ratherlengthyevaluationofourgeneralbudgetaryconditionthismorningatthe
Cabinetmeeting,andwegotsomenewinformation,soI’llletyouguyslookthat
upatyourleisure.Thereisapossibilitythatthingsmightbeimprovingalittlebit,
butthewholebudgetmatterisstillbeingdebatedontheHill.So,Provost

Walter:Youlookjustfine.
Wohlpart:It’sanassociationofregionalcomprehensiveuniversities;schoolsthat
areverymuchlikeus.Oneofthethingsthat’sinterestingifyougotoanAAC&U
meeting,(AmericanAssociationofCollegesandUniversities),whichfocuseson
theLiberalArts,GeneralEducation,there’sR1’s,[ResearchOneinstitutions]
there’sprivatesthere,andtherearelikeschoolsthatarelike,“Wedidthisandit
costusamilliondollarstoimplement.”We’relike,‘Whyarewelisteningtothis?’
butAASCUinstitutionsareverymuchlikeUNI,soitwasverypowerful.Ithinkwe
walkedawaywiththreeorfourthingsthatwecouldimplementanddodifferently
rightoffthebat,whichwasreally,reallyfun.Wehadtwopresentationsthere
whichwereverywellattended;peoplewereveryexcitedabout.Onewasonour
PeerMentoringProgram,andtheotheronewasonCivicEngagement,thework
wedowiththeServiceLearningInstituteandCivicEngagement,whichwasreally
wellreceived.Sothatwasalotoffun.TheonlythingIhavetooffertoyoutoday
asMichael(Walter)hastoldmetosayis,“RemembertheAlamo.”[Laughter]I’ve
gotnothingelse.I’vebeengettingaboutfiveorsixhoursofsleep.
Mattingly:Whatisthenameofthatorganization?
Wohlpart:It’scalledAASCU,soit’sAmericanAssociationofStateCollegesand
Universities,andalotoftheAASCUinstitutionsstartedasNormalschools,likeus,

soprobably50%.There’salargeminoritypopulation.There’sgoodheavy
emphasisonaccess.Soinstitutionsvery,verysimilartous.
Walter:Sowhousuallyattendstheirmeetings,administratorsorfacultyor…?
Wohlpart:Theyhavetwosetsofmeetings.Oneisforpresidents,andtheother
oneisforprovostsorAcademicAffairsadministrators.Soit’salmostalways
AcademicAffairsadministrators.AAC&UisattendedbyAcademicAffairs
Administratorsandfaculty.Thatoneisabroaderconference.

Kidd:Sorry.Igotachanceinthelastfewweekstomeetwithsomestudent
groups,andthereweretwothingsthatwere,Iguesskindofaconcernthatthey
broughtup,thatIthoughtwaskindofinteresting.One,theyhadaskedme—this
ismoreofaninformational–IhadasessiononAcademicFreedom&Tenure,and
justwhatdidtenureimply,andwhatweretheactualprotectionsoftenure.You
know,youcan’tjustdoanythingyouwant.Butthestudents--thatkindofledtoa
kindoflikeabitch-fest,Iwouldsay,aboutprofessorsandabouttheimpactof
studentevaluationsonthebehaviorofprofessors.Oneofthethingsthatcameup
was“Well,dothesethingsdoanything?”Andoneoftheimmediatesnap-back
commentsfromanotherstudentwas“No,I’vehadthesameprofessorforthree
classesandit’sexactlythesamethingeverytime.”Ithoughtthatwas
interesting—theaccountabilityoffeelingthefrustrationofaccountabilityfor
academics,andIdidn’thaveanygreatanswersforthemofcourse,butIthought

