MINUTES OF MEETING

JOINT MEETING: ISO TC67/SC2-WG16 & API WG 4210Maintenance of API 5L / ISO 3183 (Line Pipe)

Date: 20th to the 26th June 2009.Venue: Westin, Westminster, Colorado, USA

1. Purpose of Meeting

The joint meeting of ISO TC67/SC2-WG16 with API WG 4210 (Line Pipe) was convened to review comments to the 44th edition of API 5L and ISO 3183 2007 and for the Joint Working Group (JTWG) to propose resolutions and draft proposals for future revisions. The 44 th edition of API 5L was published on 1st October 2007 and has been “effective” since 1st October 2008. Various comments and interpretation requests have been received regarding the harmonised 5L and ISO standards and required action.

2. Attendees

The sessions of the Joint Working Group (JTWG) Meeting were co-chaired by Mr J Hammond (UK) as Convenor ISO TC67/SC2-WG16 and Mr G Kohut (USA) as Chairman of API WG 4210. A pre-meeting of the co-chairs and key WG members was held on Saturday 20 th June to order the agenda and to assign selected items to specialist sub-work groups. Scanned copies (pdf. format) of sign-up lists for the meetings are attached to these minutes.

4. Introductions and Briefing

Introductions were made, see attached attendance sheets.

5. Appointment of Drafting Committee (Minutes and Resolutions)

Minutes were made live on screen during the meetings as amendments to the Inquiries log. This will be reissued as a post-meeting document. Russell Dearden made supplementary minutes combined in this note. 6. Summary of Meeting

Since the publishing of ISO 3183:2007and the subsequent issue of the harmonised 44 th edition of API 5L a total of 312 comments have been received. Earlier comments were addressed at the Calgary (June 2008) and San-Antonio (January 2009) meetings and the balance of existing and new comments were addressed during the meeting, of which 25 items were identified to progress to API letter ballot for insertion in the next addendum (Annex N). Other items consisted of comments remaining open (such as, flattening, test units & DWTT) or queries, closed and withdrawn. It should be noted that the joint ISO TC67/SC2-WG16 and API WG 4210 completed some 27hours of working meetings during the API standards week addressing these comments which has resulted in the majority of items being closed out. Several topics were dealt with specialist working groups (Sub-Work

Groups) in break-out sessions to expedite progress. Delegates also attended related API meetings including the Manufacturers’ Advisory Group (MAG), Task Group on Line Pipe (TGLP) and API Sub-Committee 5 (Tubular goods), all of which influence API Specification 5L and thus, indirectly ISO Standard 3183 with which API 5L is harmonised. The resolutions on each technical item by the JTWG are intended to allow API to publish a second addendum which will revise Annex N. This supplements the first addendum and errata document which was published in February 2009. These documents will be submitted to ISO TC67/SC2 for publishing as corrigenda and it is the intention that the API Annex N2 will form the basis for the next revision of both the ISO and API standard – see schedule below.

7. General

It was noted that USA have relinquished the TC67 Secretariat. The Netherlands have volunteered to take over this Secretariat, subject to ratification by ISO.

The Chinese delegation to ISO TC67 Plenary Meeting (Beijing) in October 2007 made a proposal to restart ISO TC67/SC1 (from which line pipe standardisation was moved to SC2 in 2001). A ballot amongst TC 67 management – China, Canada, Russia, Germany, USA, resulted in a negative response to the proposal to move this work back to SC1. Written submissions in support of the existing arrangements for line pipe standardisation and harmonisation to continue in a joint ISO TC67/SC2-WG16 and API WG 4210 had been received from J Hammond (UK and ISO WG Convenor), J Oude Hengel (NL and Chair of ISO TC67/SC2) and G B Kohut (Chair of API WG 4210). Work on the line pipe standard is proceeding as planned in the joint Working Groups.

It was suggested that there might be some clarification required in the standard where frequently asked questions had been listed. Action JH/GBK

8. Progress on Resolution of Queries, Comments and Requests for Interpretation on 44th Edition of API 5L / ISO 3183:2007 from the January San Antonio meeting.

A spreadsheet was created to sort all items by topic i.e. DWTT, welding, NDE etc and prioritised “open” items (white), new items (light yellow) and “closed” items (solid yellow). This control document is used to structure the meetings and correlates with the compilation of comments (Inquiry Log) document containing the technical detail of each issue.

It was agreed that the items with sub-work group chairmen identified would be worked on later in the week in specialist work groups.

The API NDT resource group (RGNDT) met with the joint WG between 1.00pm and 3.00pm on Tuesday 23rd June to provide specialist expertise to resolve NDT issues.

It was agreed that items where resolution had been obtained will be letter balloted within API for the second addendum (and hence revision of annex N in API 5L). It is planned that letter ballots will be issued in 3Q 2009, re-balloted if necessary before the end of 2009 and the addendum issued by early 2010 at the latest. Items accepted by API will then be tabled to ISO as addenda and/or proposals for revision of ISO 3183. It is proposed that a NWI be submitted to ISO TC67/SC2 to bring forward the start of the process of revision of ISO 3183 from March 2010 to immediately.

