2016 is certainly going to be a busy and exciting year for both the MPTA membership and professional development areas of interest. Our Membership Committee has great new co-leaders, Jorgie Hadder, PT, DPT, and Patrick Lawrence, PT, DPT, and a robust roster of helpers: Libby Sheahan, PT, DPT; Lauren Ramer, PT, DPT; Edward Mathis, PT; Crystal Lamb, DPT; Liz Ramey, PT, DPT; Donna Reece, PT; and Britney Rauch, PT, DPT. Thank you all for your service to the MPTA!

Membership Committee highlights so far this year:

• We are reaching out to many organizations who are interested in having a member of the MPTA speak to the benefits of membership and all of the exciting opportunities we are challenged with in Michigan as a profession. Please contact the MPTA if you are interested in having someone visit your business or practice setting.

• New members will receive a special new MPTA window cling with a warm welcome from the committee. Students in transition to their first job as PTs or PTAs will be contacted to share in the benefits of membership discounts as well.

From a professional development perspective, the “to do” list is packed with activity for this year. Receiving at least 8–10 requests for information on the new relicensure requirements per week, it is clear that a Frequently Asked Questions (FAQ) reference tool is needed during this transition period for our membership. I have included a list of the top 5 questions to date for your review! Priorities for the Professional Development Director include:

• Communication to the membership about the PDR (Professional Development Requirement) system for relicensure effective July 1, 2017.

• Development of reference tools—PowerPoint presentation and FAQ reference list.

• Revision of the CEU application process, forms, fees, and review system.

• Creation of a new “CEU Provider” program—standards and criteria, forms, systems, and reviewers.

Please help us spread the word about the VALUE of membership—your voice, your ideas, your issues! That is WHY the MPTA exists. Together, we can do so much more for the communities and people we serve. Thank you for your membership.

The TOP FIVE questions from November – January!

1. Will CEU’s count as PDR’s – 1 hr for 1 unit?

Answer: Earning CEU’s (Continuing Education Units) is one of the many ways to earn the required 24 PDR’s within a two year period for re-licensure. 1 PDR = 1 CEU credit. A maximum of 20 PDR’s may be earned towards the 24 required PDR’s through earning CEU’s.

2. Will CEU’s “count “from 2016 or do I have to wait until 2017?

Answer: The first re-licensure requirement will occur in July 2019, with PDR’s earned from July 2017 to July 2019 immediately preceding re-licensure. So, no, 2016 CEU’s will not be credited towards re-licensure. PDR’s are ALWAYS encourages as a part of our commitment to ongoing professional development in Michigan!

3. How far back will the things that I have done “count” towards PDR’s?

Answer: Same as #2. Re-licensure credits begin in July, 2017.

4. Will having a student “count” as a PDR?

Yes! All of that hard work serving your profession in an important Clinical Instructor role “counts!” 3 PDR credits may be earned for each 40 hours of clinical supervision for a maximum of 12 PDR’s in a two year re-licensure period.

5. Will physical therapists and physical therapist assistant who don’t actively practice PT have to provide patient care to be eligible for re-licensure?

No. Re-licensure will be different than the current system which requires a signature and a fee to be submitted. 24 PDR’s will be required  of any and all PT’s and PTA’s who are requesting re-licensure as a Physical Therapist and Physical Therapist Assistant in the state of Michigan. “Patient Care” is not considered a PDR activity.

A little over a year ago a survey of current members indicated that the MPTA seemed like a closed group, that the same people are in leadership positions too often. Direct access took a lot of time and resources that narrowed MPTA’s focus. We are hearing from members and patients that they are benefitting – access to physical therapy has, and continues, to improve through direct access.

The MPTA Board of Directors have hear your concerns and have been working diligently to find ways to be more open, more welcoming and providing more value. You

can see it in simple ways. The MPTA leadership decided not to sit together during the MPTA membership meeting so we interact more with our members. We have more “early career” members (i.e. members in the first 5 years after graduation) serving as MPTA volunteer leaders… at the District level, on committees, on task forces and on the MPTA BOD. Our MPTA BOD is getting younger (but not young). Activities at the District level are growing… professional development, networking, understanding the issues facing our profession and our patients. Our membership numbers are growing, we can only serve the greater good better as we join together.

