The Board of Chief Engineers met on 27.05.2013 at 11.00 A.M. in the

conference hall of Engineer-in-Chief (A.W/I.W), Jalasoudha Buildings, Hyderabad.

At the outset, the Engineer-in-Chief(IW) & Chairman, Board of Chief Engineers

has welcomed all the Engineers-in-Chief, Chief Engineers and representatives of Builders

Association of India to the annual meeting of Schedule of Rates to finalise the draft SoR

of 2013-14.

The draft proposals for SoR 2013-14 was called from R&B Department, Public

Health Department, Panchayat Raj and Regional Superintending Engineers of Irrigation

& CAD Department. The Regional Superintending Engineers of I&CAD Department in

charge of Andhra, Rayalseema and Telangana Region conducted the SOR Meetings at

their level and furnished the draft proposals. The Superintending Engineer, Mechanical

Circle has furnished the draft rates for mechanical and work shop items. Accordingly,

draft rates for Irrigation & CAD works (Basic Input data) required for preparation of

Standard data for work items in respect of Irrigation &CAD works were finalized. The

public Health Department has conducted the Sub-Committee meeting and finalised the

draft proposals for Public Health work items and pipe material rates. The Panchayat Raj

Department have furnished the draft SoR 2013-14 for Road & Bridge works as per A.P.

Revised Standard Data. The draft labour rates are prepared based on Minimum Wages

G.Os, monthly wages fixed by the Commissioner Labour department and consumer price

index as on 01.04.2013 issued by labour department.

The draft Schedule of rates for labour, Basic input data of Irrigation Work items,

rates of material covered other than irrigation items, public health work items and

material rates and draft SoR rates of Road & Bridge works are reviewed by the Board of

Chief Engineers, item by item and the following rates are finalized for the year 2013-14.

Irrigation & CAD Works

I. Preamble: No Changes are proposed in the Preamble for the year 2013-14 except the following:

Existing Description

Seigniorage Charges:-

In the BoCE meeting held on 6-12-2012, the BoCE recommended to move the

Seigniorage charges to Part-B of the estimate where other Statutory provisions like VAT,

Labour Cess etc., are being made to the estimate as per the System Improvement note

of Vigilance and Enforcement Department. The same was addressed to the Government

for orders. Orders are awaited from the Government.

Meanwhile, the BoCE has recommended to separate Seiniorage

Charges from the material rates so as to arrive the Unit Work item rate

without inclusion of Seiniorage Charges. At the time of estimate preparation,

Seiniorage Charges, wherever applicable, will be added to the Unit Item rate

until the Government orders are received to show the Seigniorage Charges

separately like VAT etc. under Part-B of the Estimate.

In view of the decision taken by the Board of Chief Engineers (BoCE) the existing description is changed as follows:

Now Changed Description Note: The rates of the materials indicated in the SOR are inclusive of Seigniorage Charges for materials as fixed by the Government in G.O. Ms.No.198 (Industries and Commerce Dept.) dt: 13.08.2009. In case of revision, the revised rates as fixed by Mines and Geology Department have to be adopted and material rates shall be revised accordingly

Note: The rates of the materials indicated in the SOR are exclusive of Seigniorage Charges for materials as fixed by the Government in G.O. Ms.No.198 (Industries and Commerce Dept.) dt: 13.08.2009. In case of revision, the revised rates as fixed by Mines and Geology Department have to be adopted

In the proceedings to be issued along with the Standard data, proper directions will be issued regarding adding Seiniorage Charges in the estimate.

A.P.Revised Standard Data – I&CAD works (Part-I) Adding 1km Lead Charges to the Work Items The A.P. Revised Standard Data has come into force from the year 2009-10 onwards as per G.O. Ms. No. 49, I&CAD (PW: Reforms) Dept., Dt. 2-3-2009 in which Unit Work Item rates are arrived based on the Machinery usage. In the approved Data, it is mentioned in the Brief Description that the basic item rates provided are inclusive of initial lead of 50 m (for manual works) and 1 Km (for machinery works). When verified it is found that no initial lead is loaded in the data except for earthwork excavation. This is cross checked with Karnataka Data which is the basis for the A.P. Revised Data for most of the items and found that in Dam and Allied Works, Initial Lead charges are added exclusively to the data, so that for lead excess to 1km the lead charges for 1km lead will be deducted from the total lead charges. The same was discussed by the BoCE during the meeting and it is decided to add 1Km lead charges for Coarse Aggregate, Fine Aggregate, Cement and Steel wherever applicable to the Concrete work items and to incorporate proper guidelines in the Standard data book regarding Lead charges.