Working group outputs were reviewed and incorporated into the spread sheet.The next revision of API 5L will be the 45th edition issue of which will be planned to coincide with or be shortly after the 3rd edition of ISO3183 is issued.

9. Tabulation of New Queries, Comments and Interpretation Requests about 44th Edition of API 5L/ISO 3183:2007 and Assignment of Work Items to Sub-Work Groups.

The objective of the meetings was to agree issues of clarification for an API and/or ISO reply to each item to for resolutions to each work item and to draft the precise changes for letter ballot after the meeting. After approval, each item will be inserted in a second revised Annex N to API 5L. The same items will be tabled for revision of ISO 3183 in 2010.

Items advised for the Calgary (June 2008 meeting) were numbered 1-164, for the San Antonio meeting 165-244 and subsequent items were numbered 245-312. The “I-#” designation used by the former API Standards Associate has been replaced with a direct numerical sequence after San Antonio.

API limits the number of supplements to their standards to two. This means that there will be one further supplement allowed before commencing revision to proceed to a 45th edition of 5L.

The NWI sub-work groups reported back to API WG 4210 / ISO TC67/SC2-WG16 and also to API’s Task Group on Line Pipe (TGLP). These proposals were further reviewed in the JTWG and minuted.

API post-reply clarifications on the API website and clarification requests submitted originally through ISO are also to be considered. Approximately 90% of the comments, queries and interpretation requests were submitted through API with a few relating solely to API matters such as marking and use of monogram as per annex O. It was noted that Minutes of Meetings could be posted on the web site as a way of making further replies. Action: S.Ghaey. API

The new ISO10893-7 & ISO 19232-1 NDT standards are nearly finished and should be considered for inclusion in API 5L / ISO 3183. Manfred Keller (DE) will forward details to API for consideration by the resource group on NDT. Action: M. Keller

It was noted that still some unknown-source clarification requests arrived poorly defined and/or ambiguous and sometimes without reference to a clause within the standard. This has resulted in extra work for the WG who had to second-guess aspects of the problem in instances where the originator could not be contacted. It was suggested that API should mandate use of an ISO standard format for submittal of comments and clarifications and or use a website requiring the correspondent to complete all fields to structure the enquiry. In some cases, the JTWG declined to give an answer. 10. Identification of Post-Meeting Actions and Nomination of Members to Fulfil Actions.

Further to the meetings a summary spreadsheet will be issued. This will then be circulated to meeting attendees. Action G.B. Kohut

Some 10 remaining items of the 312 total comments remain not discussed and these will be addressed at the next meeting in Jan 2010.

11. Future Schedule for Development of ISO 3183

A revised work plan for the next revision of ISO 3183 is to be submitted to ISO TC67/SC2. Action J. Hammond /G.B. Kohut

Meanwhile the ISO revision process will be initiated and changes would be submitted as jointly worked items for the next ISO revision. This will include API 5L Annexes N1, N2 and errata. This should go directly into a CD or a one or two-stage DIS.

A joint workgroup meeting could be held in Europe following the Winter API /ISO 2009 meeting and after issue of the (first) DIS in addition to the usual JTWG meetings coinciding with API standards meetings. This proposed European meeting could facilitate Russian, Chinese and European Gas industry participation and could possibly be timed to coincide with ISO TC67/SC2 meeting in The Netherlands 14th - 15th April 2010.

The European gas distribution industry comments have still not been received for consideration. Upon receipt, discussions could take place to determine how ISO 3183 might accommodate any essential requirements of the European gas industry and the optimum solution might be met by a regional annex or additions to Annex G. There is a need to promote more gas company participation as encouraged by BP and Corus in UK and PHMSA in USA.

It was proposed that a letter be sent to the relevant European standards bodies and, simultaneously, interested parties should be made aware when API ballot items are in progress, at which time, any individual is at liberty to submit comments. Action J. Hammond /R. Dearden

API Specification 5T1 was reviewed to adopt as a reference. It is currently under update. It has been referenced in 11960 already. It was agreed to review upon its update.

12. Specialist Working Group Meetings

Throughout the week, several specialist working group (sub-work group) meetings were held, either independently of the joint WG or as break-out sessions from the main meetings, to enable individual technical items to be progressed with expert input. These are as follows:

12.1 (WG 4218) Drop Weight Tear Test Working Group

The meeting, chaired by J Hammond (UK) received a presentation of test work conducted on smaller diameter pipes from Sumitomo Metal Industries. The presentation showed that testing of small diameter pipes frequently produced inverse fracture mode which must be declared as an invalid test under current API 5L 3 rules. Results showed a significant shift between Charpy and DWTT transitions. The WG concluded that there is currently no confidence in results obtained from DWTT of small diameter pipes. There was no-one at the meeting willing to support Leigh Fletcher’s (Australia) request to include small diameter DWT testing in the standard. The manufacturers advised that they seldom receive requests for DWTT on small diameters, except in Europe.

