Solon urges DOTC to prioritizerailway project in MindanaoRep. Rufus B. Rodriguez, 2nd District of cagayan de oro city, urged the Department of transportation and communication (Dotc) to include the Mindanao Railway Project as one of the priority infrastructure projects in the Private-Public Partnership program of the government. Last May 25, 2006, Executive order No. 536 was signed creating the Mindanao Railway Project office (MRPo). its office was established last July 3, 2009 in cagayan de oro city, almost simultaneously with the cebu Railway Project

office (cRPo). The primary function of the MRPo is the establishment of the Mindanao Railway system. the planned Mindanao railway is made up of a network of lines linking cagayan de oro to iligan, iligan to Zamboanga city, and cagayan de oro to agusan and surigao, as well as extensions to Davao and General santos cities. in pursuit if this mandate, the MRPo and the Dotc caused the conduct of a feasibility study for the First (1st) segment of Phase i of the project which covers the cities of cagayan de

oro-iligan including the Municipalities of Villanueva, tagoloan and Jasaan of Misamis oriental and Linamon, Lanao del Norte. These areas are the industrial corridor of Northern Mindanao. The P71 million feasibility study conducted by three private consultancy firms and the Dotc, was completed last october 2009. the study covers a total length of 124 kilometres from Jasaan , Misamis oriental to Linamon, Lanao Del Norte. The railway system aims to link two vital Mindanao gateways, the Laguindingan

international airport and the Mindanao container terminal. it will have a passenger and cargo operations. However, until today, not a single rail is in place. Rodriguez has consistently called on the government to fast-track the implementation of the project as it has always been the dream of many Mindanaons, especially Kagay-anons, to have a railway system connecting the provinces in Mindanao. This will be a tremendous boost to the economy and tourism industry of Mindanao.

DepEd-aRMM forms network to protect teachers on poll duty

today the DepEd-aRMM Election Response Network (DERN) and Election Re-sponse teams (ERts) based on Regional Memorandum order 26, dated april 12, 2013.

in the memo, the DepEd acknowledges that school officials and their next of kin

are vulnerable to “coer-cion, intimidation, threats, bribery, violence against persons and even deaths.”

DepEd assistant secre-tary Noor saada said they believe this is the first of its kind in the country. the proposed intervention for teachers is something they have learned from previous elections where there have been issues on teachers’ welfare, he said.

VERa Files interviewed saada after the tapatan sa aRMM forum Wednesday.

the DERN and ERts will help beef up the teachers’ security as they serve as members of the Board of Election inspectors (BEi), saada said.

these measures are also expected to help them moni-tor those who are entangled in legal battles after the conduct of elections and will let the department “be in the position to provide legal assistance,” he added.

Election-related cases against teachers are filed directly in courts, usually without the DepEd being informed of the filings.

He said DepEd is work-ing on this with the com-mission on Elections and the United Nations children’s

Fund.some of the functions of

DERN include the assess-ment of security situation and threats of teachers serv-ing as BEis, the establish-ment of ERts at the division and municipal level that will keep a directory of teachers’ names and contact numbers and emergency contact persons.

DERN will also have a system of reporting any untoward incident to the comelec and other secu-rity groups and color code the situation. For instance, green means teachers are safe, yellow means elections pushed through with some degree of threat, red means teachers were threatened and stopped administering elections and black means an attack against the school and teachers took place, and there have been casualties.

the network will also help provide security and other support to teachers who become victims of attacks, as well as legal as-sistance. (artha Kira Pare-des/VERa Files through MindaNews)

the meeting was held at the Grand city Hotel and graced Vice Mayor caesar ian acenas.

acenas said the senior citizens came from the 24 barangays of the first district.

cotaBato city––social studies teacher abunawas solaiman clearly remembers the 2004 elections because, he said, it was the only time he felt safe serving as a member of the Board of Election inspectors.

He was then assigned at precinct 21-a in Barangay Katbo, Matanog in Maguin-danao, serving alongside a policeman and a marine officer to man the precinct, the

year the government allowed members of the Philippine National Police and the Philippine army to serve in the BEis.

