Dinajpur district, told the BBC.

The billions he found there instead have left him in shock.

“I called up a friend in the bank and joked, maybe money is overflowing in your bank, that’s why your system has remitted so much money into my ac-count,” he said.

The government-run bank - motto “Safe Bank-ing with SBI” - has not explained what happened.

Subhashish Karmakar,

chief manager of the bank’s branch in Balurghat, de-clined to speak about the source of the funds or how the money got into Mr Saha’s account.

“I have been specifically asked not to comment on this issue,” he told the BBC.

The bank’s regional headquarters in Calcutta and national headquar-ters in Mumbai have been alerted and officials are trying to figure out what went wrong, sources in the bank say.

Mr Saha says he has managed to withdraw the $200 from his account that belonged to him.

“Even though I got my money back, the account sti l l holds the bil l ions of dollars as uncleared amount. I don’t know how long I’ll have to keep that astronomical figure in my account.” BBC NEWS

Interior and Local Gov-ernment Secretary Jesse M. Robredo said that active participation of local gov-ernment units is needed to seriously address squatting syndicates and professional squatters in the country.

Robredo said that the proliferation of professional squatters and squatting syn-dicates has been rampant in both urban and rural areas today.

“The government has to seriously address the squatting predicament in the country,” Robredo said.

THE Department of Interior and Local Government (DILG) yesterday directed local government units in the city and municipal level throughout the country to create a body that would check on squat-ting in their areas.

He said that the local anti-squatting committee serves as the operating arm of the national government’s drive in combating squatting problem in the local level.

Under Republic Act 7279, also known as Urban Development and Housing Act, local governments must adopt measure that would effectively curtail illegal activities of professional squatters and squatting syndicates in their areas.

The anti-squatting com-mittee shall adopt thefol-lowing measures: to iden-

tify and curtail activities of professional squatters and squatting syndicates, identify names of public

officials, private individu-als or entities suspected of encouraging and

KORONADAL––Export of processed pork to the United Arab Emirates is going to be ship to Dubai City this month to determine its market viability there, an official of the Department of Agriculture here said.

Evelyn Jaruda, of the agriculture department here, said that Dubai is an open city that allows entry of pork.

She said Dubai City of-fers a potential market for meat products since aside from a large number pork eating Filipino community there, other nationalities such as Indians also in-cluded pork meat in their diet.

Jaruda said that the ship-ment was offshoot of a meet-ing between agriculture officials and attaché from Dubai and local hog raisers of the market potential of pork products in Dubai.

According to Jaruda, local stakeholders will send “pork-in-a-box” samples

of processed pork meat to Dubai this month to de-termine if local products pass requirement of local partners there.

DA officials, however, are confident that local products can meet the re-quired standard of markets abroad.

The Dubai partner can also facilitate marketing of the products in other United Arab Emirates countries, Jaruda added.

The potential of pork products in the United Arab Emirates market is encouraging. We still have to determine the number of volume required, Jaruda said. The DA has already accredited hog raisers in General Santos City, Koro-nadal City and other areas in South Cotabato. “This, aside from backyard hog raisers as possible sources, too,” Jaruda said.

Considered for exports are surplus meat products only, Jaruda added. CD

THINK a minute.Sex was God’s idea.

God created sex in mar-riage for pleasure.

The problem is that we have misused and twisted God’s plan for sex.

We ruin this beautiful gift from God by using sex wrongly.

So we actual ly hurt ours e lves with wrong kinds of sex that were never intended for us.

Sex is like our other appetites.

Just like our appetite for food is to keep our body strong and healthy, sex has two main pur-poses : for PLEASURE and PROCREATION or having children. So we must use our sex drive in the right way for it to work best for us.

The only way sex can be fu l ly enjoyed i s in marriage.

It’s not lust and desire

Made for pleasure

for anybody we want, so we can just use them to make us feel good for the moment.

