The Conference of Presidents,
- noted and approved the draft Minutes of the meeting of 11 September 2014 held in
Brussels (PE 533.300/CPG and annex).

3. Adoption of the draft agenda for October II part-session (from 20 to 23 October 2014) – Scheduling
of key debates in plenary
The Conference of Presidents,
- noted a letter dated 17 September 2014 from Mr BUZEK, Chair of the Conference of
Committee Chairs, submitting the Conference of Committee Chairs' recommendation
concerning the agenda of the October II part-session (Monday 20 to Thursday 23 October
2014) in Strasbourg (PE 539.266/CPG and annexes);
- took note of the proposal for a draft agenda for the October II part-session (from 20 to 23
October 2014 in Strasbourg), and adopted it with the following modification:
Tuesday 21 October 2014
- decided to move the discussion on the "Preparation of the European Council (23-24 October
2014)" forward to Tuesday from Wednesday afternoon.

4. Communications by the President
4.1 Future meetings of the Conference of Presidents
The Conference of Presidents,
- heard the President announce that the meeting of the Conference of Presidents with the
incoming Latvian Presidency would take place in Riga, Latvia on 3 and 4 December
2014;
- further heard the President announce that the ordinary meeting of the Conference of
Presidents scheduled on 23 October 2014 would be moved forward to Wednesday
22 October 2014 in Strasbourg, on account of the European Council taking place in
Brussels on Thursday 23 October 2014.
4.2 European Parliamentary Week 2015
The Conference of Presidents,
- heard the President announce that, following a discussion with the Latvian Parliament,
the next European Parliamentary Week would be held in week 6, from 2 to 6 February
2015, which would encompass both the meeting with national parliaments in the
framework of the European Semester, and the Article 13 Conference, foreseen by the
Fiscal Compact.
- further heard the President draw the attention of Group Chairs to a letter from Mr
GUALTIERI, Chair of the Committee on Economic and Monetary Affairs, referring to
a letter from Mr ARTHUIS Chair of the Committee on Budgets in regard to the article
13 Conference;
- heard Ms HARMS, Co-Chair of the Greens/EFA Group, stress the need for good
coordination within Parliament in this regard;
- heard the President conclude by noting general agreement on the need for better
coordination, on the basis of Parliament's established position, and that the matter
should be further considered at an appropriate juncture.

4.3 Delegation to the EU-Turkey Joint Parliamentary Committee
The Conference of Presidents,
- heard the President draw attention to the likely composition of the future Bureau of the
Delegation to the EU-Turkey Joint Parliamentary Committee;
- invited the political groups to consider the matter in order to find an appropriate
solution.
4.4 ACP meeting
The Conference of Presidents,
- heard the President recall that, at the previous meeting of the Conference of Presidents,
a decision had been taken to postpone the ACP Bureau and Committee meetings, owing
to the workload at the start of the parliamentary term; further heard the President report
that Mr MICHEL, Chair of the Delegation to the ACP-EU Joint Parliamentary
Assembly, had contacted him with a proposal for a new date in mid-October 2014;
further heard the EP President raise the possibility, however, that the meeting of the
ACP Bureau could be postponed to a further date;
- held an exchange of views with the participation of Mr WEBER, Chair of the EPP
Group, Mr PITELLA, Chair of the S&D Group, Mr KAMALL, Chair of the ECR
Group, Ms IN’T VELD, acting Chair of the ALDE Group, Ms ZIMMER, Chair of the
GUE/NGL Group and Ms HARMS, Co-Chair of the Greens/EFA Group;
- agreed to postpone the meetings until further notice.
4.5 Ukraine in plenary
The Conference of Presidents,
- heard the President report that he had received a complaint from Ms ZIMMER, Chair of
the GUE/NGL Group, concerning the lack of information about the organisation, and

