CAGAYAN de Oro City––Robbery and shooting alarmed residents of this trading hub following the shooting to death of an American national Monday morning.

Aside from the shooting to death of Michael Alan Turner, an American engaged in internet business, another victim was separately shot dead in a robbery hold up Sunday night in barangay Kauswagan here.

Alma Naguita, 35, was only a few meters away from her house in Sunrise

Joselito, a taxi driver, said he failed

to fetch his wife Sunday night since he went home late due to an outside city trip.

He said that he thought his father-in-law would have fetched Alma. ‘If I am not around, my father-in-law who also drives a taxicab sometimes fetch Alma,’ Joselito said.

American shot dead in Opol beachCAGAYAN de Oro City––An American national engaged in internet business in Cagayan de Oro City was shot dead to-gether with a female compan-ion while unwinding in one of the beaches here Monday morning.

Police identified the victim as Michael Alan Turner, in his late 40s, and the female companion as Sandra Paredes, 19, of Gaabucayan Extension, Cagayan de Oro City.

Initial police investigation disclosed that Turner has a fatal gunshot to his fore-head while the Paredes has two gunshot wounds on the stomach just above the navel.

Turner and Paredes body were found in the pool of blood along the shoreline in one of the beaches in Opol, a west coast outskirts of Cagayan de Oro City Mon-

day morning.Police were looking at

various motives in the kill-ing of Turner since all of the victims personal belongings remained intact at the crime scene.

Police, however, said that Turner’s vehicle, a Toyota Hilux was missing.

The victims were probably sitting and drinking at the shoreline when the suspects shot them since police re-covered a bottle of wine and a soft drink at the coastline where the incident occurred.

Security guards assigned at the private beach reported to Opol police about the shoot-ing of the victims although they told police that they did not hear any shots fired from a gun.

Responding police recov-ered empty shells of .45 calibre pistols at the crime scene. A police officer said that the suspects could have used a muffler to silence the shots making the security guards unaware of the shooting.

Turner started a Search Engine Optimization (SEO) business in Cagayan de Oro City sometime in 2003. SEO was a precursor to Business Process Outsourcing (BPO).

Police said that Turner was married to a Marissa Valles of Cagayan de Oro City.

Mario Valles, father of Ma-rissa, who went to the funeral homes to claim Turner’s body claimed that Turner was his son-in-law.

He said that Turner called up about 3 a.m. Monday in-forming her wife Marissa that he and his employees would be heading to the beach to unwind.

‘Drinking and unwinding was Turner’s hobby after a day’s work,’ the elder Vallez told investigators. CD

CAMP Rodriguez, Butuan City – The No. 10 most wanted person in the prov-ince of Agusan del Sur was captured by authorities on Thursday in Brgy. Bayugan 3, Rosario town.

Albert D. Granada, 24 years was collared right in his residence by operatives of the Rosario Municipal Po-lice Sation and the Agusan del Sur Intelligence Unit.

The suspect is facing

charges on robbery with violence and intimidation, based on the arrest warrant issued by Judge Dante Luz N. Viacrusis of RTC, Branch 6, Prosperidad, Agusan del Sur, under criminal case number 7764.

It can be recalled that in August 2012, the United Nations World Food Pro-gram (UNWFP) funded the construction of 2-hectare fish pen and road dike, through the Food for Work program that offers food, as payment for the services of the people, as way to start building a hunger-free future community.

Residents were provided with materials to finish the project within one to two months.

On the other hand, per-sonnel from the Office of the Provincial Agriculturist (OPA) conducted tech-nology demonstrations and preparation of project proposal.

OPA a lso gave out 25,000 f ingerlings and floating cages in addition to the one’s provided by MTB.

According to Ibrahim Balawag, focal person on OPA fish section, “this is

not the only barangay the provincial government has helped in terms of aqua projects. There are more barangays being monitored this month in preparation for harvest.”

Governor Taliño-Men-doza expressed her grati-tude to the fishfolks for they have proved their capacity to handle govern-ment initiatives like this, a project that will surely provide them benefits for their livelihood.

Katilacan Barangay Chai Adam Malim, on the other hand, was also happy that

the governor came to wit-ness the bountiful harvest of the said project.

Mindanao Tulong Bak-wit (MTB), a non-govern-ment organization aimed to alleviate human suffer-ing of internally displaced

persons became the imple-menting agency of the said project.

The agency provided P400,000.00 to materialize the fish pen, nets, tilapia fingerlings, feeds, training facilities, seminar hono-

rariums, and labor. Out of 40,000 stack density, 15,000 came from MTB.

KORONADAL City - There are more road networks now in Mindanao, driving more economic opportuni-ties for the rural people, especially farmers.

