The tourist industry undoubtedly remains one of the predominant pillars of the Maltese economy. Over a span of twenty-five years, the number of tourist arrivals in Malta more than doubled. Indeed arrivals between the period 1985 to 2008 rose from 520,000 arrivals to an all-time high of 1,290,000 arrivals. This sturdy rise would not have been possible had there not been an appropriate infrastructural development to sustain it. Although the number of two-to-five star hotels between 1985 and 2010 declined from 110 to 103 establishments, the supply of bed places increased by 145 per cent or 19,200, reaching a peak of 31,250 bed places by October 2010.

Official statistics show that over the years, apart from higher tourist arrivals, the tourist profile changed as well. An indication of this is the change in the com-position of two-to-five star hotels. In 1985, two star hotels accounted for one-tenth of bed supply. By 2010 however, two star beds declined by 800 units and their share dwindled to a mere 1.6 per cent of the total hotel bed supply. In 2010, three star hotels in Malta contributed to 38 percent of the total hotels. In comparison, this figure stood at 50 per cent twenty-five years ago. Nonetheless, the number of available bed places doubled and reached 9,496 in 2010. Higher expectations from more affluent tourists and stiff competi-

tion from abroad lead to a substantial shift of hotel investment towards four and five star hotels. From a mere representation of 25 per cent out of total domestic hotels in 1985, their presence surged to over 55 per cent by 2010. In terms of bed places, these categories edged their share from five to seven beds out of ten over the mentioned period. Five star hotels alone quadrupled their bed supply between the period 1985-2010 and together provide almost 7,000 beds.

The tourism industry is constantly evolving and today people are travelling more, spend less on accommodation and have shorter stays. Despite higher arrivals, aggregate hotel occupancy rates (except for three star hotels) declined over the years. The sharpest drop was registered in five star hotels as oc-cupancy declined from 77.1 per cent in 1995 to 56.3 per cent in 2008. Two-star hotels also suffered a nine percentage point decline, registering an average 41% occupancy which was the lowest occupancy rate among all hotel catego-ries in 2008. Demand for three star ho-tels was higher in 2008 (48.8 per cent) when compared to 1995 (46.7 per cent). Occupancy in four star hotels declined marginally by 2.2 percentage points to 67.5 per cent.

star hotels whilst five star hotels had the shortest average length of stay of 6.6 days. By 2008 average length of stays for five star and three star hotels declined by 1.6 days (the highest de-cline) and 0.5 days (the lowest decline) respectively. Moreover, two star hotels registered a drop in tourist length of stay from an average of 8.7 days down to 7.5 days. On the other hand, similar to five star hotels, the drop in the average length of stay for four star hotels was negligible from 8.9 to 8.3 days. From these figures it is pertinent to highlight that the three star hotels still managed to increase occupancy levels despite a decrease of 16.5 per cent in the average length of stay.

In view of the above mentioned ob-servations the hotel industry is in need of periodic restructuring in order to em-brace the every changing profile of the individual traveller. This must be viewed in terms of the ripple effect that tourism has to other sectors of the economy. The pooling of resources should not be limited to the private sector but indeed, it is in the interest of the public sector to collaborate with the private sector. This collaboration would ensure that all rel-evant stakeholders pool their resources and entrepreneurship skills to safeguard and improve the existing investment in the accommodation sector.

The Malta Hotels & Restaurants Association was formed in 1958. The promoters’ intention was to unite all those who own, manage or operate hotels or restaurants, and to counsel and represent them. The industry, then fledgling, desperately required unity of purpose and strategy.

HISTORY & MISSION

The then newly-formed Association sought incessantly to direct successive administrations towards recognising the benefits of a successful tourism industry. It also worked hard in the interests of its members, who required the umbrella protection of a strong and cohesive union to represent them.

The attainment of Independence in 1964 heralded a wave of confidence in the Islands’ potential as a holiday destina-tion. The MHRA was not slow to seize upon the opportunity to press for im-provements in its industry. Hotels started sprouting throughout our Islands and the number of beds trebled. The increase in the number of restaurants was commen-surate with the increase in tourists and the prosperity of the locals.

The seventies and early eighties wit-nessed increasing growth in the Maltese tourism industry and Malta started diver-sifying into new markets. Further growth was achieved in the nineties with the introduction of a number of hotels in the five-and four-star categories and a number of gourmet restaurants and food chains.

The Association encouraged its members to build good quality properties, and keep an ever watchful eye on the standards of service. On the other hand, it sought with some success to persuade

government to invest in infrastructural facilities, which would complement the members’ investments. Thus, airport facilities, roads, beach cleaning, proper signposting, staff training through the In-stitute of Tourism Studies and many other components of the industry were built fol-lowing the intervention of the Association.

As the major Association in the tourism sector, the MHRA represents the interests of its members on several important national policy-making bodies including the board of the Malta Tourism Authority and all its directorates, the Institute of Tourism Studies and the Malta Council for Economic and Social Development. In addition, the Asso-ciation maintains close contact with government departments and ministries, keeping them aware of the problems facing this industry from time to time.

The Association’s history of endeav-our and achievements assures it a place amongst the more important constituted bodies in Malta.

Its contribution towards the improve-ment of the industry remains continu-ous and valuable. The vast majority of hotels and restaurants in the Maltese Islands, which are its members, confirm its place of importance amongst Malta’s employers’ unions.

ARRIGO GROuP OF hOTELsArrigo Group of Hotels is a small chain of 3-star category hotels. The Osborne Hotel is situated in the capital city, Valletta, while the Plaza Hotel and Plaza Regency Hotel are situated on the Sliema Promenade. The three hotels have recently been refurbished and now boast cosy attractive furniture and soft furnishings, satellite TV, hairdryers etc. The superior rooms at the Plaza / Plaza Regency Hotels all have sea-view balconies and, in addition to the features of standard rooms, have facilities of trouser press and mini-bar. More beds are being installed at the Plaza Hotel in self-catering suites. These suites are being furnished to high standards with superior facilities to further enhance the Plaza and Plaza Regency Hotels. The panoramic views of Balluta Bay and of the blue Mediterranean sea from the sixth floor restaurant and from the pool deck enhance the whole set-up. The food standard of the three hotels is of a high quality. The variety of the rotating menus satisfies the various nationalities of clients who visit the hotels all the year round. Mezzo at the Plaza Regency and Cara’s Coffee Shop/Bar at the Plaza give that Italian touch to the hotels. These two spots have created a mecca for tourists and locals trying the variety of pizzas and pasta dishes on one side, and then savour-ing the sweets backed up with cappuc-cinos and hot chocolate, beers and spirits on the other side.