“Walang pumapasok na mga nananakot sa mga guro or doon sa mga bumuboto (No one came inside the voting precinct to intimidate teachers and voters),” recalled solaiman, president of the teachers alli-ance for change (tEacH).

solaiman said many of his fellow teach-ers have had a close encounter with losing candidates who blame them for unfavor-able results. as early as now, media in the region have reported that teachers are hesitant to serve in the elections for fear.

solaiman told VERa Files after the tapatan sa aRMM forum at the office of the Regional Governor conference Hall

Wednesday that his group is recommending the 2004 set up, which he said resulted in the smooth flow of that election.

such a setup would protect the teach-ers, solaiman said. tEacH was organized so that teachers can collectively lobby for their rights.

CABANGAHAN, Cantilan, Surigao del Sur - Datu Jimmy “Dagsaan” Bat-ao of the Bat-ao and Hunahu-nan clans that blocked the road leading to the site of Marcventures Mining and Development Corporation (MMDC) in this town, has explained their cause.

He said, said they were forced take the move be-cause MMDc refused to heed their demand for the past three years, asserting that his clan is the rightful claimant to the land.

“this area where they are now extracting earth is ours since the time of our forefathers. Why will they dictate us on what we should do when we are only doing what is right? this is our constitutional right,” Bat-ao, who is also an evangelical pastor, told MindaNews in an interview at his house Friday.

in response, MMDc Vice President for opera-tions Jegie t. Pereda said the company had talked with the Bat-ao clan last March 18. But he said that

since the issue is on the sharing of the royalty paid by MMDc to the tribe, the company asked the Lumads “to resolve this matter first among themselves with the assistance of the National commission on indigenous Peoples (NciP).”

“the company is willing to assist in the resolution of the issue,” he added.

the tribal chieftain de-nied MMDc had talked to them, although he admitted that they were demanding royalty.

Barangay oic Gilbert Duero said.Duero said the barricade stemmed from a misunderstanding among tribal chieftains and ‘hawudons’ or elders of the clans over the memorandum of agreement signed be-tween the tribal leaders and MMDc, which excluded Datu Dagsaan Bat-ao.

Dagsaan’s brother teo-doro, a signatory to the agreement, is said to have the support of MMDc and receives the royalty allegedly without giving his other siblings their share of the

demanded a 10% royalty for the alleged damage to the burial sites as well as to Pangiyawan creek, the community’s water source.

Duero urged local gov-ernment officials to not side with any group, and management to see the real situation of the people in cabangahan.

“it’s good this will be put in the news so they’ll know what is happening here,” the official said.

“For the first year, the promise was fulfilled but later on they have not been doing anything,” he said.

Duero said the company has stopped giving monthly allowances to tribal elders as well as the scholarship grants for honor and de-serving students.

COTABATO CITY - Personnel of the Department of Public Works and Highways in the Autonomous Region in Muslim Mindanao (DPWH-ARMM) has started the assessment plan for the implementation of a water supply project in Bongo Island in Parang, Maguindanao in compliance with the di-rective of ARMM OIC-regional governor Mujiv Hataman.

Assessment of Bongo Island water supply underway

By Perlita D. Changco

Hataman issued the or-der following the outbreak of cholera first week of april this year, affecting 67 residents of Barangay tukamarur as declared by the region’s Department of Health (DoH) due to contamination of water in shallow wells following a heavy downpour.

DPWH-aRMM Re-gional secretar y Emil sadain, considering that the area is a sea-based community, they are open to undertake water supply projects such as spring development, plastic water drums and/or rehabilita-tion, cementing and seal-ing of existing water wells

to render the water safe and potable.

sadain said, corollary to the implementation of the water supply project, the DPWH in coordination with the health department and local government unit see the urgent need for in-tensified health education and advocacy campaign on cleanliness, sanitation and proper waste management.

While the DoH-aRMM has reported to have con-tained the cholera outbreak in the area, creation of a barangay water sanitation information and advocacy committee is deemed nec-essary to instill value of shared responsibility in

the maintenance of proj-ects among the resident-beneficiaries, he said.

“in our inspection of the area, nakita natin ang mga empty sachet ng sham-poo sa palibot ng balon, an indication that we have to strengthen our informa-tion and education cam-paign on cleanliness and sanitation,” sadain said.

