WHY NOW?
OUR FACILITIES AND INFRASTRUCTURES HAVEALWAYS TAKEN A BACK SEAT TO EDUCATIONALCOMPONENTS AND CURRICULUM.
THEY HAVE DETERIORATED SIGNIFICANTLY OVERTHE YEARS AND REACTIVE RATHER THANPROACTIVE REPAIRS ARE COSTING THE DISTRICTMORE MONEY.
CURRENT INTEREST RATES ARE AT HISTORIC LOWSBUT WON’T STAY THERE FOREVER.
HOW DID WE GET HERE? MARCH OF 2010 – THE BOARD AUTHORIZED A
COMPREHENSIVE FACILITIES AUDIT THAT WOULDEVALUATE ALL DISTRICT FACILITIES FOR LONGRANGE PLANNING AND MAINTENANCE WITHRESPECT TO HEALTH AND SAFETY ADEQUACY OFTHE FACILITY. DECEMBER 2012 – THE BOARD PUT FORTH AREFERENDUM WHICH INCLUDED ALL OF THEPROJECTS CURRENTLY BEING CONSIDERED ASWELL AS OTHERS WHICH HAVE BEEN COMPLETEDOUT OF NECESSITY OVER THE PAST TWO YEARSOUT OF CAPITAL FUNDS

Q. Why can't the Board stockpile (save) monies that can be used to pay for these types of projects rather than go out for Referendum?
A. Unfortunately, while the Board is allowed to allocate fundsthrough its capital reserve, they can only be saved within thestate imposed cap; therefore it is not possible to carry overthe monies that would be necessary to complete a CapitalProjects Program of this magnitude.
Referendum is our District’s one and best opportunity tobring our facilities up to current standards.

CHILDREN & CONSTRUCTIONQ. What will happen to the children before, during and after
construction work?
A. Safety is always a prime concern while work is beingdone. Therefore, Construction and renovations will bescheduled so that many of the renovations arecompleted during the summer months or other timeswhen students are not in the schools. When school isin session, students will be separated from work at alltimes, this way, students can attend classes withminimal disruption.

Q. Can more money be spent than the amount approved in the question?
A. No. The Cost of the Referendum Projects cannotexceed the amount approved by the voters. Theamount approved by the voters includes a reasonablebudget under which to complete the work as well asrequired contingencies to address unforeseenconditions and construction issues.

Q. If the referendum passes, when will work begin and when will it be completed?
A. If the September 30th referendum passes the followingschedule will ensue: Commence Construction Documents —Mid October 2014 Public Bidding— Anticipated Mid‐Feb 2015 and 2016* Bid Awards— Anticipated Mid April 2015 and 2016*
* Construction would be phased to allow for the completion of the most projectsduring the summer of 2015 ‐ remaining projects would continue either into theschool year or be planned for the summer of 2016 according to material andequipment lead times and without affecting students, staff or school operations.

Q.What will the ballot question look like?A: BOND PROPOSAL (Capital Infrastructure Projects at All Schools)The Board of Education of the Borough of Midland Park in the County of Bergen, New Jersey is authorized (a) to undertake various improvements and renovations to the Midland Park High School and Highland Avenue/Godwin Elementary School, including the acquisition and installation of equipment and any necessary site work; (b) to appropriate $11,509,807 for such improvements funded, in part, by grants from the State of New Jersey in the amount of $2,859,807 and from funds allocated from the Board of Education’s capital reserve account in the amount of $150,000; (c) to issue bonds of the School District in the principal amount of $8,500,000; and (d) to transfer local share funds between the school facilities projects. The final eligible costs for the proposed improvements approved by the New Jersey Commissioner of Education are $7,149,518 ($4,003,265 allocated to Midland Park High School and $3,146,253 allocated to Highland Avenue/Godwin Elementary School. The proposed improvements include $4,360,289 ($2,035,268 allocated to Midland Park High School and $2,325,021 allocated to Highland Avenue/Godwin Elementary School) for project costs that are not eligible for State support under the Educational Facilities Construction and Financing Act.
