ZAMBOANGA City––Four gunmen aboard two mo-torcycles shot to death a soldier and injured another in broad daylight Sunday in Lamitan City, Basilan province, a police official said Monday.

Killed was Cpl. Richard Jamin and wounded was PFC Joelito Sanchez, both intelligence operatives of the 32nd Infantry Battalion, according to Lamitan City police commander Chief Insp. Almer Ismael.

Ismael said the incident took place around 12:30 p.m. Sunday along the Isabela-Lamitan highway in Barangay Ubit, Lamitan.

Ismael said the victims were riding a motorcycle when the ambush happened.

Jamin died on the spot while Sanchez was admitted at the St. Peter hospital, he said.

Also on Sunday, a barangay kagawad was killed in this city in an attack that also injured her husband.

Chief Insp. Ricardo Garcia, commander of police station 2, identified the victims as Rosalinda Ladao, 44, a kagawad of Barangay Latuan, and her husband, Saturnino.

The couple was shot by motorcycle-riding assailants around 11:30 p.m. Sunday in Sitio Bitayan, Barangay Latuan, Garcia said.

he said the victims were aboard a motorcycle on the way home to Latuan from a political rally in nearby Barangay Curuan at the time of the attack.

Garcia, who ruled out politics as the motive of the incident, said they are looking into all other possible motives of the killing.

GENERAL Santos City––In a bid to promote better awareness among students regarding its programs, the Department of Labor and Employment (DOLE) in Region 12 is set to establish advocacy corners in various schools in the region.

Tuesday they are set to sign an agreement on Wednes-day with the Department of Education (DepEd) and the Commission on higher Education (ChED) in Re-gion 12 to facilitate the opening of the advocacy corners.

She said the advocacy corners will mainly fea-

ture essential information, highlights and updates on major programs, services and advocacies of DOLE and its attached agencies.

“We’re looking at build-ing awareness this early among students regarding our initiatives and guide them when they need our services later on,” Domingo

said.The official said the

advocacy corners will be established initially in se-lected secondary schools, technical-vocational institu-tions, colleges and universi-ties in parts of the region.

Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato as well as the cities of General San-tos, Koronadal, Tacurong, Kidapawan and Cotabato.

She said they will be maintained by DOLE’s at-tached agencies that com-prise its regional coordinat-ing council (RCC).

The RCC is a cluster of DOLE’s attached agencies composed of the National Conciliation and Mediation Board, Overseas Workers’ Welfare Agency, Philip-pine Overseas Employment Administration, National Labor Relations Commis-sion, Professional Regula-tory Commission, Regional Tripartite Wages and Pro-ductivity Board and the Technical Education and Skills Development Au-thority.

BUTUAN CITY - The Caraga Youth Leaders Net-work (CYLN) will hold the “Butuan City Youth Leaders Forum with local candi-dates for congressional, mayoralty, vice mayoralty and councilors on May 6 at the Luciana Convention Center, this city.

The activity will be at-tended by almost 200 youths who are registered voters, CYLN head Rex Ybañez said.

They expect to hear straight from the local can-didates their programs, proj-ects and services on youth development, particularly in education, employment, prostitution, health, food and nutrition, peace and security, science and tech-nology.

“This event shall also dis-cuss the proposed City Code on Youth Development by this Network, known as the 'Butuan City Youth Wel-fare, Development, and Protection Code of 2013' pending before the Butuan City Legislative Council,” Ybañez said.

Some people’s organiza-tions, government agencies and local tri-media are also expected to attend the said affair.

BUTUAN CITY -- The Philippine Information Agency (PIA-Caraga) is now ready for the conduct of the 2013 midterm elec-tions.

This was declared by PIA-Caraga Director Abner Caga after his personnel have availed themselves of the Local Absentee Voting (LAV) at the PIA regional office, early this week.

C omelec Personnel Evelyn Gonzales and Flor Evangeline Japitan, who supervised the early voting process, lauded the agency for having availed of the LAV and cast their votes as scheduled.

Director Caga said that the agency can now focus on the preparations for the coming elections since all personnel were able to cast their votes earlier.

BUTUAN CITY - The National Economic and Development Authority (NEDA-Caraga) has con-ducted a series of activities to update and enhance the Regional Development Plan (RDP) 2011-2016.

Members of different sectoral committees of the Caraga Regional Devel-opment Council (RDC) participated in the process.

On April 4-5, 2013, Technical Working Group (TWG) meetings were con-ducted to orient various stakeholders on the guide-lines for the said activity and to jumpstart the revalidation of the RDP Results Matri-ces (RMs) and Situational Analyses (SA) of the various sectors of the region.

sistant regional director and the Regional Development Council’s secretary said that “explicitly, the plan’s updat-ed version shall incorporate labor and employment strat-egies to draw the majority into the socio-economic mainstream”—a strategy that reduces poverty.

BUTUAN CITY – The Philippine Information Agency (PIA) in Caraga Region has organized a rapid media reaction team, in an effort to provide the public with uniform information during the 2013 mid-term elections on May 13, this year.