While aRMM’s wa-ter supply projects for the island provinces are included in the 2013 an-nual infrastructure Fund of P2.510 million, sadain said funding of more or less P1 million for the Bongo island water supply project would be drawn

from the savings of P136. 4 million that the agency has generated in 2012 through proper housekeeping and prudent fiscal manage-ment. (pbchangco/Pia cotabato city/asf )

(MinDa), which leads the Mindanao Power Monitor-ing committee (MPMc), announced that the na-tional government through the Department of Energy (DoE) will be fast-tracking the procurement of genera-tor sets intended to address the power crisis in Mind-anao.

on tuesday (april 9), members of the association of Mindanao Rural Electric cooperatives (aMREco)

met in cagayan de oro to discuss the plan.

Meanwhile NEa admin-istrator Edita Bueno said, the DoE is drafting the final project proposal. it will also set the guidelines for the procurement of the generators, lease arrange-ments with the electric co-operatives, and deployment of these to the small Power Utilities Group (sPUG) areas of the Napocor. Pereda denied Duero’s statements.

Meanwhile, MMDc still has to compute the revenue losses caused by the ongo-ing barricade and their decision to put on hold mining activities.

“there is no opportu-nity loss computation yet but it must be substantial,” Pereda said.

protection order (tEPo) issued by Regional trial court Branch 41.

t he s o c i a l ac t i on center of the Diocese of tandag, local residents and environmentalists are also protesting the mining operations in the area as it is part of a declared forest reserve.

on april 6, some 50 supporters of Bat-ao set up a human barricade and tent along the mining road lead-ing to the extraction area, a thickly forested mountain which is the headwater of carac-an River, the main

source of water that irri-gates the towns of cantilan, Madrid and carmen.

the Pangiyawan and cabangahan creeks, which originate in the same area, are now heavily silted, ac-cording to the social action center and other anti-mining groups.

“We were able to acquire a tEPo but did they honor it?” Bat-ao said.

“so our strategy now is to undertake this bar-ricade because this is our constitutional right,” he added. (Vanessa almeda/MindaNews/asf )

KO R O NA DA L C I T Y - Food, beverage , and packaging company San Miguel Corporation and the Department of Ag-riculture 12 are urging farmers in South Cotabato and nearby provinces to plant cassava.

in a recent training on cassava production, post-harvest facilities and processing technologies, Edgar Labor, regional cas-sava focal person, said the government agency and sMc are jointly pushing for increased cassava pro-duction in the area as well as in the entire Region 12.

He added that the initia-tive was also geared toward tapping the local market potential the commodity, including signing contract sMc.

Ben Brasales, area coor-

dinator of sMc said, they buy cassava for manufacture of feeds, alcohol, and food.

“the very reason why sMc prefers cassava as substitute is because it’s low cost. it can’t be imported and farmers have enough capacity to produce the said staple crop,” Brasales pointed out.

studies also proved that cassava is a resilient crop, able to withstand changing weather conditions.

it is also not affected by price fluctuations. at current rates, fresh cas-sava is sold at P2.50 per kilo while dried-chips in granulated form are sold at P 8.50 per kilo.

“this is the best op-portunity for individual farmers and farmers’ groups to become businessman-assemblers by setting ar-

rangements with the san Miguel corporation inc.,” Brasales said.

He said, sMc annually requires at least P5 million worth of cassava for its feeds production alone.

He also assured the sus-tainability of the crop’s price, demand and the vol-ume of production.

“as long as we eat chicken meat, eggs, and processed food products as well as drink beer, there will always have a high demand for cassava,” he emphasized.

Da and sMc are jointly promoting production of fresh yellow cassava which is ideal for human con-sumption and is also used as ingredient for bio-ethanol-alcohol formulations.

abdulkadil ango of Da12’s agri-business and

Marketing assistance Di-vision, cited that in 2011 soccsksargen Region pro-duced over 60,000 metric tons (Mt). this went up to over 80,000 Mt last year.

