The FSPMA Custodial/Food Service Chemical Products Committee held a regular meeting at 9:00 pm
at St. Petersburg College Epicenter, 13805 – 58th Street North, Largo, FL 33760 on February 7, 2008.

The meeting was called by Mr. Lou Stoecklin, Chairman, and the participants introduced themselves.
The quorum of Educational Members was confirmed before proceeding with the committee meeting.
The last meeting minutes were reviewed and approved unanimously with the following corrections1
shown in red:
The committee was informed that the field performance test of newly-certified floor finish products
under PBCC-29.2 is being conducted at St. Petersburg College, and Sarasota, and Manatee County
Public Schools. but that St. Lucie and Manatee Citrus County school districts did not participate are
not participating in the test.
The FSPMA Custodial/Chemical Committee Report prepared for the meeting by the M-DCPS
Materials Testing and Evaluation Department (MT&E) had been sent through electronic mail to the
committee members in advance and was presented to the committee by Ms. Diaz from MT&E. The
report containing the meeting agenda, updated laboratory testing results, historical testing and payment
summaries, and the current FSPMA-certified custodial/chemical product list, was reviewed and
unanimously approved by the committee members.
Mr. John Garger from Tandus proposed to change the pH acceptable range included in CC-22.6 -
„Carpet Spotter, Water-Based‟ from 7.0 – 10.8 to 4.0 – 9.0 because carpet spotters are proven to be
effective in this range without causing a deleterious action on the carpet material. Most industrial
members coincided with Mr. Garger during the technical discussion in that reducing the specified pH
range limits is perfectly safe for common carpet fibers and dyes and does not affect the product
cleaning performance. This acceptance criterion would be consistent with the range recommended by
the Carpet and Rug Institute (CRI)2 for carpet cleaning products.

MT&E will have to revise the lab testing database to find out if any products submitted for
certification under CC-22.6 had been recently failed only for not complying with the pH acceptance
criteria or if this failure caused the testing process to stop for certain brands.
Committee Agreements (approved unanimously):
The product pH acceptance criteria currently included in CC-22.6 -‘Carpet Spotter, Water-
Based’ will be changed from 7.0 – 10.8 to 4.0 – 9.0. The newly-approved CC-22.7 version will
be posted on both the official FSPMA (http://www.fspma.com/) and the MT&E
(http://materials.dadeschools.net/) websites.
MT&E will revise recent test results in order to be able to add to the FSPMA CC-22.7-
certified brand list those brands with pH levels within the new 4.0 - 9.0 range. Also, if the
failing pH caused the testing process to stop for certain products, the testing will be resumed
and the results reported at the next committee meeting.
Mr. Robert Bullard, from Envirox LLC expressed to the committee that his laboratory was consistently
obtaining higher pH values for the H2Orange2 Concentrate 117 neutral floor cleaner3 than those
reported by MT&E. Ms. Diaz invited Mr. Bullard and any of the vendors present in meeting to visit the
MT&E lab to observe how the different testing procedures were conducted there. She explained that
the pH measurement are being carried out at MT&E with a Methrohm Titrando 809 which is calibrated
for pH on a daily basis with the appropriate standards and the calibration is confirmed by running pH
standards in the range of interest, therefore, Ms. Diaz is confident that the reported pH values are
accurate.
Mr. Bullard said that the acceptable pH range included in PBCC-35.2 – „Neutral Floor Cleaner‟ should
be changed from 6.5 – 9.5 to 5.0 – 9.0 which is consistent with the International Sanitary Supply
Association (ISSA) standard for this type of product4. Mr. Arthur Dominguez from Racine Industries
explained that a pH 5-floor cleaner could affect certain types of floors like terrazzo or marble and then
it would be necessary to include in PBCC-35.2 a test that could evaluate the deleterious action of the
product on terrazzo and/or marble floors. Other vendors expressed that only a minimum number of
school facilities in the State of Florida have terrazzo or marble floors and that it might be reasonable to
consider changing the pH acceptance criteria if it is possible to evaluate the deleterious action of the
products on those floor types. Ms. Diaz from MT&E offered to conduct a search for such a test on the
ASTM website if the committee was interested.
Also, Mr. Bullard proposed to lower the limits in the acceptable pH range included in CC-26.5 –
„Liquid Degreaser, General Purpose, Organic Solvent Type‟(11.5 – 13.5) which in his opinion permits
caustic products to be FSPMA-certified under this category when current industrial technology allows
the manufacturers to produce very effective products without having to increase the pH to unsafe
levels for the workers. Some participating vendors expressed that an 11.5 -13.5 pH acceptable range is
perfectly acceptable for a degreaser in the industry nowadays and did not favor the proposed change at
this time.