Our profession needs you, and your colleagues.. so we can more fully address our vision: “Transforming society by optimizing movement to improve the human experience”

We are more than halfway through the 2015-16 legislative sessions at the state and federal levels. MPTA expects to see a strong push to move HB4712, which would expand the chiropractor scope of practice, allowing them to prescribe physical therapy. Currently, as of the

writing of this article, HB4712 remains on the floor of the Michigan House, which means there could be a vote at any time. MPTA opposes HB4712 and encourages legislators to vote NO! MPTA will keep members apprised of any developments and asks that members visit the legislative web page for detailed talking points about this flawed and unnecessary legislation. Your leadership remains actively engaged with legislators to keep them informed of the issue. Most importantly, YOU will have an opportunity to engage legislators at MPTAs 2016 Legislative Advocacy Day in Lansing, April 13th. This is an opportunity to have

your voice heard by those who will help shape the future of PT practice in Michigan. You can find details of the event and register online MPTA website.

Nationally, APTA/MPTA continues to see the implementation of major pieces of legislation that became law in 2014-15, namely the IMPACT Act of 2014 and MACRA of 2015. These two pieces of legislation significantly impact physical therapy and the delivery of health care. Generally speaking, these two Acts further define and expand the shift away from a volume-based reimbursement system to one of value-based payment. Combined, they seek to meet the triple-aim of health care reform: reduced cost, improved quality, and a healthier population. I encourage you to view the “Medicare” and “Health Care Reform” areas on the APTA website at Payment to better understand the changes that are occurring. The bottom line, as was noted in the September 2015 issue of PT in Motion, is that “PTs had best adopt quality measures and learn more about innovative care delivery models in their communities.” APTA/MPTA is working on your behalf to help shape the future of health care delivery and can provide you with the information you need to succeed.

• Download the APTA Action App, which provides easy access to information, allows quick action, and was recently updated to include a section for State-specific activity.

REIMBURSEMENT DIRECTOR’S REPORTMarty Sytsema, PT, MSPT, OMPT, CIMP, FAAOMPT

Rolling into a new year typically means significant changes with coding, billing, Medicare, etc. The start of 2016 has been quiet, though. The PQRS system is continuing as it did in 2015. The Medicare cap is in place and the exceptions process continues. ICD-10 is still fairly new and we’re still trying to memorize all those diagnosis codes, but little is changing there.

Sadly, misunderstanding of our profession by the insurance companies continues as well. You are probably familiar with BCBSM’s faulty report in The Record from last fall which was corrected in December. Last month, we learned that Blue Care Network, in an upcoming spring 2016 announcement was making many of the same faulty claims that BCBSM did. We were able to contact BCN to get this fixed before it went to print.

One problematic recent change relates to BCN and chiropractors. As a result of the lawsuit against the blues by the Michigan Association of Chiropractors, chiropractors now have to get approval from BCN and are subject to the same 60-day limitations that we are. Because physical therapists and chiropractors will be sharing the 60-day

limitation, it is quite possible that you will have patients who come to see you only to find out all of their BCN rehab benefit has been exhausted in chiropractic visits.

There are some big changes coming up in the next 12 months. APTA continues to work with the American Medical Association (AMA) and Center for Medicare and Medicaid Services (CMS) toward revising how we are paid. Paying based on VOLUME is transforming to payment based on VALUE (case management, emphasis on patient outcomes, etc.). Starting in January 2017 there will be three new codes for our initial evaluations that will replace the current 97001 CPT code. Additional new codes are being developed for our daily treatments but have not yet been finalized.

Another change later this year deals with IMPACT (post-acute care reform act), which will be rolling out incrementally over the next several years. If you work in home health, skilled nursing facilities, inpatient rehab facilities, or long-term care hospitals, start learning about IMPACT as it will start this fall.

Clinical Round Tables:  A New Feature at MPTA Spring Conference!

The MPTA wants to better connect with our membership, and the addition of CLINICAL ROUND TABLES at the Spring Conference is one way to gather like-minded clinicians together! Join us on Saturday, April 2nd from 8 – 9 at one of our round tables led by experts and colleagues with a passion for excellence in specialty areas.

• Women’s Health

In addition there will be a Round Table for those interested in Private Practice

In addition, we’ve partnered with Team Rehab to offer a $2000 scholarship for one student from each of the 6 physical therapy education programs in Michigan. Application deadline for the scholarships is August 1.

We are ringing in 2016 with some new leadership, including a new Vice Chair, Tom Gustafson, currently practicing at the Center for Physical Rehabilitation; and a new Secretary, Jessica Kuipers, also of Center for Physical Rehabilitation. We are very excited to welcome them aboard. We also want to thank former Vice Chair Meri Goehring and Secretary Susan McCourt for their terms of service, and for all their help during my first year as Chair.

In accordance with our MPTA Vision Statement, “Transforming society by optimizing movement to improve the human experience,” we plan to bring you programming that supports the three anchors of this position.