Besides south cota-bato, soccksargen Region (Region 12) also includes the provinces of sarangani, sultan Kudarat, and North cotabato as well as the cities of cotabato, Kidapawan, tacurong, Koronadal, and General santos.

ango added that Region 12’s production of cassava remains insufficient to sup-ply the demands of sMc.

at the said training, farmers were also trained to prepare cassava-based food items such as rolls, sticks, and others from which farm families could earn extra income. (DEDoguiles-Pia 12/iBaundi-Da 12/asf )

caNDiDatEs should not take for granted the warning issued by the communist New People’s army (NPa) on bringing with them armed escorts on the campaign trail. Yesterday, the convoy of Gingoog city Mayor Ruthie Guingona was waylaid in sitio alengatan, of Barangay Lower Kapitulangan, a hinterland barangay 15 kilometers southwest of Gingoog city about 11 p.m. saturday.

Gingoog city is a component city of Misamis oriental, about 200 kilometres east of cagayan de oro city. the city is the stronghold of the Guingonas. Mayor Ruthie Guingona is not running for the mayoral post this midterm election. Her daughter Marie was running for the post since the older Guingona is already in her last term. Marie was not with her mother when the incident took place saturday evening.

two close security of Mayor Guingona was killed in the incident. Her driver Bartolome Velasco was killed while Velasco’s brother Nestor, also a close-in security was killed in the firefight. there were two versions of the incident. another two police officers were also wounded in the incident.

the Philippine National Police (PNP) maintained that Guingona’s convoy was ambushed by the NPas. George Madlos a.k.a. “oris,” spokesperson of the Na-tional Democratic Front (NDF) Mindanao said that Guingona’s convoy was held at a checkpoint mounted by the NPa rebels in alengatan, Ginoog city.

WE marveled at the efficiency of the Us-FBi report and competence to track down the bombers of the Boston Marathon. in a just a few days starting literally from scratch they were able to generate leads. Utilized the city’s cctV cameras and interviewed pedestrians on the street as to the event that un-folded. and with success lead to the capture of the bombers.

in the Philippine’s our hero Ninoy aquino was brutally gunned down literally in broad daylight witnessed by many by the military who did the shooting only to never apprehend the real culprits behind the scene in spite of the wife turning President of the Philippines.

after decades there is still the big question on who ordered the killing of Ninoy. and should the incom-petence of the NBi (our version of the FBi) is inept in sourcing the killers, why even have them only to draw

Lesson from Boston marathon bombingintelligent funds for the incompetent.

Unless of course there is a conspiracy to withhold the information from the public for whatever reason, to have made Ninoy a hero may have been compelling enough to cease all efforts so as not to change the status quo.

it seems obvious though with the other many cases filed in court (another incompetent department of government) resolutions and answers have become frustrated. With the way media controls public opinion and generated perceptions supported no less by surveys – why even bother.

Maybe the media will likewise dictate the truths we are made to know. and on this topic there are so many more issues the general public is frustrated with with realities peddled as truths.

there are the issues of the comelec and its promise to provide source codes in time for the elections and as of this writing we are frustrated. there was also the an-nouncement by no less its chair that should their favored supplier fault with the delivery of the

director, said that the bamboo that served as blocking object in alengatan was only a decoy. “obviously, the NPa rebels ambushed Guingona’s convoy on their way back to Gingoog city after a campaign sortie in the mountain barangays there,” cabog said.

Madlos said that the security escort of Guingona fired first prompting the rebels to return fire. He said the NPa mounted the checkpoint on receiving reports that a candidate was in the hinterlands with half-a-dozen armed security escorts.

the NPa checkpoint was in consonance with the policy of prohibiting candidates of tagging along armed security escort on the campaign trail, Madlos added. However, short of asking an apology, Madlos felt sorry that Ruthie Guingona was on board the vehicle. “We warned her last week not to bring armed security escorts,” Madlos said in an interview with Magnum FM radio sunday morning.

cabog admitted that Guingona has six police of-ficers as security escorts. He said two of the police officers were wounded in the encounter.

Provincial board member Jimmy caina said that Guingona was retrieved only about 5 a.m. sunday in her vehicle – a green toyota Hi-Lux pickup – at the encounter site. He said the bodies of her bodyguard remained in the area waiting for the police to pick them up. Guingona was airlifted to cagayan de oro city for treatment in a private hospital.

as of sunday, doctors reported that Guingona was in stable condition. she has a bullet wound in her leg while two bullets of unknown calibre remained embedded in her right shoulder.

