1. INTRODUCTION AND PURPOSE

This Request for Information (RFI) has been issued by the Swedish Defence Materiel Administration

(FMV).

This RFI presents to Aerospace industry, Simulator Industry and other commercial operators key

training objectives specifications, content and functional requirements for a new Military Flying

Training System (MFTS). It aims to provide elements allowing the Aerospace industry, Simulator

Industry and other commercial operators to issue consistent information in line with some (if not all) of

the needs expressed in this document, give answers to the corresponding requirements, and provide the

latest state-of-the-art information related to the architecture of a new MFTS.

This RFI is a vital tool in the realization of the preparation phase of a possible future acquisition

programme. The answers from the RFI might provide refined and additional information to help FMV

precise requirements in a subsequent Request for Quotation.

As mentioned above the purpose with this RFI is merely to gather necessary information for the

establishment of a possible Request for Quotation (RFQ). The information will be used to assess the

possibilities for a possible future acquisition of a MFTS - Development, Production and In service

support programme. FMV shall not incur in any obligations based on the information given as response

to this RFI. This RFI shall not be considered as procurement and neither represent a contract nor a

promise of a contract or a commitment of any kind on the part of FMV. Nor will FMV reimburse or in

any other way cover occurring costs for the respondents to this RFI. Further FMV preserve the right to

at any time change the time schedule and scope of information.

The received information will be treated in accordance with Swedish laws and regulations (See also

Article 4.2.3. Security Classification and IPR).

No Suppliers will be excluded from a future procurement due to a non-answer or incomplete answers

regarding the RFI.

In the beginning of the document, definitions for the key terms are given. Then, the concept of the

MFTS is described and RFI response instructions are presented. This is followed by the system and

programme related questionnaires instructions and information about contracting model and how to

present questions to FMV.

Based upon the responses to this RFI, respondents may be asked to demonstrate their equipment to

FMV.

2. GENERAL REQUIREMENTS

The unique requirements of the combat pilot training will dictate most of the major design features,

which in turn will govern the performance of the training tools/aids. The Swedish Air Force (SwAF)

wishes to secure an long-term training design in which development risk is contained to an acceptable

low level, capability is cost-effectively weighted against procurement and support costs. Logistic

support can be fully outsourced if showed to be cost effective.

The current SwAF training philosophy on how to train combat pilots has been developed from a

traditional training system with a large percentage of wash-outs during primary flight training/screening

to a system that puts the focus on the Student Pilot (SP) training environment, while giving the best

possible prospect for graduation without pressure and stress. The first step in the training process is to

put the candidate SP through a rigorous screening. The experience is that SwAF gets SP´s with high

levels of confidence and with sufficient qualifications well above the minimum requirements for

moving on to operational duties. A future pilot training should therefore allow SwAF to have influence

on the training syllabus and on the philosophy of training that secures military airmen’s ethos and the

current low wash-out percentage.

The objective is to identify possible future solutions for a holistic training system, covering Phase II-IV,

which fulfils sufficient training quality and secures SwAF long-term (2040+) need for military pilot

training.

Sweden also expects the new training solution to be designed as a state-of-the-art training system with

the possibility to adapt to the future using a high degree of flexibility and adaptability to new threat

scenarios regarding of technology, methods, organisation and operational behaviour.

Cost effectiveness, in a life cycle perspective, must be emphasized. To achieve the objectives of cost

effectiveness, performance, acquisition cost and operational costs of the chosen trainer aircraft must be

optimized against state-of-the-art ground based training systems, like simulators, that from the start are

integrated to the training system. SwAF also foresees that a reduction of cost may be obtained by taking

over parts of the training presently conducted on operational aircraft.

A future training solution should be synchronised with the military academic education.

The SwAF entry level for Phase II requires no flying experience. Instead the becoming SP has been

screened and tested before entering the flying training within SwAF. When reaching the Phase II exit

level (pilot wings), the SP is assessed to pass for further flying training during Phases III-IV and later

on for fighter training. The SwAF future Phase IV exit level requirements are described in Appendix 1.

3. CONCEPT DESCRIPTION

“Military Flying Training System (MFTS)” shall be understood to cover all related equipment,

materials, services, personnel and means for the training of fighter pilots (including but not limited to

the trainer aircraft, the supporting equipment, synthetic and computer technology based ground training,

networks, classroom facilities, academic training, etc.,). The possibility to download Operational

Conversion Unit (OCU) missions should be provided in order to decrease the number of missions

performed on front line aircraft in OCU squadrons.

3.1. Rationale and Mission Need

Modern air warfare has developed markedly with the introduction of network centric warfare (e.g.