PBCC-35.2-‘Neutral Floor Cleaner’ because the pH of the submitted sample was 5.9 and a 6.5-9.5 pH acceptable range is specified. 4 MT&E could not corroborate this affirmation because it was not possible to obtain a copy of this standard.

Ms. Diaz clarified that even though some samples, among them some Envirox LLC brands, have failed
the lab testing evaluation because the pH of the product does not fall within the acceptable range, the
role of the FSPMA Custodial/Chemical committee is not to custom-made specs to squeeze in failing
brands but to reasonably revise the acceptance criteria when necessary based on valid technical
reasons. This approach was supported by several vendors. Ms. Diaz reiterated the invitation to the
vendors to visit the MT&E lab.
There was a consensus among both education and industry committee members of not approving
changes in current FSPMA specifications, pH-related or otherwise, without careful consideration of all
the associated technical information. Mr. Bullard was encouraged to present his detailed FSPMA spec
revision proposal at the next committee meeting with all the appropriate scientific justification. Mr.
Bruce Roeck from Wexford Labs suggested that all vendor/manufacturers should instruct their
chemists to revise the acceptance criteria for pH included in PBCC-35.2 – „Neutral Floor Cleaner‟,
CC-26.5 –„„Liquid Degreaser, General Purpose, Organic Solvent Type‟, and CC-30.2 –„Spray And
Wipe Multi-Purpose Cleaner‟ and submit their input.
Committee Agreements (approved unanimously):
Mr. Robert Bullard, from Envirox LLC will submit to MT&E a proposal revising the
acceptance criteria of selected parameters in PBCC-35.2 – ‘Neutral Floor Cleaner’, CC-26.5 –
‘‘Liquid Degreaser, General Purpose, Organic Solvent Type’, and CC-30.2 –‘Spray And Wipe
Multi-Purpose Cleaner’ specifications. Ms. Diaz will send out his proposal to all FSPMA
Custodial/Chemical committee members to allow the chemists of the other companies to submit
their input as well. A final draft will be eventually prepared by MT&E to be presented in the
next committee meeting for further technical discussion.
Ms. Diaz from MT&E will search for standard methods that might be suitable to evaluate the
deleterious action of floor cleaners on terrazzo and marble floor types and will bring the
information to the next committee meeting.
MT&E has been following for years an FSPMA standard procedure based on which if a given brand
fails to comply with the selected FSPMA specification upon testing of the original submitted sample,
the vendor has the right to submit a second sample of the same brand which is re-tested for free. Ms.
Diaz expressed her concern about some serious inconsistencies observed lately at the MT&E lab
between the original and the second sample up to the point that in one case the original sample had
approximately a pH of 2 while the second sample had a pH of around 10.
Several members expressed that this should not be tolerated and some suggested that maybe the
vendors should double the required testing quantities in their original sample submission of unopened
containers so in case of initial non-compliance findings, the second sample will be already at MT&E.
This would have the disadvantage of handling a larger sample volume at MT&E where there is limited
space but it might be the only way of avoiding unethical sample tampering.
Mr. Stoecklin from Sarasota County Public Schools expressed that the education members always have
the option of sending back to MT&E for compliance confirmation any unopened shipment sample
containers received at their districts that are suspected of performance or safety failure. Also, Mr.
Stoecklin instructed MT&E to report any future similar situation in order to take appropriate measures.
No final agreement was reached on this topic and it will be discussed again at the next committee
meeting.