WHo does not know God? Everyone knows that God exists. God is real. since the creation of the world, the Bible tells of His invisible qualities—his eternal power and divine nature. some try to suppress the knowledge of God; most try to add to it.

there was a man in the Bible (John 3) who wanted to know God better. . His name was Nicodemus, and he was a Pharisee, a ruler of the Jews. this Nicode-mus knew that Jesus had come from God, and he was truly curious to learn more about Jesus. Jesus patiently explained to Ni-codemus how he must be born again (verses 3-15). in order to know God bet-ter, Nicodemus had come to the right person—“in christ all the fullness of the Deity lives in bodily form” (colossians 2:9). Jesus is indeed the Word of God made flesh . Jesus revealed God through His words and

works. He even said that no one comes to the Father but by Him (John 14:6). if you want to know who God is, look at Jesus.

the first step in know-ing God better is to know Jesus christ, who was sent from God. We start by faith. once we are born again by the power of the Holy spirit, we can truly begin to learn about God, His character, and His will. “the spirit searches all things, even the deep things of God” (1 corinthians 2:10).

“Faith comes from hear-ing, and hearing by the Word of christ” (Romans

10:17). to know more about God, we need to read His Word. the scripture teaches further that we must be like newborn babies, crave pure spiritual milk, so that by it we may grow up in our salvation.

Prayer is an important part of knowing God better. as we pray, we praise God for His character and for what He has done. We spend time with Him, relying on His power and allowing the spirit to intercede for us. those who are learning more about God are also those who obey the com-mand to be filled with the

other believers is also i must. the christian life was not meant to be lived alone. We learn more about God through the preach-ing of God’s Word and the godly counsel of those who walk with Him. Make the most of your church ex-perience, get involved, do small-group Bible study, go witnessing with fellow believers. God also uses man to send His message, important for growth of a budding christian.

it is important for one to know God, he needs to accept christ as his savior. Essential for growing up is to read His Word, the Holy spirit should be acknowl-edged at all times.

Lastly, he needs to fel-lowship with God through prayer, praise and worship. then continue growing in the fellowship with fellow believers.

5K RUN FOR FREEDOM. Part of the more than 1,200 runners wave as they reach the finish line (left photo). Right photo shows Vice-Mayor Fortun joining representatives of Friedrich Naumann Foundation for Freedom in a pose for posterity. Photos by Pat Samonte

BUtUaN city––Despite the drizzle, more than 1,200 people came to Guingona Park here at 4 o’clock in the morning to join the 5K Freedom Run last saturday.

Eldie David, public information officer of Vice-Mayor Lawrence Lemuel Fortun said the participants represented this city’s social cross section, students and youth groups, employees, civil society, private and non-government organizations, and senior citizens.

the runners left Guingona Park at around 5:45 am, negotiated the J.c. aquino avenue, turned right to J. Rosales avenue, jogged around

the city hall grounds and took the J. Rosales avenue to J. c. aquino avenue route back to the finish line at Guingona Park.

the presence of lawyers Wilfred asis, Rema Burdeos, and Fortun, businessman Edward chan and other prominent personalities was meant they were in unity with the activity’s objectives – awareness on the need to protect the environ-ment, clean elections and freedom from corruption or governance sans corruption.

the 5K Freedom Run was orga-nized by the People Power Volunteers for Reforms-caraga, inc. and the

Friedrich Naumann Foundation for Freedom.

Fortun said the affair’s aim for clean elections is timely enough considering next month’s politi-cal exercise. He also stressed the urgent need for the protection of the environment since “our very existence will be endangered if our forests and watersheds are not conserved and protected in the wake of illegal mining and illegal logging activities. We are one with the campaign for good governance by eliminating corruption. our thrust is for transparent and participative governance.”

DaVao city––a 69-mem-ber fact-finding mission documenting the March 4 killing of Baganga village councilor cristina Jose and the state of the environ-ment in the typhoon-hit areas in Davao oriental and compostela Valley decried alleged military harassment on saturday evening, claim-ing they were “hostaged” in sitio cabuyao, Barangay Binondo in Baganga, Davao oriental.

the military denied the allegations.

“No hostage incident,” Davao oriental Governor corazon Malanyaon told MindaNews sunday morn-ing.

