details of the

Qualifications are as below:-

a) Assembler-Modular Furniture (FFS/Q5101)

b) Lead Assembler - Modular Furniture (FFS/Q5103)

c) Lead Carpenter Wooden Furniture (FFS/Q0104)

d) Sales Executive - Furniture and Fittings (FFS/Q8101)

e) Interior Designer (FFS/Q9102)

f) Supervisor Interior Designer (FFS/Q9103)

g) Assistant Carpenter -Wooden Furniture (FFS/Q0103)