Change of Description in the Standard data In the A.P. Revised Standard Data (Part-I), the description under the B. Guidelines Para 8- Lead Charges Sub-Para (2) is modified as follows:

Modified The basic item rates provided in the Schedule of Rates include 50m or 1 Km as initial lead and no lead charges shall be allowed where the source of material is within the initial lead specified in item rate. Additional lead charges shall be allowed for the lead exceeding initial lead specified in the item rate

The basic work item rates provided in the Standard Data & Schedule of Rates include 50m or 1 Km as initial lead and no lead charges shall be allowed where the source of material is within the initial lead specified in work item rate. Additional lead charges shall be allowed for the lead exceeding initial lead specified in the item rate. The Guidelines may be followed regarding adding Lead charges as given against each chapter.

As noted above, the BoCE has recommended to add guidelines in the Revised Standard Data regarding Lead Charges wherever applicable against each chapter. Additional Data and Modifications to Existing Data GATES,HOISTS and ALLIED WORKS:-

The BAI vide BAI Lr. No. Dt. 18.05.2012 have represented that the Std.datas pertains to Mechanical Works requires some modifications. The General Superintendent,P.W work shops, Sitanagaram and Superintending Engineer, Mechanical & Workshops circle,Hyderabad examined the datas in detail and furnished the Modified datas. There are 16 datas viz., IRR-GAW-1-1 to 2-11 and IRR-GAW-3-1 to IRR-GAW-4-4 for which corrections are to be carried out in the Std.data. Out of 16 items, there is no change in

the data of IRR-GAW-3-1 and hence it is not considered for revision. All 15 datas were derived from the existing Std.data of relevant items adding some new machinery (mobile cranes of capacity of 16 T and 30 T) and thinner and Airless Spray Gun item in respect of Painting work items. A new item i.e 30% extra on Labour cost was incorporated for Fabrication of erection items which was not included in the Std.data. The BOCEs in its meeting held on 14-06-2012 discussed the datas and it is suggested to address the Govt. for approval. The Government vide Govt. Memo No. 20217/Reforms-A1/2011 Dt. 13-02-2013 has informed Engineer-in-Chief (I.W.), I&CAD Dept., that the modifications of data suggested in Gates, Hoists and Allied Works being a technical subject the Board of Chief Engineers may decide on this Technical Aspect and incorporate them in SSR, if found Technically viable and no separate orders of Govt. are required as it is purely a Technical matter. Meanwhile, SE, M&W circle, has revised the data items pertaining to painting and refurnished the data vide SE/M&W Lr. No. DB/AE-1/SoR/2013-14/211/B, Dt. 25.05.2013 recommending the removal of Item IRR-GAW-4-2. Accordingly, 7 items with SoR 2011-12 rates and 6 items with SoR 2012-13 rates were again placed before the Board of Chief Engineers for examination. The Board of Chief Engineers after detailed discussion have accepted the data prepared with SoR rates of 2011-12 & 2012-13 (painting items) in toto and recommended to replace the existing 16 items duly updating the data with the approved SoR 2013-14 rates. All 13 items with SoR 2011-12 & SoR 2012-13 rates are enclosed vide ANNEXURE-1 TO 13

Addition of New Items with Deletion of Existing Items in Preliminary & Maintenance Chapter

BAI again in its representation vide Lr. No. 24-04-2013 have requested to delete certain items viz., IRR-PMW-3-15 to IRR-PMW-3-19 under Preliminary and Maintenance Works chapter claiming that they are not as per specification of IS 14177 and quantum of DFT of paints to be applied was not indicated.

This was referred to the Commissioner, Planning & Development of Godavari Basin

for examination of the data and suitable recommendations of the data. Upon this, Superintending Engineer, M&W Circle vide SE Lr. No. DB/AE.1/SoR/2013-14/211/A Dt. 25.05.2013 has informed that the data for the above said items is examined and observed that the data is not prepared as given in IS 14177 (code of Practice for Painting of Hydraulic Gates) and also stated that the painting to the spillway gates, EM parts, Hoist bridges is generally done in the interval of more than 8 to 10 years and above and hence it is opined that the painting to the both new and old gates is to be done as given in IS 14177.