In a roundtable dis-cussion with PIA-Caraga personnel, Northern and Northeastern Mindanao Information Cluster head and concurrent Regional Director Abner M. Caga pointed out that the orga-nization of the team follows the concept of conducting

rapid response during di-sasters where convergence of national and local media is highlighted.

“Whenever there is a need for the team to im-mediately disseminate the necessary information to the public, the PIA will lead the media team members from gathering the facts, writing the news, and air it,” Director Caga said.

he further explained, each media outfit in the city can join the team, with one representative to have equal access to information.

Domingo said they will sign the memorandum of agreement with DepEd and ChED and launch the advocacy corners following the formal opening of the Labor Day activities in the region on Wednesday morn-ing in nearby Koronadal City.

The Labor Day activities

include a gathering of employee groups and labor unions at the South Cotabato Gymnasium and Cultural Center in Koro-nadal City as well as job fairs in five venues in the region.

The scheduled job fairs will be held at the South Seas Mall in Cotabato City, Kidapawan City Gymnasium, Tacurong City Gymnasium, KCC Mall of GenSan’s Events and Con-vention Center and at the SM City General Santos.

Domingo said a total of 10,596 local and overseas job opportunities will be opened to local job seekers by around 200 companies and job place-ment that signified to join the job fairs.

During the job fairs , DOLE-12 will open registra-tion desks for house helpers or “kasambahays” and orient them regarding the provisions of Republic Act 10361 or the “Kasambahay” Law.

DOLE-12 wil l release some livelihood packages while TESDA will hold skills demonstration and free cer-tification assessment for resi-dents who have completed National Certification (NC) 2 trainings. (Allen V. Estabillo/MindaNews)

MORE than 100 countries would celebrate May 1 as the international Labour Day. The celebration is to honor the hands that “carve” the stones on Earth into lasting monuments of humankind’s triumphs.

There is no appropriate reference that would detail the history of Labor Day celebrations. however, there were recorded events that would validate that Labor Day first celebrated 100 years ago in New York. That New York labor’s day commemoration organized by the Central Labor Union on Sept. 5, 1882 remains the official Labor Day celebration in the United States today.

Russia observed May 1 as labor’s day celebration following the triumphed of the workers. The Russian called the May 1 as the “Day of the International Soli-darity of Workers.” May 1 also represents the 100 years “class struggle” of workers in Russia from 1890-1990. The Russian celebration of the May 1 as the “Day of International Solidarity of Workers” was changed to “spring and Labor Day” in 1992 when the Union of Soviet Socialist Republic (USSR) became a Commonwealth of Independent States.

The Russian celebration of May 1 as Labor Day attracted some 80 countries around the world (these countries from Europe to Middle East and Asia celebrate May 1 as their official Labor Day, too. All the countries celebrating May 1 as Labor Day approved the legislations

to make the day an official holiday. The Philippines celebrated May 1 as official Labor Day, too.

In most countries, workers marched in the streets to demand for higher wages, benefits, and better working conditions on Labor Day on May 1. Workers in Russia parade to the streets to demonstrate the workers’ class struggle until 1990. The event, however, dramatically changed when the USSR became a Commonwealth of Independent States in 1992. Most Russian workers spent the Labor Day as their rest day. Some Russian workers go home to the provinces where they engaged themselves in gardening or having picnic with their families.

Of course, despite the advancement of modern technology and computers, workers are still the prime movers of the country’s economy. This is especially so in developing countries like the Philippines. The labor sector in the country remains a potent force. The work-ing class in the Philippines remains one of the most underpaid sectors. While the government justifies that the workers in the Philippines are among the highest paid in Asia – certainly in figures. however, with a minimum wage of P269.00 per day, the amount could barely make both ends meet for a family of five. What about those who wittingly violate the minimum wage law?

If the government’s labor department would follow Pres. Benigno S. Aquino, III “Tuwid na Daan” policy, the country would go bankrupt. Yes, there are insinu-ations that more than half of the country’s business establishments would fold up if the labor department would wage no nonsense drive against minimum wage violators. This question raised by one of the delegates elicited reactions from the 300 par-ticipants who attended the second general assembly of Kalumaran, a federation of lumad organizations in Mindanao, held within the ancestral domain of the Manobo tribe in this town on April 19-20.

Their points were not baseless. For according to the reports gathered by Kalumaran, “military opera-tions have intensified and wreaked havoc to Lumad communities” in the dif-ferent regions of Mindanao.

In Southern Mindanao, for example, Norma Capuy-an, Kalumaran’s Vice-chair-person, said “militarization” is widespread with the two divisions, three brigades

and 18 battalions deployed by the AFP in the region.

Capuyan also alleged that government troops have served as private armies of large-scale mining com-panies and agri-business corporations and that the military has formed para-military groups and Bagani forces like the Task Force Gantangan in the prov-inces of South Cotabato, Sarangani, Davao del Sur and General Santos City.