Mr. Roeck from Wexford Labs complained about the fact that the brands that have been found in
compliance after being tested at MT&E and for which the vendors have already paid the corresponding
posting fees to FSPMA are not being listed as certified brands until the formal committee approval. He
said that this is causing vendors to miss bid deadlines and consequently business opportunities. He
would like to see this procedure changed to the way it was a year ago when the approved brands were
posted as soon as the posting fees were paid. Ms. DeRussy, FSPMA Director of Committees, and Mr.
Stoecklin, Committee Chairman, expressed that they had no objection to Mr. Roeck‟s request.
Committee Agreements (approved unanimously):
Ms. Diaz from MT&E will re-start posting newly-certified brands under the corresponding
FSPMA specification categories as soon as she receives posting fee payment confirmation from
Ms. Vivian DeRussy, FSPMA Director of Committees.
Ms. DeRussy, FSPMA Director of Committees, told the participants that the posting fees associated to
the three-product floor care sets in PBCC-29.2 –„Performance-Based Floor Finish System‟ and E-F
PBCC 29- „Environmentally-Friendly Performance-Based Floor Finish System‟ is $100 per posted set
and not $100 per product. She also informed the participants that the next committee meetings will be
scheduled on May and August, 2008 at St. Petersburg College (specific dates and times will be timely
informed) and that the 2008 FSPMA Annual Conference will be held at the Daytona Beach Hilton
(100 N. Atlantic Ave., Daytona beach) on September 15-19, 2008 and the agenda is already posted on
the FSPMA website.
Mr. Stoecklin, Committee Chairman, said that Florida school districts are facing the double challenge
of introducing better and safer custodial cleaning products at the same time that the upcoming
homestead tax cuts will considerably affect the district budgets. It is in this context that FSPMA is
conducting field tests to compare the performance of traditional floor care products versus new options
like “green” formulations or epoxy-based coatings.
Some vendors insisted in the necessity of improving the FSPMA field performance protocols to
include more variables in order to represent the different actual environments and settings which are
found at school facilities throughout the state. The appropriateness of using rejuvenators during these
tests was also discussed but no agreement was reached by the committee regarding this topic.
Mr. Eddie Flicker from Pasco County Public Schools presented the results of the “green” floor finish
performance test conducted at Sarasota and Manatee County Public Schools (see Attachment). The
FSPMA educational member team who conducted the test concluded that: 1) the “green” floor care
products tested did not perform well if compared to current finishes being used at our facilities, 2) the
epoxy finishes tested outperformed all the other participating floor finish products and may be
considered green, and 3) the FSPMA Custodial/Chemical Committee should and will continue the
search for “green” finishes that perform in the educational environment.
The representatives of Johnson Wax did not bring to the meeting their proposal for changing the
acceptance criteria currently included in PBCC-29.2 -„Performance-Based Floor Finish System‟,
therefore, it was not possible to comply with this agreement reached at the previous committee
meeting. Mr. Bob Rucker from Johnson Wax said that they will designate a company representative to
prepare and bring this proposal for the next committee meeting.

This concluded business transacted at the meeting. The FSPMA Board of Directors had decided that
the next committee meeting will be held on May, 2008. Members and vendors will be timely informed
of specific date and time.

Conclusions
Testing of finishes will continue but it is clear that the Green finishes submitted for testing did not perform well compared to current finishes being used.
It is also clear that the epoxy finishes being tested are outperforming all other finishes and may be considered Green.
Testing of other Green finishes will continue in search of a finish that will perform in the educational environment.