NEC), higher aircraft performance and new classes of weapon and sensor systems, which has multiplied

the tactical capabilities of the combat aircraft. To maximise effectiveness, pilots have at their disposal

multi-role capable aircraft, sophisticated sensors, self-protection equipment and precision guided

weapons, the operation of which demand new skills, training and experience.

In order to meet the requirements of the sophisticated capabilities of the future front line combat

aircraft, the fundamental requirements for a new combat pilot training system are:

the ability to develop the student pilots systems management skills,

the demands of the capability and functionality of new aircraft generations,

the ability to train the student pilots to the basics of combat flying with the new combat aircraft

generations.

The full exploitation of the new MFTS shall allow for a greater cost efficiency of the training.

This MFTS shall allow downloading of high-level training tasks presently carried out with the combat

aircraft into earlier stages of training in a building block approach. This introduces potential for savings

in the total training cost of a military combat ready pilot.

This document describes a concept for a new military flying training system.

3.2. Present Pilot Training

Currently SwAF uses SK 60 (Saab 105) as a basic trainer aircraft. The aircraft is equipped with basic

instrumentation, basic systems and flight characteristics which results in a need to use the OCU to train

information and systems management skills, reducing the operational units’ training effectiveness and

not allowing optimal downloading.

SwAF has its own military flying training school, training program and syllabi.

3.3. Combat Pilot Training

3.3.1. General

The concept of the MFTS covers and improves training currently given in Phases II to IV and some

parts of training given in the OCUs. The MFTS is anticipated to be used for both basic and advanced

flying training.(see Operational and capability requirements, Appendix 1).

The MFTS is conceived as a single system. The training objective is to produce a proficient swing-role

wingman combat pilot with the skills for OCU follow-on training.

The MFTS shall be a military flying school, although activities may be outsourced. The training shall

be conducted under military aviation regulations, the trainer aircraft shall meet, as applicable, military

certification requirements in order to be military certified and registered. Moreover, all flying activities

shall be classified as military flying.

FMV/SwAF will provide the military Instructor Pilots required. Industrial staffing could be considered

for ground support (Ground Based Training Systems, logistics, maintenance…).

The MFTS shall allow the student pilots to obtain a military pilot licence.

3.3.2. Through life approach

Since the MFTS will be established from a life through capability perspective, the various proposed

concepts and systems/sub-systems will be evaluated with a high focus on issues related to sustainability

and adaptability to new requirements. The MFTS shall therefore be adaptable to new operational

requirements.

A key issue for FMV is that the MFTS shall be competitive, cost effective and affordable from a

through life approach.

Since the MFTS will have a vital importance to the SwAF operational capability, the assessment of

proposed solutions will be carried out from a through life perspective in terms of LCC (Life cycle cost)

and adaptability to new missions and tasks.

There will be a continuous need of capability development. It is therefore necessary that the respondent

is interested in a Life Cycle Support (LCS) responsibility in further development of the delivered

systems and services in order to cope with the SwAF current and future capability needs.

In order to be able to define a cost effective solution for sustainment of the MFTS in a through life

perspective, FMV will consider alternative solutions for In-Service Support. One option for this is that a

commercial contractor takes the full responsibility or part of the responsibility to maintain the MFTS

capability during its estimated life time. Consequently, FMV welcomes initiatives from the respondents

to this RFI regarding establishment of cost effective long term sustainment of the MFTS.

3.3.3. Air bases and Facilities

The training shall in principal be located at one air base in Sweden.

SwAF/FMV will at the base, as GFF (Government Furnished Facilities), provide all infrastructure and

facilities required for the operation of the MFTS, such as:

Operational facilities: academic classroom, flight line, room for ground based training

subsystems, operational services, Headquarters, administration, housing, messing, recreation,

medical, etc.;

Air traffic control and weather services;

Fuel, Oil and Lubricants (POL) facilities;

Runway, taxi way, ramp and arresting gear facilities;

Search and rescue organisation;

Survival and ejection seat training facilities;

Crash and fire rescue organisation;

Alternate airfields and weapon ranges (air & ground);

Flying training areas.

The respondent SHALL provide information for an MFTS enabling up to 8 000 flying hours with

trainer aircraft and up to 3 000 simulator hours per year. The respondent SHOULD also provide

information on how its answer would allow evolutions of these figures. Doing so, the respondent might

take into account the evolution of aircraft need of maintenance according to time and flight hours or,

given the minimum number of ground based training systems needed. Furthermore, it is highly

recommended that the respondent take into account the potential evolution of the flight hours.