God designed us so that sex we have with anyone who is not our wife or husband is not pleasure that will keep satisfying us for a lifetime, because it’s not a permanent, secure relationship.

What’s more, sex with others you do not know well is extremely danger-ous because of AIDS and other sexually transmitted diseases.

Remember, you’re not

only having sex with that one person, but you’re having sex with ever y other person they have ever had sex with!

God intended sex to continually get better in marr iage because you love and know each other better through the years.

So even though your children are grown up, that does not mean sex has finished serving its purpose.

God’s plan for sex is much more than that . Remember, sexual close-ness in marriage is for

both the husband’s and wife’s pleasure.

That’s the kind of love God created for us to express and enjoy.

Passionate love that satisfies your wife or hus-band and not just you.

If you’re married and don’t enjoy close, intimate love in your relationship, then you’re missing one of the greatest gifts God has given to us human beings.

So why not ask Jesus to forgive you for your wrongs in your life and marriage.

Then ask Him to start changing you into a new person who learns to love your mate the way God wants you to.

It’s only then that your marriage can start becom-ing the happy, satisfying one you want for the rest of your life.

THE Department of Energy (DOE) is under fire for not acting on the continuing oil price hike. Transport owners in Manila severely criticized Sec. Jose Rene Almendras for doing nothing. Almendras is even accused of being sympathetic to oil manu-facturers and dealers in the country.

Stakeholders alleged that the country’s major oil players have over-priced the commodity. Almendras, however, said that DOE cannot do otherwise since the oil industry has not violated any law.

Peeved by accusations, Almendras now restricted himself in his luxurious energy flat (office). The secretary issued a gag order prohibiting energy employees and executives from issuing statements on the oil price issue.

“President Aquino has made lots of promises to address the problem of the transport industry. Aquino has not fulfilled any promises,” a transport leader said.

The other day, transport leaders warned of a na-tionwide protest against the government’s failure to address unabated fuel price hike in the country. Mili-tant transport leaders also refused to meet with the President anymore.

There were instances in the past where transport groups and stakeholders waged crippling strikes that

Transport leaders threaten nationwide strikehurt the economy. There are apprehensions those dark days are coming back too soon.

The other day, we wrote about the Aquino govern-ment’s failure to address basic problems confronting the Filipino people. Instead, President Aquino has personalized the affairs of the government meant on running after those perceived to be critical to his ad-ministration.

For instance, the President has sent cryptic messages ofCorona’s inevitable relief. Consequently, Malacañang is now scouting for Corona’s possible replacement. It seems clear too that the Aquino is pre-empting results of the Corona impeachment case.

Along the way, people have gotten lots of impression. With the dismal showing of the government’s prosecu-tion panel, Corona’s supporters have also snowballed these days. And, the impeachment court now appeared to have doubt the credibility of the government pros-ecution handling the case.

Everyone seemed to have foregone conclusion now that President Aquino wants those critical of his ad-ministration get the axes.

Is this the reason why Aquino is not keen on ad-dressing the sentiments of the people? Thus, Aquino first wants to clear all perceived political nemesis before looking into the predicament of the nation. -0- React: [email protected]

Conspiracy theoryLast part

IT was a lacerating rebuke to Corona who was at that time sitting at the VIP sec-tion with his wife. Makes one wonder how he felt? It must have taken him a lot of courage to make an ap-pearance at the opening day of the impeachment trial, knowing that the prosecu-tion team would certainly attack him. Could it be that his appearance was calculated to evoke public sympathy and make him a martyr in the public eye?

But it must be remem-bered that for several days prior to his “day in court,” Corona staged press con-ferences and public rallies and attacked several people of conspiracy to bring him down. First, he accused the Land Registration Author-ity (LRA) Administrator of producing a fake list of 45 properties that were al-legedly owned by Corona,

his wife and children, and in-laws. He branded the list as a “hoax.”

