    Results of MIECHV Reduction in Funding

    Iowa Participant and Jobs Impact

    The Health Resources and Services Administration announced a reduction of $6.6 million in

    Maternal, Infant and Early Childhood Home Visiting (MIECHV) funding that Iowa will receive

    effective March 1, 2015. The funding reduction has a significant impact on the jobs of Iowans

    and on vulnerable families and children.

    MIECHV funding was utilized in Iowa to expand evidence-based programming in Iowa to

    vulnerable parents with very young children (prenatal to kindergarten entry.) Eighteen Iowa

    counties were deemed to meet the risk standards to receive MIECHV funding for expansion of

    home visiting programs. A total of 5,070 people have been served by the program since its

    inception in 2011. Up to 2,854 Iowans will be losing their home visiting services abruptly

    because of HRSAs funding decision.

    A total of 247 jobs are fully or partially funded from the federal MIECHV grant. The majority of

    the jobs are home visiting positions in the targeted at risk communities.

    Iowa has received these federal funds since 2010. Iowa demonstrated the effective use of

    these funds by appropriate fiscal stewardship, maintaining full participant capacity and showing

    improvement in all six benchmark areas. It does not appear that performance was considered

    when making this funding decision.