Lealyn A. Ramos, pro-gram director of the Depart-ment of Agriculture’s (DA) Mindanao Rural Develop-ment Program (MRDP) said the program has completed 489.10 kilometer farm-to-market (FMR) roads amounting to P995.23 mil-lion, among other projects under the rural infrastruc-ture (RI) component.

“As the completed FMR measuring a total length of close to 500 kilometers and constructing over 800 kilometers more we are not just creating a network of

community linkages but also generating jobs and other opportunities in many rural areas,” Ramos said.

In the program’s report during the recently con-ducted World Bank review mission in Davao, the rural infrastructure component reflected that 71% of its 495 subprojects were FMRs; while communal irrigation projects account for 14%; potable water systems, 8%; bridges, 6%; and posthar-vest facilities mostly solar dryers and warehouses only 1%.

“These roads stimulates agricultural production by providing access to mar-kets. It also facilitates in the transition from subsis-tence farming to market-

oriented production, which we expect as we scale-up famers in the value-chain of various commodities,” said Ramos, who is also the regional executive director of DA office in Northern Mindanao.

Roads, Ramos added, also increase rural non-farm enterprise and even creates off-farm income thus providing further eco-nomic even employment opportunities.

She said that for a long time, Mindanao badly needs roads that link communi-ties especially the remote places to town centers, and the partnership of the local government units and the program has created im-pressive impact to respond

frastructure projects have benefited over 400,000 farmers who for the lon-gest time had to endure bad road conditions and inaccessibility.

“Despite all these, we understand more still needs to be done. The output of our partnership with the

school and enhanced the LGUs delivery of social services.

Sensitive issues surround framework agreementNOW he looks every inch a politician. With a protruding tummy and slug-gish moves, gone were straighter and snappy gait of a seasoned military officer 40 years ago.

Erstwhile an army colonel who was among the leaders of the 1986 Edsa civilian-military mutiny that ousted former strongman Pres. Ferdinand Marcos, Colonel, now Sen. Gringo Honasan, was in Cagayan de Oro City Sunday. Honasan was the guest speaker of the 2nd Regional Philip-pine Guardian Brotherhood Inc. I was supposed to stay at home on weekends. However, my boss in Manila instructed me to cover Gringo here. Of course, I have to go there although I was not feeling well.

Anyway, Honasan explained that he was in town for three reasons. One, as a guest of a military-civilian brotherhood organization formally organized in the 80s. Two, as a senatorial candidate in the midterm elec-tions in May and three, as chairman of the ‘One Bro PBI group’ which was seeking representation in Congress come May elections.

Honasan expressed his personal opinions on various issues in the country. One of the nagging issues where the ongoing peace process with Moro rebels in Mindanao. Like anyone, Honasan was happy that an initial accord was sealed under the Framework Agreement between the Philippine government and the Moro Islamic Lib-eration Front (MILF). The framework agreement was an initial step for the establishment of a Bangsamoro state in Mindanao.

Although the promise of a lasting peace was one of the most welcomed developments that the framework agreement offered, people in Mindanao were taking the situation with guarded optimism. People share Honasan’s view of the need for a thorough study of the framework agreement to make it succeed. Honasan admitted the need to address various sensitive provisions of the framework agreement to make it acceptable not only to the parties involved but also to other stakeholders in Mindanao.

I agree with Honasan’s view that a haphazard appre-ciation of the framework agreement would only lead to more problems than solutions. The public, especially the people in Mindanao, should take an active participation in the deliberation of the framework agreement through public hearings, symposia, and debate. After all, we want to believe that the establishment of a lasting peace in Mindanao was not only privy for the Moro people. Leaving other stakeholders, especially the non-Moro (Muslim) in the sideline would create a costly impres-sion that would spark a new era of conflict.

Heard of a news story that Michael Turner, an Ameri-can, was shot dead Sunday night somewhere in the city’s west coast. The story is somewhat interesting since Michael came to Cagayan De Oro sometime in 2003 to introduce Search Engine Optimization (SEO) business. Unknown to many, Michael who came from California, has pioneered the SE0 business in the city as the CEO of Harvest SEO firm in Carmen here. It was Michael who first made a formal introduction of the lucrative SEO and call center business in Cagayan de Oro. ACT OF REPUDIATION OF SABAH CLAIM: If Ma-laysia makes good its threat to deport the 300 Filipinos who are claiming to be sup-porters of the Sultanate of Sulu and North Borneo and who are in Sabah right now, and these Filipinos are

actually deported back to the Philippines, that would in effect be an assertion of sovereign rights on the part of Malaysia over Sabah.

That would be an act of ownership over Sabah and, therefore, a repudiation of the claims over the island not only by the Sultanate of Sulu and North Borneo, but

of the claims of the Philip-pines over Sabah as well. In the face of this repudiation by Malaysia, there is only one thing that the Philip-pines, or, if it refuses to act for any reason, the Sultan-ate itself, could do and that is to bring this issue to an international tribunal, as we have already written here.

