Instead, Marvin applies the attention to detail he was known for play into the projects he takes upon himself. He creates working replicas of various mechanical items, he makes furni- ture, and will build almost anything anyone needs. But he’s best known in the neighborhood for taking old foot operated sew- ing machines and turning them into the likeness of tractors. Sometimes the work requires a little imag- ination, but Marvin has that by the bushel. Inside a lengthy Plexiglas display case that has faded with age, Marvin has con- structed an entire pipeline replica, with hand carved likenesses of bulldozers, side-boom tractors, pipes, skids, vehicles—virtually every piece of equipment used in pipeline construc- tion. The display goes far across his shop. Besides his woodworking for others and as a hobby, he’s also built kitchen cabinets, display cabinets, oversized picture frames for displays from the store he owned, even a cus- tom fireplace mantle, that all make his wood-frame home in a shaded home- stead near Kilbourne grab a visitors attention. They all seem professionally done, which of course, they were. His wife, Gwen, is his help- mate and cheerleader. And their courtship and mar- riage is a story unto itself. “Growing up on the farm, we had limited contact,” Marvin said. “My parents never owned a vehicle. arvin Haley has lived through many changes in his 80 years. He began farming with mules

and has seen crop produc-tion go through a number of metamorphoses which now includes huge tractors

with air conditioned cabs, stereos and GPS steering.

He remembers leaving farm labor paying $2.50 a

day, heading to the oil fields in West Texas for $1.05 an hour and long hours. He’s worked as a painting contractor, a grocery store/general store owner and a pipe-line inspector, to name just a few jobs.

He learned a lot and acquired a lot of skills, so when he retired, he wasn’t about to let his hands or his mind at-rophy. Instead, Marvin applies the attention to detail he was known for play into the projects he takes upon himself. He creates working replicas of various mechanical items, he makes furni-

ture, and will build almost anything anyone needs. But he’s best known in the neighborhood for taking old foot operated sew-ing machines and turning them into the likeness of tractors. Sometimes the work requires a little imag-ination, but Marvin has that by the bushel.

Inside a lengthy Plexiglas display case that has faded with age, Marvin has con-structed an entire pipeline replica, with hand carved likenesses of bulldozers, side-boom tractors, pipes, skids, vehicles—virtually every piece of equipment used in pipeline construc-tion. The display goes far across his shop.

Besides his woodworking for others and as a hobby, he’s also  built kitchen

cabinets, display cabinets, oversized picture frames for displays from the store he owned, even a cus-tom fireplace mantle, that all make his wood-frame home in a shaded home-stead near Kilbourne  grab a visitors attention. They all seem professionally done, which of course, they were.

His wife, Gwen, is his help-mate and cheerleader. And their courtship and mar-riage is a story unto itself.

“Growing up on the farm, we had limited contact,” Marvin said. “My parents never owned a vehicle. We worked horses and mules.

“Daddy finally bought a John Deere tractor. He used it to go places and for hunting.”See transform, cont. on page 12

LdAF streamlines horticulture-license testing processBaton Rouge, La. (Sep-

tember 27, 2019) – With a new computer-based professional horticulture license exam system now in place, the Louisiana Horticulture Commission has improved the licens-ing process said Louisiana Department of Agricul-ture and Forestry (LDAF) Commissioner Mike Strain, D.V.M.

“We are excited about the new computer-based horticulture-license exams

which have streamlined the testing process while main-taining the integrity of the exams,” Strain said.

Candidates requesting exam appointments at LDAF satellite offices will notice the update the most.

“In the past, if a candi-date wanted to take an exam at one of our LDAF satellite offices, it would take a week or more be-fore the candidate would receive their score. The test would be mailed from Ba-

ton Rouge to the satellite office, administered, then sealed and returned to the LDAF headquarters in Ba-ton Rouge where it would then be graded,” Strain said. “Candidates will now receive their score immedi-ately.”

Candidates must submit an exam application and fee. All exams are admin-istered by appointment at LDAF offices located around the state including the Baton Rouge head-

quarters.The following profes-

sional horticulture license exams are now comput-er-based: landscape hor-ticulturist, landscape irri-gation contractor, arborist, utility arborist, retail florist and wholesale florist. The computer based landscape architect state exam is cur-rently in the final develop-ment and testing stages.

For more information, go to the LDAF website at www.ldaf.state.la.us or

contact the Horticulture Commission office at 225-952-8100.

