PhilHealth funds suggested for public health care centers, clinicsThe absence or scarcity of public health care centers and clinics especially in the countryside which makes access to health care services difficult for people living in these areas prompted a lawmaker to propose the expansion of health care infrastructure all over the country using a portion of PhilHealth funds. The lack of funding by the national government for the construction of more health care facilities has made the problem of easy access to health care services difficult to address. House Bill 6447 filed by a congressman from Bohol proposed the utilization and appropriation of a portion of the reserve fund of the Philippine Health Insurance

Corporation (PhilHealth).“Government owned and controlled corporations like the PhilHealth can be sought to provide assistance. PhilHealth reported a net reserve fund of more than P100 billion,” Rep. Arthur Yap said. The bill amends Sec-tion 27 of Republic Act No. 7875, otherwise known as the “National Health Insur-ance Act of 1995,” which states that fifty percent of the amount of the Invest-ment Reserve Fund shall be automatically earmarked to augment the Department of Health (DoH) health facili-ties enhancement program and shall be known as the “Expanded Public Health Care Infrastructure and Services Fund.”

“Fifty percent of this amount would go a long way in developing and expanding to the poorest of the poor Filipinos free public health infrastructure and services,” Yap said. The bill further provides that the poorest municipali-ties and barangays without or without sufficient public healthcare infrastructure and services shall enjoy priority in funding. Yap said the operations of such health facilities shall be operated by the barangay government under the joint supervision of the DoH and PhilHealth after its construction. “With the passage of the bill, the right of the people to good health is protected,” the solon from Bohol said.

CAGAYAN DE ORO CITY, -- The Land Transporta-tion Office (LTO) is set to standardize the license plate design of all motor vehicles in the country starting January next year. Simeon C. Gorra, LTO-Cagayan de Oro Chief Transportation Registra-tion Officer disclosed this during the public consul-tation on motor vehicle license plates standardiza-tion program held yester-day at N Hotel, this city. Gorra said all motor vehicles shall be required to change its license plates with the new plate design upon the renewal of its registration and every five year thereafter under the standardization program. He, however, empha-sized that motor vehicles will retain their plate num-bers and only the plate design will be changed. Gorra said the license plate standardization program is designed to improve the motor ve-hicle registration database system, facilitate vehicle identification, and enhance law enforcement, among others. It will also help in pre-venting the proliferation of fake and tampered license plates, as well as, the il-legal and indiscriminate transferring of plates. He added the standard-

ized plates will have en-hanced security features such as bar code containing the vehicle’s plate number, chassis and engine num-bers, serial number of the permanent plate locks and third plate sticker. As added features, Gorra said the bottom portion of the standardized plates will also contain the region where the vehicle was initially registered for private vehicles, the name of agency for government vehicles, the franchised route for public utility vehicles, and the port of origin for other exempt vehicles. He also stressed that only authorized LTO per-sonnel are allowed to attach the replacement plates to the motor vehicles. The standardized plate will cost P450 for motor vehicles and P120 for mo-torcycles. Failure to replace plates once the program will be implemented shall be tan-tamount to operating or driving a vehicle which is unregistered or with invalid registration. Gorra also disclosed that the issuance of com-memorative plates will no longer be allowed upon the implementation of the standardization program. Existing commemorative plates will be allowed only until their respective expi-ration dates without further extension, he added. (APB)

MANILA - Environment and animal welfare groups filed a petition against the Bureau of Fisheries and Aquatic Resources (BFAR) and the Department of Ag-riculture (DA) to stop the re-export of 25 Solomon Island dolphins to Singapore which are now being held in Ocean Adventure Park in Subic. Instead, the groups call on the government to return the dolphins back to their home in the Solomon Islands. Since 2008, a total of 25 wild-caught dolphins have been imported by Resorts World Singapore (RWS) into the Philippines from the Solomon Islands despite scientific reports from the International Union for the Conservation of Nature (IUCN) showing that the harvest of wild dolphins from the Solomon Islands

Export of dolphins assailed by groupmay not be sustainable and could further endanger the local population of dolphins in the island nation. Starting 1 January 2012, the Solomon Island govern-ment banned dolphin hunts in their territory. A tacit admission that the hunts were unsustainable. The latest study, participated in by no less than the Solomons government reveal that only one (1) dolphin may be harvested in every 5 years to sustain the population of the species. Despite being informed about these scientific stud-ies and the IUCN reports, dolphins were imported into the country several times in 2008, 2009 & 2011. Trixie Concepcion of Earth Island Institute (EII) says the importation of dolphins into the Philip-pines should not have been