In fact, if the Philippines wants to avoid being em-broiled in another difficult armed entanglement in Min-danao similar to its on-going disputes with groups like the Moro National Libera-tion Front (MNLF), Moro Islamic Liberation Front (MILF), and the Abu Sayaff Group (ASG), its officials must endeavor to bring the Sultanate problem right away to an international body like the United Na-tions.

The three, re-electionist Sens. Loren Legarda and Chiz Escudero together with former censors chief Grace Poe, were admit-tedly better off than their counterparts because they were candidates of the two major coalitions, the ad-ministration Team PNoy and the opposition United Nationalist Alliance (UNA).

But after the separate proclamation rallies of the two contending coalitions on the day the official cam-paign period commenced Tuesday last week, the prob-lems of the three candidates

began. The three are being pressured to attend the UNA campaign sorties if they want to be still included in the opposition senato-rial ticket.

The pressure came after the three failed to attend the UNA proclamation rally in Cebu on account of their attendance during the proclamation rally of Team PNoy which was held at Plaza Miranda in Manila. The distance between the venues of the two rallies made it impossible for the

three to join their opposition colleagues in Cebu.

But the leadership of UNA specifically Vice Presi-dent Jejomar Binay was very vocal in his position that the distance was not an excuse for the three to fail to be in the Cebu rally because the time of the event was even delayed just so they can come. Legarda and Poe were, however, able to send their representatives except Escudero.

The UNA leadership re-ally resented the Escudero’s

failure to send even just a representative because they disapproved the display of his campaign tarpaulin on the stage during the rally. Escudero’s explanation was that he did not know and no one told him that he could send a representative.

At first, Escudero re-quested that he just be al-lowed to have a video clip of him played during his slot to speak. This was turned down thus making him think he could not send someone to represent him. This was his explanation.

So far, however, the three collectively or individually still has to join an opposi-tion campaign sortie. Their inability to join any UNA sortie so far, I would sur-mise, must have deepened the hole they are now end. The UNA leadership is ada-mant in their demand that

SAN FRANCISCO, Agusan del Sur--- Police is eyeing prohibited drugs that could be linked to the “salvag-ing” of a 27-year-old pretty GRO whose dead body was dumped and found on Sat-urday under the plants of the root crops in a secluded area in Barangay 4 here.

S e n i o r I n s p e c t o r Ephraim Detuya, local police chief, told local mediamen that the victim whose name is still with-held has been involved in illegal drug pushing and was recently released from detention at the Bayugan City police jail.

Days before she died, her friends working at Videoke bars in the red light district of Barangay 1 confessed before police investigators that the victim had been telling them about some unknown persons have been following her.

The victim who hails from Magallanes, Agusan del Sur sustained several stab wounds around her body but the fatal gaping stab on her neck proved to be fatal to her.

Her live-in boyfriend said to be also involved in illegal drugs had gone into hiding after the incident.

The news about the recovery of the salvage victim had drawn many curious onlookers who even went ahead with the police’s Scene of the Crime Operatives in watching the dead body of the victim early Saturday morning.

Concerned residents expressed alarm over the incident as another still unsolved case of the rising criminality in this progres-sive town.

Should the LPA intensify into a cyclone, Pura said it will be named “Crising” – the third tropical cyclone to enter the country this year.

ZAMBOANGA City––Two motorcycle gunmen killed a civilian in an attack in Zamboanga City in the southern Philippines, police said.

Insp. Ariel Huesca, a regional police spokesman, said the victim, Ruben Macapili, 39, was resting on the front seat of a dump truck in the village of Talisayan when shot by the gunmen.

He said the assailants escaped after the Friday shooting and that policemen were tracking down the attackers. The gunmen are believed to be hired killers.

“Investigation revealed that the victim was already aware that there was threat to his life. His wife said that two months ago, the victim had noticed that he was be-ing tailed by suspicious persons onboard a motorcycle every time he went down to (the village of) Labuan or to the city proper and this matter was already reported by him to the police station,” Huesca said.

He said personal grudge is likely motive of the killing, but police is still investigating the murder.

“We are concerned this will compromise the safety of the airline commuters using this airport and ad-versely affect the economy of the region due to the cancellation of night flights,” said Arsenio L. Sebastian III, private sector co-chair of the Regional Develop-ment Council for Region 10 (RDC-10).

Laguindingan Airport is situated some 46 kilome-ters southwest of Cagayan de Oro and would serve Northern Mindanao and the Lanao areas. With a total area of 417 hectares, it currently has a 2,100 meter (6,888 ft.) concrete runway capable of accommodating medium wide body aircraft such as the Airbus A320 on a 24/7 basis.