GREEN FLOOR CARE SET SYSTEM FIELD PERFORMANCE TEST
Protocol for Testing Floor Finish Systems Certified Under FSPMA Environmentally‐Friendly PBCC‐29‐‘Performance‐Based Floor Finish System’ (Types II, III, and/or V)1
Submittal Requirements:
1. The green floor care systems participating in the field performance test to be conducted at Miami‐Dade County Public Schools facilities will consist in a floor finish, a neutral floor cleaner, and a floor finish remover.
2. The three products have to be compatible to be used as a set and as a pre‐requisite to be included in this test all sets have to be FSPMA2‐certified as per the Environmentally‐Friendly PBCC‐29‐‘Performance‐Based Floor Finish System’ under types II, III, and/or V (see specification attached).
3. The vendors are responsible for timely delivering the requested quantity of products to the indicated school sites.
Guidelines:

2. M‐DCPS personnel will apply the products in the presence of Plant Operations personnel and Materials testing and vendors may be present.
3. A minimum area of 20‐25 ft. long by 8–12 ft. wide section at the school cafeteria will be assigned to each vendor’s floor finish care set. Separation of each test area will be accomplished by tape.
4. A similar area will be equally treated throughout the field performance test with the floor finish care products currently available at M‐DCPS to be used as the control area during the evaluation process.
5. Field Performance Test Timeline: I. Day One (1): Stripping
Test areas will be stripped with the set floor finish remover and rinsed. Samples of the rinsing water will be taken and the pH will be measured in situ (litmus paper).
II. Day One (1): First Coating (3‐5 coats) The floor finish coats will be applied by flat mop only. A forty‐five (45) minute dry time will be allowed after the application of the first coat while thirty minute dry time periods will be allowed between the subsequent coats.
III. Day Two (2): Cleaning with Neutral Floor Cleaner/Buffing/Re‐coat (2 coats). IV. Days Three (3) to Nineteen (19): Normal Daily Care Maintenance.
During the duration of this phase, custodial personnel will be freely using the germicidal detergent brand available at S&D. No buffing or re‐coating.
V. Day Twenty (20): Cleaning with Neutral Floor Cleaner/Buffing/ Re‐coat (2 coats). VI. Days Twenty‐One (21) to Seventy‐Four (74): Normal Daily Care Maintenance.
During the duration of this phase, custodial personnel will be freely using the germicidal detergent brand available at S&D. No buffing or re‐coating.
VII. Day Seventy‐Five (75): Final Stripping. Test areas will be stripped with the set floor finish remover and rinsed.

Final Stripping
Acceptance Criteria: 1. The vendors have to deliver the floor finish product sets at the scheduled time to the indicated
school sites along with product specification sheets and MSDSs. 2. The floor finish, neutral floor cleaner, and floor finish remover product containers, caps, and
cardboard packaging shall be designed to provide appropriate strength as well as to facilitate handling, and subsequent product application.
3. Containers have to be identical to those submitted to MT&E for testing/evaluation to ensure they are labeled with clear instructions related to product use, necessary dilutions, precautionary guidelines, etc.
4. The pH of the after‐stripping rinsing water on Steps I and VII shall be between 6.5 and 7.5. 5. The floor finish remover shall have good to excellent stripping capacity using a reasonable volume of
the product and it shall be easy to apply as determined by designated M‐DCPS Plant Operations experts. floor machines necessary? The stripping water disposal procedure shall be evaluated?
6. The floor finish shall be easy to apply as determined by designated M‐DCPS Plant Operations experts, its performance shall not have temperature‐related restrictions, it shall dry within the defined dry‐time periods, and the 600 specular gloss yielded on the treated tiles shall be higher than 85 when tested with a BYK Gardner Micro‐TRI glossmeter in accordance with ASTM D 1455. Should we define a fixed number of coats after which we will determine gloss at each applicable step? Tools/machines necessary?
7. The neutral floor cleaner shall be compatible with the floor finish included in the same set. It shall not attack or affect the floor finish applied on the tiles, it shall be completely rinsable after two (2) rinses evidenced by the absence of a film residue on the tile surface.
8. Any quantitative parameters will be measured and appropriately reported by MT&E. 9. The attached field performance test evaluation form (I’ll prepare after I receive your input on
acceptance criteria) will be completed by designated M‐DCPS Plant Operations experts who will evaluate all qualitative parameters and rate every floor finish system set. This form includes a comparison of the results obtained for each set area with those obtained in control area by applying the traditional products (non‐green) currently available at S&D.