allowed as this has violated the country’s commitments under the Convention on the International Trade of Endangered Species (CITES) as well as the Philippine Wildlife Resources Conser-vation and Protection Act or RA 9147 which states that “All activities… shall be authorized by the Secretary upon proper evaluation of best available information or scientific data showing that the activity is, or for a purpose, not detrimental to the survival of the species or subspecies involved and/or their habitat.” “Aside from the fact that the import permits for the 25 dolphins from the Solomon Islands were issued without proper evaluation of the best available scientific data, the dolphins, caught in the wild from the Solomon Islands, were forcibly snatched from

their families and will live short, miserable lives in captivity as show animals for Resorts World in Singapore (RWS),” said Philippine Animal Welfare (PAWS) director, Anna Cabrera. She added that scientific studies have proven that dolphins, whales, and other cetaceans are not suited for a life of captivity because they are highly social creatures that are accustomed to being in families or pods. Said dolphins were brought to Ocean Adven-ture, Subic for training and kept under tight security while the marine park in Singapore is under construc-tion. The group doubts if BFAR and the Bureau of Animal Industry- Animal Welfare Division (BAI-AWD) have ever inspected the condition of the dolphins in the facility.

House approves K to 12basic education curriculumTHE House of Representa-tives has approved on second reading a bill which seeks to enhance the Philippine basic education system by strengthening its curriculum and increasing the number of years for basic education or which is also known as the K-to-12 basic education curriculum.

One of the objectives of House Bill 6643 is to enhance the quality of basic education in a manner that is least disruptive to the current curriculum, most affordable to government and families and aligned with international practice.

Authors of this bill also aim to give every student the opportunity to receive quality education based on an enhanced and relevant curriculum that is inter-nationally recognized and comparable.

Another objective of the measure is to change public

perception that’s secondary education is just a prepara-tion for college; rather, it should allow one to take advantage of opportuni-ties for gainful career or employment and or self-employment in a rapidly changing and increasingly globalized environment.

The bill prescribes for an enhanced basic education program that encompasses one year of kindergarten education, six years of el-ementary education, and six years of secondary educa-tion consisting of four years junior high school and two years senior high school education.

Another provision of the bill is that it integrates in the secondary education cur-riculum subjects mandated by existing laws currently being offered in the tertiary curriculum in addition to the general education cur-riculum (GEC) subjects that

may hereafter be determined by the DepEd as part of the new curriculum.

The measure also em-powers the Department of Education (DepEd), in coordination with the Commission on Higher Education (CHED) and Technical Education and Skills Development Author-ity (TESDA), to formulate the design and details of the enhanced basic education curriculum.

Under the bill, a curricu-lum consultative committee is created to be chaired by the DepEd Secretary purportedly to oversee the review and evaluation on the implementation of the basic education curricu-lum and recommend the necessary refinements in the curriculum.

The K-to-12 bill seeks to extend the benefits ac-corded by the Expanded Government Assistance for

Students and Teachers in the Private Education Act to the poor but deserving students enrolled under the enhanced basic education.

Among the key pro-visions of the bill is that it allows the DepEd and private education institu-tions to hire graduates of science, mathematics, sta-tistics, engineering, music and other degree courses with shortages in qualified LET applicants to teach in their specialized subjects in the elementary and second-ary education on condition that they pass the Licensure Examination for teachers (LET) within five years after their date of hiring.

men who shared a room in a hospital.

The man whose bed was by the window was allowed to sit up for an hour each day to help drain the fluid from his lungs.

But the other man, who was not able to sit up, spent all his time laying flat on his back.

The two men talked for several hours each day.

They talked about their wives and families, their jobs and life’s experiences.

Every day when the man by the window sat up on his bed for an hour, he told his roommate all the things he could see outside the window.

He told him about the park with its lovely lake and gardens.

Make someone happy

It made the other man so happy because he could not sit up to look out; so he looked forward to that one hour every day as he listened to his roommate talk about the people and beauty of the world outside their hospital window.

One night, the man by the window died in his sleep.

The other sick man who shared his room was very sad. He missed his room-mate who had told him about the beautiful world

through their hospital win-dow. Then one day he asked if his bed could be moved to the window where his friend had been.

He couldn’t wait to fi-nally see the beautiful world outside. But when he turned his head to look out the window, he was shocked to see nothing but a dirty blank wall!

When the man told the nurse all the things his roommate had seen through the window and told him

about, the nurse said to him: “Your friend who sat by the window was blind! He could not even see that wall! I think he just wanted to make your life happy.”

Jesus told us that the only way to be truly happy is to make others happy.

The only way to find your real, satisfying life is to give it away by loving others. This is how God Himself lives.

He loves us so much that He gave His one and only Son, Jesus, to die for all our wrongs and sins.

So today, you yourself can ask and receive His forgiveness and new life.

