B. Public Safety Broadband Workgroup 1. Workgroup Update Version 1 of SLIGP is over. Round 2 has no focus on outreach. Rather FirstNet readiness for PSAPs. Benefits to NextGen 911. State Police and DNR piloting FirstNet devices to map out some coverage areas. Might put modems in patrol vehicles later in the year to test mobility. Deployable asset discussion on who would be the lead for those. Mr. Stoddard, Chris Bush and Chris Kelenske have discussed. Also discussed Provider Questionnaire development, not a recommendation just delineating priority and preemption between carriers. 2. Regional/National Activities/News

C. Auxcomm Workgroup 1. Workgroup Update Testing delivering e-mails over the radio. Working through AARs from exercises. Had a full station in April. Lt. McQueen requested Auxcomm critique the comms at the mortuary exercises. Annual Field Day in one week. Jaclyn Barcroft is the new co-chair of the Auxcomm workgroup. Jerry Ellsworth thanked John for the well written AAR from the mortuary exercise.

D. Emergency Alert System (EAS) & Integrated Public Alert and Warning System (IPAWS) Workgroup 1. Workgroup Update

1.EAS/LPI planning meeting May 21st. 4 action teams – technology, budget, legislative and personnel (RFP). Training (outline new user/TtT/Web-based). Public education team (outreach materials). Policy team (policy, plans, procedures, guidance). 2. Presented at national REP conference. Driving a lot of the agencies to use EAS. 3. Web-based portal for local, regional and state to have the same templates. Consistent language. 4. Working with Indiana for cross border alerting. Want to participate in their next exercise. Ensure their encoders can receive our messages. 5. FCC webinar June 21st. Broadcaster requirements. 90-360 characters. Embed URLs.

E. Fire Paging Workgroup

1. Workgroup Update Chief Janik and Al Melon – MPSCS.

a) Identified several issues. Dealers set floor pricing, no support on the back-end of that process. Dealers should have the resources to support that. – Unication is setting a sales volume. They consider their dealers the front-line support. – Hope to educate the agency. What to expect from coverage maps. Identify buildings by construction types. Steps to take before going live to address challenges. – Testing script for local agencies. Grid off the county. Check frequently used locations. – Software issues and testing. Review and test versions before deploying. – White paper describing steps to implementations. Unication engineer Vick Jensen has retired and Al is concerned about product development and features. – Discussing training and frequencies. – Some dealers are offering training.

b) Janik – Training. Users MUST know how to use before going into the field. 2. Coverage Testing – Capture that coverage so no surprises once go live.

VIII. Old Business A. FCC Order – Malicious user of a radio on the MPSCS. Radio received from local EM. MPSCS will be re-educating local agencies on use of radios and monitoring of them.

IX. New Business A. MPSCS State Performance Audit

OAG wanted to audit local’s assets on the MPSCS. MPSCS to get down to the fraternal organizations – ensure they are completely wiped. Michelle – any rules around what to do when taking an item out of service. High re-sale value. Bryce ensured the radios were blanked when they sold them. Worked with MPSCS- RPU. Supportive of rules around how to get rid of equipment. MPSCS is also looking at a software solution that may ease how radios get moved around.

B. National Governor’s Association (NGA) partnering with DHS OEC on Interoperability Governance and streamlined efforts in the states Governance of Emergency Communications Policy. Michigan has work groups writing guidance on interoperable communications, except for 911. Brad to provide guidance and history of effort to consolidate emergency communications entities. Single strategy for one umbrella over emergency communications.

C. Encryption – Bryce Tracy NEW ITEM ADDED Encryption is a feature in the firmware and must be logged into the system and the dispatch console. Huge education curve to get people on the same level of understanding. Also, not everyone’s equipment allows for the different types of encryption. It is also costly because of feature sets, additional agency radios, etc. Need an outlined and planned deployment of encryption. Who owns the encryption key? Should there be a universal one? MPSCS has used it on the I and J zone. Bryce would like to present a report or outline for best practices for Michigan. Have the Board take a stance. Far reaching effects. Avoid loss of interoperability. Possible closed session of the Board due to security. Brad asked to reach out Huron County as well. CJIS is also changing the rules where encryption may be more necessary.