the conduct of proceedings, of the vote on the EU-Ukraine Association Agreement on
16 September 2014;
- further heard the President regret that he had not been able to keep Group Chairs fully
up to date with developments, owing to the speed at which events had unfolded since
the matter had been previously discussed in the Conference of Presidents; further heard
him explain that in such an unprecedented event, where the Parliament voted at the
same time as a national parliament, it had not been possible to accommodate all requests
for the floor;
- held an exchange of views with the participation of Mr WEBER, Chair of the EPP
Group, Mr PITTELLA, Chair of the S&D Group, Mr KAMALL, Chair of the ECR
Group, Ms IN’T VELD, Ms ZIMMER, Chair of the GUE/NGL Group and Ms
HARMS, Co-Chair of the Greens/EFA Group, during which it was appreciated that
with such unprecedented and fast-moving events it was always possible that not all
information was communicated in as timely a manner as desirable, and expressed their
expectation that all efforts would be taken to improve this in similar circumstances in
the future.

A. DECISIONS WITH DEBATE
5. Hearing of Commissioners - outstanding issues
The Conference of Presidents,
- took note of a letter dated 17 September 2014 from Mr BUZEK, Chair of the Conference
of Committee Chairs, on the draft programme for the hearings and the questionnaires
(PE 538.245/CPG and annexes);
- heard the President introduce the item by restating that Parliament was committed to
playing its full part in ensuring that the new Commission could take up its duties on
1 November 2014, as foreseen by the Treaties, and that, as a result, the hearings of the
Commissioners-designate needed to take place in as timely a manner as possible; further
heard the President underline that the afternoon of 8 October and the morning of 9
October could be used by the political groups for their assessments, and as a result, the
extraordinary meeting of the Conference of Presidents would take place at 13:00 hours
on 9 October 2014 with a view to decide to close the hearings;
- heard Mr BUZEK, Chair of the Conference of Committee Chairs (CCC), present the
outcome of the CCC meeting, and underline that the Rules clearly state the two
following points: the hearings should take place in the context of the Committees' work,
and that all Commissioners should be treated equally;
- held a wide-ranging exchange of views with the participation of Mr WEBER, Chair of
the EPP Group, Mr PITTELLA, Chair of the S&D Group, Mr KAMALL, Chair of the
ECR Group, Ms IN’T VELD, acting Chair of the ALDE Group, Ms ZIMMER, Chair of
the GUE/NGL Group, Ms HARMS, Co-Chair of the Greens/EFA Group, and Mr
BORRELLI Co-Chair of the EFDD Group;
- agreed the following:
the proposal from the CCC on the responsible committees for the individual
hearings should be amended with the following amendments:
Commissioner-designate hearing of Mr TIMMERMANS would take the form
of a Conference of Presidents open to all Members;

The Committee on Legal Affairs (JURI) is added to those committees
responsible for the hearing of Ms GEORGIEVA;
The Committee on Civil Liberties, Justice and Home Affairs (LIBE) would be
included as an associated committee for the hearing of Mr ANSIP;
The Committee on Civil Liberties, Justice and Home Affairs (LIBE) would be
included as an associated committee for the hearing of Mr OETTINGER.
- heard Ms IN’T VELD, recall the decision, that the speaking time should be allocated in
accordance with Rule 162(4), meaning the first round divided equally among all political
groups, followed by the remainder allocated in proportion to the number of their
members, allocated globally by the political groups; further agreed that the aim was to
allow for 45 questions per hearing, while respecting the 3 hours timeframe.

