The Secretary reported that annual accounts and confirmation statement had been submitted on-line to Companies House in September and accepted. In addition the summary of Income & Expenditure had been logged on the Charity Commission website.

a) Ratification of auditor : James Phillip Evans, ACCA The appointment of Mr Phillip James as Independent Examiner was unanimously agreed. The treasurer was thanked for finding someone willing to undertake the task and an appropriate gift for services was agreed.

b) Approval of Accounts ( circulated on 10/10/2018 ). The 2017 Accounts/ books

had been scrutinised and signed off by Mr Evans and agreed by the Committee. The Treasurer presented an update of the current state of the HTMTC financial position. It was noted that the entry for Cura Digital Limited, was relating to an invoice for Annual HTMTC.com Web Hosting / Support.

c) Previous Records The Secretary reported that he had received the past accounts record , bank statements etc from Matt Brooks who had collected them from the previous auditor at Guildford.

d) Bank The Secretary had received a request from Barclays Bank for an update of our current Officers addresses and Charitable objectives. The form was circulated and completed at the meeting and will be returned to the Bank by the Secretary as requested.

e) Regonline - The Treasurer confirmed that he had now access to the Regonline account. The Chairman also agreed to access the account for registration of delegates for the 4th International Workshop on Thermo-Mechanical Fatigue.

7 MEMBERSHIP Dr Falk Müller (IfW Darmstadt) membership was ratified (replacing Dr Christian Kontermann) and was nominated by Dr Klingelhöffer, seconded by Mr Candler and elected nem con . In addition Nigel Ryder (Severn Thermal Solutions) was nominated by proposed by Dr Klingelhöffer, seconded by Tony Fry and elected nem con Jonathan Snell had sent notification that he will be leaving Instron in late November after 16 years to join RACE at Culham, (part of the UKAEA) but he hopes to continue being an HTMTC member. Dr Brookes forward the name of Dr. Olesia Khafizova of Shimadzu, based in Germany, for addition to the Corresponding Members list. The Secretary agreed to contact some of the Committee Members who had failed to attend or send apologies with a view to seeing if a colleague could represent their organisation.

8 HTMTC: Administration & Promotional Activities a) Web Site – Mr Candler reported that after some difficulty a new website host has

been secured and the old webpages transferred, The new web address is www.htmtc.net Mr Candler agreed to update the webpages shortly and he was thanked for dealing with this matter. A watching brief will be maintained to see if www.htmtc.com become available once again.

b) E-Mail It was noted that the HTMTC E-mail Address : [email protected] –would need to be changed and it was hoped that inquiries to that address could automatically be forwarded to the Secretary & Chairman’s existing e-mail inboxes. An appropriate e-mail address could be ‘[email protected]’ .

c) Memory sticks –number in stock : ~40 x 1 GByte held by the Secretary; Post meeting note: The Treasurer has now obtained a quotation From Flashbay for the

purchase of a new batch: for 250 sticks overprinted with the HTMTC Logo they will cost £1,146 ( 2 Gbyte) or £1167 ( 4 Gbyte) + £18 shipping.

d) Publicity flier – A5 folded version had been circulated after the last meeting and the amendments forwarded by Dr Brookes would be incorporated into an updated version. In addition , Dr Jones agreed to supply a new picture for an illustration. Please notify the Secretary of any further modifications together with improved pictures.

GDPR legislation came into force in May 2018 and actions were in hand to ensure that the HTMTC complied with the new legislation. Mr Candler reported that the necessary procedure that the HTMTC will need to follow has now been uploaded to the HTMTC Website where it can be found by licking on the ‘Privacy Policy’ link at the foot of each page on the Website. A copy of the GDPR statement is given in Appendix 3 which has been compiled based on similar statements prepared for other Charities & Societies. Although members had been asked in an e-mail after the last meeting to respond manner if they wish to remain on the circulation list only about 50% had replied. Mr Candler agreed to supply an example of a tick box form that could be sent to all on our circulation list. The existing corresponding members would be asked to respond to indicate that they wished to remain of the circulation list. Our database of list of members would not be sold to third parties and since we primarily only disseminated information or invited members to participate in meetings it was felt that, provided we kept our database secure and could provide the audit trail of people’s agreement to be members, then we complied with the legislation. The Treasurer and Secretary were designated as the ‘Data protection Officers’.