D. Safecomm Grant guidance. Identified in the SCIP, approved by SWIC, focused strategic direction for interoperability. Regions get grant money, a lot of interoperability in the late 2000’s. Just guideline to ensure interoperability in Michigan.

X. Technology Update - Director, MPSCS A. MPSCS System

a. MPSCS Lifecycle Remediation Project Status 7.15 to 7.17 upgrade will wrap in the end of December. Phase 4 Underway, second sub-phase currently underway

b. County discussions: St. Joseph, Ingham, Branch Michelle gave the MPSCS high praise for the work they are supporting in her county,

What’s on the Horizon?

Encryption Interoperability (presentation/status of current practices still in process) – Many issues are starting

to arise with the push from local Law Enforcement wanting Encryption for their radio talk-groups/channels.

COMU WG wants to work with MPSCIB to develop a Standard Guideline similar to Mutual Aid Standard

Operating Guideline.

Define RADO & Incident Tactical Dispatcher in the MI- Communications Unit Position Specific Recognition

Guidelines.

All recognized Michigan-COML/COMT’s will maintain a continuing education program, within a three (3) year period based on the requirements noted below;

The Michigan SWIC may renew MI-COML/COMT credentials every three years if all requirements are met.

If said requirements are not met, the MI-COML/COMT’s credentials will expire, and the individual recognized as a COML/COMT will be removed from the Michigan Database. Re-issuing of MI- COML/COMT requires approval of the MI-SWIC and MI-COMU Working Group. The Michigan COML/COMT Database will be audited/scrubbed every three years.

CONTINUING EDUCATION REQUIREMENTS

In order to maintain a current and consistent skill-set for a MI-COML/COMT, there is a continuing education requirement for the maintenance of MI-COML/COMT;

Every three (3) years, 15 continuing education points will be required for MI-COML/COMT’s.

Points can be awarded in six categories defined below. No duplications and or accrual multiple points of same events.

A MI-COML/COMT may participate in an approved classroom or online training, communications exercise (functional or full-scale), planned event, or actual incident to receive continuing education points. Participation in an exercise, planned event or actual incident must be in the role of a Communications Unit Leader / Communications Unit Technician to qualify for this renewal. Completion of verified continuing education in 3 of the 4 quarters, within each year, will serve as adequate for renewal of COML/COMT for an additional three years.

Additional renewal documentation shall include = required sign-in sheets, accompanying ICS205 forms from exercises or classes. It shall be the individual COML/COMT’s responsibility to communicate this information to the Michigan COMU Work Group in a timely fashion. The Michigan SWIC may approve the renewal of a COML/COMT for three years, and will confirm via reporting to the Michigan's Public Safety Communications Interoperability Board.

A recognized MI-COML/COMT will be responsible to submit their continuing education renewal information to the MI-COMU Workgroup before December 31st of their third (last year) continuing education period. Any individual COML/COMT renewal information submitted and or received after the December 31st date deadline as defined previously, shall be considered late, and not meeting the time requirements as noted within the COML/COMT renewal process.

Expiration and Re-Application for MI-COML/COMT If the Michigan SWIC has not received adequate continuing education renewal information from a COML/COMT via the MI-COMU Workgroup, the COML/COMT will be properly notified at least one month prior to the expiration of his or her recognition expiration date. If the Michigan SWIC Office has not received adequate information prior to the expiration date of a COML/COMT, the previously noted recognition/status will thus expire and the COML/COMT will be removed from the active Michigan COML/COMT list. After expiration, an applicant must re-apply via the methods provided within the Michigan Communications Unit Position Specific Recognition Guidelines for re-accreditation. If the expiration has been two years or less, (consistent with COML/COMT Task Book time requirements), completion of the reevaluation exercise, along with approvals by the Michigan SWIC and COMU Working Group will be required. If the expiration has exceeded three years, completion of the entire COML/COMT training and application program is required for renewal. Once retraining is complete, the MI-SWIC will submit the COML/COMT-candidate to the Michigan's Public Safety Communications Interoperability Board for approval. Upon approval of the Michigan's Public Safety Communications Interoperability Board the COML/COMT will be recertified for three years in good standing, and is required to maintain normal continuing education requirements as defined within the Michigan Communications Unit Position Specific Recognition Guidelines. Michigan's Public Safety Communications Interoperability Board Michigan Communications Unit Work Group

OEC - Michigan COMU Program Instructor Certification Policy / 9-2018 INSTRUCTOR QUALIFICATIONS

The following are the general qualifications required of ALL instructors in the Michigan COMU Program. Applicants will be vetted by Michigan COMU Work Group to ensure qualifications are satisfactory.

