Awareness and national coordinators

Creation of a commission, by a decision of the MT in December 2007, in charge of the LPR implementation.

To involve all the stakeholders in the LPR implementation process.

Members of the commission are from CAA, ANSP, Airline Companies and Training centers.

Promulgation, legislation and responsibility

Transposition of the ICAO SARP’S (amendment 164 to Annex 1) and the main indicative elements (Doc 9835) into national legislation.

Acceptance by the CAA of the following centers to evaluate language proficiency:-America-Mideast Educational and Training Services, Inc. (AMIDEAST)- October 2008- Aerosolutions – October 2008- Jeppesen GmbH- October 2009- EABA- January 2010

Language proficiency for ab initio training

For ATCOs:

-Getting a score of at least 12/20 in the English language exam in the baccalaureate, in order to be accepted to follow an ab initio training.

- English language is a subject of an approved training program to obtain Air Traffic diploma

- ANSP is recruiting level 4 or above ATCO trainees

Language proficiency for ab initio training

For pilots:

- Before being authorized to sit for ab initio theoretical exams, it is compulsory to follow an English language program and to succeed a test accordingly.

- This program and the conditions to pass the test are under approval.

- Airline companies require the level 4 or above from EABA when recruiting pilots.

National implementation plan

- National regulation concerning LPR,

- Measures for risk mitigation : At least one member of the cockpit crew and of the ATCO team should be level 4 or above.

34% of ATCOs are level 4 or 5.

29% of pilots (aircraft) are level 4 or 5.

A schedule of language proficiency training and evaluation is in place. The national implementation plan will be updated around June 2010.