Do you know your Daily fire Danger rating levels?

louisiana Department of agriculture & forestrymike strain, Dvm, commissioner

www.lDaf.la.gov

DiD you know• Louisiana’s forestland covers about 50% of

the state’s land area or 14.98 million acres.• 150,000 forest landowners• total value of Louisiana forestry production in

2017 is $3.8 billion

Fire danger is the probability of a fire to start, the rate of spread and intensity of its burn. Awareness of the following fire danger rating levels will help decrease wildfire ignitions.

LOW FIRE DANGER• Fires do not readily start.• Fires that do start spread slowly with low resistance to control.MODERATE FIRE DANGER• Fires can start from most accidental causes, but the number of starts is generally low.• Fires burn at moderate intensities, heavy fuel concentrations will burn hot.HIGH FIRE DANGER• Fires start easily from most causes.• Control of fires can become difficult if initial attack not initiated promptly, especially in

heavy fuels.• Most fires controlled within first burning period.VERY HIGH FIRE DANGER• Fires start readily and spread quickly.• Resistance to control is high, as is the potential for large fires.• Fire behavior is often erratic, “blow up” potential is high.EXTREME FIRE DANGER• Severe fire conditions, potential for fire disaster is high.• Direct attack of fires is virtually impossible, fires often escape initial attack.• Fire behavior is erratic, “blow ups” may be expected.• Resistance to control is high, fires not usually controlled until burning subsides.

Marvin finally got a car.“A girl wouldn’t fool with you if

you didn’t have a way to go,” Mar-vin said. But he met Gwen, a Smith she was, working at the Tastee Freeze in Oak Grove. They were married in 1960 after less than a year’s courtship.

After working in the oil fields for five years, Marvin returned to Kilbourne and went to work as a painter, working for contractors for 90 cents an hour. “Federally backed funds for rural housing had a building boom underway in the area, so I got out on my own and went to $2 and hour,” he said. “I followed nine contractors, keep-ing their work done.”

In August 1975, he said, he bought the former C.E. Major store in the heart of Kilbourne. It was a stately old store, with a big porch and grand false front. Ma-jor had long since passed, and “Razz” Ross, who worked for Ma-jor, owned the store. He continued the practices that made the store a success in the community popu-lated by small farms. He extended credit readily, and had a delivery man. He would fill your order, put it on your tab, and have it delivered to your home, because almost no one had a vehicle at their disposal. He knew everybody would pay up come “pickin’ time” for cotton.

Gwen ran the store for the most part, and even in ’75, the Haleys still granted credit rather gener-

ously. The store did well for seven months, until the great Kilbourne tornado came through and all but wiped out the town. Virtually all the businesses in the village were wiped out, along with all three par-sonages. Some businesses rebuilt, most did not. Those that did, never re-gained their p r e v i o u s s ta tu re . T h e h a r d -w a r e store is still there, b u t it’s a catf ish b u f f e t , named, of course, the Old Hardware Fish House. Marvin and Gwen rebuilt the store on a lot down the street, but gave up on it and sold in 1980.

In 1989, Marvin rejoined many neighbors in the area who worked away on pipeline construction, finding work as an inspector. “I al-ways had work. “I didn’t drink, do drugs, I was dependable,” he said. “A man who didn’t like me, hired me. I asked him why. He said I was dependable.”

The pipeline inspection job had lots of down time, he said, and he

began fighting the boredom by whittling. He displayed one of his carvings as he spoke; it was a cube with a ball inside that was too big to get out through the sides of the cube that were open. And that was the beginning of his hobby of

making things with his hands.

When he retired in

2009, he started w o r k -ing on m a k -i n g things in a

b i g way.H e

said all the pipeline

equipment repli-cas are made of balsa

wood that he special orders. He makes airplane replicas as well. He’s made cypress swings for all his children, and three for son-in-law Kelly Coleman. I’ve made baby beds, high chairs, all kinds of fur-niture, including toy boxes and cedar chests, even a chifforobe. Gwen said he’s built four custom dining tables, with benches to match.

Marvin first saw a sewing ma-chine tractor in Branson, Mo. and said, “I can make one of them.” He

still has his first, a John Deere he made from Gwen’s grandmother’s 100-yerar-old Singer. “I won’t get rid of it,” Marvin said.

“Everybody wanted one,” he said. “I had a friend who bought one and took it to Boston, Mass.”

He began scouring the country-side looking for old pedal operated sewing machines. He found some in Greenville, Miss. He said his son, Marty, bought five in Houston for him. “People would come to buy one (tractor), and bring me an old one (sewing machine).”

He said making one takes about six hours total, but not at one time. The wheels are different sizes and tubes, and come from wherever he finds them—lawn mowers, baby strollers, baby carriages, anything with wheels; “anything that makes them look good.”

