An ordinance pertaining to the amount of the graduated business license tax chargeable to

businesses with two or fewer full-time employees: amending Section Two of Ordinance 6064 as

codified in !hapter "#0$#0%0 of the &e'ised !ode of the !ity of St# (ouis) repealing Section *i'e

of Ordinance 6$0+, as codified in !hapter "#0$#0,0 of the &e'ised !ode of the !ity of St# (ouis)

and containing a se'erability clause#

WHEREAS it is a priority of for the !ity of Saint (ouis to ma.e it as easy as possible

for people to start a new business and to grow an existing business) and

WHEREAS new businesses and other 'ery small businesses face uni/ue challenges and

obstacles to growth that can best be addressed by regulating them differently in certain respects

including by reducing barriers to entry li.e the amount of the graduated business license tax)

WHEREAS it is in the best interests of the !ity of Saint (ouis that the business code be

reformed regarding micro-businesses)

BE IT ORDAINED BY THE CITY OF SAINT LOUIS AS FOLLOWS:

SECTION ONE. Micro-B!i"#!!#!.

Ordinance 6064 Section Two as codified in !hapter "#0$#0%0 of the &e'ised !ode of the !ity

of St# (ouis is amended to add S#c$io" T%o A. Micro-B!i"#!!#! which is to read as follows:

“SECTION TWO. A. Micro-Businesses.

A# The term micro-business1 shall mean any licensee with two or fewer full-time

employees1 2The terms employee1 and full-time1 shall ha'e the meaning as

the terms St# (ouis employee1 and full-time1 as set forth in Section Two of this

Ordinance3#

# 5'ery micro-business shall obtain a business license from the (icense !ollector

unless specifically exempted#

!# The graduated business license tax chargeable to a micro-business pursuant to

Section "#0$#0,0 shall be twenty-fi'e dollars 2%73#

SECTION TWO# Gr+/+$#/ B!i"#!! Lic#"!# T+5.

Ordinance 6$0+, Section *i'e as codified in !hapter "#0$#0,0 of the &e'ised !ode of the

!ity of St# (ouis is repealed and a new Section *i'e is enacted in lieu thereof to read as follows:

There is hereby imposed a graduated business license tax on all merchants manufacturers

business a'ocations pursuits and callings that are not exempt from the payment of licenses by

law except those merchants manufacturers businesses a'ocations pursuits and callings listed

in S5!T8O9 T&55 of Ordinance ;6064 as codified in !hapter "#0$ of the &e'ised !ode of

the !ity of St# (ouis# The graduated business license tax shall be calculated and based on the

5xcept as specifically herein pro'ided all present !ity ordinance and !ity !ode pro'isions not

inconsistent with this ordinance pro'iding for the licensing of businesses and enforcement and

administration of business licensing shall be and remain in full force and effect#

This Ordinance shall not affect or impair any act done or right 'ested or accrued or any

proceeding suit or prosecution commenced in any cause before the effecti'e date of the tax

schedule pro'ided for in this ordinance) but e'ery tax done or right 'ested or accrued or

proceeding suit or prosecution had or commenced shall remain in full force and effect to all

intents or purposes as if the prior law had remained in full force and effect#

SECTION FOUR. S#6#r+2i0i$3.

8f any pro'isions sentence clause Section part or application of this ordinance is for any reason

held to be unconstitutional illegal or in'alid such unconstitutionality illegality or in'alidity

shall not affect or impair any of the remaining pro'isions sentences clauses Sections parts or

applications of this ordinance it is hereby declared to be the intent of the oard of Aldermen that

this ordinance would ha'e been adopted as such unconstitutional illegal or in'alid sentence

clause Section or part thereof had not been included therein#