1. Successful completion of the course(s) for which application is being submitted to instruct. This is documented by training certificates and there are no substitutes for classes.

2. Successful completion of a formal instructor training or instructional skills course, possession of a instructing certificate or degree from an accredited college or university, or documented experience successfully instructing adult learners, this would also include MFFTC Michigan Firefighters Training Council Qualification for Instructors, and EMS IC Instructor Certification. This is validated and documented by training certificates, diplomas, or a brief resume providing an explanation of experience in delivering adult education.

3. Successful completion of a course train-the-trainer if applicable; Michigan COMU may waive this requirement for courses that do not have a train-the-trainer course available.

4. Operational experience in the subject matter of the course taught; the instructor’s resume or curricula vitae that can document this experience.

5. Successfully completed NIMS IS-100, 200, 300, 700 and 800 Courses as a minimum. (Use current NIMS versions) For classes requiring completion of FEMA online Independent Study (IS) courses they may be found at: http://training.fema.gov/IS/crslist.aspx?all=true

6. Instructors should be extremely proficient in use of course materials and curriculums, and capable of using audio visual equipment or other class presentation delivery media.

In addition to the general instructor qualifications listed above, instructors desiring to teach Michigan COMU Program courses may also have meet the specific instructional requirements as defined by the course developer if applicable. The OEC - Michigan COMU Program Instructor Certification Policy will be updated as instructional

requirements for classes change. Please check the Michigan COMU Work Group website for updates at;

Continuing work on a standard statewide Auxcomm training plan.

STATUS/UPDTAE OF CUURENT ACTIONS REPORT TO THE MPSCIB – MONTH YEAR – EMERGENCY ALERT SYSTEM (EAS) & INTEGRATED PUBLIC ALERT AND WARNING SYSTEM (IPAWS) WORKGROUP

List items for update and awareness for the boards knowledge since the last quarterly report The first EAS LPI sponsor update meeting is scheduled for August 30. Status of the LPI will be discussed. Documents have been drafted to begin the Request for Proposal process. MSP/EMHSD is covering the cost to install the 800 MHz radios that were provided to the LP stations previously by EMHSD. A Project Manager has been brought on board to get this project completed. All LP stations have been identified as CI/KR sites. Stations will be submitting information online for a security review and assessment of their stations (DHS survey). Assisted Monroe County in updating their existing EAS procedures with an updated EAS Plan template containing information on the process of originating an alert message using IPAWS. Also provided information on how to use the FEMA JITC Lab for their FERMI II NPP FEMA evaluated exercise scheduled for August 28, 2018. IPAWS MOU Status Report – As of July 2018, there are 44 Michigan agencies with completed MOUs with FEMA and 19 agencies in the processing of completing MOUs.

What’s on the Horizon

Identify any work efforts, meetings, or information for upcoming activities the board should be aware of EAS Workgroup Meeting scheduled for August 23 will likely be delayed until after the sponsor update meeting. Will be offering a presentation on EAS-IPAWS to the State of Indiana at their REP Conference in September. This will help further the discussion to move forward with cross-border EAS and WEA messaging. Texas has also reached out to take away any lessons learned from our use of IPAWS to update their EAS program.

STATUS OF CURRENT ACTIONS REPORT TO THE MPSCIB – SEPTEMBER 11, 2018 MICHIGAN’S PUBLIC SAFETY BROADBAND WORKGROUP

State and Local Implementation Grant Program (SLIGP) – Round 2

The state received an amended award notification reducing the SLIGP 2 funding by $80K. The revised budget is 1.4M ($1.12M grant / $280K match) in support of MiPSB program operations. The performance period is March 1, 2018 – February 29, 2020. Key initiatives include:

• Planning for Emergency Communication Center Transition Objective – Identify the current level of technology at Public Safety Answering Points (PSAP)s, Emergency Operations Centers (EOC)s, and other emergency communications centers and develop a planning document for these facilities to identify what they would need to do to effectively integrate with FirstNet. This will be achieved through surveys, regional workshops, and direct outreach to a limited number of facilities to determine the current level of technology, and coordination with AT&T/FirstNet to identify the requirements for integration at various technical levels.