And just hours before the impeachment trial started, Corona told his supporters who gathered in front of the Supreme Court that three persons were conspiring to remove him from office. He said that the first wanted to stop the distribution of Hacienda Luisita to farmer-beneficiaries, the second lost in his bid to become vice president, and the third “desperately” wants to be-come Chief Justice.

Midnight appointment

Corona shouldn’t blame anybody but himself for the problems he’s having now. It must be remem-bered that when he was nominated for the soon-to-be-vacant Chief Justice position in the waning days of the Arroyo administra-tion, several other justices were nominated including then-Associate Justice and now-Ombudsman Conchita Carpio-Morales and Associ-ate Justice Antonio Carpio. Carpio-Morales and Carpio declined the nomination noting that there was a ban on “midnight appoint-

ments.”But Corona accepted

the nomination saying that it was the dream of every lawyer to be appointed to the highest position in the Judiciary.

However, many warned him that accepting a “mid-night appointment” could be problematic in the future. It was a self-fulfilling prophecy and look where he is right now – fighting to keep the position that he dreamed about all his life.

It’s too early to see how the political weather vane would turn. But if Corona were acquitted, would his-tory give him a place to oc-cupy next to Cayetano Arel-lano and Jose Abad Santos? Or would an unforgiving people consign him to the dustbin of history when he steps down in 2018?

He had his “day in court.” Quo vadis, Corona?

MANY years ago during the time of Presidents Roxas, Osmena, Quirino, Magsaysay and Garcia, excessive and dirty politics were unknown. Good and qualified people ran for various positions with nothing in mind but to serve. There was no vote-buying, no dirty cam-paign, no personal attack and other form of violence. There was nothing but respect, peace and friendship.

The country then was one of the best in Asia in terms of prestige, economic stability, development and growth. Some Asian nations envied our country the way it was ran and managed. Of course, there were still sporadic violence and petty crimes but they never reached a frightening magnitude. Politics were exer-cised with utmost care and friendship for which every after an election process, people and candidates forget everything and went on cooperating. The country grew up to a surprising extent.

It was in the later years during the time of Pres. Marcos that our ways of exercising elections dwindled so much and with it went vote-buying, assassinations, ugly politi-cal campaign, private armies and so many others. After each elections, political rivals went on with their fight and they never become friends again. That was true to their supporters who carried on the fight for years until they disappear from the surface of the Earth.

Such highly irregular handling of political exercises

In excess of politics

2 Davao startups goes to Silicon ValleyBy MAI GEVERA-MACAPAGAT

DAVAO City- Davao City ’s entries to the ON3 Pitching Competition, Piclyf and Radgreen Solutions were two of the three Grand Prize winners who will be brought to Silicon Valley for a three-month exposure, immer-sion, and funding mission. ICT Davao President Bert Barriga announced this earlier today as both entries landed at the top spot and bested all the other start-up companies from other parts of the country. The competition was aimed to look for potential ideas generated from the innovative minds of Filipinos that can be developed for introduction to the global markets. The ON3 Pitching is organized by the Science and Technology Advisory Council of Silicon Valley (STAC-SV). Piclyf, created by Eric Su, is a new social network site wherein you use pictures to chronicle your life, or in short, a picture diary. It is fully loaded with the features such as earning badges, following your friends, tagging, and a whole lot more. Radgreen Solutions, represented by Ricky Dayot, introduces a new technology to help alleviate climate change: The Pyroclave. It is a no-burn waste processor for infectious and hazardous wastes. The Pyroclave technology utilizes the “Hydroburn” procedure, which enables production of intense amounts of heat at a lower cost, thus making it economical and environment-friendly. Both Piclyf and Radgreen Solutions were the semi-finalists in the Mindanao Leg and were subsidized by the DOST XI to the ON3 Pitching Competition Finals at the SMX Convention Center in Manila last July 30, 2011. UPDATE : BusinessWeek Mindanao’s Partners OUTSTANDING ENTREPRENEURS & BUSINESS LEADERS AWARDS 2012