This performance‐based specification covers Floor Finish Systems consisting of products that meet or exceed either Green Seal or EcoLogoM standards and have been submitted by the vendor for certification on one of the four following categories depending on their intended use:
Floor Care Type Categories: TYPE I: NON ‐ MECHANICAL FLOOR CARE TYPE II: LOW ‐ SPEED FLOOR CARE (175‐300 RPM) TYPE III: HIGH SPEED FLOOR CARE (300‐1500 RPM) TYPE IV: ULTRA ‐ HIGH SPEED FLOOR CARE (>1500 RPM) TYPE V: GENERAL FLOOR CARE
Each Floor Finish System consists of three products:
Floor Finish System Products: 1‐ Floor Finish 2‐ Floor Cleaner 3‐ Floor Finish Remover
1. FLOOR FINISH, POLYMER WATER EMULSION TYPE, DETERGENT RESISTANT A. GRADE, TYPE, SIZE AND LABEL:
a) Grade and Type: Floor finish, also referred to as floor polish is defined as any polymer or resin coating that is designed to be periodically removed (stripped) and reapplied. This product will be a Polymer water emulsion. Finishes covered by this specification shall be of one grade and uniform concentration and should be designed for the specific category of floor care type under which is being evaluated. The product should yield a clear, non‐yellowish dried film. This floor finish product shall meet or exceed either Green Seal or EcoLogoM certification standards to be considered for testing.
b) Size and Label: This material shall be furnished in new, non‐returnable, commercial type, factory
sealed containers. All containers shall be labeled with labeling impervious to the contents of the container. Such labeling can be accomplished through printing directly on the container, by attaching a paper label, or a tight‐fitting sleeve‐type label on a plastic container designed to receive and hold sleeve‐type labels. No labels shall be easily removed from the container whether the container is full or empty. Labels shall give adequate use instructions and warning of toxicity, skin irritants and/or possible damage to vulnerable surfaces, if any. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR 1910.1200, the manufacturer shall include

detailed instructions for proper use, disposal, and type of personal protective equipment required.
c) Classification: The percent of solids of the floor finish product shall fall within the 14 % ‐ 25% range. The % of solids shall be either stated on the product label or the manufacturer shall submit a certified letter indicating the product % solids level.
B. MATERIALS AND WORKMANSHIP:
a) Use: Polymer water emulsion floor finishes covered by this specification shall be intended for use on asphalt tile, rubber tile, linoleum, vinyl tile, terrazzo, concrete, and other floor surfaces except wood surfaces. They should not be applied to wooden surfaces unless the floor is properly sealed. The product must be used without dilution. The product shall exhibit the optimum balance of all desirable properties including slip‐resistance and durability.
b) Stability and Storage: The product and container shall be stable and shall not lose effectiveness
or otherwise deteriorate for at least one year when stored in unopened containers in accordance with manufacturer's specifications. Stacking and storage heights for products shall be provided on the exterior storage container or carton.
c) Product Specification Sheet: A copy of the manufacturer's specification sheet for this product is
to be submitted for certification. d) Certification: A notarized statement (Form B ‐ Certification Package), shall be completed
certifying that the manufacturer's product meets the requirements included in ‘Section A. Grade, Type, Size, and Label’ and ‘Section B. Materials and Workmanship’.
C. REQUIREMENTS:
a) Slip‐Resistance: The Floor Finish shall meet or exceed Underwriter's Laboratories standard for slip resistance with the use of ASTM D 2047‐99 or UL Method 410 (as measured by the James Machine) with a static coefficient of friction equal to or greater than 0.5 as evidenced by either UL approval on the label of each container or by test results certified at the FSPMA designated testing laboratory.
b) Non‐Volatile Matter: It is recognized that the performance of a floor finish is influenced more by
the type of raw materials than by their quantity. The non‐volatile content of any sample, however, shall be within +/‐ 1.5% of the % solids stated either on the label or on the certified letter submitted by the manufacturer when tested in accordance with ASTM D 2834, using the 2 hour drying time.
c) pH Value: The pH value of the polymer water emulsion concentrate shall be within the 7.5‐9.5
range when tested in accordance with ASTM E 70. d) Gloss 60° Specular: The 60° specular gloss produced by the product shall be higher than 85 when
tested in accordance with ASTM D 1455.

