INTRODUCTION

Session Abstract: In the coming decade, several factors—an aging population, the rise of Millennials, budget shortfalls, and ballooning entitlement spending—could reshape the way government delivers services.

But the introduction of new digital technologies is likely to be the most important factor of all. Indeed, governments from Toronto to Seoul are in the midst of a historic (and frequently wrenching)transformation as they abandon analog operating models in favor of digital systems.

This presentation was given to participants of the Minnesota Digital Summit in Saint Paul on August 2, 2016.

We have three major classes of technology. Comms – for email, social media, text messaging, sporting things like advanced segmentation, campaigns, etc. blah blah   Learning – our learning solution has reimagined online learning, allowing agencies to create and offer innovative learning experiences. The Federal Highway Administration used our systems and teams to create a flipped learning experience - we created 4 hours of video content and had 70% show up rates! Industry mind-blowing. Data – helps agencies to comply with US Project Open Data requirements, and to engage citizens with Federal data through stories, conversations, and visualizations. As a commercially supported open source project, Agencies now have unprecedented freedom of choice for hosting DKAN and supporting, ranging from on-premise, as in the case of USDA (National Agricultural Library), to FEDRAMP certified infrastructure, as in the case of HHS.

Agencies large and small are struggling with strategies around cloud adoption. Move too quickly and you can get burned. Move too slowly and you miss tangible opportunities to improve services. Cloud solutions are often positioned as disruptive technologies, but what if you want to get the benefits of cloud without a major disruption to your organization? This session pulls on experience getting 1,500 government agencies and departments “in the cloud” and provides some clear guidance on how to execute a winning strategy.