Jesus will give you the power to start changing into a new person who learns to love and make others happy just Jesus does.

‘Ring me, anytime’AFTER filing their certificates of candidacy few weeks ago, candi-dates vanished in thin air. As usual, candidates worry that supporters or not might flock to their residences or offices for one reason or another. If by chance one meets a candidate, the candidate would simply shake hands.

Sometime, a candidate would even share personal mobile phone numbers with an added note: ‘Ring me anytime.’ That would be enough to melt a heart especially those who have not meet or personally known the candidate in the past.

However, be warned. All those gestures of mag-nanimity and amity were just props. In filmmaking, a prop is an object used during the performance of a play. In other words, what one sees in a candidate is unreal at all.

By comparison, candidates are like an elaborately decorated façade of a store building. Owners believed that the nicely projected façade of the building would draw in more consumers to hop to shop. Oftentimes, consumers are frustrated knowing the store does not have what they need.

The same is true with candidates. While in the

campaign trail, a candidate always wears a smile. The smile and body English were to show that the candidate is friendly, approachable, and trusting.

At the back of these props, the candidate murmurs in silence. What with varied odors that obliterate the ambience of the atmosphere, a candidate hideously sneers most of the time.

Edcel Lagman, I still believe that the so-called “revised version of the Reproductive Health Bill” he is asking congressmen to debate on when the House of Representatives resumes its session on November 5, 2012 after its All Saints Day break remains to be a bill allowing abortion in the Philippines.

Suppose that, after House Bill 4244 is passed into a law containing the provision I reproduced here, a woman goes to a doctor and asks that the child in her womb be removed or aborted. Suppose the doc-tor agrees and proceeds to do the abortion. While the doctor is performing the abortion, policemen come and arrest him and the woman.

As they are being hand-cuffed, the doctor and the woman bring out the en-acted version of House Bill 4244, containing the pro-vision on “Reproductive Health Rights”. Then, they tell the policemen, “look, the law says it is the right of the woman who asked

This modified version of the well-known American proverb has seemingly be-come the mantra of Bangko Sentral ng Pilipinas (BSP) employees, who celebrat-ed the start of the BSP’s “100% Smoke-free Policy” last week.

Beginning August 1, 2012, all temporary smoking areas in the BSP have been removed, encouraging BSP employees to live healthier lives for themselves and their loved ones.

“Lung cancer ranks as the number one killer in BSP,” Dr. Greg Suarez of the Bangko Sentral’s Health Services Office (HSO) said, adding that 11 BSP person-nel have died of lung cancer since 2007.

Of these 11, 10 were heavy smokers. The lone non-smoker who died of lung cancer was married to a heavy smoker, Dr. Suarez said.

Alarmed by these statis-tics, the BSP immediately acted and started imple-

menting programs to en-courage smokers to quit.

Among the BSP’s no-table activities included the “Break Free Stop Smoking Support Program,” “Six-Week Stop Smoking Support Program,” “Family Day Pro-gram,” “Stress Management and Weight Management Issues Program,” and the HSO’s weekly Kapihan sa Medical lectures.

The BSP HSO has also been sending regular “e-tips” to BSP employees to help them quit the smoking habit. Here are some espe-cially helpful ones:

CAGAYAN de Oro City––Pregnant women and their babies will soon have a new home at the Northern Mindanao Medical Center (NMMC).

In yesterday’s launch-ing of the PhilHealth Na-tionwide Simultaneous Run 2013, NMMC Di-rector Jose C. Chan said the edifice that may cost some two million pesos, will have such services that would-be-mothers and babies basically need, like pre natal, immuniza-tion and delivery, among others.

“This is being project-ed, as we do understand how pregnant women and nursing mothers, as well as their babies are financially constrained from availing of such services, especially in private health institu-tions” Dr. Chan said.

He hopes to be able to get the construction fund from the proceeds of the PhilHealth Run 2013 of which NMMC is the region’s sole beneficiary.

COTABATO City––The Of-fice on Health Services has noted a significant decrease in the number of dengue cases in the city for the last two months.

From the highest record of 93 last June, this month (October) it has gone down to just one case.

The OHS has docu-mented 56 cases last July, 34 in August and 15 in September.

But still, a total of 349 dengue fever cases were reported to the City Epide-miology and Surveillance Unit from January 1 to October 5, 2012 which is 55.8% higher as compared to the same period last year.

City Health Officer Mar-low Niñal said the ages of patients ranged from 1 year old children to 90 year olds.

Majority of affected per-sons were males, more than half were 0 to 10 years of age children.

Fortunately, all cases were treated and no deaths were reported, Dr. Niñal stated.