e) Sediment: The amount of sediment present in the floor finish shall not be more than 0.5% by volume when tested in accordance with ASTM D 1290.
f) Removability: The dried film (applied by dip‐coating as in ASTM E 2047) on the black vinyl
composition type test tiles shall be completely removed after 100 oscillations when tested in accordance with ASTM D 1792 except immediately prior to scrubbing a 15 minute pre‐soak of the test tiles using the manufacturer's floor finish remover corresponding to the same Floor Finish System submitted for certification (at the manufacturer's recommended dilution).
g) Water Spotting: The dried film shall show no separation from the surface of the black vinyl composition type test tiles and only slight whitening after buffing when tested in accordance with ASTM D 1793 Dynamic Test.
h) Detergent Resistance: There shall be less than 10% deterioration in the dried floor finish film
after 200 oscillations when tested in accordance with ASTM D 3207 except using the manufacturer's Floor Neutral Cleaner corresponding to the same Floor Finish System submitted for certification (at the manufacturer's recommended dilution). If diluted, products shall be diluted with water from a cold tap at no more than 500F.
i) Material Safety Data Sheet (MSDS): An MSDS clearly identifying this product, filled out
completely according to the Florida Workers Right‐to‐Know Law (Chapter 442, Florida Statutes) must be submitted with each sample submitted for certification.
D. METHODS OF SAMPLING AND INSPECTION:
a) Sampling: At the option of the purchaser, representative samples shall be taken from deliveries made under this invitation and submitted for quality control testing. If the purchaser's sample fails, the manufacturer shall pay for the actual cost of testing. Failure of any sample so taken to comply with the specification requirements shall invalidate any purchase contract made under this invitation unless the manufacturer requests a repeat quality control test. The manufacturer may be present for this second sampling which shall be from the same batch. The manufacturer shall pay for this second quality control test. Should the second sample fail, this invalidates any purchase contract made under this invitation. If the second sample passes, results obtained from the second quality control test shall prevail.
b) Inspection: Physical inspection of package, condition, quantity, and labeling shall be made at
point of delivery by the purchaser. An MSDS shall be submitted with each shipment in accordance with the Florida Workers Right‐to‐Know Law (Chapter 442, Florida Statutes) and shall be identical to the MSDS supplied for the initial certification.
2. FLOOR NEUTRAL CLEANER
A. GRADE, TYPE, SIZE AND LABEL:
a) Grade and Type: This detergent shall be an either RTU or diluted Neutral Cleaner of one grade with good detergency, uniform concentration, and shall be suitable for use on all surfaces which are cleaned with water. It shall be compatible with the Floor Finish product corresponding to the same Floor Finish System submitted for certification in the specific category of floor care type

Labels shall give adequate use instructions and warning of toxicity, skin irritants and/or possible damage to vulnerable surfaces, if any. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR 1910.1200. The manufacturer shall include detailed instructions for proper use, disposal, and type of personal protective equipment required.
B. MATERIALS AND WORKMANSHIP:
a) Use: The Neutral Cleaner shall be a uniform homogeneous product and shall contain compatible
organic and/or synthetic detergents. It shall contain no abrasive and shall not be irritating to normal skin. It shall be satisfactory for use in floor and wall maintenance cleaning operations with soft or hard water.
b) Stability and Storage: The product and container shall be stable and shall not lose effectiveness
or otherwise deteriorate for at least one year when stored in un‐opened containers in accordance with manufacturer's specifications. Stacking and storage heights for products shall be provided on the exterior storage container or carton.
c) Composition. The ingredients in the formulations shall consist of a blend of detergents,
sequestrants, couplers, and inorganic buffering agents, and shall contain no 2‐butoxy‐ethanol CAS #111‐76‐2 (Butyl Cellosolve).
d) Biodegradability: The product shall be biodegradable. e) Product Specification Sheet: A copy of the manufacturer's specification sheet for this product is
to be submitted for certification. f) Dilution Ratio: The general purpose dilution ratio for the product shall be specified by the
manufacturer at the time the sample is submitted for certification. All references to use dilution shall refer to this recommended dilution and this dilution ratio shall appear on the label. Products shall be tested as used and if diluted, products shall be diluted with water from a cold tap at no more than 50 0F.
g) Certification. A notarized statement (Form B, Certification Package), shall be completed
certifying that the manufacturer's product meets the requirements included in ‘Section A. Grade, Type, Size, and Label’ and ‘Section B. Materials and Workmanship’.

