Large celebrations on June 19 beganin 1866 and continued regularly into theearly 20th century. The African-Americans treated this day like the Fourthof July and the celebrations containedsimilar events. In the early days, the cele-bration included a prayer service, speak-ers with inspirational messages, reading

of the emancipation proclamation, sto-ries from former slaves, food, red sodawater, games, rodeos and dances.

The celebration of June 19 as eman-cipation day spread from Texas to theneighboring states of Louisiana,Arkansas and Oklahoma. It has alsoappeared in Alabama, Florida, andCalifornia as African-American Texansmigrated.

In many parts of Texas, ex-slaves pur-chased land, or "emancipation grounds,"for the Juneteenth gathering. Examplesinclude: Emancipation Park in Houston,purchased in 1872; what is now BookerT. Washington Park in Mexia; andEmancipation park in East Austin.

Celebration of Juneteenth declined

during World War II but revived in 1950at the Texas State Fair Grounds in Dallas.Interest and participation fell away dur-ing the late 1950's and 1960's as atten-tion focused on expansion of freedom forAfrican-Americans. In the 1970's June teent h revived in some commun ities .

For example, in Austin the Juneteenth cel-ebration returned in 1976 after a 25 yearhiatus.

Thanks to legislation adopted bythe full Common Council June 2, theCity of Milwaukee will now be able tofast-track the tax foreclosure processon vacant and abandoned homes, amove that will improve the oddsagainst destabilizing blight and van-dalism in city neighborhoods.

Alderman Robert J. Bauman, the

primary sponsor of the legislation(File #150164 – attached), said thecity needs the authority to seize aban-doned homes before they become tar-gets for theft, crime and blight. The

file was adopted by the Council afterit was pulled from committee today byAlderman Bauman.

“The policy of the Treasurer’sOffice to wait three years to begin InRem foreclosure proceedings (forunpaid property taxes) against theowners of vacant or abandonedbuildings led to homes being stripped

of windows and fixtures, plumbingand electrical systems, and devastat-ing vandalism,” Alderman Baumansaid.

“When we lose these properties to

vandalism or damage caused bywater and weather (leaky roofing,open and missing windows, etc.), weare losing our tax base and creatingvacant lots that may not be redevel-oped for a full generation,” he said.

The legislation also allows anyCommon Council member (or any citydepartment head or designee) to

immediately report to the CityAttorney’s Office when a property isregistered in the city’s vacant buildingregistry or its residential propertiespending foreclosure registry, and that

the property is tax-delinquent gible for property tax foreOnce it has received a reportype, the City Attorney’s Offthen begin the process of cothe property taxes owed.

‘Summer Solstice’ returns to Wehr Nature Center

New flights and routes are drivingan increase in passengers atMilwaukee County’s General MitchellInternational Airport (MKE).Passenger traffic for April was586,292, an increase of 1.9 percentfrom April 2014. New routeslaunched by Southwest and OneJet inApril helped boost passenger countsat Mitchell.

“The latest increase in passenger

serving the earth, more people than areever are going green, and paint andstain companies are stepping up to theplate with greener choices. Shop foreco-friendlier paint and stain, and you’ll

find endless choices, some of them betterthan others. If you are thinking aboutpainting or staining something in yourhome and want to go green, here aresome tips.

Know the culprits. Traditional paintcontains a lot of toxic chemicals, mostnotably volatile organic compounds orVOCs. VOCs pollute the air and cancause nausea, dizziness, eye irritation,cancer and heart, lung and kidney dam-age. Traditional paint also containsfungicides and biocides, air pollutantsthat prevent mildew growth and extendthe life of the paint. Traditional paint con-tains chemical pigments as well, anotherair pollutant. Traditional stain contains

even more air pollutants than paint.When shopping for paint and stain,pay attention to the labels. Obviouslythe less VOCs, fungicides, biocides andchemical pigments the product has, the

better. The greenest choices offer low VOCs, low fungicides acides and natural pigments. The gchoices in stain are water basedbiocides or added dryers.

Exterior paint generally cmore air pollutants than interior p

exterior paint contains fungicidevent mildew growth and biocextend the shelf life. While yofind a low-biocide exterior pacan look for one with zinc oxidfungicide and low VOCs.

Interior paint offers better options. Natural paints made frsam, citrus, minerals and other are ideal, as is milk paint macasein and lime. Latex paint flow biocides and low VOCs isgood choice. Acrylic paint and latex paint will also suffice, pthey have no mercury or lead. Yalso make your own eco-friendand stain. There are dozens of

online you can follow. The wopotentially the most dangerouand stain are oil or solvent basedthese when at all possible.

Greener choices in paint aare available. Do your homewono matter what you select, make area where you are working is wtilated. And when it’s time to discleftover paint or stain, do so pDonate it or take it to a hazardoucollection facility. Don’t dump trash, where it will make its walandfill and possibly pollute the water.