Our first meeting of the year has represented “Transforming Society” with a presentation by Chris Hinze, Vice Chair of the Northern District, titled, “Transforming Society via Community Design,” which also supports the MPTA’s upcoming motion to be presented at the House of Delegates in June. This motion will support Physical Therapists in their role in community design and civil planning to improve generalized access to all utilities and services for those who are mobility impaired. We look forward to this motion and its ongoing development. The students were also presented with vital information regarding “Income-Based Repayment Plans” and “Public Service Loan Forgiveness” presented by Joshua Brockway, JD, Financial Institution Examiner for the State of Michigan. Thank you to the students of Andrews University DPT Program for the programming request. And a big thank you to the GVSU DPT Program and Advanced Therapeutic Concepts for providing dinner for the District meeting.

This semester Andrews University Department of Physical Therapy is full and overflowing with all three cohorts back on campus. Our Class of 2016 has returned after successfully completing their first two terminal internships. We are proud of their accomplishments and thankful for all of the clinicians that gave their time and energy to mentor them. They are back on campus and over the next few weeks they will be completing and presenting their scholarly inquiries.

Over Christmas break several of our students (Class of 2017) teamed up with the Andrews University Theology Department for a Mission trip to Honduras. They spent 11 days in Santa Barbara at a children’s home called Hogar de Niños. This facility is sponsored by Reach International. During their time in Santa Barbara, the

students lead out in a Christ-centered day camp ministry serving kids with food, song, and care. The trip made a tremendous impact on our students, as well as the people of Honduras who they served. We also have another group of students that are planning a trip to Lebanon this summer. We are proud of their willingness to serve.

This year’s Student Conclave will be awesome, with the theme of “Broadening Our Reach.” Educational topics include pediatric pelvic floor, how rehab is different for patients with cancer, and military PT, among others.

The keynote speaker is Dr. Jamey Schrier who will discuss the future of physical therapy. Mock Interviews will occur—so bring those resumes!

Elections for the 2016–2017 MPTA SRC (Student Relations Committee) will be held during student conclave. So come and cast your ballots for who you think will be the best student leaders! Businesses will be present and looking at students for future employment. The MPTA SRC has worked tirelessly to ensure that 2016 Student Conclave will be a success. Judy Turner, PTA (pictured below), shared this statement about her experience at conclave last year:

“The only reason I almost did not attend was not wanting to miss a day of learning at my final clinical rotation. Then I looked at the schedule again and realized all the unique learning

opportunities I would miss at Conclave...rehab directors, hospital administrators, the buzz amongst vendors was largely about the growth in PTA opportunities & hiring...I left with

direct contact information from a half dozen health systems and clinics that I am interested in seeking employment.”

CENTRAL MICHIGAN UNIVERSITYDOCTORAL PROGRAM IN PHYSICAL THERAPYJ. Tim Zipple, PT, DSc, OCS, FAAOMPT

The satellite program at Michigan Tech University (MTU) continues to thrive and most of the technical glitches in the system have been worked out. We continue to monitor the success of the distance learning program and the effects on students at both institutions.

We are attempting to finalize plans to hire two new faculty members in the areas of neurological and orthopaedic rehabilitation. By the time this update is printed, we hope to have both positions filled and begin the process of getting the new faculty settled into campus.

Several of our present faculty, admissions department staff, and students will compete in the “Man vs. Mountain” event on February 6th. We have a team name, fierce competitive natures, and a desire to overcome the elements. The students in Houghton are preparing for two events happening in February: the MTU Winter Carnival and the CopperDog 150 dogsledding races in Copper Harbor. Some events will have already transpired by print time.

Since Central Michigan University is in the Northern District and I am the chair of this District, I feel compelled to announce and support an upcoming course on March 12th. It features Dhana M. Ponners, PT, DPT, OMPT, on the topic of Functional Massage and will occur at Dynamic Physical Therapy in Gaylord, MI. Come one, come all!

Our students are gearing up for the upcoming Student Conclave in Mount Pleasant on April 1st (April Fool’s Day!). We will have students from the 1st and 2nd year of the program involved with preparation at the Comfort Inn and Conference Center. At the Conclave, students are anticipating networking opportunities, mock interviews, and resume reviews. Our students in Mount Pleasant will be preparing for the annual MS Color 5K Walk/Run held on April 16th.

We recently started a Facebook page for our graduates in an effort to network, keep members up-to-date on current happenings in the program, and chat about contemporary trends in the profession. Our second year students are in the process of finishing up their licensure paperwork, studying for the NPTAE, and learning tons in their full-time clinical internships. First year students are “holding down the fort” on campus with a very busy semester while learning about pathophysiology, human development, anatomy, orthopedic rehabilitation, and neuroanatomy.