Unless otherwise noted, all test methods cited are the latest published revisions. a) pH Value: The pH value of the manufacturer’s recommended dilution as submitted for 2.B.f.
shall be in the 6.5‐9.5 range when tested in accordance with ASTM E 70. b) Solubility: The compound shall be completely soluble in distilled water when tested in
accordance with D.c.1. c) Rinsing Properties: The compounds shall be free rinsing when tested in accordance with ASTM D
3399, except use 100 ml instead of 75 ml rinses and use manufacturer's use dilution as recommended in 2.B.f.
d) Cleaning Efficiency: The cleaning efficiency shall be not less than 20% when tested according to
Federal Test Method Standard 536, Method 6701, except that the doctor blade clearance shall be 0.006 in. (6 mil) instead of 0.008 (8 mil), the concentration tested shall be that specifically recommended and submitted by the manufacturer for this test and the soil formulation shall be as follows3:
1. 80 grams of #3175 Red Iron Oxide Pigment manufactured by Rockford Pigments
of Beltsville, MD 2. 59.3 ml of Spectrum K1025 Kerosene. 3. 61.5 ml of Spectrum S1630 Stoddard Solvent. 4. 4 grams of Spectrum M1194 White Medium Mineral Oil. 5. 4 grams of Valvoline Super HPO 20W Motor Oil. 6. 4 grams of Crisco All Vegetable Shortening.
e) Viscosity. Gardner Bubble: When liquid, the viscosity shall be not more than "T" at 250C when
compared to the Gardner Bubble Viscometer Standards in accordance with ASTM D 1545. f) Free Alkali, Calculated as Sodium Hydroxide: The free alkali content, calculated as sodium
hydroxide, shall not be more than 0.05% when tested in accordance with ASTM D 820. g) Deleterious Action on Painted Surfaces: When tested as specified in ASTM D 3399, using the
detergent dilution as recommended by the manufacturer for 2.B.f., the change in 60° specular gloss of the panel immersed in the sample solution shall be no more than 50% of that for the panel immersed in the trisodium phosphate solution.
h) Deleterious Action on White Vinyl Composition Type Flooring: When tested as specified in ASTM
D 3399, using the detergent dilution as recommended by the manufacturer for 2.B.f, white official test composite type tiles shall exhibit no swelling, cracking, softening, discoloration, or bleaching.
i) Material Safety Data Sheet (MSDS): An MSDS clearly identifying this product, filled out
completely according to the Florida Workers Right‐to‐Know Law (Chapter 442, Florida Statutes) must be submitted with each sample submitted for certification.