B. DECISIONS WITHOUT DEBATE
6. Resumption or continuation of unfinished business from the 7th parliamentary term - Application of
Rule 229
The Conference of Presidents, without debate:
- took note of the following documents:
• a letter dated 16 July 2014 from President SCHULZ to Mr BUZEK, Chair of the
Conference of Committee Chairs (CCC), on the above-mentioned subject (PE
538.236/CPG);
• two letters dated 16 July 2014 from President SCHULZ to President BARROSO and
Mr RENZI, President-in-Office of the Council, in relation to the unfinished business
and the newly constituted parliamentary committees (PE 538.237/CPG and
PE 538.238/CPG);
• a letter dated 16 July 2014 from Mr BUZEK, Chair of the CCC, to the chairs of all
the parliamentary committees requesting them to examine the various files under the
ordinary legislative procedure and other legislative procedures which were not
completed before the end of the last parliamentary term (PE 538.248/CPG);
• a letter dated 11 September 2014 from Mr BUZEK, Chair of the CCC, to President
SCHULZ, submitting the contribution from the committees on the outcome of a
written procedure, as concluded on 10 September 2014, with the following lists
attached (PE 538.239/CPG):
a list of unfinished files under the ordinary legislative procedure on which
work should resume (Annex I);
a list of unfinished files under other procedures (NLE and CNS) on which
work should resume, including one legislative initiative proposal adopted by
Parliament pursuant to Article 226 TFEU (Annex II);
a list of legislative proposals which Parliament invites the Commission to
withdraw (Annex III);
a list of files on which Parliament invites the Council to re-consult it (Annex
IV).

- approved the above-mentioned lists with one amendment, that the legislative
proposal on Hygiene of foodstuffs (COD 2007/0037B) be included in the list of
proposals to be withdrawn (Annex III), and
- decided to forward the relevant requests to the Council and the Commission as
appropriate.

7. Nomination of the representatives of the European Parliament to the Board of Governors of the
European Endowment for Democracy
The Conference of Presidents,
- recalled the European Parliament resolution of 29 March 2012 on a recommendation to
the Council on the modalities for the possible establishment of a European Endowment
for Democracy (EED);
- took note of the letter dated 8 September 2014 from Mr BROK, Chair of the Committee
on Foreign Affairs (AFET), in which he:
recalled that, according to Art. 5.1 of the Statute of the EED, "up to nine Members of
the European Parliament" will be members of the Board of Governors;
recalled that, at its meeting on 5 July 2012, the Conference of Presidents confirmed
that these nine members would be drawn from the relevant committees and that places
would be allocated according to the d'Hondt method;
noted that, following the recent EP elections, five of the EP's representatives on the
Board have left the Parliament, and recommended that the political groups be invited
to nominate Members of the EP to fill the five vacant places;
- invited the political groups to nominate the European Parliament's 9 representatives for
the Board of Governors of the EED in accordance with the d'Hondt method

8. Request from the Committee on Foreign Affairs to send an ad hoc delegation to attend the 69th
session of the United Nations General Assembly in New York, USA, from 27 to 28 October 2014
The Conference of Presidents, without debate:
- noted the letter dated 10 September 2014 from Mr BROK, Chair of the Committee on
Foreign Affairs (AFET) with a request to send a 7 Member ad hoc AFET delegation to the
69th session of the United Nations General Assembly (UNGA) in New York, from 27 to
28 October 2014, during a week set aside for external parliamentary activities (PE
538.256/CPG and financial statement);
- recalled that in accordance with Paragraph 109 of Parliament's resolution of 23 October
2013 on the draft general budget of the EU for the financial year 2014, no travel by
delegations during the second half of this year should be organised;
- recalled that the European Parliament had sent annual missions to UNGA sessions during
the last years, however, always in the format of AFET Committee delegations;
- in light of the above, declined to authorise the request.