His workshop sports a wide vari-ety of carpenter tools that he uses for his projects.

Marvin does admit to tiring a lit-tle more quickly as he ages, but he said he doesn’t plan to stop as long as he can hold out, do qual-ity work and people still ask him to make things. And as long as it stimulates him.

“Every time he gets through with a project,   he says he’s not doing anything else. A couple of days later, it’s, ‘Depending on what it is.”

Baton Rouge natives and siblings, Veni and Hansel Harlan, who are passionate about their pets and environmental conservation, developed Marsh Dog Wild Nutria dog treats. The products combine both their passions by bringing awareness of the impact nutria has on our state’s delicate coastal marshes and estuaries as well as providing a high-quality treat for dogs.

Marsh Dog is a Certified Louisiana line of dog treats made from all natural ingredients, with the number one ingredient being wild Louisiana nutria.

After Hansel saw that the effort to promote the giant-water rodent for human consumption fell flat, he had a light-bulb moment. Hansel realized that many people would never warm up to eating nutria but, he thought, it would make great dog treats. So the Marsh Dog Wild Nutria line of dog treats was born.

Veni said, “We thought this was a unique way to help. And it also shines a light on what individuals can do by simple purchasing power to bring awareness to our wetlands which are

the fastest disappearing ecosystems on the planet.”

Hansel added, “It’s good for the dog, too.”

The Harlans started with a small grant from the Barataria-Terrebonne National Estuary Program (BTNEP) which they say validated their idea.

“BTNEP awards mini-grants to anybody with a cool idea to address problems or help raise awareness of issues involving the wetlands,” Hansel said.

Baton Rouge, La. – Twenty-five participants from 15 states received certificates of completion during the Southern University Ag Center’s Produce Safety Alliance Train-the-Trainer Certification Workshop.

The two-day workshop, which was held September 11 and 12 at the Louisiana Department of Agriculture and Forestry in Baton Rouge, provided produce safety trainers with the certification needed to conduct trainings for farmers who are governed by the U.S. Food and Drug Administration’s (FDA) Produce Safety Rule.

This rule sets standards for growing, harvesting, packing and storing fruits and vegetables to prevent foodborne illness. It addresses water quality, composting, farm personnel

health and hygiene and equipment sanitation among other issues.Kristin Woods, Produce

Safety Alliance Southeast Regional Extension Associate in Alabama; Donna Pahl Clements, Produce Safety Alliance Extension Associate for the Midwest Regional of Riverside, CA; and Dr. Alejandro Castillo, Associate Professor in the Department of Animal Science at Texas A&M University served as presenters for the workshop.Dr. Fatemeh Malekian,

Professor of Food Science and Nutrition at the SU Ag Center, is the project director of the Ag Center’s Produce Safety Alliance Grower’s Certification Program. For additional information

Congratulations to our very own Louisiana Department of Agriculture and Forestry’s (LDAF) Horticulture and Quarantine Division Director Ansel Rankins, Sr., Ph.D., who recently completed his doctorate from Southern University and A&M College in Urban Forestry and Natural Resources. Rankins’ climate change research studied the effects of cyclic flooding at different CO2 settings on commonly planted urban tree species.

Rankins explained that his research focused on identifying exactly which tree species are most susceptible to climate change representing an important first step toward developing climate adaptation plans for biodiversity and for the stakeholders who depend upon them.

A native of Greenville, Miss., Rankins received his undergraduate degree in agronomy from Alcorn State University.

Rankins has been with the department since 2006, beginning his career as an agricultural environmental specialist in Baton Rouge. In 2008, he was promoted to assistant director

of the Horticulture and Quarantine Division. The division is responsible for the prevention, control and eradication of exotic crop pests or diseases endangering Louisiana’s agricultural, horticultural, and apiary industries. The division also oversees the qualifications and practices of persons engaged in the green industry.

In 2015, Rankins was promoted to director of the Horticulture and Quarantine Division. He serves as the state plant regulatory official for the National Plant Board and as state liaison for all federal plant pest issues.

His professional activities include the National Plant Board, of which he is currently a member of the board of directors. The National Plant Board is a non-profit organization of the plant pest regulatory agencies of each of the states, and the Commonwealth of Puerto Rico and Guam. He is vice president of the Southern Plant Board. He also served as the member board executive to the board of directors for the Council of Landscape Architectural Registration Boards.

In 2014, Ansel received the American Society of Landscape Architects “Service to the Profession Award” in recognition of his outstanding professional achievements. In 2017, he received the “Professional of the Year” Award from the Louisiana Irrigation Association.