10 PAST HTMTC Symposia / Workshops a) Creep & Tensile Ductility, 2nd & 3rd June 2016, Loughborough- A Review paper was

still being prepared by Messrs Skelton, Holdsworth and Loveday. A draft of the article will be sent to Drs Barnard & Klingelhöffer for information.

11 FUTURE HTMTC Symposia / Workshops 11.1 ECCC 2020 – Edinburgh September – Following discussion at the meeting held at NPL in April, (see minutes of 73rd HTMTC meeting) further e-mail discussions have been held with the HTMTC Officers and representatives of the European Creep Collaborative Committee (ECCC) and their UK members of the UKHTPPF ( Power Plant Forum). It was confirmed that the ECCC 2020 would be held in Edinburgh on Mon – Wed, 13th -16th September 2020. Dr Barnard gave an informative presentation which gave an outline of the programme as follows: i) Sun 13th Sept 2020 - 18:00 Social Get Together , ii) Mon Sept 14

A draft version of the first publicity flier was tabled and agreed with minor amendments. It is proposed to hold the meeting at The Principal Hotel, George Street, Edinburgh in the City centre. The costing model for the event was discussed and the contract with the hotel has been reviewed. It was noted that the profits/ losses would be shared on a 50% -50% basis with the UKHTPPF, noting that the upper limit for underpinning conferences specified in the HTMTC Business plan was £10k. It was noted that the Registration Fees would be at the following rates: Attendees: £600, Speakers: £300, Poster presenters: £450 and Company Sponsorship: £1000 The Organising Committee would comprise: Chairmen: Peter Barnard –UKHTPPF Members: Scott Lockyer – (UKHTPPF), Malcolm Loveday & Jonathon Jones –( HTMTC) Jonathon Wells – IOM3 (HTMC). In addition, Dr Klingelhöffer Hellmuth will be on the Scientific Programme Committee Consideration will be given to recruiting additional paid assistance to help with registration. Following discussion on the above matters it was agreed that the HTMTC should actively participate in running the ECCC2020 Symposium , proposed by Tony Fry , seconded by Dr Klingelhöffer and carried unanimously. Dr Barnard was thanked for undertaking all the preparations. 11.2: 4th TMF-Workshop: Wed 13th – Fri 15th Nov 2019, BAM, Berlin Dr Klingelhöffer reported that all the preliminary administrative matters were now in place for the TMF Workshop to be held at BAM in November 2019. A draft 1st Circular and Call for Papers was circulated and agreed which would also be posted on the HTMTC Website and on the ESIS website www.structuralintegrity.eu website (see a attached document). Registration will open in August 2019. It is intended that the meeting would dovetail in with the final Workshop of the EU Funded Project ‘DevTMF’ concerned with Crack Growth

Measurement in Thermal Mechanical Fatigue being led by Dr. Svjetlana Stekovic. A potential programme/speakers would be considered together with costings and a registration flier would be prepared. It was noted that Elsevier had been contacted about a Special Issue of a Journal so that copies could be circulated to the delegates but it appears that Elsevier were now only producing electronic copies of special issues that could be down loaded as a pdf. It was noted that EU Commission require ‘Open Access’ journals which would need Industrial sponsorship to make them readily available to delegates. It is intended to use the Regonline process with payment fed into the HTMTC account. Details will be reviewed at the next meeting. It is intended to hold a HTMTC Committee Meeting in conjunction with the TMF workshop at a time to be arranged. 11.3: Joint IOM3 / HTMTC Wear & Erosion Meeting No further information concerning a possible joint meeting was available at present and because of the time commitments of HTMTC members in the above two events this topic will be put on hold until sometime in the future. Tony Fry mentioned that it might be of interest to NPL since they had a collaborative Project with Southampton University on lubricants.

