MEMORANDUM TO: MSP Noise Oversight Committee (NOC) FROM: Chad E. Leqve, Manager – Aviation Noise and Satellite Programs SUBJECT: FEDEX NOC MEMBERSHIP UPDATE DATE: September 2, 2009 At the July 15, 2009 NOC meeting the Committee discussed the issue of a cargo operator appointment to the NOC. As part of the discussion the Committee endorsed a communication plan with FedEx in an effort to receive a cargo appointment. However, the Committee agreed to delay executing the plan until after Co-Chair Loeffelholz contacted FedEx and again solicited their participation. On August 26, 2009 FedEx responded to Co-Chair Loeffelholz’s request by appointing Mr. Darren Docherty, Federal Express' senior manager responsible for day-to-day MSP ramp and sort operations. Attached is an updated NOC roster incorporating Mr. Docherty’s contact information.

MEMORANDUM TO: MSP Noise Oversight Committee (NOC) FROM: Chad E. Leqve, Manager – Aviation Noise and Satellite Programs SUBJECT: RUNWAY 17 RNAV DEPARTURE PROCEDURE SUBMITTAL TO FAA DATE: September 2, 2009 At the July 15, 2009 Committee meeting, staff reported that the Runway 17 RNAV Departure Procedure 30-day test was conducted from June 8, 2009 at 6:00 A.M. to July 7, 2009 at 6:00 A.M. Staff reported that although the test was a success, use of the Procedure in the case of successive departure operations impacted the operational capacity on the runway resulting in a 75% usage rate of the Procedure by eligible operations. By way of background, the FAA has two options for providing adequate aircraft separation in the case of successive departure operations on a runway: 15-degree heading divergence or three miles nose-to-tail separation. Use of the 15-degree heading divergence for separation purposes provides greater departure rates and increased runway capacity, compared to nose-to-tail aircraft separation. The Runway 17 RNAV procedure was designed as a single westbound track. Successive aircraft operations using the procedure impact runway capacity due to the FAA’s need to rely on nose-to-tail separation, which is further complicated by varying aircraft speed characteristics. As a result of the runway capacity and aircraft separation issues identified during the 30-day test, at the July 15th NOC meeting staff committed to working with the airlines and the FAA to investigate any alternative procedure designs that would address this issue while maintaining the noise reduction benefits of the procedure. I am pleased to report that those efforts have been successful, resulting in the development of two separate procedures providing the FAA with the ability to maintain aircraft separation via heading divergence while at the same time maintaining the noise reduction benefits of the procedure. Please see Attachments 1 and 2. These procedure designs will significantly increase procedure usage by eligible aircraft and reduce aircraft overflights of residential areas further from the airport. The attached maps provide the new Runway 17 RNAV Departure Procedure tracks. At the September 16, 2009 NOC meeting staff will provide a detailed briefing on this topic. COMMITTEE ACTION RECOMMEND THE METROPOLITAN AIRPORTS COMMISSION SUBMIT THE RUNWAY 17 RNAV DEPARTURE PROCEDURES TO THE FAA FOR REVIEW AND APPROVAL AS PUBLIC-USE PROCEDURES.

Leqve, Manager – Aviation Noise and Satellite Programs SUBJECT: MACNOMS SYSTEM ENHANCEMENT PLAN DATE: September 2, 2009 At the July 15, 2009 Committee meeting, staff reported that the development and integration of Harris, Miller, Miller and Hanson’s (HMMH) In-Flight flight track and noise data processing system is complete and operating as a central part of the Metropolitan Airports Commission Noise and Operations Monitoring System (MACNOMS). MAC staff is in the process of finalizing the development and integration of the MACNOMS noise and flight track data analysis and mapping applications. Additionally, the discussion focused on initial planning for the Committee’s September 2009 development of a MACNOMS System Enhancement Plan. Committee members were informed that MAC staff was in the final phases of negotiating a contract with HMMH for a real-time flight tracking application on the macnoise.com website. At the July 15th meeting staff requested that Committee members go back to their respective airport advisory commissions and constituencies and conduct a review of the reports and interactive capabilities provided on the macnoise.com website. Members were asked to come to the September 16, 2009 NOC meeting prepared to discuss their desired enhancements to the reports and interactive capabilities provided on the website. At the September 16th NOC meeting staff will provide a live demonstration of the reports and interactive functionality presently available on the macnoise.com website. The desired outcome of this discussion is to provide staff with clear expectations and priorities in the context of new and/or enhanced reports and interactive functionality which will be used as staff’s MACNOMS System Enhancement Plan moving forward. COMMITTEE ACTION PROVIDE STAFF WITH DIRECTION ON NEW AND/OR ENHANCED REPORTS AND INTERACTIVE FUNCTIONALITY ON THE MACNOISE.COM WEBSITE, IN ORDER OF PRIORITY, TO BE USED TO DEVELOP MACNOMS SYSTEM ENHANCEMENT PLAN.

MEMORANDUM TO: MSP Noise Oversight Committee (NOC) FROM: Chad E. Leqve, Manager – Aviation Noise and Satellite Programs SUBJECT: ANALYSIS OF RUNWAYS 12L AND 12R DEPARTURE TURNS
AT THREE MILES DATE: September 2, 2009 This item was added to the 2009 NOC Work Plan at the request of the City of Inver Grove Heights in response to citizen concerns expressed at a Quarterly Public Input Meeting. The concern is related to the number of aircraft departing Runways 12L and 12R into the Eagan/Mendota Heights Corridor and flying headings beyond the three-mile corridor end that direct the aircraft over the City of Inver Grove Heights. Specifically, there was a question as to why these departure operations did not turn after reaching the end of the departure corridor, at three miles from MSP, to headings that would avoid overflying the City of Inver Grove Heights. To analyze this question staff evaluated flight track data for the months of October 2008 and January, April and July of 2009. Please see attachments 1 through 4. As is indicated in the attachments, for the operations which had available destination data, a large majority of the operations that overflew the City of Inver Grove Heights were proceeding on-course to the departure fixes that best aligned the operation with the appropriate departure fixes for entry into the National Airspace System. This provides the most efficient on-course routing to their destination airport. In short, the majority of the destinations are located in such a way in relation to MSP that the most appropriate departure fixes are located to the southeast of the airport, requiring the overflight of the City of Inver Grove Heights when departing Runways 12L and 12R. Requiring a turn at three miles from the airport for these operations would disrupt the safe and orderly flow of MSP departure traffic. Staff will provide a presentation on this topic at the September 16, 2009 NOC meeting.

