1. BACKGROUND 1. Defence Planning is the process by which the Armed Forces (henceforth FAS, the acronym
in Spanish) are designed on the basis of military capabilities, which are established in the Military Planning Directive (DPM, in Spanish: Directiva de Planeamiento Militar).
2. The Long-Term Force Objective (OFLP, in Spanish: Objetivo de Fuerza a Largo Plazo), included in the Objective of Military Capabilities (OCM, in Spanish: Objetivo de Capacidades Militares), defines Joint Force capabilities based on the foreseeable operational and strategic environment in the long-term, which assures its viability and sustainability1.
3. Military capabilities are grouped into capability areas based on the requirements laid down for the Force. In general, the following capability areas have been established: preparation, command and control, combat power, situational awareness, power projection, sustainment, force protection, and contribution to the State action.
4. Each of these capabilities is defined by the elements that make it up : material (M), infrastructure (I), human resources (R), training (A), doctrine (D), organisation (O) and interoperability (I); which allows its analysis based on the ‘MIRADO-I’ process2.
5. The CHOD’s Instruction 12/19 for the Development of Joint and Combined Doctrine (IDDCC, In Spanish: Instrucción de Desarrollo de Doctrina Conjunta y Combinada) establishes that the structure of military capabilities constitutes a fundamental reference for the development of the Long-Term Doctrine Objective (ODLP, In Spanish: Objetivo de Doctrina a Largo Plazo). Likewise, it establishes that the doctrine development process must be synchronized with the long, medium and short-term defence planning cycle based on three documents: the ODLP, the Doctrine Development Campaign Plan (PCDD, in Spanish: Plan de Campaña de Desarrollo de Doctrina) and the Doctrine Programme (PD, in Spanish: Programa de Doctrina).
2. DEFINITION 6. By virtue of what is set forth in the aforementioned IDDCC, the ODLP is the document that
establishes the set of joint doctrine publications considered necessary for the planning and execution of operations in the current and future operational environments.
7. The ODLP meets the needs of developing national joint doctrine for operations under national command and with national means, and supports the military capabilities determined in the DPM.
8. The ODLP represents the doctrinal level of ambition to be achieved within the time frame established in the OFLP or until changes occur in the environment that demand a new

doctrinal approach. In line with the OFLP, which guides transformation of the Spanish Armed Forces in the medium and long-term, the year 2035 is selected as the reference date.
9. Doctrinal needs and deficiencies that appear in this period and do not require an entirely new doctrinal approach, will not imply a change in the ODLP, which will remain as a reference until the end of its term. Once the ODLP is reached, complemented with the additional doctrines, it will be called Joint Doctrinal Architecture.
10. The doctrinal tree (Annex B) is the graphic representation of the ODLP and the Joint Doctrinal Architecture, which reflects the doctrinal hierarchy and the relationship between publications. The status of each publication will be represented with a colour code. Annex B will be updated, if necessary, after each plenary session of the Joint Doctrine Executive Committee (COEDOC).
11. Given that joint doctrinal development has only recently begun, a complete doctrinal architecture is not yet available as of the writing of this objective. Therefore, the aim is to achieve a full doctrinal development by 2035, which will include both the development of fully national doctrines, and the adoption of Allied doctrines with the necessary modifications (green pages).
12. The decision to develop a fully national doctrine, or to adopt Allied doctrine with modifications, will be made on a case by case basis and will be reflected in the corresponding Direction and Guidelines for the Doctrine Development (ODD).
13. According to the IDDCC, the scheduled sequence of development and revision of doctrines in the medium-term will be established through a Doctrine Development Campaign Plan (PCDD) with a six-year duration, which will be revised every four years.
14. In accordance with the IDDCC, the development and revision of doctrines in the short-term will be established through a two-year duration Doctrine Programme (PD), which will be reviewed annually.