thatwassomethingthatmightbearadiscussion,especiallyaswetalknowabout
havingfeedbackinevaluationforDepartmentHeads,andwhatdoesthatmean.
Theideasbehindwhyisthisaccountabilityuseful,andwhatformshouldittake?
Wealsohadadiscussiononwhataresomethingsbesidestheperformanceofa
professorthatcouldhaveanimpact?Forexample,grades,G.P.A.,likehoweasy
orhardisaprofessorviewed—thingslikethat.Andnotnecessarilythegrade
itself,buttheviewofthestudent’sownperformance.Sothatwasonethingthat
cameup.Theotherthingthat’scomeupthatIthoughtwasinterestingwas
plagiarism,andnotfromaprofessorpointofview,butactuallyfromastudent
pointofview.Andhowplagiarismhasanegativeimpactonotherstudents.I
thoughtthatwasveryinteresting,anditworriedme.IguessI’vehadsome
experienceinmyownclasses,andalsoexperiencewithotherprofessorsIknow.
Ofcourse,Ithinkstudentsmightbeaheadoftheprofessorsintermsofhowto
findthingsonline.I’vebeennoticingthatforaboutadecadeaspeoplehavehad
onlinetests,andI’vebeenamusedasmystudentsinmyresearchlabperhaps
havetalkedtoeachother.AndIdon’tsayanything,becauseIdon’thearthese
conversations,right?Theytalklike,“Theythinkthatyoucan’tcheatonthisonline
testbecauseyoucan’topenanotherwebbrowser,sowehadtwocomputers.”Of
course.AndjustthenaivetéIthoughtwaskindofsurprising.Andalsojust…I
personallydidastudyofoneclassaboutcheatingononlinehomeworktestsor
quizzes,andIcouldmakethegradesgoupordownlikeasinusoidal,ifIfeltlikeit,
justonhowIwordedthequestions.Sosamequestion,justdifferentwordings.
ButIwassurprisedtohearstudentstalkaboutit,asintothepointwherenotjust
one,butafewstudentshadbroughtitup,abouteitheraffectingtheirowngrade
becausesomeoneelsehadcheated,orjustthattheyfeltitwas…youknow,they

didn’tfeelgoodaboutit,becausetheydidn’tfeelliketheprofessorwouldn’tdo
anythingaboutit.Idoknowinmyownexperiencethatprofessorsdofeel
pressurefromotherpeople,nottoreportplagiarismatthehigherlevels.Thathas
somethingthatIknowoccurs.Forexample,I’vereportedplagiarismalongthe
policythatwehaveandIlikedoingthat.Ithinkit’simportanttodoso.ButIknow
somepeoplefeelpressurednotto,andtherearedifferentreasonsforthat.It’s
hardtoprovesometimes,andalsosometimesIthinkpeoplefeellikethey’re
afraidto,asinthey’reafraidoftheimpactitcouldhaveontheirprogramifthey
decidedthatsomenumberofstudentswerecheating.Soanyway,Ithinkthese
aresometopicsthatI’dliketoexplorefurtherwithsomepeopleandI’llfigureout
howwhenIsetthatup,butifyouhaveanythingtospeakwithmeonthosetwo
issues,I’dbeveryexcitedtohearit.Thankyou.
Zeitz:Soyou’resayingthatthestudentswereconcernedbecausewhenthey
knewthatsomebodyelsewascheating,thatithadanegativeimpactonthem?
Kidd:Itcould,yeah.
Zeitz:Isthatbecauseyou’regradingonacurve?Or,justbecausetheyfeelit’s
unfairbecausethey’vedoneallthisworkandsomebodyelsepassedsomethingor
submittedsomethingthatwasplagiarizedinthepast?
Kidd:Both.Andevenifsomething’snotgradedonacurve,there’salwaysa
curve.Right?Like,Idon’tknowhowyougrade,butImeaneveryonehasa
grading…theydotheirbesttobeobjective,butiftheclasshasawholebunchof
reallyhighgrades,Icouldn’timaginemebeingalittletougheronthefinalexam.
It’sjustpureinstinct.Notspite.Notonapersonallevel,right?Like,“Wow,there

arealotof‘A’s’inthisclass,maybeIshouldmakeaharderassignment.Youknow
whatImean?Thesekindsofthingsthatyoudotoadjustforaclass.Idon’tknow
whatstudentswouldthinkaboutthat,butmythoughtwas,‘Yeah,ifyougota
percentageofstudentswhoweregettingperfectscoresthatreallyshouldn’tbe,’
thatcanshiftthegradingscaleoftheclass.