Parasat Cable TV is Min-danao’s only Digital Tele-vision system provider, The headquarters of the company is located at Cruz Taal Street, Cagayan de Oro City. Parasat Cable TV, Inc. started as an electronics retail store and repair shop established by Elpidio M. Paras. In 1991, Paras established Parasat Cable TV, Inc. To date, Parasat Cable TV has coverage in the following areas: entire Cagayan de Oro City, municipalities of Opol and Tagoloan. It has established branches in Malaybalay and San Carlos. It has also formed partnerships with other cable operators in Gin-goog City and the mu-nicipalities of Balingasag, Don Carlos and Valencia, Bukidnon. It is continu-ously expanding its cover-age to the east and west sides of Misamis Oriental. Parasat’s Mission• To strengthen our cur-

rent market leadership in our service area as the premier cable TV operator and broadband service provider;• To continuously im-prove all our business processes to achieve a level of excellence that is vastly superior to all others in the industry;• To constantly promote initiative, creativity, in-novation and teamwork to achieve the highest level of satisfaction to our customers;• To employ the latest state-of-the-art technol-ogy in its business opera-tion;• To have a sizable cash-on-hand level and return on investment (ROI) ratio from its business opera-tion;• To maintain a dynamic, humanistic and competi-tive compensation envi-ronment that will attract, retain and motivate excel-lent personnel. In Cagayan de Oro, he

introduced the concept of putting a TV/VCR in restaurants, showing the latest sports and boxing championships, way be-fore cable TV became a common fixture in every home. In 1985, Engr. Paras started manufacturing satellite dishes until fi-nally in 1986 his satellite receiving system was able to capture the EDSA Revo-lution, which was being beamed for the first time worldwide by CNN. This provided Cagayanons the

first glimpse of the media revolution wherein live events can now be beamed across the globe in real time. He then started build-ing bigger dishes to cap-ture the very weak sig-nals beamed by the early Intelsat series. In just a matter of three years, rich businessmen and entre-preneurs from all over the Philippines began order-ing satellite dishes from Engr. Paras. In 1989 thru and Ex-ecutive Order 205 signed by the Pres. Cory Aquino, the cable industry was de-regulated. It was this year when the cable operators fledged. Cable operators all over the country started to order satellite dishes from Engr. Paras. Among the first cable operators to order was Sen, Ramon Magsaysay, Jr. the senator’s cable operation covered the provinces of Olongapo, Bicol and Batangas. In 1991, with an initial investment of P200,000 Engr. Paras established Parasat Cable TV, Inc. it was (and still is) the forerunner of cable TV in Mindanao. Parasat Cable started its operation at the backyard of the resi-dence of Engr. Paras with less than 10 employees, mostly fresh graduates and on-the-job trainees from technical schools. It began by installing cable lines in the subdi-vision where they were located, offering only 12 channels. It has since ex-panded its coverage in Cagayan de Oro City and nearby municipalities. Parasat also acquire cable companies nearby areas. Parasat Cable carries most of the major pro-grams available for cable viewing. Among the pro-grams currently being car-ried are CNN, ESPN, STA, HBO, CINEMAX, ANC, VIVA, PINOY BLOCK-BUSTER and a number of national and international programs.