3.3.4. System architecture

The MFTS shall be an autonomous and fully integrated system comprising all elements in terms of

hardware and software, necessary for carrying out effective training. The most suitable training media,

based on new generation technologies, shall be used. Due to the continuous evolution of these

technologies and their applications in training and combat aircraft, the system shall have sufficient

flexibility and growth potential.

The MFTS shall comprise of, but not be limited to, the following subsystems:

Training Management System (TMS);

Academic Training System;

Ground Based Training System (GBTS);

Trainer Aircraft;

Mission Planning and Debriefing System (MPDS);

Logistic and Support Systems;

The functional requirements for the training content, together with the main functional requirements for

the subsystems, will be described in the later sections of the RFI (Appendix 1).

4. RESPONSE TO RFI

4.1. General

The respondents to this RFI may respond on main sub-systems, as defined in Article 5 and 6 in the

Appendix 1 of this RFI, of the complete MFTS. But, even if the technical properties in a subsystem

have a vital importance, it is essential to understand that the total system capability has priority in the

assessment of various optional solutions.

Furthermore, FMV would like to emphasize that even though this RFI is based on the SwAF concept

(Appendix 1), optional solutions that may be novel in order to achieve the needed operational capability

are of interest in the establishment of the final RFQ, if they are feasible and cost effective.

Cost effectiveness of the MFTS in a life cycle perspective must be emphasized. The MFTS solution

shall result in considerable lower costs for the overall training of front line fighter pilots.

Any questions related to this RFI shall be addressed to FMV in accordance with the instructions in

Article 9 (Questions to FMV).

4.2. Response instructions

The response to this RFI shall follow the instructions below and must be received by FMV at the latest

1 July 2015.

4.2.1. Language

All responses to this RFI shall be in English.

4.2.2. RFI response Submission

To ensure a correct assessment great importance is placed on the completeness of the response and that

the questionnaires, respectively the template is filled in as intended. For questionnaires and template,

please see Appendix 1-6. Instructions for how to fill in the different questionnaires can be found in

Article 5 (System Related Questionnaire Instructions) and Article 6 (Programme Related Questionnaire

Instructions).

Furthermore, as part of the response, FMV request relevant marketing information, product leaflets,

system descriptions etc., preferably with text and pictures. FMV would also appreciate digital pictures

of the proposed technical systems.

4.2.3. Security Classification and IPR

The information/documentation exchanged between FMV and the respondents will be non-classified

and open. This implies that FMV can, free of charge and without violation of Intellectual Property

Rights (IPR), use the received information. The respondent is aware of and acknowledges that

information received by FMV as a result of this RFI may be used for internal purposes at FMV to

derive, without referring to the source, requirements for a RFQ regarding a Military Flying Training

System. The respondent grants FMV a right to use the information for such procurement purposes

Data pertaining to submitted information may be subject to secrecy pursuant to the Public Access to

Information and Secrecy Act [Offentlighets- och sekretesslagen (2009:400)]. A respondent’s data will

only be subject to the protection of commercial secrecy if the data refers to the respondent’s business-

or operating circumstances and there is special reason to assume that the respondent will suffer damage

if the data is disclosed.

If the respondent considers that the data the respondent has submitted fulfils the requirements for

commercial secrecy as above, the respondent should in writing request commercial secrecy, giving

details of the data involved and what damage the respondent would suffer if the data were disclosed.

4.2.4. Export regulations

If export of materiel or associated information is subject to special regulations, this must be explained.

If, for some reason, any requested information is being withheld from FMV, this must also be

explained. The implications and procedures followed by any special regulations shall be explained.

4.2.5. Currency to be used in Response

The response shall be in Euro (€) with the exchange rate of 1 April 2015.

4.2.6. VAT and other Taxes/Charges

All prices in the response of the RFI shall be stated exclusive of Value Added Tax (VAT), taxes,

custom duties or similar charges. The tax regulations within EU shall apply.

In order to make sure that the respondents answering this RFI are capable of providing the

MFTS/subsystems/equipment/services included in the answer to this RFI the respondents shall provide

FMV with information about their economical as well as technical capability to provide the

MFTS/subsystems/equipment/services included in the answer to this RFI.

The information shall include but is not limited to:

annual reports and financial statements for last 3 years

information about the amount of employees in last 3 years

confirmation that the respondent’s business is performed according to national legislation

information about the know-how and previous experience that prove the capability of the

respondent to fulfil the requirements of this RFI concerning the MFTS or its subsystems,

equipment or services. This information should include, but is not limited to, for example

information about projects (as reference projects) implemented earlier concerning similar

system/subsystem/equipment/services.

information about the certification status of the company. In addition, the respondent shall

provide FMV with information about the quality management system of the respondent

including information about the respondent’s quality planning, risk management and

configuration management. The assumption of FMV is that AQAP standards are applied in the

procurement of the MFTS.

