Structure of Energy Efficiency in Bosnia and Herzegovina:
• Legal and legislative framework,
• Implementation framework, and • Financial Framework
Obligations under Treaty Establishing the Energy Community: Energy Efficiency (EE)
Transposition and implementation of following Directives
� Directive 2010/31/EU on the energy performance of buildings.
� Directive 2010/30/EU on the indication by labeling and standard product information of the consumption of energy
and other resources by energy-related products.
� Directive 2006/32/EC on energy end-use efficiency and energy services.
� Directive 2012/27/EU on energy efficiency, whereby the parties commit to much stricter terms to be achieved in the
field of energy efficiency.
� One of major requirements is the preparation of a national energy efficiency action plan (NEEAP).
� Setting the energy savings target to 9% by 2018 compared to the baseline year of 2010.
� NEEAP should establish adequate methods and mechanisms to reach indicative targets regarding reductions in final
energy consumption.
National Energy Efficiency Action Plan of Bosnia and Herzegovina (NEEAP BiH)
� NEEAP – an obligation of BiH resulting from the international obligation assumed by BiH in 2006, when it enacted the
Decision to Establish the Energy Community.
� Relevant entity ministries
� Government of the Brčko District of BiH
� Entity funds
� NEEAP BiH
� NEEAP BiH – to include segments pertaining to the BD and measures regarding energy performance of public buildings
hosting the BiH institutions.
Task Force for Development of NEEAP
BiH
(Starting in 2016)
• It will be based on adopted entity energy efficiency action plans, which need to be developed beforehand.
• NEEAP BiH will be harmonized with the strategic and planning documents of the Republika Srpska, the Federation of Bosnia
and Herzegovina and the Brčko District of BiH.
− The Republika Srpska – in 2013, adopted the entity energy efficiency action plan – some corrections need to be made.
− A draft energy efficiency action plan of the Federation of BiH is needed.
− 2012 NEEAP BiH – was never adopted – the base for new NEEAP BiH
� Obligations under Treaty Establishing the Energy Community: Energy Efficiency (EE)

In 2013 following documents have been adopted in Republic of Srpska:
• Law on Energy Efficiency of Republic of Srpska („Official Gazette RS“, No 59/13).
• Law on Spatial Planning and Construction of Republic of Srpska („ Official Gazette RS“, No 40/13).• Energy Efficiency Action Plan of republic of Srpska until 2018.
In Federation of BH:
• In the Federation of BH a draft of Energy Efficiency Law is prepared and its adoption is expected tohappen soon.
• Preparations of Energy Efficiency Action Plan for Federation of BH are in final stages, adoption waits for
adoption of the Law.• In buildings segment, one portion of acts is in force since 2010, but further harmonization with EU
Directives is necessary.

Time schedule for national indicative aims for Bosnia and Herzegovina
Overview of activities related to EE in Bosnia and Herzegovina
Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovinaparticipates in implementation of big EE projects, which are currently being implemented inBH with the help of international financial institutions. Most important goals of these project
are:
• providing help in improving institutional capacities both on state and on entity levels;
• Preparations for implementation of EU Directives related to EE;
• Assistance in development of primary and secondary legislative drafts related to EE;
• Implementation of EE demonstrational and pilot projects (UNDP, GIZ, USAID...);
• Promotion of good investment environment in order to develop and finance sustainable EE projects.
Some of the most important steps planned in following period with the aim of furtherdevelopment of EE in BH are:
• Development and adoption of National Energy Efficiency Action Plan (NEEAP BH);
• Continuation of EU EE Directives transposition and implementation process;
• Finalization of development and adoption of primary and secondary legislation related to EE;
• Defining and implementing EE measures;
• Raising public awareness on EE;
• Further promotion of investment environment for financing EE projects.
