To consider/approve minutes of proceedings of Civil Area Committee held on

Considered, noted and unanimously approved.
2. Constitution of Various Committees of Cantonment Board Jabalpur
Period of various committees (Finance/Building and Health Committee/Education
Committee) of Cantonment Board Jabalpur have been expired and now there is a need to
re-constitute the above committees as per Business Regulations of Cantonment Board
Jabalpur.
Above matter is placed before the Board for necessary action.

Major T. Santosh participated in the Board Meeting before starting of
Agenda Point no. 3. He took oath to bear true faith and allegiance to the
Constitution of India. President, C.E.O, Vice President and other members have
welcomed and wished him a great stint as Member of the Jabalpur Cantonment
Board.
3. Construction of Commercial Complex cum Corporate Housing in Tagore
Udhyan (Sy. No. 127)
Ref: CBR No. 01 (FCR No. 67, dt. 13-01-2014) dt. 01-02-2014.
The Board has resolved to construct one Commercial Complex consisting of
Shops along with Corporate Housing in Part of Sy. No. 127 Jabalpur Cantt.
The estimated cost of Rs. 8,51,90,000/- has already been vetted by M.A.N.I.T.
Bhopal on 12-12-2013. Board is required to recommend it for change of purpose.
Relevant documents are placed.
Resolution No. 3
Considered and after detailed discussion and considering the point that the plot is
right on the main bazaar road, the Board unanimously approved the change of purpose
from garden to commercial for construction of one Commercial Complex consisting of
Shops with Corporate Housing in Part of Sy. No. 127 Jabalpur Cantt. It was also
resolved that the proposal be sent for grant under “creation of Capital Assets” head to
competent authority.
4. Facelift / beautification to existing park in Supply Road infront of Rani
Durgawati School Sadar Bazar, Jabalpur Cantt.
To consider and approve the facelift & beautification of an open stretch of vacant
land opposite to Rani Durgawati High School, Sadar adjacent to Supply Depot (ASC)
wall.
The existing boundary wall is in a dilapidated / dangerous condition and is likely
to collapse anytime. To prevent any mishap it is proposed to construct a boundary wall
parallel to the existing ASC boundary wall opposite CF School.
The existing dwarf boundary wall with entry gate constructed vide CBR No. 3
(FCR No. 28, dt. 23-11-2000) dt. 15-02-2001 for enclosing open land of Sy. No. 441,
Class „C‟ land which is under the management of Cantt Board was created as Children
Park in Feb‟ 2001.
Relevant documents are placed on the table.
Resolution No. 4
Considered and unanimously approved to remove the dangerous structure in the
safety of school children. CEO is authorized to incur expenditure accordingly. It was
further unanimously resolved that, Vocational Training Centre be constructed at the site.
5. APPROVAL OF TENDER FOR TC WORKS
The Cantonment Board has invited sealed tenders from registered Contractors of
Cantt. Board/MES/PWD/PSUs for several maintenance works vide notice invite for
tender letter No. 10/TC/CE/Misc/2014/283 dt. 06-06-2014 which was published in the
Newspapers in Dainik Bhaskar and Hitwada. NIT was also uploaded on Cantt Board
website www.canttboardjabalpur.org.in, copies of the NIT were also pasted on Govt.
Offices notice boards and distributed to all registered Contractors of Cantonment Board,
as well as others Agencies.
The details of different tenders received by Cantonment Board are as under:-
1 TC for repair of CF Building
2 TC for repair of CF Staff Quarters Building.
3 TC for repair of PGL
4 TC for repair of Building „Hospital‟
5 TC for repair of Building „School‟
6 TC for Repair and maintenance of WBM road.
7 TC for repair of CC Road
8 TC for repairs to RCC Culverts
9 TC for repairs to Hume pipe / SW pipe Culvert
10 TC for Repairs to potholes, road cuttings by Bituminous Mix (manual).
11 TC for repair of CC Tiled Pavement / Kerb stone including Civil work.
12 TC for repair / maintenance of Nallah/Drain
13 TC for maintenance / improvement of water supply
14 TC for repainting of grill / wall (material supply by the department)
15 TC for Rainwater harvesting work
16 TC for improvement to road crossings & misc improvements
All tender were opened on 30.06.2014 in presence of Vice President Shri
Abhishek Chauksey, Shri Manmohan Agrawal & Shri Amarchand Babariya Member

Considered and unanimously resolved that notice u/s 248 of the Cantonments Act,
2006, be issued to Smt. Naseem Begam W/o Shri Naeem Qureshi for stop & removal
of unauthorized construction, failing which another notice u/s 320 of the Act ibid be
issued, to remove the unauthorized construction and on their failure to comply, the
same be removed by the agency of the Cantt Board at the risk and cost of defaulter as per
Cantt. Act, 2006. The Board also authorized the CEO to initiate prosecution u/s 244 and
247 of the Cantonments Act, 2006, against the defaulter.
45(A) REVISION OF CYCLE STAND FEES JABALPUR CANTT.

