• India is democratic country.

• Broadly speaking it means::

• Meaning everybody is allowed to participate on how nations natural resources and human resources be used for common good of all citizens.

• And this we achieve by , framing laws together to govern our social , economic and cultural lives .

• Initial hard-work of Codifying the laws and Structure to ensure the above two , were documented in form of constitution.

• In a way , it’s assumed that , who ever is part of this country , has voluntary signed this contract named “Constitution”.

• Given the huge size of country ( 120cr ppl ) , to ensure participation we needed a hierarchical approach in decision making .

• So , what we did , at National level , we created a system of people representative , one guy to represent opinion/well being of whole bunch of people .

• To throw some number , 10-20 lakh ppl are represented by a Guy , we call MP.

• Overall we have around 550 of them for Voting population of 70cr(ppl above age 18).

• Next question, that may come to our mind , what’s use of states then ,

• Clearly though we would like to think that all these 120 crore , suddenly one fine day decided to form a nation , to use the geographically unevenly distributed natural resources for benefit of all .

• But this isn’t the reality , it took lot of convincing and sometimes force , to combine these states ( once independently ruled units ) into a one big nation.

• Though we showed them the big picture but convincing people to let go their freedom , isn’t a easy affair , so we struck a deal in between .

• Making us to follow two level of management.

• We repeated the structure that we have for Centre , in these states too.

• Representative System , Here we call these folks as MLA’s.

• Overall we have around 4200 of them

• Now what we have got , 2 –level of management structure.

• At Centre : MP ( Parliament | Sansad )

• At States : MLA ( State Assembly | Vidhan Sabha)

• MP ~ 10-20 lakh ppl.

• MLA ~ 2-3 lakh ppl.

• thumb_rule:: MP (area) = Sum of 6-8 MLA(areas)

• Clearly people are people , no matter where on this surface of earth they are , in their lifetime most of them will end up following overall the same general templates of life ( barring few exceptions) .

• 90% stick by the time tested templates of life.

• Lets ask this question, what are the common things that everybody(family) needs, house/food , 24X7 water , 24X7 electricity , Sewage & Sanitation facility to keep houses/roads/ city/constituency clean , good roads , good public transportation , trust worthy Law & Order , education , healthcare , entertainment , tourism , employment etc.

• One can add more and more items to the list , as the economy grows , lot more newer product & services gets added , thus expanding the needs.

• But for now, lets focus on basic ones : 24X7 electricity , 24X7 water , high quality sewage & sanitation , good roads , public transportation and trustworthy law & Order.

• Let see how we can ensure above mentioned things to all the residents of our smaller unit , assembly constituency .

• As discussed in our story of the nation , most basic things are delivered by system , and people can participate in that via feedbacks/complaints.

• More ever, how system ( Government Department ) works is made available to the residents via citizen charter , how was a particular decision was made or file moved in the system one can get under RTI act.

• So what we thought lets use modern day information technology to develop the means for them to participate, thus effectively controlling the governance in the smaller unit.

• Where govt. lacks , NGO’s fill in

• In this country we have close to 33 lakhs registered NGO’s , roughly 1 per 400 ppl , and most of them active in traditional area of concern of government.

• Like education , water supply , electricity , health etc.

• Tells a lot about the frustration of people with the government.

• People just don’t trust government machineries.

• They have taken things into their own hands forming a govt. equivalent machinery outside the government.

• Clearly, Not good for any country.

• Says a lot about the rampant Mis-governance in the country.

• Mis-governance prevails when people don’t have voice , system goes from non-responsive to exploitative one.

• Rahne do yaar , chalta hain attitude becomes the norm.

• What everybody wants from government:

• At local level, basic amenities : 24X7 water , 24X7 electricity , Good Roads , Affordable high quality Public transportation , world class sewage & sanitation system , trustworthy Law & Order system etc.

• On top , Time bound delivery of public services.

• Govt. departments deliver it , and they are answerable to people representatives.

• Public representative are to people .

• Looking at volume, it’s hard for every one to talk , in person with MLA.

• At local level people care about , water electricity , sewage & sanitation ,roads , transportation , law & order .

• All big things are of concern to only 10% of population.

• To efficiently deliver governance , one needs to involve common man , they will be involved only if you ask something he/she understands.

• Ask his/her view on policy and you get garbage, ask his/her feedback on quality of things you get opinions.

• Design engineered templates and then you ask him/her to express , you get perfect data points .

• Which has potential to change the course of local politics.

• From focusing on winning elections , to solving people’s problem , thus ensuring system is up and running through out the tenure.