Keeping this in view, SE, M&W circle has recommended to delete the items IRR-PMW-

3-15 to IRR-PMW-3-19 and communicated the following new data for incorporation in the Standard data.

members after detailed discussions have recommended to delete the existing items IRR-PMW-3-15 to IRR-PMW-3-19 and to incorporate the new items in the Standard Data with effect from the year 2013-14. New items recommended are enclosed vide ANNEXURE-14 TO 18

Additional Data in DAM & ALLIED WORKS Chapter – “Excavation for foundation in hard rock (including F&F rock) including boulders above 0.6 m up to 1.2 m dia by controlled blasting method)”

The Managing Director, Rajiv Swagruha Corp Ltd. Vide his Lr. No. 1290/APRSSCl/YNDD-I/DT/2008-09 dt. 14-05-2013 has informed that in one of the project taken up at Yendada village in Visakhapatnam Dist, during the process of Site Development work, unit rate for the item of “Earthwork excavation in Fissured and Fractured rock with Controlled blasting etc.,” was needed which was not found in the Revised Standard Data. Hence, on the advice of Technical Advisor Sri M.K. Rahaman, (E-in-C, I&CAD Dept., Retd.) and Chief Engineer Sri J. Cristopher, i/c Chief Engineer, APRSCL, he has requested to incorporate the item of “Excavation for foundation in hard rock (including F&F rock) including boulders above 0.6 m upto 1.2 m dia. By controlled blasting method and controlling fly rock by muffling arrangements for dam, spillway, intake structure and other appurtenant works and other open foundation works and placing the excavated material neatly in dump area or other place as directed etc., complete with initial lead up to 1 km and all l ifts.” and the working data for the above item is furnished for inclusion in the Standard data.

The same was placed before the Board of Chief Engineers, the

members after detailed discussion, have recommended to incorporate the above item in the Standard data. The data is enclosed vide Annexure 19

The same was placed before Board of Chief Engineers meeting held on 14-06-2012. The BOCEs discussed the datas and it was decided to address the Government for

Drilling Operations The Chief Engineer, NTR Telugu Ganga Project vide Lr.No.CE/ TGP/ SKHD/ TS/

T2/ 137/87, dated:21.04.2012 has proposed two new items in respect of drilling

operations and some corrections in the Existing data description of Std. data item

No.IRR-PMW-2-5 & 2-6.

approval of the datas and suggested to incorporate the new items in the Standard data of 2012-13 as additional items after obtaining approval from the Government.

Accordingly the Government was addressed vide Lr. No. ENC/IW/P&M/EE.III/DEE.10/5/AE/13305/Vol-34/12, dt. 12.07.2012 for approval of the new data and the changes proposed in the description of the existing data.

Upon this, the Government after examining the data, have communicated new proposals after making necessary modifications for the proposals of BoCEs dt. 14.06.2012 instructing to place before BoCEs meeting for furnishing specific views to the Government for taking further action vide Govt. Memo No. 5042/Reforms/A1/2013-1 Dt. 18-03-2013

Accordingly, the above matter was placed in the BoCE meeting held on 26.04.2013 for discussion. The BoCE have discussed the above matter in detail and accepted the modified proposals of the Government with certain other recommendations. The same was communicated to the Government vide ENC’s Lr. No. ENC/IW/P&M/EE.III/DEE.10/5/AE/13305/Vol.34 Dt. 14.05.2013 for further action. The Government orders are awaited.

The BoCEs have recommended to incorporate the modified description for the items IRR-PMW-2-5 & IRR-PMW-2-6 in the Standard Data for the year 2013-14 as the Government have accepted the proposal in principle vide Govt. Memo No. 5042/Reforms/A1/2013-1 Dt. 18-03-2013.

New Items in Drilling Operations

In the Existing Standard data, the item for drilling holes (76 mm dia) pertains to only in Hard rock (IRR-PMW-2.5). The Chief Engineer, Telugu Ganga Project, Srikalahasti has submitted proposals for Drilling holes in All types of Rocks (other than H.R) as the same was carried out in foundation treatment of K.R.Dam from TBL at 6.0mts interval staggered for (i) Primary, Secondary & (ii) Test holes between reaches from Km (1) 0.560 to Km 3.00 (2) Km 3.00 to 5.50 (3) Km 5.50 to 8.00 of K.R Dam with observed data duly deducing from 2009-10 Standard data.

The Board of Chief Engineers have recommended to incorporate the above new items in the Standard Data for the year 2013-14 after approval of the Government. Drilling Operations in Masonry & CC During the BoCE meeting, BAI vide BAI Lr. No. BAI/AP/ENC-Drilling/2013-14 Dt. 27.05.2013 have represented to consider “Drilling in Masonry & CC” on par with “Drilling in Hard Rock”. The BoCE after discussing the above issue, has agreed to consider “Drill ing in Masonry & CC” on par with “Drilling in All types of Rocks (Other than Hard Rock)”and suggested to incorporate in the Standard data after approval of the Government. After Government approval is received, a correction slip will be issued changing the description “All types of Rocks (other than H.R)” to “All types of Rocks including Masonry & CC (other than H.R)””

Splitting up of 14% provision provided towards Contractor’s Profit and Overheads in the A.P. Revised Standard Data.