Republic Act No. 9593 or “The Tourism Act of 2009” declares a national policy for tourism as an engine of investment, employment, growth and national develop-ment, and strengthening the Department of Tourism and its attached agencies to effectively and efficiently implement that policy, and appropriating fund thereof. The Act supports the establishment of Tourism Enter-prise Zones (TEZs) which will contribute to the accelerated creation of employment opportunities by encouraging and supporting investments in the development and operation of these zones. These TEZs will be the centers of tourism develop-ment in the country and are created with the objective of providing the necessary vehicle to coordinate actions of the public and private sectors to address development barriers, attract and focus investment on specific geo-graphical areas and upgrade product and service quality. The Tourism Infrastructure and Enterprise Zone Au-thority or TIEZA (formerly Philippine Tourism Author-ity), an attached agency to the Department of Tourism, is mandated to designate, regulate and supervise the TEZs established under this Act, as well as develop, manage and supervise tourism infrastructure projects in the country. It shall supervise and regulate the cultural, economic and environmentally sustainable development of TEZs toward the primary objective of encouraging investments therein. The TIEZA will be governed and its powers exercised by a Board of Directors (TIEZA Board) composed of The Department Secretary, The TIEZA Chief Operating Officer, The Tourism Promotion Board Chief Operating Officer, the Department of Public Work and Highways Secretary, the Department of Environmental and Natural Resources Secretary, the Department of Internal and Local Government Secretary, and five (5) representative direc-tors that will be recommended by the Tourism Congress.

TOURISM INFRASTRUCTURE & ENTERPRISE ZONE AUTHORITY

With the legal and policy frameworks firmly in place, our newly-transformed or-ganization, the Tourism In-frastructure and Enterprise Zone Authority (TIEZA), moves to the forefront of the efforts to fully develop the country’s tourism industry. The Philippines, con-sisting of more than 7,107 islands teeming with natural resources in a tropical setting

MESSAGE

with culture enriched by Asian and Western influences and a history gloriously marked by heroic feats, is in a position to become one of the world’s top tourist destina-tions. This is our vision. We shall accomplish that vision by strengthening public-private partnership, forging closer relationship with local Government Units (LGUs), and by working hand in hand with the industry stakeholders who are now represented in the TIEZA’s Board of Directors. We shall encourage local and foreign investments in our tourism industry through the establishment of Tourism Enterprise Zones (TEZs) in strategic areas of the country. In this age of globalization marked by tough com-petition, we can only thrive by adopting a culture of excellence. We shall nourish the best qualities of our workforce, encourage creativity and innovation, and build an organization that’s stands on the pillars of integrity, diligence, and competence. Even in the wake of the global economic crisis, the prospects for the tourism industry remain bright as ever. By asserting our role as one of the agencies of government under the Department of Tourism, I have no doubt that we could effectively contribute to the national thrust to make tourism as an engine of socio-economic growth. The challenges are daunting as they are exciting. Among others, critical issues such as competitiveness, environmental protection and sustainability, have to be addressed. We also need to ensure that the industry’s economic gains shall impact on the improvement of the quality of life of our people, especially those in depressed areas. I am fully confident that, if we put our acts together with a clear vision and a deep sense of mission, we will succeed.

dragged on until today and uglier scenarios ap-pear each time there is an elections. Political vendetta became a regular habit of politician as accusations in court surface regardless if the matters had legal basis or not. Murder and all types of violence emerge every time there is political cam-paign and so many lives are lost in the name of politics.

This is not the kind of politics the Americans are having. Candidates after each elections become friends and forget every-thing that transpired during the campaign. They never resort to violence during heated campaign. They fight on issues and matters that concern the country. Elec-

tions here are truly beauti-ful and a nice exercise of democratic procedure.

How we can change our habit of bad elections is the thing that everyone should think about.

We have lots of pres-tigious organizations like civic, religious, profession-als, etc. and all these groups can suggest of things to be done to straighten our kind of democracy. We need determined citizens to introduce new innova-tions to change our styles of exercising freedom.

For decades, our leaders and people have exercised a false freedom. We keep on passing into our youth such an ugly and distorted method of handling elec-tions. The wrong practice have been accepted and considered a way of life,

thus taken as normal and acceptable. It has been a long time that our people are hungry of the truth and the correct things to improve our understand-ing of freedom. We must get away with vote-buying, dirty campaign propaganda, violence and other ugly practices. (BEN EMATA)

“They (Global Fund) have the requirements but what is important is that we are included among countries to receive funding,”Tayag said.