5. SYSTEM RELATED QUESTIONNAIRE INSTRUCTIONS

5.1. General

The purpose of this article is to give the respondents instructions on how to answer the System Related

Questionnaire (Appendix 2). The System Related Questionnaire contains questions regarding the

6. PROGRAMME RELATED QUESTIONNAIRE INSTRUCTIONS

6.1. General

The purpose of this article is to give the respondent instructions for the completion of the Programme

Related Questionnaire and the LCC Questionnaire, and an overview of the Implementation Plan.

When completing the questionnaire, the respondent may choose what financial model it regards as

preferable (e.g. cost effective for the customer and/or the Company, due to planned production etc.).

This may, without limitation, include price and payment based on traditional procurement solutions,

performance based prices, PPP (Public-private partnership) and prices with other approaches. However,

it is important that it is clearly stated for which financial models, including payment plans, the response

is applicable.

For the completion of the LCC model (see Article 6.4.1), prices and costs used shall be applicable to a

system with performance as stated in Appendix 2 (System Related Questionnaire), column Answer.

6.3. Acquisition Costs

In case the information is not based on a full outsourcing solution the respondents shall provide ROM

(Rough order of magnitude) cost figures for the different subsystems to be incurred during the

acquisition and implementation phase.

6.4. LCC Calculation Instructions

6.4.1. LCC Introduction

The life cycle cost of the future MFTS System is of great importance to FMV. Therefore, an estimation

of the LCC is an important factor in this RFI. In Appendix 4 an LCC-model is included that FMV

expect the responders to complete. The LCC calculation shall be based on the characteristics of the

MFTS/MFTS sub-systems as defined in Operational and capability requirements, Appendix 1. The

table containing the LCC breakdown structure is located in Appendix 4.

The main purpose to use LCC in acquisition is to compare different solutions during the expected life of

the systems. The costs are usually separated in costs for acquisition (LAC), operational costs (LOC),

support costs (LSC) and costs for termination (LTC). In general only the costs that can distinguish the

different solution is included, for instance is the number of instructors assumed to be the same

regardless which technical solution we choose and is therefore not included in this questionnaire.

LOC and LSC consist of investments (investment in LRU, in maintenance facilities, initial training etc)

and annual costs (fuel consumption, maintenance etc.). Focus is very much on LSC which could be

break down in costs for maintenance, spares, maintenance documentation, maintenance training etc.

That is because those parts is often a mayor part of the LCC and is sometimes not included in the

procurement discussions.

6.4.2. The Swedish Cost Breakdown Structure (CBS)

In this part a typical LCC-model is presented. Usually a LCC-model is hierarchical build in a number of

levels. On each level there are one or more cost atoms. The highest level to all cost atoms is

summarized is by definition the LCC.

A common breakdown of LCC is illustrated in figure 1.

The breakdown is presumed to be additive, which means:

LSC = CI + CN

CI = CIS + CIT + CIM + CID

CN = CNC + CNP + CNR

Depending of the complexity of the project the depth of the breakdown varies, is there a PBL-contract

usually on O-level maintenance costs is specified in the LSC and the rest is a contract cost, in a joint

development project the LSC-breakdown can be into 4 or 5 levels.

6.4.3. Operational Profile Applicable for LCC Calculation

The LCC operational profile provided in this section is a realistic description of a possible usage of the

MFTS based on the operational environment described in Article 3 (MFTS Concept description). The

LCC shall be calculated for a life-length of 30 years (2020 -2050).

6.4.4. Support Organisation Applicable for LCC Calculation

The suggested support organisation is expected to be defined by the respondents and shall form the base

for the LCC calculations.

6.4.5. Support level Description

The levels of the support organisation are expected to be defined by the respondents and shall form the

basis for the LCC calculations.

6.4.6. Other Relevant Facts for LCC Calculation

Prices – All prices shall be in Euro (€) exclusive of VAT, as stated in Article 4 (Response to RFI) and

based on economic conditions on 1April 2015.

In case services are provided Government personnel the following costs are to be used:

70 Euro per hour shall be used for activities on the Air bases

When calculating costs for fuel, 0.64 Euro /litre shall be used

Transparency in calculations – The underlying calculations behind the figures entered into the LCC

model shall be clearly described.

6.4.7. Expected information

In this RFI the following information is expected:

LAC

Cost for acquisition of the MFTS, airplanes including GSE and GBTS. As additional information the

suggested numbers of aircraft shall be stated.

