WHO IS MIKE RAMA?People can see Mike Rama as a man of passion and action.  He is a man of value as he espouses the basic rules of good morals and right conduct, which every kindergarten pupil is made aware in his tender years. His values bring out the contagious charm in him that makes things happen. He is a man with a vision that always gives justice to public service and his conviction reflects as a mirror of justice.

Mike Rama is a man of strong will, determination and courage allowing him to do things no matter how hard but without apparent fatigue. He is busy but lively. He is an agent of men and of change, harmonizing with grace and culture. He is a man of eloquence and elegance, but for some a “kitten to cuddle, a tiger of fame and a mountain to climb.”

A SYNOPSIS ON ACTION IN PASSION

Public Service is a Public Trust. This is a mandate for every public official -- elected or appointed. As an appointed official, one is duty-bound to be accountable to the public for the stewardship of government property and funds, as well as for the delivery of basic public service. As an elected official, one can be hired to legislate or enforce laws. As a legislator, one has to be cognizant of the demands of time in order to pass laws that are relevant and enforceable. As an enforcer of laws or executive officer, one must give life to the law. “Vox Populi est vox dei,” or the Voice of the People is the Voice of God. The people collectively are the sovereign will and sole power in government. Every person working in government is a worker for the people and not a master to whom people would fear and blindly obey.  

A local government like the nation is a government of laws and not of men. Though laws may be harsh but they are the laws of order, which must therefore be followed. People demand accountability from public officials. They have every right to ask what every public servant has done above his personal interest. They deserve no less than an honest account of what every elective or appointive official has done with the mandate of the law, and with what the sovereign has required of him.Doing the best to people for their welfare more than what the law or mandate requires is the best a public servant can offer to his people, country and God.

VisionAn Advocacy of the Spirit of Barangayan, Bayanihan and Boluntarismo through People’s Assembly in Love Movement (PALM) is an instrument that empowers the constituency with the basic Filipino values and culture.

The guiding principles of law and religion are the foundations of these advocacies. Deus Caritas Est (God is love or love is God) is the core of life in the service to the people as Salus Populi est Suprema Lex ( the welfare of the people is the supreme law).

Inspired by the message of a song, “Greatest Love of All”, public service should deal with children, true heroism, good example, self determination, establishment of dignity and inner love.

Livability

It is a vision and mission of Mike Rama to make Cebu City a place where life is worth living. To develop Cebu City is to make the South Road Properties pretty and attractive to investors; to make coastal barangays beautiful places of leisure and entertainment; to make the downtown area revitalized with business and economic undertakings; to make uptown district productive; and to make upland barangays equipped with a balance of developments and environment.  

One unique way of developing the city is the basic attitude towards the environs. Mike Rama is fond of telling this slogan to city government personnel about “Tul-iron ang hiwi;

Limpyohon ang hugaw; humoton ang baho;

nindoton ang bati; ug hapsayon ang gubot.” Essentially all of these will ensure improvement in the city of Cebu.