12 WORKING PARTY REPORTS 12.1 Temperature Measurement WG for HT Testing: The Secretary reported that a meeting of the WG had been held in the morning attended by the majority of the people listed in Section 2. Topics discussed included a) An update on the Thermocouple Drift experiments with a presentation by Dave McLennon (EDF) and additional information supplied by Tony Fry (NPL) and a presentation by Christian Walther (IfW -TuDarmstadt) b) an update on progress on the code of Testing Practice, c) consideration of the Draft ISO 21913 : Verification of Temperature Measurement for Dynamic Fatigue Testing prepared by Dr Peter Bailey. Further information is provided in the Notes given in Appendix 4. It is planned to hold another meeting of the group on the morning of Thursday 11th April 2019 at Nottingham University starting at 1.00pm, prior to the next HTMTC Committee meeting. 12.2 Non Standard Testing WG Due to the pressure of other matters Mr Candler has still not found time to set up an initial “kick off” meeting with the few people who had expressed an interest and prepare an outline Scope for the WG. He would be happy to pass on the Convenorship to another member if someone would like to volunteer. 12.3 HT Friction Measurement WG It was reported that no progress had been made in convening the WG however details of the ‘Big Friction Rig’ developed at NPL in the early 2000’s had been collated. The Secretary had sent e-mails and tried phoning Prof Wynn at Sheffield with a view to kickstarting the activity. In addition contact had been established with a representatives from the AFRC in Strathclyde (Himanshu Lalvani) & from NPL ( Dr Mark Gee). Mr Candler also expressed interest in joining the group.

14 STANDARDS ACTIVITIES 13.1 National Standards A number of members have attended national Standards meetings at BSI & DIN to progress a variety of standards activities and shadow the ISO activities. 13.2 International Standards Several members had attended some of the ISO TC164 Mechanical Testing Standards meetings held in Stockholm, Sweden on 16th - 21st September 2018. Dr’s Bailey, Brookes & Dr Klingelhöffer reported on some the matters discussed at the Fatigue and Fracture Toughness Sub-Committee (SC)/ Working Group (WG) meetings. Matters discussed included further consideration of the Working Draft (WD) ISO 21913 : Verification of Temperature Measurement for Dynamic Fatigue Testing prepared by Dr Peter Bailey and matters concerning the stability of extensometers used for HT Fatigue testing. This topic would probably be considered further when ISO 9513 Verification of Extensometers is reviewed in 5 years time. A written report should be available shortly. Messrs Loveday & Müller reported on TC164 SC1 WG2 Creep Testing noting that ISO 204 Standard had now been issued however it was noted that some further editorial aments would be necessary including an important amendment to Figure 1 , so the figure will be modified and a minor revision process launched early in the new year. A delegate’s report prepared by Mr Loveday is available in a separate document covering the following meetings :a) TC164 SC1 WG 2 Creep Testing, b)TC164 SC1 Uniaxial Testing, c)TC164 AHG 1 Uncertainty, d) TC 164 CAG -Chairman’s Advisory Group & e) TC 164 Plenary Meetings. Notice was also given about the next meetings a) at Ulm, Germany during the week Sunday 22nd September 2019 – Friday 27th September hosted by Zwick, and b) the meetings in 2020 would be near Philadelphia, Pennsylvania, USA from 5th October 2020 – 9th October 2020. [Note this will not clash with the ECCC2020 Creep meeting ]

15 15.1 ESIS & FESI Feedback Members were reminded that members of ESIS Technical Committee’s were expected to be members of ESIS and UK residents could download membership application forms from the FESI website.

a) ESIS : For the ESIS Newsletter see www.structuralintegrity.eu , however at the time of the November HTMTC meeting the last Newsletter available was issued in January 2018 and the Council Minutes held at ECF 22 had not yet appeared.

It was reported that at ECF 22 which took place in Belgrade, Serbia in August 2018 a new ESIS President was elected : Prof Francesco Iacoviello from the Università di Cassino e del Lazio Meridionale, Italy who has succeeded Prof Leslie Banks-Sills from Tel Aviv University, Israel. The HTMTC activities and details are being updated by the Officers on a template circulated by the ESIS secretariat. b) For Membership of FESI see www.fesi.org.uk

The UK Forum for Engineering Structural Integrity (FESI) works towards assuring the reliability, safety and economic viability of engineered systems, structures and components from design to end-of-life, and to reduce undesirable environmental impact. Membership of ESIS can be arranged via FESI. For the bi-annual Bulletin see the FESI website.