It is submitted that the revision of rates of collection of parking fees of Tagore
Garden Jabalpur Cantt. recovered from public who park their vehicle in Tagore
Garden/Motilal Nehru Hospital and other parking place. The same was not revised since
long and parking fees of Tagore Garden/Motilal Nehru Hospital campus and other places
in Cantt. Area are required to be revised under the provision of section 67(g) of
Cantonment Act, 2006, as were last revised under above reference. The following rates

46. Renewal of lease of CF Building standing on survey No. 127(part) Jabalpur
Cantt. to State Bank of Indore for banking purpose.
To consider letter No. Premises/2013-14/40 dated 24.01.2014 received from
Branch Manager State Bank of India PBB Cantt. Area requesting for extension of lease
for 05 (five) years.
Cantonment Board had leased out the building in question to State Bank of Indore
on monthly rent of Rs 13,880/- for the period of 05 years w.e.f. 28.04.2004.
The lease was extended for another period of 05 years w.e.f. 28.04.2009
enhancing rent by 25% (on monthly rental of Rs 17350/-. The Board may consider to
extend lease by 5 (five) years on monthly rental of Rs 21,688/- (i.e. increasing rent by
25%) w.e.f. 28.04.2014.
Cantonment Board can lease out building for five years as per Cantonment
Property Rules, 1925.

Previously the Board vide CBR No. 02 dated 06.12.2003 has allotted the shop on
lease for the period of 03 year to State Bank of Indore vide lease deed dated 06.12.2003.
The Board resolved again to renew lease for further period of 03 years enhancing rent by
20% w.e.f. 01.01.2007 to 31.12.2009 @ Rs 12000/- p.m. vide CBR No. 15 dated
03.08.2009 for ATM purpose.
The lease has to be renewed as under:-
For 03 years w.e.f. 01.01.2010 to 31.12.2012 by enhancing 20% rent comes Rs
14440/- p.m..
For further 03 years w.e.f. 01.01.2013 to 31.12.2015 again enhancing rent comes

To Consider and approve the revision of Nerrick Rates, which has been revised by
the Collector, Jabalpur vide Letter No. 3641VL(3)2014 dated 09/05/2014 from
01/4/2014 to 30/09/2014.
The revised rates are applicable w.e.f 01/04/2014 to 30/09/2014 for skilled, semi-
skilled and unskilled staff are as under:-

To consider the grant of 10% of increased Dearness Allowance to Cantt Board
employees at par with employees of State Govt. of Madhya Pradesh i.e from 90% to
100% as approved vide M.P State Govt. letter No. F-4/1/2014 / Niyam/ Char Bhopal dt
04-03-2014 w.e.f 01-01-2014 . The payable Dearness Allowance will be calculated on
Band Pay & Grade pay.

56. Central Command Cultural Meet : Tarang 2014
Cantonment Board Jabalpur is conducting the biannual Cultural Meet Tarang-
2014 at Jabalpur Cantt from 7th
to 9th
November 2014. The same is put up for the noting
and approval of the Board.

Considered and the Board took note of all the letters concerning to the conduct of
Tarang -2014 received from the higher authorities and unanimously approved to
authorize CEO to incur expenditure for the same. The CEO further informed that all the
participating Cantonments shall contribute their share in the expenditure of conducting
„Tarang 2014.
CEO requested the members to involve in the team for the success of
Tarang-2014.
57. Welfare schemes of State Government
To consider the following applications received from the residents of Cantonment
for grant of incentives under various Welfare Schemes of State Government being run
through Sewa Kendra of Cantonment Boards, Jabalpur. The applications have been duly
recommended by Members and countersigned by The Vice President.

Considered and unanimously resolved that applications received in Cantt Board
for various Welfare Schemes of State Govt. duly verified and recommended by Vice
President and ward members, as mentioned in agenda side, be sent to Collectorate
Jabalpur for necessary action.
At the end of meeting all Elected Members of Cantonment Board Jabalpur have
submitted requisition regarding conduct of Group/Collective Marriage of 10
BPL/orphaned girls from each ward in the mid of December 2014.
PCB and all members of Board have given their consent for the same.
