    1. SCOPE1.1 This specification covers requirements for

    a casualty evacuation bag of one type and size.It is of quilted construction and insulated withwaterfowl feathers and down, In addition, twoinsulating pads of synthetic pile which provideadded insulation under a casualty at the principalpressure points are integral components of thebottom of the bag. The bag is. provided with aremovable liner which has a moisture proofbottom and a vapor permeable top, A water-proof carrying bag is included for transportingthe rolled bag and to protect it when not in USC.

    MIL-E-11450A3.1.2 Cloth, cotton, balfoon: The inner casing

    shall be cloth, cotton, balloon, 2.8 or 3.9 ounce,shade olive drab No. 3, water repellent, pre-shrunk, shall have satisfactory down retentionqualities and conform to type I or II, class 2 ofSpecification- MIGC+32.

    3.1.3 Cloth, rayon, acetate (saponified), ripatop. The diaphragms shall be cloth, rayon, ace-tate (saponified), rip stop; olive green No. 106,conforming to Specification MILC-10772.

    3.1.4 Cloth; nylon, duck. The:drag pad .on thebottom of the bag shall be cloth, nylon, duck,9;5 ounces per square yard, conforming to type Iof Specification MIL.G7219, and dyed, olivegreen No. 106 to match the: standard shadesample (see 6.3 and 6;4).

    3.1.5 Clotti, wJon; tafita. Thetop of the linershall be cloth, nylon, taffeta, 2.5 ounce; olivegreen No, 106, conforming to Specification MIL-G40049.

    3.1.6 Cloth, coate& nglon, polyvthyl butyral.The bottom of ;he liner shall be cloth, coatednylon, polyvinyl butyral, 3.5 ounces Per squareyard, conforming to Specification MIIX-14366, except that the color of the face. side ofthe fabric may approximate, but need not match,shade taupe 179.

    3.1.7 Webbing; textile, cotton, type: IIci; 1 inchand 11/. inch. The webbhg shall be shade olive

    drab No. 7, type Ha, class 4, conforming toSpecification MIL-W-53O, except that it shallnot be mildew-resistant treated.

    3.1.8 Tape, textile, cotton, Y4 inch and 2%inch. The tape shall be shade olive drab No. 7,type I, class 4, conforming to Specification MIL-W-530, except that it shall not be mildew-resistant treated.3.1.9 Tape, cotton, woven, 1 inch. The liner

    loops on inside of bag, tie tapes and snap fast-ener reinforcement on the liner, shall be tape,cotton, woven, shade olive drab No. 7, conform-ing to class 3 of Specification DDD-TJ46.

    3.1.10 Fur strips. The fur strips used in fabri-cation of the fur. ruff shall conform to Specifica-tion MILF1 1861. Preference in procurementshall be given to available types in the followingorder: Type IA, type II, type 111A, and type 111,Strip and. hair length shall be as specified forclass 2.

    3.1.11 Feathers and down. The insulatingfilling material shall be a mixture of waterfowlfeathers and down, or pure down as indicated ondrawings.. The mixture shall conform ta type IIIand the down to type 11, class I or 2, grade A orSpecification WF-160.3.1.12 Thread, cotton. Tbe thread shall con-

    3.1.14 Cord, nylon, The drawcord of thecarrying hag shall conform to ty~e 111, table. IIof Specification MIL-G5040.

    3.1.14.1 Cob. Tbecolor shall be olive greenNTO.106 matching a standard shade sample (see6.3), Both .ends of the drawcord shall he seared.

    3.1.15 Grommets. The grommets used in thecirryiii~+iigsha]l be tjpe III, class 3, size O,conforming-to Specificatiim MIIJ-G16491.