CSA standards are in alignment with API and the 508 mm (20” diameter) break-point for DWTT.There is no support among users or steel pipe manufacturers to extend DWTT down to 300mm OD. There are also concerns on the validity of the DWTT with modern high strength steels.

Tenaris offered to conduct further DWTT tests and revert with test results in January 2010 so this work item will be retained for the next two meetings at least.

“If agreed” in API, the DWTT becomes mandatory. Other test temperatures can be specified but then the right to apply the API monogram marking becomes debatable and needs clarifying.

12.2 (WG 4219) Working Group on Test Units

This WG addressed a total of 15 enquiries under the Chairmanship of C. Tommasi (Tenaris). Several items require further work before resolution and the origin of “test unit” definition is to be researched. This requires checking between the 43rd and 44th editions of API 5L after which resolutions will be drafted prior to the January 2010 meeting. Hardness and DWTT retest provisions (as per tensile retests and sour retests by agreement) will go to API letter ballot.

The introduction of the ISO format “test-unit” has resulted in some confusion among users who are familiar with the definitions used in earlier API standards and possible options are:

Continue with the format of the 44th Ed API 5L /ISO 3183, analyse the problems and consider amendment of Annex N and then incorporate changes in the 45th Ed API 5L and third edition of ISO 3183. The mechanism for this would be letter ballot and, if affirmative, include in the new Annex N which could be used for revision of ISO 3183.

Revert to the test frequency specified in the 43rd Ed of API 5L. It was considered premature to decide at this meeting due to other changes relating to special processes that would be affected by such a change. Test frequencies specified in ISO 3183-2: 1996 may be considered.

It is important to maintain API / ISO harmonisation and avoid unnecessary change to Annex N.It was decided to agree the following actions ready for the January 2010 meeting

A review of past WG minutes to understand why test units and frequencies were adopted from ISO 3183-2:1996 for 44th Ed API 5L / ISO 3183:2007. Action R. Dearden

12.3 (WG 4203) Hydrotest Procedures

WG 4203 under the Chairmanship of Mr L. Warren addressed several queries and comments concerning hydro-test procedures and pressures and have reported/will report resolutions to the joint API / ISO WG. Any proposed changes to the standards will be letter balloted within API and referred to ISO.

12.4 (WG 4206) Dual/Triple Marking

WG 4206 is a pre-existing API WG chaired by Ms S Sanders (Berg Pipe) and to which several marking queries and comments concerning API 5L / ISO 3183:2007 have been referred. The comments received on the harmonised standards pertain more to the API edition (particularly the unique requirements of Annex O) than to ISO 3183:2007 but some resolutions may result in amended text which must be considered in respect of harmonisation requirements for both standards. Recommended resolutions will be considered by the joint API /ISO WG on line pipe.

12.5 (WG 4211) High Strength Seamless Pipe.

This WG was chaired by Dr M Macia (ExxonMobil). Co-Chair Dr A Izquierdo (Tenaris) was unable to attend on this occasion. The WG has progressed technical proposals from Tenaris and Sumitomo to include technical requirements for two new grades of seamless pipe X90Q and X100Q (in the quenched and tempered condition) for applications in deepwater offshore use (for flowlines and risers). The meeting considered written comments submitted by interested parties and has proposed text for letter ballot. If accepted, the requirements for the two new grades will be written into the next editions of ISO 3183 and API 5L.

12.6 (WG 4198) API 5L1 and 5LW

This pre-existing API WG deals with revisions to API Standards 5L1 (Railroad Transportation of Line Pipe) and 5LW (Recommended Practice for Transportation of Line Pipe on Barges and Marine Vessels)These standards are referenced as informative in the harmonised 44 th Edition of API 5L and ISO 3183:2007. It is planned to remove some equations used formerly to determine loading stresses which are now deemed to be non-conservative. This proposed change is to be letter balloted by API.

12.7 (WG 4220) Induction Bending

This is a new API WG proposed by Tenaris to consider the adoption of ISO 15590 by API. This may have some synergy with ISO 3183:2007. 13. Interstate Natural Gas Association of America (INGAA) Summit Meeting Resolutions

The joint WG received a report about an INGAA summit meeting held in June 2009 with US gas industry and pipe mills. This meeting was held in response to proposals made by the Pipeline and Hazardous Materials Safety Administration (PHMSA) of the U.S. Department of Transportationfollowing resulting in failure of gas pipelines constructed in SAWH and SAWL pipe in the USA. The objective was to examine how line pipe, design and construction standards could be improved to prevent repeat occurrences. The INGAA meeting resulted in proposals for new work items including retest protocols for non-conformance reporting, improved material traceability and manufacturing procedure specification (MPS or Annex B in ISO 3183:2007). Any INGAA requirements accepted for inclusion into API 5L will also need to be ratified by ISO. It is possible that requirements proposed by PHMSA / INGAA may have synergy with requirements desired by the European gas industry.