class.Yeah,I’vehadstudentseitherplagiarizehomeworkoffeachotheroroffthe
Internet.I’vehadstudentsplagiarizepapersandtypically,iftheassignmentis
worthacertainvalue,thenIwouldbringitup.Oneofthemainimpactsonmefor
examplewasthatIhadaclassofeightpeopleandhadthreepeoplemarkme
downasbeinganincrediblyterribleprofessor:Icaughtthreepeoplecheating.I’m
notsurprisedIhadthreepeoplesaythatIwasterrible.
Strauss:I’vedoneworkonacademichonesty.Infact,Ifoundedanhonorsystem
atKansasStateUniversity,andifyoulookattheassociation—Ican’tremember
theirname,thattracksacademichonesty,IthinktheresultslasttimeIlookedat
themweretwo-thirdsofstudentsinschoolslikeourscheatatleastonce.A
quarterofthemcheatrepeatedly,andsotryingtofindthesesitesorApplets,it’s
likeWhack-A-Mole.Youhavetogoatitadifferentway.
Kidd:Yes.
Strauss:Youhavetoinstitutionalizethesensethatthisisaplacewherehonestyis
valued.Infact,Ibroughtbeforethisgroup,Iforget—itwasten-plusyearsago,
andIworkedonitwithacommittee;itwaspartoftheADPprogram.Wewent
throughNISG.WeactuallyhadaSenate-approvedacademichonestysystem,one
thatrevisedthisone.Itwasanhonorsystem,buttheadministratorskilledit.So,
therehavebeenattemptsinthepastthattriedtoremediatecheatingand
improvethesenseofacademichonestyonthiscampus,butit’sareallytoughsell.

Provost,anditwillprobablynecessitatemovingoneofthesetothetopofthe
order,soIthinkIactuallywanttostartwith[Agenda]Iteme:1371:Program
SuspensionoftheDoctorateofIndustrialTechnology.Thesehaveallbeenposted
withtheirbackgroundmaterials,butmaybeIcangetAssociateProvostPeaseto
commentalittlebitonthescheduleforthis.

Walter:Yes.Thehurry-upbasically.
Pease:Icanjustgothroughtheprogram;whatwe’redoinghereifyoulike.The
DepartmentofTechnologyisaskingforareduction/suspensionofenrollmentsin
theD.I.T.[DoctorateofIndustrialTechnology]program.They’relookingtocreate
agapinthestudent—thisisnotatermination—they’relookingtocreateagapin
theenrollmentstogivethemselvessomespacetoreviewtheprogram,andmake
somemodificationswithouthavingstudentsthatwouldbegoingthroughtwo
differentcurriculaatthesametime.So,lookingtobeabletophasesome
studentsoutofthecurrentone,makesomechanges—atleastreviewthe
program,andseewhatthey’regoingtodowithit,andthenbringstudentsin
again.What’sdrivingthisisin2001and2009APRreviews--externalreviewers,
hadcommentedthattherewerealotofproblemswiththeprogram.They
haven’tbeenabletomakeprogressonthatyet,andsothey’rereallylookingto
tacklethatnow.They’recurrentlyatfourstudents,sothisisnotabigimpact.This
wouldbefairlyeasytotakethegapperiodandtakeareview,andgoaheadand
teachthosefourstudentsout,beforetheyseewhattheycandowiththefuture
students.Thekindofthingswe’relookingtodoingisreviewingtheactualmarket