ZAMBOANGA City––Mayor Celso Lobregat welcomes to the city the soon-to-open Koronadal Commercial Corporation (KCC), which broke ground October 10 on a 3.5-hectare property, along Camins Ave., this city.

Lobregat said several big mall operators in Manila have also signified their intention to invest in Zambo-anga and KCC Mall is so far the first to have officially broken ground.

“SM is still locked-up in negotiations with local landowners, while Robinsons has already bought the land, along Nuñez Extension,” Mayor Lobregat said, adding that Gaisano has also eyed on a property along Alejo Alvarez Street.

According to the mayor, KCC Mall construction starts in November this year and is expected to finish within 18 months. It will be called the “KCC Mall de Zamboanga.”

“It is a multi-level structure adopting the cascading or terraces design of the floors considering its proximity to the airport,” Mayor Lobregat said even as he expressed confidence that the opening of KCC Mall will further boost the city’s economy.

The mall’s construction is also expected to offer job opportunities for local people.

Present during KCC Mall’s groundbreaking were Chinese investors, headed by Chan Sui Lam, Philippine National Bank Vice President Tetesita U. OHS staff also intensi-fies information dissemina-tion to different barangays of the city because most of the dengue carrying mos-quitoes are found at home.

Homeowners are warned about stagnant water inside drums, unused tires, vases, and other places where they can be stored for they are the ones where mosquitoes lay their eggs and spread the dengue virus.

The policemen will read the law. And the law is clear: part of the reproductive health right of a woman is to decide for herself, freely and responsibly, to have a child. An exercise of this right, provided for by the law itself, will not be ille-gal. There is therefore no basis for arresting her and the doctor who agreed to perform the abortion. This, very clearly, is the danger of the both Lagman’s original and revised versions

MAN AND RH BILL PRO-PONENTS: Now, if Lagman and his cohorts who are pushing the Reproductive Health Bill are true to their claim that they do not want the proposed law to au-thorize abortion, they can simply remove the part of Section 4 of House Bill 4244 defining “reproductive health rights”.

If they remove that por-tion, and no other similar provision would be inserted in it, the bill would generally become acceptable. Then, even the Catholic Church and its bishops and its lead-ers, and other oppositors, would no longer have any valid objection to the bill.

So I am hurling a chal-lenge, once more, to Rep. Lagman: remove from your proposed law the reference to any “reproductive health right”, if you are really not pushing for abortion in this country. If you will not take up this challenge, and

COUNCILOR Ian Mark Q. Nacaya is calling for the strict implementation of Sec 116 of Ordinance No 10551-2007, otherwise known as the Traffic Code of Cagayan de Oro.

The councilor requested the City Coun-cil committee on public utilities chaired by Councilor Alden Bacal to facilitate this in response to representation made by well-meaning individuals from the religious sector.

The section provides the printing of PUJ route codes in the city using descrip-tive virtues of a good citizen in support to the declaration of Cagayan de Oro as a City of Character under Resolution No.

44496-99 and Resolution No. 7676-2006.The councilor, who is the principal

author of the Traffic Code and resolutions, said it is the intention of the proviso to raise awareness and impress in the public the virtues of a good citizen for others to emulate for a better society.

ing its regular session Tueday presided over by Councilor Ramon Tabor adopted a resolution condemning in the strongest possible term the bombing incident on October 11 along J.R. Borja Street.

Major oil producers hike oil prices anewMOTORISTS woke up to a new round of oil price increases Tuesday morning imposed by major oil companies.

Effective 6 in the morning Tuesday, Shell Philippines and Petron Corp. hiked their regular gasoline prices by P0.60 per liter.

They also increase the price of premium gasoline by P0.70 per liter.

Aside from gasoline, diesel pump price also rose P0.30 per liter while kerosene hiked by P0.60 per liter.

Similar price adjustments were also announced by Phoenix Petroleum and Flying V.

Oil companies said the pump price hikes “reflect movements in the prices of refined petroleum products in the world market.”

According to the Department of Energy, the tensions between Syria and Turkey, and the rising demand for fuel due to the coming winter, are the causes behind the price hikes.

Armed men attack army detachmentsRoy Galido, chief of the 40th Infantry Battalion(IB) said.

Galido suspected the gunmen as belonging to the Bangsamoro Islamic Freedom Movement and the attacks were in retaliation for the death of a certain Mustapha Guindalangan.

Nobody was hurt after a 30-minute firefight at an army and militia base

in Barangay Dungguan, Aleosan, North Cotabato.

Hours after the Barangay Dungguan attack, about 20 heavily armed men tried to overrun an army base in Ba-rangay Tubon, Pigcawayan, North Cotabato.

“We suspect they wanted to get back at our soldiers, we are ready,” Galido said.