9. Priorities for the second half of 2014 regarding election observation delegations, and specific requests
for missions to observe elections in Mozambique, Tunisia and Ukraine
The Conference of Presidents, without debate:
- took note of the letter dated 29 July 2014 from Mr BROK and Ms McAVAN, Co-Chairs
of the Democracy Support and Election Coordination Group (DEG), on the list of
countries where elections are scheduled between September and December 2014 and
which might be considered as priority countries for sending European Parliament election
observation missions for the second half of 2014; further took note of the three letters
dated 2 September 2014 from Mr BROK and Ms McAVAN, Co-Chairs of the
Democracy Support and Election Coordination Group, on specific requests for missions
to observe general elections in Mozambique, legislative and presidential elections in
Tunisia and parliamentary elections in Ukraine;
- recalled that, according to its decision of 13 December 2012, pursuant to the relevant
Rules, the programme shall include the indicative number of five countries for every six-
month period or ten countries per year, with the possibility of an additional two countries
per year in exceptional cases;
- recalled that the DEG had not been able to hold its constituent meeting after the elections
and that therefore none of these requests had been formally considered by this body yet;
- recalled that in accordance with Paragraph 109 of Parliament's resolution of
23 October 2013 on the draft general budget of the EU for the financial year 2014, no
travel by delegations during the second half of this year should be organised; further
noted that appropriations are only sufficient to cover the approved programme for inter-
parliamentary delegations and assemblies for the first semester of 2014, and that approval
of these delegations might therefore imply a need for a budgetary transfer from the
contingency reserve or other item;
- decided nevertheless to approve, in view of its political importance, on an exceptional
basis, the sending of the requested delegations to Tunisia and Ukraine to observe the

elections in question, each of those two delegations to be composed of seven Members,
to be appointed by the political groups in accordance with the rolling d'Hondt system,
which should also apply to the non-attached Members, on the understanding that a
limited language regime of interpretation into only one language be applied, and on the
condition that the maximum number of 10 to 12 delegations per year, foreseen in the
applicable Rules, would not be exceeded;
- further decided to postpone any further decision concerning election observation
delegations for the remainder of this year to a forthcoming meeting, until such time that
the DEG had formally considered the matter.

10. Composition of the European Parliament's delegation to the Conference under Article 13 of the
fiscal compact, taking place from 29 to 30 September 2014 in Rome, Italy
The Conference of Presidents,
- noted a letter of 23 July 2014 from Ms BOLDRINI, Speaker of the Italian Chamber of
Deputies and Mr GRASSO, Speaker of the Italian Senate, inviting the European
Parliament to send a delegation to the Conference under Article 13 of the Fiscal Compact,
to be held in Rome, Italy, from 29 to 30 September 2014 (PE 538.225/CPG and financial
statement);
- noted a letter dated 11 September 2014 from Mrs HÜBNER, Chair of the Committee on
Constitutional Affairs, on the above-mentioned subject (PE 538.258/CPG) and a letter
dated 17 September 2014 from Mr GUALTIERI, Chair of the Committee on Economic
and Monetary Affairs, on the preparation of the Article 13 Conference organised by the
Italian Parliament (PE 538.259/CPG);
- recalled its decision of 4 July 2013 that the Parliament's delegation to meetings of the
TSCG Conference outside its own premises should be composed of 16 Members,
preferably to be drawn from the ECON, EMPL and BUDG committees and in accordance
with the rolling d´Hondt system, taking due account of the non-attached Members and
that the delegation should be chaired by either one Vice-President with responsibility for
relations with national parliaments or the Chair of the ECON committee;
- held an exchange of views with the participation of Mr WEBER, Chair of the EPP Group,
and Mr PITTELLA, Chair of the S&D Group, in which it was proposed that the European
Parliament delegation also include members of the Committee on Constitutional affairs,
and that Mr GUALTIERI, Chair of the Committee on Economic and Monetary Affairs be
a Co-chair of the delegation;
- authorised the sending of a 16-Member delegation, composed of members from the
ECON, EMPL and BUDG committees, to the meeting in Rome from 29 to 30 September
2014, and decided that the delegation would be co-chaired by Mr REHN, Vice-President