MEMORANDUM TO: MSP Noise Oversight Committee (NOC) FROM: Chad E. Leqve, Manager – Aviation Noise and Satellite Programs SUBJECT: REVIEW OF RUNWAY 35 RIVER VISUAL APPROACH
PROCEDURE DATE: September 2, 2009 A review of the Runway 35 River Visual Approach Procedure was discussed in 2008 by the NOC and was carried forward in the 2009 NOC Work Plan at the request of the City of Eagan. The procedure was outlined in the November 2004 Minneapolis/St. Paul International Airport (MSP) Part 150 Update Document as Noise Abatement Measure 16. The intent of this measure in the Part 150 Update was to consider a visual river approach to Runway 35 that routes arriving aircraft over the Minnesota River Valley. The purpose of this procedure would be to reduce aircraft arrival overflights of residential areas south of MSP. Aircraft using this procedure would approach from the southwest, flying a 65o heading over the river. As the aircraft nears the airport, it would turn on to final approach and align with Runway 35.
As detailed in the November 2004 Part 150 Update document, several issues need to be resolved prior to possible implementation of this procedure, including airspace design, Flight Standards District Office (FSDO) concurrence and flight testing. Also, additional analysis would be required to determine if the procedure could be safely used at night. MAC staff again reviewed the procedure with local Federal Aviation Administration (FAA) representatives, as was done in 2008. Several issues
remain regarding the implementation of this procedure at the present time. Some of the issues include safety, efficiency, and established final approach segment length. Both MAC and FAA staff agree that such procedures are better suited to be considered in the context of Required Navigation Performance (RNP) utilizing Area Navigation (RNAV) and/or Global Positioning System (GPS)-based navigation technologies in the future. Although this position does not provide a future date-certain implementation of this procedure, it provides further support for the present RNAV and GPS/Ground Based Augmentation System (GBAS) efforts underway at MSP. Moreover, this procedure framework provides a possible focus for follow-on RNAV and/or

GPS/GBAS procedure development at MSP in the future once more aircraft are appropriately equipped and airspace redesign opportunities exist as part of the FAA’s NEXT-GEN program. Staff will provide a presentation on this topic at the September 16, 2009 NOC meeting.
MEMORANDUM TO: MSP Noise Oversight Committee (NOC) FROM: Chad E. Leqve, Manager – Aviation Noise and Satellite Programs SUBJECT: NIGHTTIME RUNWAY USE ANALYSIS DATE: September 2, 2009 This item was included on the 2009 NOC Work Plan to conduct a follow-on analysis of the nighttime (10:30 P.M. to 6:00 A.M) use of Runway 17 for departure operations. To conduct this analysis staff evaluated nighttime operations data from August 1, 2009 through July 31, 2009. Using the runway use detailed per 15 minute segments in the FAA Aviation System Performance Metrics (ASPM) data, staff determined the times at MSP when the airport was in a northwest or southeast operational flow. Nighttime runway use was then calculated for the total number of nighttime operations during northwest and southeast operational flows at MSP. Attachment 1 provides the northwest flow nighttime runway use figures and Attachment 2 provides the southeast flow nighttime runway use figures. Based on this analysis it was determined that, in southeast operational flows during the nighttime hours at MSP, Runway 17 departure operations were 2.9% of the total. The highest-used nighttime departure runway at MSP in southeast operational flows was Runway 12L at 55.3%, followed by Runway 12R at 33.6%. Conversely, in northwest operational flows during the nighttime hours Runway 17 departure operations were 9.2% of the total. The highest-used nighttime departure runway at MSP in northwest operational flows was Runway 30R at 57.0%, followed by Runway 30L at 23.4%. Staff will provide a presentation on this topic at the September 16, 2009 NOC meeting.

Leqve, Manager – Aviation Noise & Satellite Programs SUBJECT: COMMENTS FROM 3RD QUARTER 2009 PUBLIC INPUT MEETING DATE: September 2, 2009 One of the elements of the Metropolitan Airports Commission’s (MAC) approved framework for the MSP Airport Noise Oversight Committee (NOC) requires MAC staff to conduct quarterly public input meetings. The intent is to ensure residents’ concerns are considered as part of the ongoing effort by the MAC and the NOC to address noise issues around MSP. This memorandum provides a summary of the comments received at the last public input meeting. The NOC may also review these topics as possible future action items if the members so desire. On July 28, 2009 MAC Aviation Noise and Satellite Program staff conducted the third quarter 2009 public input meeting; four people attended the meeting and two individuals made comments. MAC staff responded to questions at the meeting and is also providing a written response to the questions. The comments and associated responses can be found on the MAC Noise Program’s website accessible on the Internet at www.macnoise.com. In summary, questions raised at the meeting focused on the Residential Sound Mitigation Program and specifics regarding what MAC does with noise complaints. The above topics are provided to MAC Commissioners for informational purposes and to NOC members for consideration as possible future discussion items if the Committee members so desire. The next quarterly public input meeting is planned for October 27, 2009.