In the approved data communicated by the Government vide G.O. Ms. No. 49, I&CAD (PW: Reforms) Dept., Dt. 2-3-2009, a provision of 14% is provided towards Contractor’s Profit and Overheads. There is no percentage break up for individual components of Overheads like Insurance, Labour amenities, Site accommodation etc. Meanwhile, Government vide Govt. Memo No. 15805/Reforms-A1/2012 Dt. 17.10.2012 have communicated System improvement Note to the Engineer-in-Chief (Irrigation) furnished by the General Administration (Vigilance and Enforcement) Dept. and requested to examine and furnish a specific report on the split up of 14%. Again, vide G.O. Ms. No. 32, I&CAD (PW:Reforms) Dt. 09.04.2013, the Government have given instructions to dispense with insuring the works except in case of weir, Spillways, dam and Critical Component works. As such there is a need to split up 14%. As such, the above matter is placed before the BoCEs for discussion and suitable recommendation.

The BoCEs after detailed discussions on the above subject have recommended to address the Chief Engineers of all Engineering Departments to suggest their specific recommendations on the above issue for further action.

a) Verify the correctness of cement content in the approved data as the same are more than those approved and executed in R&B Department, APMSIDC duly comparing with IS 456:2000

Variation in Quantities in Water and Cement in the Mix Design adopted in Revised Standard Data The Vigilance and Enforcement Department during the verification of data of design mixes of concrete observed variations in the quantities in water and cement for the same grade of mix design and for similar nature of works and made certain observations. The Vigilance and Enforcement Department requested the Government to place the matter before the Board of Chief Engineers (BoCE) on the following issues:

b) Streamline the requirement of water in all items and to adopt uniform quantity of water content in all parts of revised standard data to avoid excess payments to some works without any valid reason.

The above matter was placed before Board of Chief Engineers for recommendation. The BoCES after detailed discussions on the above subject have recommended to address the above issue to “National Council for Cement and Building Materials (NCCBM)” to recommend the appropriate Cement content for various grades like M15, M20 etc. so as to revise the cement content across-the-board in all Engineering Departments.

chambers, compound wall and Watchmen Quarter etc. The committee also

decided to recommend to increase by 5% over last rates after revised with

latest cement and steel price( i.e May-2013). The Sub-committee has also

decided to increase the rate from Rs.0.05paise to Rs.0.10paise per metre for every metre additional staging above 15.0mts and to decrease for staging less than 15.0mts, the rate from Rs.0.02Paise to Rs.0.05Paise for every metre of difference in staging

(ii).The cost of laying & jointing of PSC pipes is proposed to increase by 10% over the existing rates. (iii).The cost of conveyance of PSC pipes is proposed to increase by 10% over the existing rates. (iv).The cost of Machine end pair is proposed to increase by 5%

(v).The cost of MS flanges is proposed to increase by 5%.

PCCP Pipes ( Pre-stressed Cylinder Concrete pipe) : 5% increase on revised rates of pipe and 10% on laying , jointing and conveyance. (12) (i) It is decided to recommend to increase 5% over the revised rates with

latest cement, HT Wire and HR coil prices(May-2013)

(ii)The cost of laying & jointing of PCCP pipes is proposed to increase by

10%

(iii) The cost of conveyance of PCCP pipes is proposed to be increased by 10% BWSC Pipes (Bar Wrapped Steel Cylindrical pipes): 5% increase on revised rates of pipe and 10% on laying , jointing and conveyance.

latest cement, Wire rods and HR Plate prices (May-2013). (ii) The cost of laying & jointing of BWSC pipes is proposed to be increased by 10% (iii) The cost of conveyance of BWSC pipes is proposed to be increased by 10% M.S. (Mild steel ) Spiral Pipes: 5% increase on revised rates of pipe and 10% on laying , jointing. (14).(i) It is decided to recommend to increase 5% over the revised rates with latest M.S plate, cement. (ii)The cost of laying & jointing of M.S. Spiral pipes is proposed to increase

by 10% (15).HDPE Pipes (High density poly ethylene) (PE-80): It is decided to

recommend to increase the rates by 5% after revising the rates with the price

variation formula adopting the latest price of resin. (May-2013).

