What is the Aboriginal Cultural Heritage Fund?

“As a Council of Traditional Owners, we are proud of the Aboriginal cultures of Victoria. We are committed to strengthening the knowledge held by Aboriginal people across Victoria. Cultural heritage is our inheritance and our legacy.”

The Aboriginal Cultural Heritage Fund is managed by the Victorian Aboriginal Heritage Council to provide funds for the protection and management of Aboriginal cultural heritage in Victoria.

Aboriginal cultural heritage refers to the knowledge and lore, practices and people, objects and places that are valued, culturally meaningful and connected to identity and Country.

Aboriginal cultural heritage shapes identity and is a lived spirituality fundamental to the wellbeing of communities through connectedness across generations.

Aboriginal cultural heritage has been passed from the Ancestors to future generations through today’s Traditional Owners whose responsibilities are profound and lifelong.

What is the Living Culture Grants Program?

“Our cultural heritage is best understood through demonstrating respect for Traditional Owners – our knowledge, our skills, our appreciation of our heritage. The practicing of our culture and traditions makes us stronger and this strength offers all Victorians opportunities to value, understand and celebrate the unique cultural heritage we care for on behalf of all of us.”

The Living Culture Grants Program provides support to Victorians to protect, manage and celebrate Victorian Aboriginal cultural heritage. When people are proud of their culture, they protect it. Pride grows through a strong connection to culture.

Council supports Traditional Owners to share knowledge across Country and generations. Cultural connectedness is essential for thriving communities and Council will support Aboriginal people to understand their culture and identity more deeply.

Eligibility

Does the project raise awareness, research, protect or manage Aboriginal cultural heritage in Victoria?

Are the project objectives being met by another initiative? Is the project supported by a Registered Aboriginal Party or Traditional Owner group? Does the project have the support of the land owner on which it is to be undertaken? Is the applicant eligible to receive funds?

In some instances, projects will be ineligible for funding. These include, but are not limited to: RAPs with an outstanding RAP Funding Report. Projects without the support of the land owner of the land on which the project is to be

undertaken. Projects where documented procurement processes have not been undertaken. Projects that have received previous funding.

Which Grant Area does your project fulfil?

Do you agree to entering into a Funding Agreement?

Successful grant recipients must enter into a funding agreement with the Victorian Aboriginal Heritage Council. Funding agreements establish the parties and outline their commitments and obligations to each other, as well as setting out the general funding terms and conditions. It is recommended that applicants review the Funding Agreement standard terms and conditions before applying. No funding will be released until the Victorian Aboriginal Heritage Council and the applicant have executed the Funding Agreement.

Works cannot proceed if a permit or permit exemption is required and has not been issued by the Executive Director, Aboriginal Victoria under the Aboriginal Heritage Act 2006. It should be noted that a successful application does not equate to the granting of a permit or permit exemption under the Aboriginal Heritage Act 2006.

The project must commence within six (6) months of entering into the Funding Agreement. Projects that have not commenced within this timeframe must contact the grants team to explain the delays and negotiate an appropriate commencement date. Grant recipients that fail to provide this advice may risk voiding the Funding Agreement and having to return any funds that have been provided.

Funds must be spent on the project as described in the application and any unspent funds must be returned to the Victorian Aboriginal Heritage Council, as per the Funding Agreement.

Issues concerning the return of unspent funding will be resolved between Victorian Aboriginal Heritage Council and the organisation after the Funding Agreement expires or the completion of the project, whichever occurs first.

Any variation to the approved project must be submitted to the Victorian Aboriginal Heritage Council for approval prior to implementation.

Successful applicants are expected to acknowledge the Victorian Aboriginal Heritage Council’s support, and promotional guidelines will form part of the Funding Agreement. Successful applicants must liaise with the Office of the Victorian Aboriginal Heritage Council to coordinate any public events or announcements related to the project. Successful applicants may be required to contribute information on activity outcomes for use in program evaluation reviews or the Council’s marketing materials.

Successfully funded projects will be required to submit reports detailing the progress and outcomes of the Aboriginal Cultural Heritage Fund funding as per the Funding Agreement.

Successfully funded projects will be offered funding as a GST exclusive amount. However, for organisations with an ABN and who are GST registered, payment will be made GST inclusive.

What sort of entity are you?

☐ A Registered Aboriginal Party or other Aboriginal entity registered under the Office of the Register of Indigenous Corporations.

☐ A Victorian municipal council.

☐ A community or not-for-profit organisation that is a legal entity (for example an incorporated association, incorporated cooperative or Indigenous corporation) – please note that an incorporated not-for-profit organisation must provide proof of not-for-profit status.

☐ A Committee of Management under the Crown Lands Reserves Act 1978. Groups must meet the conditions of clause 14(4)a (any three or more persons) or 14(4)e (any board, committee, commission, trust or other body corporate or unincorporated established by or under any Act for any public purpose).

☐ Trusts appointed pursuant to a restricted Crown grant (during the 19th century, under a series of Land Acts, Crown land was often permanently reserved for specified purposes – mechanics’ institutes, sports grounds etc. – and granted to trustees on trust for the purposes of the reservation) and Cemetery trusts appointed under the Cemeteries and Crematoria Act 2003.