Project SHARED continues to go extremely well! With this project, the students work to collect assistive devices from individuals/facilities who no longer need them and then issue these devices to people in need. During the fall semester, Professor Barbara Hoogenboom was the keynote speaker for the South Africa Sport Physiotherapy Congress: The Juvenile Athlete. She also presented a 2-day course and a 2-hour lab while she was in South Africa. Professor Lisa Kenyon presented two concurrent sessions at the Section on Pediatrics Annual Conference and a research rounds at the University of British Columbia Division of Physical Medicine and Rehabilitation. MID MICHIGAN COMMUNITY COLLEGESubmitted by Crystal Parker, PTA, BS

The new PTA cohort admitted this fall has much enthusiasm and commitment not only to their studies, but also to the profession and their community. Already they are planning fundraisers in their student group and developing ideas for community service events. With only a month into the program, they conducted a community awareness event for Physical Therapy Month.

New to the students this year is the requirement for a Developing Professional Portfolio designed to guide the students in professional development patterns while still in their student career. The faculty have been providing the students opportunities in the area to participate in other organization’s community outreach. One of the students participated in MidMichigan Health’s free mammography clinics held at each of their campuses as part of Breast Cancer Awareness month October 2015. The student reported it was a rewarding experience for her.

We are looking forward to the 2016-2017 academic year and preparing for the addition of a second cohort starting the fall semester. It will be the first time MMCC’s PTA Program will be educating two cohorts of students at the same time. There will be exciting times ahead.

The PTA cohort graduating in 2017 enjoying their first field trip and learning the challenges faced by individuals with disabilities as they perform a scavenger hunt within our local Walmart store. Many thanks to Walmart, Mt. Pleasant, who has supported our efforts to develop empathy within our students for many years.

Additionally, the second year students will attend CSM 2016 in Anaheim this February with professors Diane Tremblay and Dr. Anar Guru. The students have expressed excitement about this opportunity to network and further their understanding of professional issues.

Also in February, the Mott PTA and OTA Programs will be conducting an inter-professional collaboration on Falls Prevention, creating patient education materials and carrying out educational sessions with individuals at risk for falling. This will promote hands-in service learning for both groups of students.

Lastly, we would like to congratulate Miss Jasmine Glispie and Miss Marceia Ferrell. Both were selected as recipients of the Mott PTA Student Reciprocation Scholarship. This

award is given annually to two students in their second year of the program based on achieving success and overcoming obstacles.

This fall was busy and productive! Transitional Doctor of Physical Therapy (tDPT) Program

Thinking about completing a tDPT? Now is the time!

LAST CLASS WILL BE ADMITTED IN FALL 2016

Oakland University currently has a transitional DPT program for those PTs who graduated with a bachelors or masters degree and wish to obtain a doctoral degree in physical therapy. Students who have a bachelors degree complete 30 credits and those with a bachelor’s degree complete 26 credits.

As we anticipate that the number of individuals who wish to pursue this option will decrease, we will only be admitting students into the tDPT at Oakland until the Fall of 2016. We encourage anyone who is interested in pursuing the tDPT to consider applying to the program in the near future.

The tDPT is offered in conjunction with our certificate programs and/or with other elective courses of your interest, with many courses offered on-line, evenings or weekends. Most students complete the program in 1 – 2 years on a part-time basis, depending on previous course work. Students can begin the program in fall, winter or summer. The annual Wayne State PT Gala, a fundraising event by the third year DPT students, was held January 23, 2016. Over 140 students, faculty, and alumni attended the event, which raised money for graduation and the SAY Detroit PT clinic. Attendees enjoyed a buffet dinner, raffle, DJ, and photo booth. Well done students. Another successful gala, indeed!

Many of the WSU PT faculty have been busy finalizing posters and presentations for CSM in Anaheim, CA. A few of our faculty highlights at CSM include Dr. Nora Fritz’s educational session, “Dual-Task Interference: Definition, Measurement, and Intervention,” and a student platform presentation mentored by Dr. Sujay Galen, titled “Video Movement Analysis Using Smartphones (VIMAS): A Pilot Study.” Dr. Vicky Pardo will present research on “Feasibility and Minimum Detectable Change of the Lower Extremity Fugl-Meyer Assessment in Acute Stroke” and Dr. Martha Schiller will present research, done in collaboration with Beaumont Hospital, on “Falls Risk in Patients Diagnosed with Critical Illness Myopathy.”