16 ANY OTHER BUSINESS 16.1 Dates of Next Meetings:

a) The 75th meeting ( AGM) will be held at Nottingham University on Thursday 11th April 2019 at 4.00pm following a meeting of the Temperature Measurement Working Group which will commence at 1.30 pm. The meeting will be held in conjunction with a DefTMF Project meeting

b) The 76th HTMTC Committee Meeting will be held on Wednesday 13th November 2019 at 6.00-8.00pm in conjunction with the TMF Workshop at BAM, Berlin 13th – 15th November 2019.

It was reported that key members of the UK High Temperature Power Plant Forum (UK HTPPF) were about to retire and thus direct contact with the funds held by a commercial organisation on behalf of the PPF might be in jeopardy. Following discussion, it was agreed that the HTMTC would be willing to hold the funds as a designated fund in a separate account covered by the HTMTC Accounts. Consideration will also be given to a closer collaboration between the two organisation, with the UKHTPPF operating as autonomous Woking Group within the HTMTC. The groups agreed that it would be sensible to exchange the Article of Association / Constitutions and review constraints and operating parameters. It was noted that the HTMTC operate as TC11 of ESIS under a Memorandum of Understanding. The Officers would continue discussions and report back at the next meeting.

16.3 Close of Meeting A vote of thanks was expressed Dr Peter Bailey and to INSTRON for hosting the meeting. Thanks were also expressed to all present for attending and to Dr Klingelhöffer for Chairing the meeting.

1. The Convenor, Mr Loveday, welcomed attendees and thanked Dr Peter Bailey and Instron for hosting the meeting. Approximately 16 people were present ( see attendance list for the 74th HTMTC Meeting & sign-up sheet ).

attached to the Minutes of the 73rd HTMTC and circulated previously. 4. The were no Matters Arising that were not covered elsewhere on the Agenda. 5. Thermocouple Drift Measurements

The major matter discussed was the progress on the T/C drift measurements being undertaken at EDF & NPL, together with a presentation by Dr-Ing Christian Kontermann concerning thermocouple drift data measured at IfW -TuDarmstadt.

5.1 EDF Measurements Dave McLennon reported that there had been an interruption in the data recording due to a fault in the Aiglent controller/ logger but the problem had now been traced and rectified with help from CCPI, however an off-set was now apparent but it is noted that the drift rate is similar to the interruption, see Figure A4.1. It is noted that the correction parameter

is shown in the diagram which indicates the drift is in a positive manner, i.e. the emf is increasing with exposure time, which has now exceeded 43,000 hours at 650ºC

The second series of measurements had been cycled between 50ºC to 650ºC and the accumulated 6 hour dwell time at 650ºC has now reached ~10,700 hours giving rise to drift in the K type T/C’s of 2.5ºC and about 0.7 ºC in one of the batch of N type T/C’s, Figure A4.3. Again, the lines represent the average of the readings of each batch of thermocouples.

5.2 NPL Measurements Tony Fry presented an update of the drift measurements being undertaken at NPL at 750 ºC. It was reported that due to a lab shut down there was an interruption in the data, however the tests had been restarted and now progressing. The raw data is shown in Figure A4.4 and the temperature difference from Type R Reference T/C is shown in Figure A4.4. The raw data files have been closely examined and it has been confirmed that the drift is definitely in a positive manner. The soaking time has now exceeded 27,000 hours.

Consideration will be given to recalibrating the Type R reference T/C to determine the magnitude of it’s drift. In addition it was agreed to present a single line showing the average of a particular batch of T/C’s ( excluding any outliers, e.g. T/C 5 in the NPL data set). In addition an error bar should be added to the latter curves indicating the scatter or the uncertainty. It was also requested that when the drift experiments are finally shut down the batch of T/C’s with T/C 5 should be carefully removed and photographed to see if T/C 5 is in a slightly different position compared to the others in that batch. The T/C’s should not be removed prior to completion of the experiments since it is unlikely that they could be replaced in exactly the same position in the furnace.

5.3 IfW -TuDarmstadt Measurements Dr-Ing ChristianWalther gave an interesting presentation concerning thermocouple drift data measured at IfW -TuDarmstadt.