Status – Electronic surveys were disseminated statewide to PSAPs and EOCs determine the

level of technology currently in use. This information will be collated into groups of various technology levels and used to create a roadmap and identify benefits (if any) for transitioning to FirstNet. The survey response period is mid-June through September. Site visits are scheduled at 5 facilities the week of August 27th and at 3 facilities the week of September 24th.

• Network Coverage Testing

Objective – Partnering with AT&T, MSP, DNR, and MPSCS, conduct network testing to obtain a comprehensive picture and documentation of the actual FirstNet network coverage. In the event an area’s coverage does not meet that which was represented as “covered” in the Initial Operational Capability phases in the FirstNet State Plan, the state will meet with AT&T to review and address the issue. Status – NetMotion Diagnostics software licenses have been procured. Both the EASA and NGDI hosting solution documents have been completed by MPSCS and approved, and resources are working on pre-installation of the servers. Three modem configuration options were submitted and are pending review by MSP. DNR has decided to test using mi-fi devices rather than modems due to better align with their field operations.

Cell on Light Truck (COLT) Deployable Assets As reported at the March 13, 2018, meeting, there will be two (2) dedicated COLT deployable assets assigned to the State of Michigan. The MiPSB Workgroup submitted their recommendation for both a procedure to request deployment of the COLTs and staging locations. The recommendation was returned to the workgroup for further coordination between the Michigan Public Safety Communications System (MPSCS) and the MSP Emergency Management and Homeland Security Division (EMHSD). Mr. Stoddard and Lt. Col. Kelenske met on April 20, 2018, the report from that meeting is still pending.

FirstNet Emergency Response Team FirstNet recently announced the establishment of an Emergency Response Division. It is their intent to work with each state to draft unique process agreements that align with the FEMA National Response Framework and NIMS processes. They plan to have NIMS trained liaisons available to work in the SEOC/EOCs during emergency events. State outreach is planned to begin in October 2018.

FirstNet/AT&T and State of Michigan Executive Leadership Meeting – June 20, 2018 AT&T presented coverage maps including commercial network towers, FirstNet funded towers, and other builds not specific to FirstNet funding:

• Bandwidth Expansion: May launches – 25 / YTD Completed – 70 • LTE Carrier Adds: May launches – 30 / Planned launches next 90 days – 224 / YTD Completed -

49 (includes 17 Band 14 IOC2 additions) • They are close to finishing the LTE overlay in the UP, the two remaining sites will be completed

by September. Four new sites are projected to be completed in the 2nd half of 2018. It is an 18-24 month process for a new site build from land acquisition to turn up. They are currently in the site acquisition phase in the UP, their preference is to collocate on an existing site.

State and FirstNet Built with AT&T Response Ops

Initial Meeting Request

As a result of the 9/11 Commission findings, Congress funded the FirstNet Built with AT&T system to fill the identified need for first responders to have a reliable, dedicated, robust, interoperable wireless communications system.

AT&T was ultimately selected to provide a system to fill these identified gaps through the development and deployment of the FirstNet Built with AT&T system. In an effort to assist your state in planning for the use of the FirstNet Built with AT&T system, the FirstNet Response Operations team would like to schedule an initial state engagement meeting with key emergency management and public safety leadership and staff.

The purpose of this initial meeting will be to present the FirstNet Response Operations Program to your state and facilitate the development of plans and procedures for your state to utilize FirstNet Built with AT&T assets during emergencies and planned events that will require enhanced first responder communication capabilities.

A member of our Response Operations Group will present an overview of AT&T FirstNet Response Operations. We would also like to discuss the State’s expectations for the FirstNet Response Operations team and would like to facilitate the planning process for requesting, deploying, and demobilizing FirstNet Built with AT&T assets. We would then offer to assist you in composing a document codifying the results of our efforts into state’s current ESF-2 Communications Plan Annex.

The meeting should take no more than two hours and will be the first collaborative meeting between the State and the FirstNet Response Operations Team. If you would be interested in hosting the initial engagement meeting, we will assist in any way necessary.