“a big contingent of 69 participants to a national humanitarian and fact-finding mission is being held hostage in sitio Ka-buyao, Barangay Binondo in Baganga, Davao oriental. Elements of the 67th iB in Davao oriental are respon-sible for causing the delay of the mission,” said a text message from the group on saturday evening.

it added that soldiers “have been blocking the way of the contingent on april 18, upon entering sitio spur Dos, Barangay Ngan (in

the message also said their provisions are “run-ning out,” that “food and water are getting scarce and worst, the (mission mem-bers) fear military reprisal.”

“We categorically deny that there is a hostage-tak-ing,” col. Leonardo Rey Guerrero, commander of the 701st infantry Brigade told MindaNews in a text message late saturday night.

“Hosted not hostaged. Hostaged in cabuyao? there are stranded in cabuyao after being abandoned by their driver. there is already a rescue effort by 67th iB,” Guerrero said.

He said there was no harassment in spur Dos, either. “they were stopped for inspection at a comelec checkpoint in aliwagwag.”

“We categorically deny that there is hostage taking. they are on their own in that sitio. they did not co-ordinate their activities with the LGU (local government unit). Now they are asking for help of the LGU and

Sixers coach Collins resignsbut stays as team consultant

Doug Collins, nearly crying, explained how he knew in his heart that it is already time for him to retire. It wasn’t about the painful rebuilding process the 76ers is facing nor because he felt unwanted by ownership. It was only because the 61-year-old Collins simply missed being a family man. “There’s a lot of things I want to enjoy,”he said. “I think it’s every man’s dream to be able to live that life you’ve worked so hard to try and live. That’s what I want to do.” Collins was on hand at the team’s end-of-season press conference, and said he considered retirement

Jed Madela’s home, victimized by ‘Akyat-Bahay’ gang?

Show-bizz

It was a bitter-sweet morning for the 32-year-old singer Jed Madela last Friday, April 19 after he launched his debut album under Star Records, All Original. He said that when he woke up that morning, his house was burglarized. “I got a word when I woke up kanina. Nag-pa-panic na lahat ng mga tao sa bahay. Sabi nila pinasok daw yung house ko. So I made sure that everybody was okay muna and then nung nalaman ko na okay naman lahat, I found out na nawala lahat ng mga easy money, madaling ibenta like cellphones, cameras, and money. It’s sad. Even after that incident,

Jed’s concern was the safety of all his workers. “What’s important to me is that hindi kami sinaktan, walang nasaktan sa mga tao ko sa bahay so okay na rin yung

mga nanakaw, puwede naming pag-trabahuan ulit yun. Sa bahay kasi apat kami. So masaya ako na okay lang lahat”, he said. abs-cbn showbiz news

c ab og , prov inc ia l director of the Misamis oriental, said that based on their investigation the NPa staged an ambushed belying Madlos allegation that the rebels were holding a checkpoint in the area.

cabog said that two escorts of Guingona were killed identified as the driver Bartolome (not to-mas as reported earlier) Velasco and his brother Nestor Velasco, one of Gu-ingona’s close-in security.

cabog also confirmed that a police officer Po3 Rolando Beneberito, one of the six police escorts of Guingona, (not Bonifacio amper), was wounded in the firefight.

Madlos said that the NPa did not know that Guingona was on board the vehicle, a green toyota-Hi Lux pickup.

He said that had the NPa knew earlier that Mayor Guingona was on board the vehicle, the in-cident would not happen after acknowledging that the Guingonas’ had a his-tory of being sympathetic to the revolutionary move-ment.

“We feel sorry for this incident, although Gu-ingona was warned last week not to bring armed security escort with her while on the campaign trail,” Madlos added.

Macapagal arroyo won the election, the election year that police and army served as BEis. the elec-tion was rife with reports of fraud, the most infamous among them the “Hello Garci” scandal where ar-royo was caught in a tapped phone conversation sup-posedly asking then Elec-tion commissioner Virgilio Garcillano to make sure she won by 1 million votes.

the names of a num-ber of generals were also mentioned in those taped conversations.