New experimental results showing the drift of a single S, N & K type T/C’s that had been soaked for ~8,000 h at 800ºC. The emf of the S, N & K T/C’s were compared with the output from a type S refence T/Cs, which was removed after reverifying the other three T/C’s. The 3 T/C’s were immersed in a furnace with a 350 mm depth of immersionfor soaking however, they were removed for periodic verification for recalibrated in a small furnace with only 15 mm depth of immersion. Every TC has been removed for recalibration in the compact oven monthly, additional measurements ("in situ") have been made with the TC in their place in the 350 mm-oven. The preliminary results are shown in Figures A4.6 &7. It can be seen that the Type K & N show an upward drift whilst the Type S decreases in output with soaking time. The type N T/C indicated a +4 ºC drift but the Type N only showed a drift of +2 ºC after about 4,000 h and then started to decrease with a 350 mm immersion but the S type T/C showed a drift of -3 ºC, Figure A4.6.

15mm dept of immersion, Figure 4.7. It can be seen that a much greater drift effect was recorded, clearly demonstrating the importance of having a similar depth of immersion for calibration purposes.

5.4 Drift – General Discussion All three Laboratory confirm that the Type N & K T/C drift in a positive manner, and that the drift of the N type was greater than the K type. It was thought that earlier data for type K had indicated that it drifted in a negative manner but it was reported that Type N wire had been developed and manufactured by Hoskins in the USA, but they went into liquidation in the 1980’s and thus the composition of Type N wire today may be different so the drift characteristics might be different. It was agreed that the EDF data would be plotted as drift rather than as the correction parameter so that it would be easier to compare all the results.

Mr McLennon & Mr Fry & Dr Walther, together with EDF, NPL & IfW were thanked for their important contributions for undertaking these measurements.

6. Dynamic Temperature Measurements It was reported that again no progress had been made regarding the proposal of carrying out some tests to determine the dynamic response of T/C’s immersed in a fluidized bed whilst attached to a block of metal of similar mass as a test piece. However, Mr Coleman had brought a block ( approximately 150 x 30 x 30mm) of a nickel based superalloy to the meeting which was handed to Phill Williams ( CCPI) who would be willing to undertake a few experiments. The block was approximately 5 times the size of a normal testpiece so an additional smaller sample would be obtained, which would be passed to a CCPI representative the following week in Hereford. It is intended that the results should be compared to the previous measurements when the sheathed T/C’s were inserted into the fluidized bed. The Convenor agreed to supply Mr Williams with the results of the previous measurements and a brief note outlining the procedure. In addition it was noted that Dr Bailey had previously agreed to draft a short protocol outlining a short series of tests designed to ascertain the dynamic response of the temperature sensors in a regime similar to TMF testing. 7. Update on EMPRESS 2 project Unfortunately Dr Elliot was unable to attend the meeting and sent her apologies. 8. ISO WD 21913 Review

Dr Peter Bailey spoke about the Working Draft (WD) ISO 21913 : Verification of Temperature Measurement for Dynamic Fatigue Testing, which had been further revised at the ISO TC164 Working Group in Sweden in September. The view that it might be better to initially issue it as an ISO Technical Report rather than a ISO Standard so that some of the procedures outlined in the document to be put into practice at a number of Laboratories who could provide feed back before at mandatory Standard was published. The UK will formally be able to express a view when the Document is circulated at the ballot stage.

9. Other Matters There were no other additional presentations and no notifications had been received about addition publication to be added to the Bibliography of publication relevant to temperature measurement for mechanical testing.

The Secretary also reported that he had not received any feedback or amendments to the CoP from Members of the Main Committee. The Secretary also reported that he had been in contact Peter Skelton, the Editor of MAHT and had agreed to forward a copy of the CoP after its next revision to see if it would be suitable for publication, in a similar manner to previous HTMTC CoP’s.

10. Next Meeting & Vote of Thanks It is planned to hold the next meeting of the Temperature Measurement Working Group gathering at 1.00pm Thursday 11th April 2019 prior to the 75th meeting (AGM) being held at Nottingham University at 4.00pm. A vote of thanks was expressed Dr Peter Bailey and to INSTRON for hosting the meeting. Thanks were also expressed to all present for attending and contributing to the discussion.