The backing fabric shall have not lessthan 18 courses and 12 ides per inch. Thedynel pile portion of the fabric shall bc e~cnlysheared, and shall consist of a blend of approxi-matelyequal parts of12 and 24 denier cut dynelstaple. The staple length shall be such as to pro-duceafinished fabricl~~ & %inchcsthickwhentested using a thickness jy?gc with a foot havinga minimum arcn0f16 square inches and exertinga load of 0.005 :psi.     3.1.17 Fastener, slide, interlocking. Theslidcfastener shall conform to size MH, class A ofSpecification VF106. Slide fastener chainsshall be fabricated of natural finish aluminum,natural finish brass or zinc alloy finished in ac-cordance with manufacturers standard practice..411 other metal components shall be fabricatedof brass, nickel silver or zinc alloy except sliderbodies which shall be fabricated of die cast zinconly, All metal components shall approximatelymatch each other in color except as stated below.4

    3.1.17 .1Fiiiish. Nickclplatej cadrnlum plateand zinc plate are considered satisfactory colormatches for ahlminum chain. Zinc alloy compon-ents and slilier pulls, when furnished \vithaluminum chain, may be furnished with an olivedrab chromate con~ersion coating in lieu of thecolor match required above.     MILE-1 1450A 3.2.1.1Type 301stitching.hread breaks in

    stitching shall be backstitched not less than 1inch at each break. Stitching ends shall be hack-stltcbed not less than % inch, except where endsare turned under in a hem or held down hy otherstitching. Thread tension shall he maintained sothat there will be no loose stitching and the lockwill be embedded in the center of the materialssewed,

    3.2.1.2 Type @l stitching. Thread breaks institching shall be overstitched not less than 1%inches at each break. Thread tension shall bemaintained so that there will be no loose stitch-ing. The looper thread shall be on the unexposedsurface of fabric in the finisbed bag.

    3.2.1.3 Barracking, Bartackhg shall be ~s* & inch in length and shall contain 28 stitches.

    3.2.2 Seam types. Seams shall be formed asshown on drawings, with seam allowance andseams sewn so that no raw edges, runoffs, twists,pleats, puckers, or open seams shall result.

    3.2.3 In all sewing operations, the smallestpracticable needle size shall be used. Channelsshall not be obstructed at any seamed point suchas to prevent e. free flow of feathers and downthroughout all channels.

    3.2.4 Piecing. In order to utilize short pieces,the webbing guards, binding strips, weatherstrips and materials which are unexposed in thefinished bag may be pieced once only in eitherlength or width. Piecing of the 2+ -inch tape orthe l-inch webbing shall be overlapped not lessthan 8A inch and boxstitched so that it will notinterfere with the operation of the slide fastener.Piecing of the 1~2-inch webbing or the Vi-inchtape will not be permitted.

    3.2.4.1 Piecing of jur strips. In order to eco-nomically utilize class 2 fur strips, piecing willbe permitted as required. Seaming will be ac-complished in accordance with seaming require-ments specified in Specification MIL-F1 1861.

    3.2.5 Filling bag and weather strip. Theweight of each unfilled bag (includkg insulatingpads, drag pad and fur rufi) shall be recorded inink or indelible pencil on an attached commercial6

    type tag. The sides and bottom section, weatherstrip, and top section shall be filled with the ma-terials and in the quantities shown on drawings.During the filling operation, each bag shall beweighed three times as follows: After filling:

    (a) Sides and bottom section(b) Weatherstrip(c) Top se,:tion

    The weight of the filling material added by eachoperation shall be recorded on the tag. The con-tractor shall not remove the weight tag.

    3.2.6 Beatin,~ and cleaning. The completedbag shall be well beaten out so that the fillingmaterial is evenly distributed throughout allchannels. All loose ends of thread shall betrimmed and any spots or stains removed. Thefinished bag sh[dl be cleaned of all feathers anddown.

    3.2.7 As.sembiing. Each finished bag shall befitted with a completed and closed liner, securedin the bag by the tie tapes and loops provided.Tapes shall be so tied as to make the liner readilyremovable. Af~er the liner has been properlyattached, the slide fastener shall be completelyclosed.

    3.2.8 Workmanship. The finished evacuationbag shall conform to the quality and grade ofproduct established by this specification. Oc-currence of defects shall not exceed the applicableacceptable quality levels.

    4. QUALITY ASSURANCE PROVfSIONS4.1 tintractorsinspectionre8pon8ibilily.

    The supplier is responsible for the performanceof all inspection requirements as specified herein.Except as otherwise specified, the supplier mayutilize his own or any other inspection facilitiesand services acceptable to the Government. In-spection records of the examination and testsshall be kept complete and available to theGovernment as specified in the contract or order.The C,overnment reserves the right to performany of the inspections set forth in the specifica-tion where $uch inspections are deemed necessaryto msurc supplies and services conform to pre-scribed require ments.