LOC

Cost for initial training of instructor (including personnel costs for instructors).

Average fuel consumption per flight-hour.

LSC

The investment cost for maintenance shall include:

Investment in spares (CIS)

Investment in training (for maintenance personnel) (CIT)

7. POTENTIAL FUTURE CONTRACT

7.1. Effectiveness

The respondent may suggest changes to requirements or specifications which would reduce military

flying training system prices or may propose improvements to operational effectiveness at a cost

effective base. However possible changes shall not interfere with the needed capability requirements

defined in the Operational and capability requirements, Appendix 1. These changes may deal with the

kind of solution or GFF and MFTS scope.

7.2. Contracting model

FMV has not decided which contracting model shall be used in the eventual acquisition and

sustainment of the MFTS. The MFTS shall be a military school, although activities may be outsourced.

This implies that FMV don’t require that the respondents will propose a commitment covering the

whole MFTS. However, FMV expects that the answers will cover sub-systems and related support

services and/or equipment and services which are components in the MFTS sub-systems. It is hence of

importance that the respondents give a comprehensive description by using Appendix 5 of how they see

their role in the forthcoming acquisition programme, i.e. as a sub-contractor, a contractor of a major

sub-system in the MFTS, a partner in a Joint Venture (JV) regarding some major MFTS-element

regardless if it is concerning the establishment of the MFTS or its sustainment or both. In that respect,

FMV will consider information also coming from already established groups of industries teaming up

for such purpose. FMV will assess as well solutions which are oriented towards a strategic partnership

between the involved industrial stakeholders and service suppliers and involved authorities/agencies

within FMV/SwAF.

7.3. Contracts plan, financial commitments plan, payments plan

Whatever business model used in the response, it is of importance that detailed information is provided

about what seems to be the best contracts plan and payments plan. A payment plan is expected to be

submitted in the RFI response (name the document Payment plan and add your Company name).

If the RFI response has a scope which only covers a sub-system of the MFTS, FMV would appreciate if

the respondent could describe, by using the template in appendix 5, how they will secure that their sub-

system will be compatible with other sub-systems/elements of the MFTS which are procured from other

contractors. Furthermore, FMV would appreciate if the respondent could suggest a contracting model

for the sustainment of the sub-system.

In case the respondents proposal have a scope consisting the complete MFTS or a major element of it,

FMV foresees that the proposal is based on the principal of payments against fulfilled MFTS functional

performance regarding both the implementation of the MFTS and the sustainment of it. In this context

FMV would appreciate if the respondent could indicate if they are ready to take any kind of

responsibility for the operation of the MFTS, and if so to what extent/level.

8. RISK ASSESSMENT/MITIGATION

8.1. Risk assessment objective

The development of MFTS shall be carried out at an acceptable low level of risk. MFTS capability is

cost effectively weighted against procurement costs, and support costs are to show a significant

reduction on Swedish current national standards. Logistic support requirements, including these of

reliability, maintainability and testability are to be fully integrated within the programme and are to be

given equal priority with those of flight safety, cost control, timescale and performance.

As the MFTS is conceived as a system, it is essential that respondents providing information for

individual sub-systems also provide ad-hoc risk assessment and a risk mitigation plan for the integration

of the sub-system in the MFTS itself.

8.2. Risk assessment method

The respondent [as a single company, a co-contractor group, a JV, etc. (with or without sub-contractor)]

will provide this risk assessment at least for the delivery of its contribution to the MFTS. Additionally,

if the respondent does not propose to deliver a full MFTS capability but only a contribution to it, the

respondent is requested to provide an additional risk analysis indicating how the respondent intends to

mitigate potential risks, if any, at the full MFTS capability level due to its intended way to contribute

(for example: as a potential sub-contractor or co-contractor to a not-yet-identified contractor with the

intention to deliver a full MFTS capability; as a potential sub-contractor or co-contractor to a not-yet-

identified entity or as a single company with the intention to deliver a partial contribution to the full

MFTS capability).

In order to provide a risk assessment, the respondent should take into account the preliminary risks list

provided in Appendix 6. The respondents are expected to elaborate the risk list, Appendix 6 column

“Concerns”.

The respondent should record these risks in a risk register, assess their criticality and potential impact

(time, cost and performance), and propose mitigating actions. The risk analysis shall be submitted as an

appendix “Risk Analysis” to the RFI.

The respondent should not only consider the risks which might be directly prejudicial to the respondent,

but risks for partners, other contributors, or FMV, on which the respondent has directly or not any effect

(due to his proposed way to contract or any other cause).