(16). (i) HDPE Pipes (PE-100) for water supply : It is decided to recommend to

increase 5% over the revised rates ( Price variation formula) with the latest price

of resin.

(ii) HDPE Pipes (PE-100) for sewer lines: It is decided to recommend to

increase 5% over the revised rates ( Price variation formula) with the latest price

of resin.

(17).(i) HDPE Pipes Fittings: It is decided to recommend to increase the rates

by 5% after revising the rates with the latest price of resin & MS Flanges are

increased by 5% over the revised rates .

(ii) Electro fusion tapping saddle: increase by 5% over the revised rates. (18).PVC Pipes :

It is decided to recommend to increase the rates by 5% after

revising the rates with the price variation formula adopting the latest price of resin

and rates for 355mm and 400mm dia pipes are incorporated. (May-2013).

(19)&(20)UPVC Pipes (Unplasticised PVC Pipes): It is decided to increase the

rates by 5% after revising the rates with the price variation formula adopting the

latest price of resin.

CI Pipes : Pipes rates increased by 5% and conveyance increased by 10%. (21) (i) It is decided to recommend to increase the rates by 5% after revising the

rates with the latest price of Pig Iron (May-2013).

(ii) The cost of conveyance of CI pipes is proposed to be increased by 10%

D.I Pipes: Pipes rates increased by 5% and conveyance increased by 10%. (22) (i),(ii)& (iii) It is decided to recommend to increase the rates by 5% after

revising rates with the price variation formula with the latest price of raw

materials. Further 1200mm dia of DI K9 pipes are included in the SoR2013-14. (iv) It is decided to recommend to increase the cost of conveyance of D.I pipes

rate by 10% over existing rates.

(v) It is decided to recommend to increase by 5% over the existing rates for

Polyethylene sleeve for DI pipes.

(vi) It is decided to recommend to increase by 5% over the existing rates for

High Alumina Cement motor lining for DI Pipes.

(23). DI fittings : It is decided to recommend to increase the rates by 5% over

over the existing rates.

(24). Rubber Gaskets for CI &DI pipes It is decided to recommend to increase

the rates by 10%. (25).CI pipes and Specials:It is decided to recommend to increase the rates by

5% over the revised rates after revising the rates with the price variation formula

adopting the latest price of Foundry Pig Iron & Coke.

(26).Water Hammer control devices: It is decided to recommend to increase

the rates by 5% over the existing rates.

(27).Cast Steel valves:It is decided to increase the rates by 5% over the existing

the existing rates and to include 25mm,32mm , 40mm and 300mm dia Air valves in SoR 2013-14

(29).SFRC Man hole covers : It is decided to recommend to increase the

current rate of Manhole Covers by 5%.

(33).Trench less Technology with pipe Jacking method: It is decided to

recommend to include the rates for Trench less Technology with pipe jacking for

railway/road/canal crossings.

ROADS & BRIDGE WORK ITEMS:

The Engineer-in-Chief, Panchayat Raj Department, has placed the Draft Schedule of

Rates for the year 2013-14 in respect of Road & Bridge Work items before the Board of

Chief Engineers (BoCEs) for discussion and approval.

PREAMBLE: The preamble as per Draft proposals submitted by ENC(PR) is approved

without any changes.

LABOUR RATES: For all common items, the rates shall be adopted as per SoR of

Irrigation & CAD items. Other items are approved as per the Draft proposals submitted

by Engineer-in-Chief (PR).

Materials & Work Items: The ENC(PR) submitted Draft Rates for 2013-14 adopting the Irrigation material rates

for common items.

Conveyance charges of materials

The Conveyance charges of materials are to be followed as per A.P.Revised Standard

data arrived based on Input data approved by Board of Chief Engineers for Irrigation

works.

Hire charges of Plant & Machinery The Hire charges of the common machinery are to be adopted as per the Hire charges

arrived based on the input data finalized for the Irrigation works. For remaining

machinery, the hire charges are as recommended by the ENC(PR).

The Board of Chief Engineers have directed that as per the approved SOR of

Irrigation items, the A.P. Revised Standard data for Irrigation & CAD department for the

year 2013-14 is to be finalised based on the soft ware developed by CGG, Jubliee Hills.

The Head of Departments of R&B, Public Health, Panchayat Raj & R.W.S are authorised

to print the Schedule of Rates for the year 2013-14 & A.P.Revised Standard data.

The Superintending Engineer, Irrigation Circle, Hyderabad is directed to print the

Schedule of Rates for the year 2013-14 & A.P.Revised Standard data for

circulating among the Departmental officers of I & CAD Department for adoption.