forstudentswithaD.I.T.;modernizingthecurriculum,theywanttodevelop
marketingplans,orlookatwhatasuccessfulmarketingplanmightlooklike,and
takealookatthesustainabilityofthebudgetthattheyhave.So,thisiscoming
alongalittlebitquickly,andI’maskingonbehalfofTechnologytohavethis
docketedandthenvotedontoday,andthereasonforthathastodowithgetting
itthroughtheBoardofRegentsforapproval.Thedepartmentdidn’tIdon’tthink
realizeduntiltheybegantotalktomeinlatefallsemesterthatinordertodo
this—thiswassomethingtheywerethinkingabout,buttheydidn’trealizethat
theyneededBoardofRegentsapprovalinordertoreduceorsuspendtheir
enrollments.So,itwasn’treallypartofthenormalcurriculumcycle.ButItalked
tothem,andweagreedthatwecouldmovethisalongfairlyquicklysothatthey
couldbecomeincompliance.Theycoulddowhattheywanttodoandstillbein
compliancewiththeBoardofRegents,andsoinDecember—Ithinkitwasaround
December13th,theDepartmentofTechnologyvotedinfavoroftheaction.
January15th,theCHASSenateapprovedthis.ThenonJanuary26th,theGCCC
convenedandapprovedthis.So,we’vemovedthisalongprettyquicklyinthe
process,andthereasonthatwe’vedonethatisthatwewanttogetthisonthe
COP[CouncilofProvosts]meetingnextweekbeforetheBoardofRegents.It
turnsout,togetanythingthroughtheBoardofRegents,there’sactuallyathree-
stepprocess,andthosestepshappeninsequentialmeetings,andsoifwecanget
thisontheagendafornextweek,thenwecangetittotheASACmeetinginApril
andhaveitvotedonbysummer.Thepointis,itsoundslikealongtime,butthe
pointistohaveitdoneandcompletedandapprovedbeforethefallsemester
whenthesestudentswouldnotbecomingintotheprogram.
Wohlpart:So,justtoletyouallknow,theacronyms:It’stheCouncilofProvosts

first.Wevoteonitthere,andthenitgoestotheAcademicandStudentAffairs
Committee,whichisasubcommitteeoftheBoardofRegents.Thenitgoestothe
BoardofRegents.Weusedtoactuallydotwoofthosestepsatonemeeting.We
doCouncilofProvostsonenightandthenextdaywouldbeASAC(Academicand
StudentAffairs).Itwasonlytwomeetingstogetsomethingthrough.Those
meetingshavenowbeenshuffled,andsonowittakesthreeBoardofRegents
conveningstogetsomethingthroughcurriculum.Hugelyproblematic.
Pease:IthinktheyrememberatthebeginningoftheyearIbroughtprogramsin
andaskedforthemtobedocketedandvotedon.Thatwasthenormalcycle,and
again,thatwastogetthemthroughthosethreestepssotheycouldbeapproved
bytheendoflastsemester.Sothat’sthepoint,soifit’sapprovedhere,wecan
moveitalongtoCouncilofProvostsnextweek.
Walter:Okay.Thatdoesn’tsoundsodifficult.Itwillbealittlebitoutoforder,soI

Addendum #1 Letter of Support for Emeritus Request of Dr. Joe Wilson by Dr. Mick Mack

School of Kinesiology, Allied Health and Human Services
Dr. Joe Wilson served as an associate professor in the School of Kinesiology, Allied Health and
Human Services at the University of Northern Iowa from 1985 until his retirement in 2017.
During his time at UNI, Dr. Wilson made a difference in the lives of his students and earned the
respect of his peers. He was a tireless advocate for his students in therapeutic recreation and
leisure. Dr. Wilson and his legion of volunteer students were especially involved with Special
Olympics. This year marks the 50th year that he has served as a volunteer, leader, and
cheerleader for Special Olympics. Dr. Wilson was a superb colleague who will be missed by all
who knew him. Thank you for your many years of service to the University and community.