The Civil Aviation Au-thority of the Philippines (CAAP) charged with the operations of the country’s domestic airports said in a letter dated December 12, 2012 Laguindingan airport would be operated using Visual Flight Rules (VFR) pending the commissioning of air navigation equipment scheduled for completion by March 2014.

a bingo game is indeed con-sidered gambling in Manila, so that Manila policemen were perfectly within their rights in arresting Vice Mayor Isko Moreno and five other city councilors in Sta. Cruz, Manila last February 16, 2013, Saturday. But were the policemen autho-rized to show disrespect and to actually manhandle Moreno and the city councilors?

Manila residents are ask-ing: if this is the way Manila policemen treat top officials of the city, what can ordinary Manilenos expect from their police officers who are supposed to protect them from harm and from harassment? Of course, this is not to say that Moreno and the councilors could demand special favors because of their position. The issue here is respect for duly-constituted authorities, which seems to have become a forgotten virtue among Manila policemen these days.

As it is, it is not only the police which got a black eye from the incident. Even Manila Mayor Alfredo Lim got tainted with this, what with the percep-tion, rightly or wrongly, that it was he who was behind the arrest and manhandling of Isko, his erstwhile protégé who had since defected to the camp of rival mayoralty candidate Joseph Estrada, as an act of revenge.

-ooo-ADVICE IN 1978: BE WARY

OF POLICEMEN: Fact is, the Isko Moreno incident made me recall a number of poignant advices given to me in 1978 by some senior Manila police officers at that time, at a time when I was just starting as a police reporter of one of the big three in newspapering then, the Daily Express.

The senior policemen told me to watch out because, ac-cording to them, the younger policemen who were displaying so much friendship and cama-raderie with news reporters like me then were only out to ingratiate themselves with us so they could get a good press and could be the subject of good reports.

However, I was told that many of those policemen were merely pretending to be friends of media men, as they would not hesitate to fleece even the media men who wrote good stories about them, and ask money from them, should problems confront the reporters which needed the assistance of the police. The senior policemen had complete accounts of reporters who suffered in the hands of po-lice officers who were supposed to be the newsmen’s friends.

Fe Tagalog, mother of four-year-old Jirapha, pupil at Mahayahay Day Care Center, Catarman, Liloan, burst into tears while giving her testimony, recalling how it was like for the children before they transferred to the new day care center.

Tagalog shared that classes used to be held in a chapel, where there’s no comfort room and running water and muddy when it rains. The children had to go outside for toilet, or

sometimes just wait until they got home. Further-more, concentrating and fully enjoying the classroom activities was quite dif-ficult for them in the then cramped space.

Parents observed that they see their children more excited and motivated to go to school, attributing the enthusiasm to the new building and playground.

The new day care centers and playgrounds, accord-ing to parents, are more spacious and safe for their children. It enables their children to be more active and participative since the environment provides them

stimulation and enough space to interact and enjoy. The structure is now clearly defined as a place for learn-ing for young children be-cause of the design, colors, and facilities, they added.

One of the pupils in Barangay San Vicente Day Care Center, said that she likes going to school because the colors inside are her favorite.

Corby Satirtigan, also from the same school, said that he loves to play at the slide of the playground during their break time.

“We are privileged to have this facility, and so in return we take responsibility

of keeping it safe and useful for the future children in our community,” Tagalog said.

The new day care centers and playgrounds conform to the Department of Social Welfare and Development standards, which includes using colors and designs that stimulate learning in children.

Liloan Mayor Duke Fra-sco said that he hopes that prioritizing Early Child-hood Care and Develop-ment will help address the issue on high failure rate among grade one pupils in Liloan, as well as other concerns related to poor ECCD services.

THE Philippines’ largest na-tional flag carrier, Cebu Pacific (PSE:CEB) announced a seat sale to 43 domestic and international routes, with fares to Xiamen as low as PHP99.

The seat sale is available until February 21, 2013 or until seats last.

For travel from April 1 to June 30, 2013, passengers can buy PHP99 seats from Manila to Xiamen.

Discounted fares from Clark to Hong Kong or Macau are avail-able for as low as P699.

Travelers from Manila to Guangzhou; Cebu to Iloilo or Hong Kong can grab seats for as low as P899.

Those coming from Manila to Hong Kong, Macau, Taipei or Shanghai can enjoy the reduced fare of PHP999.

CEB guests travelling from March 15 to July 31, 2013 can take advantage of the P199 Lite Fare on the following routes: Cebu to Bacolod, Butuan, Cagayan de Oro, Dipolog, Davao, General San-tos, Legazpi, Ozamiz, Pagadian, Puerto Princesa, Siargao, Surigao