Maguindanao votes are said to have contributed to arroyo’s win, and although there were plans to inves-tigate the cheating there in 2004, nothing came of those plans.

solaiman, 39, teaches at the Matanog National High school in Maguindanao and began serving in the elections in 1999, when he first started teaching. He acknowledges that Magu-indanao played a big role in the Garci scandal and said that at that time members of the ampatuan family “ay hari sa Maguindanao (kings of Maguindanao).”

He said teachers like him in the autonomous Region in Muslim Mind-anao (aRMM) are espe-cially prone to harassments during elections and likens safekeeping the ballots to “protecting a child from kidnappers.”

this responsibility, when it is not carried out, could mean that candidates can file an administrative case against them in court, he said.

aRMM is composed of the provinces of Ma-guindanao, Lanao del sur, tawi-tawi, Basilan and sulu and the cities of Marawi and isabela. Most of the towns in the region are watch-list areas during elections because of the occurrence of election-related violent incidents. in

the 2010 polls, a teacher and a school principal were killed after the conduct of the presidential elections.

source codes “so be it”.But isn’t this a clear viola-

tion of the aEs code or law? there is also the territorial conflict of initially the scar-borough shoals with china and as of late, sabah only to be placed on the back burner of the news (or purposely omitted – but why”) with dozens of Filipino’s murdered and for what, a Nobel Peace Price aspiration?

there is the dilemma of the ampatuan murder case that effuses to move on frus-trating the deaths of more than 50 civilians murdered in broad daylight which will never seemingly be resolved.

in business the many fa-vored contracts especially the constitutional violations of one man or party’s ability to own multiple broadcast sta-tions in conflict with Print, or the affordability to own public utility to the detri-ment of the Filipino people only to be fronted for foreign ownership.

there are the favored contracts that continue to expand to favor a few of the rich only to mutate into

“We should in fact unite so that the nation can move forward in the next three years of the aquino admin-istration,” she added.

disgustingly rich favored by the administration with no real efforts to alleviate the poor other than media announcements that the country is better off.

With the first half of the administration gone and with a resounding approval of the people to vote their favored legislators again with the power of media, the country is doomed. there is No such thing as a good dynasty (go back to your history books). there is the practice of vote buying.

During the elections there are clear and obvi-ous violations by soon to be winners who will soon swear to the constitution they have already lied to. there is seemingly cheats within the comelec and it refuses to recognize it. Need more be said?

ers, with more than 800 from Maguindanao and Lanao del sur counting themselves as members of tEacH, an organization that was only registered under the secu-rity and Exchange commis-sion last month but which was formed in 2011.

Under the Election Re-forms Law of 1987, the BEi should be composed of a chairman and two members “all of whom shall be pub-lic school teachers, giving preference to those with permanent appointments.”

the law states that pri-vate school teachers, civil service employees or other citizens “of known probity and competence” and are registered employees of the city of municipality may be chosen for election duty should there be a shortage of public school teachers, the law states.

For the 2004 national elections, the commission on Elections promulgated Resolution 6454 that depu-tized the Department of National Defense, armed Forces of the Philippines, Department of interior and Local Government, the Na-tional Police commission, the Philippine National Police and other law en-forcement agencies.

the deputization was to ensure “free, orderly, honest, peaceful and credible con-duct” of elections, which to solaiman was achieved. He said the marine who served as poll clerk in his precinct easily spotted flying voters.

During elections in the aRMM there is a wide-spread hakot or the practice of politicians providing transportation for hundreds of individuals, some even underage, to vote for them in different precincts. (artha Kira Paredes/VERa Files through MindaNews)

military are finding ways to assist them from being stranded, not hostaged. in-stead, they will be hosted by LGU and military as we are preparing vehicles to pick them up,” Guerrero said.

“Rescue”Malou tiangco, a mem-

ber of the National Fact-Finding Mission and soli-darity Mission (NFFsM or FFM), who sent the group’s text message to MindaNews saturday night, followed it up with another mes-sage: “We are here at sitio cabuyao. We are held hos-tage…. We don’t have food and water,” she said, as she urged Governor corazon Malanyaon to “rescue mis-sion team.”

the FFM, organized by Balsa Mindanao and Barog Katawhan, left Davao city thursday and was expected to return sunday or Monday.

Malanyaon, who de-scribed the sitio as “the farthest barangay,” told MindaNews in a telephone interview sunday morning that she has not received any report on a hostage-taking. “i checked with barangay officials. Wala man” (there’s none).

