INTRODUCTIONThe documents in this microfilm collection have been obtained by Univer-

sity Publications of America (UFA) from the Central Files of the GeneralRecords of the Department of State, Record Group 59. These records areunder the jurisdiction of the Legislative and Diplomatic Branch of the CivilArchives, National Archives and Records Administration, Washington D.C.,where they are housed. UPA has published these records in cooperation withthe National Archives.

The Central Files of the General Records of the Department of Statecontain the bulk of the records accessed in Record Group 59—some 82percent of this Record Group according to a National Archives estimate. TheCentral Files contain all instructions sent to and all correspondence receivedfrom diplomatic posts abroad by the Department of State. In addition, most ofthe State Department's internal documentation, as well as correspondencebetween the Department and other federal departments and agencies,Congress, and private individuals and organizations are included in theCentral Files.

The records filmed from the Central Files for this collection are from theForeign Affairs subject classification of the Central Files. They includetelegrams, airgrams, instructions, inquiries, studies, memoranda, situationreports, translations, special reports, plans, and official and unofficial corre-spondence.

These documents illuminate Mexico's relations with the United States ofAmerica and other nations. Because of the broad scope of these records, theyboth supplement and complement the coverage offered by the Department ofState's own Foreign Relations of the United States series.

ORGANIZATION OF THE DEPARTMENT OF STATE'SDECIMAL FILING SYSTEM

From 1910 to 1963, the Department of State used a decimal classificationsystem to organize its Central Files. This system assembled and arrangedindividual documents according to their subject with each subject having beenassigned a specific decimal code.

The decimal system from 1950 to 1954 consists of ten primary classifica-tions numbered 0 through 9, each covering a broad subject area.

CLASS 0: Miscellaneous.

CLASS 1: Administration of the United States Government.

CLASS 2: Protection of Interests (Persons and Property).

CLASS 3: International Conferences, Congresses, Meetings, andOrganizations.

CLASS 4: International Trade and Commerce. Trade Relations, CustomsAdministration.

CLASS 5: International Informational and Educational Relations. CulturalAffairs. Psychological Warfare.

CLASS 6: International Political Relations. Bilateral Treaties.

CLASS 7: Internal Political and National Defense Affairs.

CLASS 8: Internal Economic, Industrial, and Social Affairs.

CLASS 9: Other Internal Affairs. Communications. Transportation.Science.

For this publication, University Publications of America (UFA) has micro-filmed the documents contained in CLASS 6. Within this class each subjectis defined by a decimal file number. The decimal file number is followed by aslant mark (/). The number after the slant mark (/) refers to the date on whichthe document was generated. Documents within each decimal file number arearranged in chronological order. The entire decimal file number is stamped onthe right side of the first page of every document.

In this publication, records classified 612 deal with the foreign policy ofMexico and its political relations with other nations. Due to the StateDepartment's arrangement of these records, countries assigned numbersbelow 12 will not be found in this file. However, UFA has included files dealingwith the political relations between the United States (country number 11) andMexico in this publication. In order to find the political relations betweenMexico and countries other than the U.S. that have a lower number than 12,the researcher should check the CLASS 6 records for that country. Theserecords can either be found at the National Archives, Washington, D.C. or, formany countries, in microform publications which UFA has made available tolibraries.
