The main factor was for Hartland-Trefoil to obtain an American 1829 distributor, which didn't happen until the summer of 1978. As noted in the 1982 edition of Sid Sackson's Gamut of Games, the distributor was The Games People Play, which also happened to be my local games shop. My local group was playing 1829 a week after it happened. However, 18xx didn't really take off until Avalon Hill published 1830 in 1986.
