SWCD Governance Workshop
“Yours, Mine, and Ours:” SWCD Shared Services
SWCDs face a variety of staffing challenges. While the desire to
provide all staffing within house is understandable, for many duties, it
is simply not feasible. So, how do you get services for your SWCD that
you cannot provide within your organization? Sometimes, you can
work with a neighboring SWCD to share services in a way that
provides benefits to both districts and provides for greater
governmental efficiencies. This panel discussion will present examples
of where shared services are occurring. Also learn from MCIT staff
counsel about entering into a shared services arrangement and how to
minimize exposures to potential liability when sharing personnel.

How are we going to get to our water quality and habitat objectives in
agricultural watersheds? Conservation practices to improve water

to get them on the land? And can we afford them? What if we made

BUFFERS (Part 1 – Identifying “Other Waters”) – Veranda 5-8
The Buffer Program enacted in June 2015 includes requirements to
establish buffers of perennial vegetation on land adjacent to public
waters and drainage ditches. The law also requires SWCDs to identify “a
summary of watercourses for inclusion in the local water management
authority’s plan”. What might these waters be? How does an SWCD go
about preparing the summary? What does the local water management
planning authority have to do with the summary? These are some of the
questions that will be discussed during this session. Please come
prepared to discuss you questions and ideas for how this requirement
can provide value to our efforts to protect Minnesota’s waters.

FUTURE GROUNDWATER MANAGEMENT TOOLS: GRAPS (Groundwater
Restoration and Protection Strategies) Pilot Projects– Edina Room
New tools are being developed to help local planners and project
managers better incorporate groundwater information. There has been
recognition of the need to better incorporate groundwater information
into the One Watershed One Plan concept. In response, a statewide
project has begun to develop GRAPS – a set of Groundwater Restoration
and Protection Strategies that would complement WRAPS and other local
planning efforts. This will be an interagency effort designed to support
prioritized and targeted management strategies to protect both ground
and drinking water supplies within a designated watershed. SWCD
Supervisor's and Staff will become aware of this new initiative while
gaining a better understanding of expected state support for
groundwater/drinking water protections within their districts.

STATEWIDE DELIVERY OF MINNESOTA AGRICULTURAL WATER
QUALITY CERTIFICATION PROGRAM – Veranda 1-4
This session will describe the delivery of MAWQCP-certification services
on a statewide basis in coordination with SWCDs. With all farmers in
Minnesota now eligible to obtain certification, the methods for providing
certification services will be of direct and personal importance to all
SWCD staff and supervisors. This session will feature MDA staff and
SWCD and BWSR partners who are currently conducting area-wide
delivery of certification services to describe structures, process,
administration, and all aspects of program operations.

BUFFERS (Part 2: Implementing “Alternative Practices”) – Veranda 5-8
Buffers are one way to comply with the Buffer Program’s requirements,
but not the only way. The law also allows “alternative practices” to be
used to meet these requirements. What are alternative practices? When
and where can they be used? This session will discuss this element of the
law and how it can be used to both meet landowner needs and the water
quality objectives of the Buffer Program.

GROUNDWATER MANAGEMENT: CAPACITY ASSESSMENT AT THE
LOCAL LEVEL – Edina Room
In 2015, MASWCD, DNR, and the U of M partnered to carry out the first
ever statewide survey of SWCD staff on the topic of groundwater. Survey
results were used to “tailor” the content and speakers for groundwater
workshops in Greater Minnesota. Pre- and post-workshop surveys were
used to assess whether the workshops were beneficial and resources
were well spent. The workshops and surveys were the outgrowth of
MASWCD resolutions from East Otter Tail, Ramsey, Todd, Scott, and
Wright SWCDs. This presentation will share with SWCD staff and
supervisors the final survey results about what SWCD staff know and
need to address groundwater issues.

SWIMMABLE, FISHABLE, AND FIXABLE? What We’ve Learned About
Minnesota’s Waters – Veranda 1-4
The Minnesota Pollution Control Agency (MPCA) released a report
summarizing its findings of the watershed approach so far in Minnesota.
Several themes emerged from the findings, and staff faced several
challenges in communicating to the public about them. Hear about how
the report findings can help SWCDs set priorities for projects and learn
tips on how to communicate about technical info to citizens.

The One Watershed, One Plan pilots have a whole year under their belts,

process. A round-robin style discussion will include folks who have been