11. Request for authorisation to send a delegation to the Fifth Inter-Parliamentary Conference on the
Common Foreign and Security Policy and the Common Security and Defence Policy, to be held in
Rome, Italy, from 6 to 7 November 2014
The Conference of Presidents, without debate:
- noted a letter dated 9 September 2014 from Mr BROK, Chair of the Committee on
Foreign Affairs, requesting authorisation to send a 16 Member delegation from the
European Parliament to the fifth Inter-Parliamentary Conference on the Common Foreign
and Security Policy and the Common Security and Defence Policy (CFSP/CSDP), to be
held in Rome, from 6 to 7 November 2014 (PE 538.255/CPG, draft programme and
financial statement);
- recalled its decision of 6 February 2014 to send a 16-Member delegation to the fourth
CFSP/CSDP Inter-Parliamentary Conference, led by the Chair of the AFET Committee,
with its members, including the Chair, to be appointed by the political groups;
- noted that the proposed dates for the fifth Inter-Parliamentary Conference coincide with
one day of reserved for the activities of the committees (Thursday) and one day without
parliamentary activity (Friday);
- authorised, exceptionally, in view of the institutional importance of the event, the sending
of a 16 Member delegation to the fifth CFSP/CSDP Inter-Parliamentary Conference, to
be led by the Chair of the AFET Committee, its Members, including the Chair, to be
appointed by the political groups in accordance with the rolling d'Hondt system, which
should also apply to the non-attached Members and be preferably drawn from the
Committee on Foreign Affairs and the Subcommittee on Security and Defence.

12. Urgent matters and any other business
12.1 Request from the Delegation for relations with the Pan-African Parliament to hold an Inter-
Parliamentary Meeting in Midrand, South Africa, from 16 to 17 October 2014
The Conference of Presidents, without debate
- took note of the letter dated 11 September 2014 from Mr GAHLER, former Chair of the
delegation for relations with the Pan-African Parliament (DPAP), requesting
authorisation to send a delegation of 3 Members to an inter-parliamentary meeting in
Midrand, South Africa, from 16 to 17 October 2014 (PE 538.261/CPG and financial
statement);
- noted that the Pan-African Parliament meets twice a year and that the inter-parliamentary
meeting would have to be scheduled during one of those two meetings;
- noted that the dates of the delegation requested coincided with a day set aside for
committee activities and meetings of the political groups (16 October 2014);
- noted that the authorisation is requested by the former Chair of the delegation, and that
the delegation had not yet been constituted for the 8th Parliament;
- recalled that, in accordance with Paragraph 109 of Parliament's resolution of 23 October
2013 on the draft general budget of the EU for the financial year 2014, no travel by
delegations during the second half of this year should be organised;
- in view of the above, rejected the request.

12.2 Request of authorisation for the activities of the delegation to the Euronest Parliamentary Assembly
for the remainder of 2014
The Conference of Presidents, without debate
- noted a letter dated 17 September 2014 from Ms HAUTALA, Co-President of the
Euronest Parliamentary Assembly (Euronest PA) requesting authorisation to hold the
following five meetings of the Euronest PA in Brussels (PE 538.274/CPG and financial
statements) as follows:
• Bureau in the morning of Thursday 16 October 2014;
• Committee on Political Affairs, Human Rights and Democracy in the
morning of Tuesday 4 November 2014;
• Committee on Economic Integration, Legal Approximation and Convergence
with EU policies in the afternoon of Tuesday 4 November 2014;
• Committee on Energy Security in the morning of Wednesday 5 November
2014;
• Committee on Social Affairs, Education, Culture and Civil Society in the
afternoon of 5 November 2014.
- recalled that, in accordance with Paragraph 109 of Parliament's resolution of 23 October
2013 on the draft general budget of the EU for the financial year 2014, no travel by
delegations during the second half of this year should be organised, and that all
obligatory inter-parliamentary meetings should be held in Brussels or Strasbourg;
- noted that the above five meetings coincided with days reserved for the activities of the
parliamentary committees / committee and political group activities;
- authorised the meetings in Brussels of the Bureau of the Euronest PA in the morning of
Thursday 16 October 2014 and the above four Euronest PA committee meetings on 4 and
5 November 2014.

- noted that the next ordinary meeting of Conference of Presidents will be held on Thursday
16 October 2014 from 11:00 to 13:00 in room 06B01, Paul-Henri Spaak Building, Brussels.