D. METHODS OF SAMPLING, INSPECTION, AND TESTING:
a) Sampling: At the option of the purchaser, representative samples shall be taken from deliveries
made under this invitation and submitted for quality control testing. If the purchaser's sample fails, the manufacturer shall pay for the actual cost of testing. Failure of any sample so taken to comply with the specification requirements shall invalidate any purchase contract made under this invitation unless the manufacturer requests a repeat quality control test. The manufacturer may be present for this second sampling which shall be from the same batch. The manufacturer shall pay for this second quality control test. Should the second sample fail, this invalidates any purchase contract made under this invitation. If the second sample passes, results obtained from the second quality control test shall prevail.
b) Inspection: Physical inspection of package, condition, quantity, and labeling shall be made at
point of delivery by the purchaser. An MSDS shall be submitted with each shipment in accordance with the Florida Workers Right‐to‐Know Law (Chapter 442, Florida Statutes) and shall be identical to the MSDS supplied for the initial certification.
c) Test Procedures:
1. Solubility: The use solution as diluted in C.d. shall be maintained at 25°C and stirred vigorously for 5 minutes. The solution shall be inspected immediately thereafter for undissolved matter.
E. RELATIVE COST:
This shall be determined on the basis of the cost per gallon of the use dilution specified by the manufacturer certification. Dilution cost chart attached.
3. FLOOR FINISH REMOVER FOR POLYMER WATER EMULSION TYPE FLOOR FINISHES. A. GRADE, TYPE, SIZE AND LABEL:
a) Grade and Type: The Floor Finish Remover shall be effective on the Floor Finish product corresponding to the same Floor Finish System submitted for certification in the specific category of floor care type under which is being evaluated. It shall have uniform concentration and be suitable for use on all floors normally cleaned with water. This product shall meet or exceed either Green Seal or EcoLogoM certification standards to be considered for testing.
b) Size and Label: This material shall be furnished in new, non‐returnable, commercial type,
factory sealed containers. All containers shall be labeled with labeling impervious to the contents of the container. Such labeling may be accomplished through printing directly on the container, by attaching a paper label, or a tight‐fitting label on a plastic container designed to receive and hold sleeve‐type labels. No labels shall be easily removed from the container whether the container is full or empty. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR 1910.200. The manufacturer shall include detailed instructions for proper use, disposal, and type of personal protective equipment required.

c) Classification: This product shall contain no abrasives, be of one grade and uniform
composition. B. MATERIALS AND WORKMANSHIP:
a) General: The floor finish stripper shall be a uniform, homogeneous, liquid product and contain no abrasives. It shall be usable in an as‐received condition or dilutable with water per the manufacturer’s instructions. If diluted with water it shall be effective in hard or soft water when diluted according to the manufacturer’s instructions.
b) Stability and Storage: The product and container shall be stable, not losing effectiveness or
otherwise deteriorating for at least one year from the date of manufacture, when stored in unopened containers in accordance with the manufacturer’s instructions. Stacking and storage heights for products shall be provided on the exterior storage container or carton.
c) Hazardous effects: The product shall be non‐toxic and non‐corrosive.
d) Composition: The product shall:
1. Contain no alkylphenol ehtoxylates. 2. Contain no ozone depleting compounds. 3. Contain no known carcinogens. 4. Contain no ammonia 5. Contain no phthalates 6. Contain safe level of VOCs at use concentrations. 7. Be biodegradable
e) Dilution ratio: The dilution ratios for the end use of this product shall be specified by the
manufacturer at the time the sample is submitted for certification. All references to use dilution shall refer to this use recommended dilution and this use dilution ratio shall appear on the label.
f) Product specification sheet: A copy of the manufacturer’s specification sheet for the floor finish
stripper shall be submitted with the product for certification. C. REQUIREMENTS:
a) pH value: The pH value of the undiluted concentrate shall be no more than 11.5 using Method 9040 in Test Methods for Evaluating Solid Waste, Physical/Chemical Methods, EPA Publication SW‐846.
b) Solubility in water: The floor finish stripper shall be completely soluble even in hard water. c) The undiluted floor finish stripper shall not be a skin sensitizer, as tested by OECD Guidelines for
Testing Chemicals, Section 406. d) The volatile organic compound (VOC) content shall be no more than 7% by weight for the most
concentrated dilution and 3% by weight for the normally recommended dilution. The

manufacturer is responsible for providing documentation indicating the product complies with these regulations.
e) Flammability: The undiluted product shall have a flashpoint above 150°F, Cleveland Open Cup
Tester (ASTM D92‐97) or Closed Cup (ISO 13736 or 2716) f) Material Safety Data Sheet (MSDS). An MSDS clearly identifying this product, filled out
completely according to the Florida Workers Right‐To‐Know Law (Chapter 442, Florida Statutes) must be submitted with each sample for certification.