    4.2 Inspection for acceptance. Inspectionshall be in accordance with Standard MIL-STD-105, unless otherwise indicated.

    4.2.2Process inspection. Process inspectionshall be made at any point or during any phaseof the manufacturing processes to determinewhether construction details which cannot beexamined in the finished product are in accord-ance with requirements indicated in the specifica-tion and drawings.     MIrrE-l1450Aseams, corners, and manufacturers joint of theshipping container shall be sealed by the appli-cation of 3-inch minimum width cloth tape con-forming to type II, class 1, olive drab color ofSpecification PPP-T-60.

    5.2.1.1 Unitizer pack. When specified, threelevel B shipping containers of evacuation hagsshall be overpacked on end three in length withinn fiberboard shipping container conforming toclass 2, V3C or V3S, style FOI, of Specificationf?PP-B-636. Inside dimensions of the unitizershipping containcrshall be46~~ inches in length,,61A inches i width, rind 24 inches in depth.Thcrcquirements foreclosure and strapping shallbe in accordance with the appendix of the con-tainer specification, except that the flaps shall beglued and only flat steel straps used. In addi-tion, all warns, corners, andmanufacturers jointof the container shall he sealed with 3-inch mini-mum width olive drab color cloth tape conform-ingtotype II, chkssl of Specification PPP-T-60.

    5.2.2 Level B. Oneco,nplete evacuation hag,packaged as specified in 5.1, shall be packedwithin a fiberboard shipping container conform-ing to type I (B-flute), class 1, style OSCL ofSpecification PPPB636, except that the innerflaps meet at the center, all flaps the same length,the outer flaps overlap as may and the manu-facturers joint shall be stitched. The minimumbursting strength of the fiberboard shall be 350psi. The inside of cacb container shall be pro-vided with a one-piece double-faced corrugatedliner having a minimum bursting strength of 200psi conforming to Specification PPPB-636,abutting at the opposite corner from the manu-facturers joint. Inside dimensions of the ship-ping container (outside of liner) shall be 23?Ainches in length, 15 inches in width and 15 inchesin depth. All flaps of the fiberboard shippingcontainers shall he securely sealed with an ad-hesive commercially used for the specific productbeing packed hy application throughout the en-tire area of contact between tbe flaps, m by acombination of metal stitching the bottom flapsand sealing the top flaps with adhesive.

    5.2.3 Level C. Evacuation hags, packaged asspecified in 5.1, sIM1l be packed in a manner toinsure carrier acceptance and safe delivery at14

    destination. Containers shall be packed in ac-cordance with Uniform Freight ClassificationRules or regulations of other carriers applicableto the mode of transportation.

    5.3 Marking. Inaddition toanyspecialm ark-ing required by the contract or order, interiorpackages and sh pping containers shall be markedin accordance with Standard MIL-STD-129.l\llen level B fiberboard shipping containers areoverpacked, thereby becoming inner containers,the marking shall he in accordance with the re-quirements for interior packages.

    5.3.1 Polyetkykme bagged packages. Poly-etbylenc bagged packages sbdl have the requiredinformation legibly printed or stamped in blackon a white paper label placed inside the bag soas to pmvidc ready identification. The whitepaper label shall contain tbc following informa-tion:

    (a) Stock number(b) Nomenclature(c) Quantity

    6. NOTES6.1 Intended uee. The bag, with liner,

    covered by this specification is for military per-sonnel of the Department of Defense for theevacuation of sick or wounded, or otherwise toprovide protection for an individual casualtyunder condition, of extreme cold.

    6.2 Ordering data. Procurement documentsshould specify the following:

    (a) Title, number and date of this ~pecifi-ca,tion.

    (c) Sclcctimo fapplicahlel evelsofpackag-ing and packing (see 5.1 and 5.2) and whetherLhcunitizer pack sball be specified (see 5.2.l.1).

    6.3 Standar,d and shade samples. For accessto standards amplesof thread and shade samplesof various materials, address the procuring officeissuing the invitation for bids.