Decried...from page 7

she said tiangco got in touch with her between 6:30 p.m. and 7 p.m. saturday and informed her they were “stranded” in cabuyao, a village in the hinterlands about three hours travel from Baganga poblacion.

the provincial govern-ment, she said, did not know a fact-finding mission was in the area because there was no coordination with them.

she said tiangco passed on the phone to Francis Morales, Executive Director at Balsa Mindanao.

“Hindi man nila sinabi na na-hostage sila” (they did not say they were hos-taged), Malanyaon said.

the governor said Mo-rales and tiangco told her about the alleged harass-ments. she said she told them she would have these investigated but concerned with their “safety and con-venience,” she offered to send vehicles to fetch them and bring them to Baganga poblacion on saturday night. But Malanyaon said Morales and tiangco told her the team would just spend the night in the community.

No contactMalanyaon told Min-

daNews sunday morning that she had been trying to get in touch with tiangco since around 6 a.m. sunday to discuss the arrangements on how to get them out of cabuyao but tiangco could not be reached.

at 10 a.m., Malanyaon said she still could not get in touch with tiangco.

MindaNews had been trying to reach tiangco saturday night and sunday morning but she could not be reached. somebody an-swered the text message at 11:10 a.m. sunday but said tiangco “is on meeting pa.”

the Quezon city-based Promotion of church Peo-ple’s Response in a statement e-mailed saturday evening quoting FFM member Dea-coness Norma Dollaga of Kapatiran simbahan para sa Bayan (Kasimbayan) said they had been expecting the vehicles mid-afternoon in sitio cabuyao and that soldiers “have been blocking the way of the contingent since the first day of the NFFsM last april 18.”

the PcPR statement, signed by secretary General Nardy sabino, quoted sister Nina achacoso, MsM, as saying, “we are trap(ped) because military paralyzed all means of our transpor-tation. Please share this information and pray for our safety here.”

the statement noted that as of 7 p.m. saturday, the mission members were “seeking the help of locals for water and shelter as darkness now engulfed their journey posing impending danger to the team.”

according to the PcPR, the NFFsM, composed of “churchpeople, environ-mental activists, human rights advocates and con-cerned individuals” is “now derailed from concluding their mission as all means of transportation which also contained necessary food

and water supplies for the team are put on a halt by numerous military check points and road mishaps. Road blocks such as logs and barriers caused the long delay of vehicles that would bring the members of the NFFsM back to the city for the last leg of their itinerary.”

FFM’s missionit said the NFFsM was

conducted to “primarily document the extra-judicial killing of Kagawad cristina Jose, a local leader of the typhoon Pablo survivors, to gather information on the corruption and mili-tarization of humanitarian assistance and rehabilita-tion funds, and the extent of environmental plunder involving the local govern-ment officials, military of-ficers and companies.”

on sunday morning, the National Union of Jour-nalists of the Philippines (NUJP) issued an alert that “five journalists covering a fact finding mission by an organization of typhoon Pablo survivors in Baganga, Davao oriental reported to colleagues that the group led by Barog Katawhan has been stranded after alleged harrassment by military elements.”

“Macky Macaspac of the alternative media outfit Pinoy Weekly and Marilou tuburan of Davao today reported last night (apr. 20) that they are among the 69 participants of the fact finding mission still unable to leave sitio cabuyao, Ba-rangay Binondo, Baganga, Davao oriental,” the NUJP alert, issued by JB Deveza of the Mindanao Media safety office, said.

the alert said Macaspac and tuburan were with two others from Kilab Multi-media and a columnist of sunstar whose names were not mentioned.

the NUJP quoted a re-port of Pinoy Weekly that “although there was no di-rect harm inflicted against the participants, the military reportedly threatened the drivers of vehicles rented for the FFM, causing them to flee from the area and leaving the participants stranded through the night.”

Deveza said they were “initially told military ele-ments encamped about an hour’s walk from the village where the FFM is being conducted are allegedly blocking the road leading to Baganga.”

the NUJP alert said Ronalyn olea of the online Bulatlat said they received a text message from one of the organizers of the mission that military agents were barring the group from leaving the area. (carolyn o. arguillas/MindaNews)
