    Celebrating PublicService

Our economy is in turmoil. Our urban core

is in the brink of bankruptcy. Our tax

based needs to expand. Health care costs

and the number of uninsured continue torise. Pensions are dragging municipal

governments down. Now, more than ever,

the people of Rhode Island need effective

    government.

We will not have the government that the

times demand and the Rhode Islanders

    deserve without talented public servants.

To build this government, we must

    celebrate public service and restore

government's image as a place where our

best and brightest join together to make adifference for our communities, our

    country, and our world.

    OUR CITY IS FORTUNATE TO

    HAVE DEDICATED CITIZENS WHO

    SERVE ON OUR BEHALF. THANK

    YOU FOR YOUR SERVICE

throughout the year and we invite you to

    Public Service with Dignity

    & Dedication

    Councilman David A. Salvatore was

first elected City Councilor for the

fourteenth ward in November 2010, andbegan his term in January 2011. He is a

    life-long resident of the Elmhurst

    neighborhood in Providence.

    Councilman Salvatore interest in public

service began around age 10, when he

would shadow his father who worked

behind the scenes as ward committee

    chairperson. Though his father never

ran for public office, he instilled in

    Salvatore the importance of public

    service.

I got involved in neighborhoodprojects, I was a coach for the Little

    League, I participated in neighborhood

cleanups. I did anything I could to

preserve the quality of life in our

community, he said. And he has never

    strayed from the Elmhurst community.

    Rhode Island Latino Political

    Empowerment captures the turning

point of the Rhode Island and the

    Nation previously dormant potential

Latino politics into reality starting in

1996 when the Hispanic vote astounded

political experts with both its explosivegrowth and its unpredictability. In

    Rhode Island the growing participation

sprang in reaction to proposals in

    Congress to deny benefits to

    immigrants. Latinos also rallied against

    the Rhode Island congressional

    candidacy of former Providence Mayor

    Joseph Paolino Jr., whose campaign

featured a call for English as an official

    national language.

it. He had a way of making very smart,

    very accomplished people feel virtuous

just by wanting to help Barack Obama.

It had happened at Harvard Law School

in the mid-1980s, at a time when the

school was embroiled in fights overpolitical correctness. He had won one of

    the truly plum prizes of

    overachievement at Harvard: he had

been voted president of the law review,

    the first African-American ever so

    CELEBRATING SMALL PRESS MONTH

RhodeIslandBlack&BrownEthnicSuccession:19841994Ethnic succession theory is a theory in

sociology stating that ethnic and racial

groups entering a new area may settle inolder neighborhoods or urban areas until

    achieving economic parity with certain

    economic classes. The concept of

succession is well established in "both

    ecological and economic models of

urban residential change." As the newer

    group becomes economically

successful, it moves out to a better

residential area. So is the experience of

the Southside of Providence, and in this

    pages we capture such succession

between the Black community and the

    emerging Hispanic community during

the period 1984 through 1994, that lead

to the eventual political rise of theLatino political rise and the election of

the first Latino Mayor. September 15,