Beginning its operation in 2002, Global Fund has saved 7.7 million lives by providing AIDS treatment for 3.3 million people, anti-tuberculosis treatment for 8.6 million people and 230 million insecticide-treated nets for the prevention of malaria.

Currently, the Global Fund is almost entirely funded by contributions from the governments of developed nations, with Mi-crosoft founder Bill Gates among the many bilateral donors to provide seed money for the project.

The Philippines is one of the seven countries world-wide where HIV cases are rising in an alarming rate. The government appears helpless in the prevention, care, treatment and pro-viding support services for people diagnosed to have HIV that makes the Philippines heavily reliant on foreign aid in address-ing the problem. The forest products are now in the custody of the Carmen police.

On the same day, police personnel recovered 400 board feet sawn lumber worth P4,800 in Barangay San Juan, Madrid town. Madrid police personnel said they took custody of the lumber which they found abandoned while on operation.

Bislig City police per-sonnel and United Philip-pine Nationwide Peace Task Force members operating under the city government’s Task Force Kalikasan, seized 303.33 board feet of sawn lumber worth P10,920 on Abarca Street, Barangay Mangagoy on Tuesday.

Police said Francisco Obedencio and Violeta Obedencio were caught unloading the undocu-mented lumber from their Rusi motorcycle at around 10 p.m.

giant Globe-Innove when its franchise was for it to build TV and radio networks.

Casiño said: “How can an obviously fictitious broad-casting company flagrantly violate its franchise and its provisional authorities for six years, SIX YEARS, and yet be allowed by the NTC to still operate another three years? Masyado naman si-lang sinusuwerte!”

Casiño said that instead of building its TV and radio networks, Altimax merely leased the use of its fre-quencies to Globe-Innove. He said that from October 1, 2009 to December 31, 2010, Globe-Innove paid P160 million to Altimax for said lease when the money should have been paid as spectrum user’s fees to the government.

“The effect of this (NTC’s actions) is that Altimax is being rewarded, instead of being punished, for failing to roll-out its promised network. Meanwhile, Globe-Innove gets to illegally hog and use frequencies reserved for radio and TV,” he said in his speech.

“Not only that. Globe is cheating the government of millions in spectrum users fees when it leases from Altimax radio broadcast-ing frequencies at a cost much much lower than what it would have to pay if it paid the proper fees for broadband frequencies, not to mention the additional profits that it makes from Altimax itself, of which it owns something like a third,” the lawmaker claimed.

He added: “At the mini-mum, the P160 million that Globe paid Altimax should have went to the government in the form of users fees for these frequencies.”

Casiño stated further in his speech: “… we cannot tolerate such shenanigans. I smell big money. I smell a crooked deal. I smell corrup-tion. And right smack in the middle is Globe Telecom, that owns and uses Altimax, and crooked officials of the NTC.”

He said the deal is all irregular. He urged Congress to investigate the matter immediately. “We simply cannot allow such a circum-vention and abuse of the franchises we have granted both to Globe Telecom and Altimax. At the very least, this act requires Globe to pay the right fees and

charges to the government, plus penalties. Second, the agreement entered into by Globe with Altimax should be scrapped. And third, Altimax’s franchise should be immediately revoked,” Casiño said in his speech.

are not favoring anybody but simply calling on the government to work for social justice and public welfare.

The Hacienda Luisita is a 4,915 hectares sugar estate owned by the family and relatives of Aquino.

Another issue that Ga-riguez wants to be settled is for the government to return the billions of pesos in coconut levy funds that were allegedly stolen from coconut farmers.

He called on Aquino to side with farmers in the fight for the levy for decades and which critics said benefited businessman Eduardo Cojuangco, the President’s uncle.

“So again, we are ap-pealing that the political power be also used for the Hacienda Luisita and coco levy and not use it for personal interests,” said Gariguez. [CBCPNews]