“Contrary to the claim of AFP, there is no truth that Oplan Bayanihan brings peace and development to lumad communities. The massacre of the Capion family in Kiblawan, the death of Barangay Kagawad Cristina Jose in Baganga and the death of Fr. Pops Tentorio in Arakan Valley are the cases of extrajudicial killings perpetrated by the AFP,” she said.

Meanwhile, the Pasaka Regional confederation of Lumad in Southern Mind-anao, an affiliate of Kaluma-ran, lamented the existence

of large-scale mining and agri-business plantations that “resulted to the massive displacement of lumads and peasants.”

The group has docu-mented 110 mining compa-nies, both small-scale and large-scale, in the provinces of Compostela Valley and Davao Oriental. These com-panies are in the process of securing mining and tene-ment permits from Mines and Geoscience Bureau while others are already operating.

Pasaka said the en-croachment of mining company Russel Mining Company, one of the big-gest mining companies in the world, to the ancestral domain of the Mansaka tribe in Pantukan town, has “caused much damage to the environment.”

Thus, they reiterated their stand against the Min-ing Act of 1995.

“With this law, the lu-mads were given no right to their own ancestral lands. It’s a clear manifestation that

the Aquino administration, and even the past admin-istrations, has no heart for the lumads,” said Genasque Enriquez of Kahugpongan sa mga Lumad sa Caraga.

Enriquez said the four provinces of Caraga re-gion have been occupied by large-scale mining compa-nies which resulted to the displacement of livelihood of lumad communities and the destruction of natural resources.

As of year 2012, there are 35 mining companies listed in the Caraga region.

The group has instead pushed for the People’s Min-ing Bill, which according to Enriquez, is “for the com-mon good and within the framework of a nationally-industrialized Philippine mining industry.”

Meanwhile, Datu Mo-nico Cayog, Kalumaran chairperson, said “we should emulate the life of our lu-mad heroes who died in the struggle for defending the ancestral domain.”

MILF chair to candidates: ‘You can come and talk to our people’

DARAPANAN, Sultan Kudarat (Mindanews) -- The chair of the Moro Islamic Liberation Front (MILF) said candidates running for lective posts on May 13 “can come and talk to our people” but the MILF stand has not changed: “we will not participate … but we will not prevent people to participate.” “If they want to vote, they can vote,” MILF chair Al haj Murad Ebrahim told a press conference at the launching Monday noon of the Facil-ity for Advisory Support for Transition Capacities (FASTRAC), a three-year program in partnership with the United Nations and the World Bank. Along the three-kilometer stretch from the highway to the Moro Islamic Lib-eration Front’s main gate,

posters of candidates lined the roadside, many of them posted on coconut trunks. There were no posters of national candidates (for senators), just regional (for the Autonomous Region in Muslim Mindanao or ARMM) and local (for Maguindanao). Most of the posters were from the team of Datu Tucao Mastura and Ali Midtim-bang, candidates of the United Nationalist Alliance (UNA) for governor and vice governor of Maguindanao, and Mastura’s nephew, Vice Governor Ismael Mastura who is now running for provincial board member. The elder Mastura is mayor of Sultan Kudarat town where the MILF camp is based, Midtimbang is former Ta-layan mayor Mayor Mastura is a brother of MILF senior peace panel member Michael Mastura, father of Ismael. Posters of ARMM guber-natorial bet Pax Manguda-datu and his running mate Bashier Dimalaang Manalao were also visible. Mangudadatu, former governor of Sultan Kuda-rat province, is an uncle of incumbent Maguindanao governor Esmael Mangu-dadatu of the Liberal Party while Manalao is former governor of Lanao del Sur. A few posters of the first district congressional candi-dates – reelectionist Bai San-dra Sema (Liberal Party) and Baisendig Dilangalen (Ind), were also seen. Russman Sinsuat, Jr. who is running for provincial board member under the Liberal Party also had some campaign materi-als. There were no posters of reelectionist governor Mangudadatu and the ruling party’s candidate for ARMM governor, Mujiv hataman and his running mate, Al-rashid Lucman although hataman has reportedly been endorsed by both Mastura and Esmael Mangudadatu.

On another issue also about megalomania… the brilliant chief com-missioner has announced as if he is above the law (which is probably true) that all rules and regulations on the AES law will be broken by the comelec. Similar to the president this guy feels he is above the law.

I can only imagine after the elections between the losers and the winners. Should anyone lose, the alternative or option left is to sue the comelec and most of all - snow white. A class suit is well under way after all in the Philippine no one loses an election they are always cheated. Two weeks to go and the charade can cease and the players be gone for good as will be the case for sure. Why hang around and torture yourself with seeming ingratitude by losers when they have pronounced who they wish the winners to be.

These expectations for sure cannot be directed to the comelec alone but to whom else––are there other constitutional bodies authorized to stage the elections other than the foreign supplier smartmatic? But wait there’s more... a group called dominion is the true owner of the election source code software and the comelec was duped by it’s outsource. Was this not a gross violation of the law?
