Each player starts the game with $5,000,000, two Building Permits and a colour token.

GAMEPREPARATION

• Eachplayerrollsthediceandwhoobtainsthehighestscoreplaysthefirsthand.• Each player takes a metal token of the colour he prefers and places it near the Stock

Exchange.Theextratokensareleftinsidethebox.• Priortostart,twoBuildingPermitscardsaredistributedtoeachplayer,drawnrandomly

from the pack. The remaining Building Permits cards, together with the four BuildingPermitscardsforBridgesmustbeshownandbehandy.Fromnowon,whenitwillnotbenecessarytodistinguishtheBuildingPermitscardswiththeBuildingPermitscardsforBridges,wewillsimplycallthesecards“Permits”.

• Eachplayerwillreceive$5,000,000(fivemillions)inbanknotes,choosingthedenominationsthatheprefers.TherestofthemoneyisheldbytheBankofMetropoli.EachplayercanfreelymanagetheexchangeofmoneywiththeBank,butyoucandecideforthistasktobecarriedoutbyoneoftheplayerswhowillnotobtainanybenefitforthis“service”.AmoneyholdercanbefoundinsidethepackagethatcanbedetachedfromtheTrayandconvenientlykeptonthetable.

• Keeptheblocks,theroofs,andthePermitsValuecardshandy.ThelatterwillbeneededtocalculatetheamountstopayduringthegametotheownersoftheBuildingPermits.

• Take theMetropoli cardswith thedarker back andplaceone randomlynear each cityDistrict,outside thegameboardandwith thevaluewell-readable,as indicated in theimage.EachofthesecardsrepresentsacitybuildingandalsodeterminesthebasicvalueoftheDistrictnearwhichitislocated.

• Theplayerwhohasthefirsthandrollsthediceandstartsthegame.

THEGAMEBOARD

ThegameboardrepresentsthecityofMetropoliandboastsanexternalroute,consistingof40spacesintotal,andaninternalareaonwhichthebuildingswillbebuilt.Atthecentreofeachsideoftheexternalroute,therearefour“Bridge”spacesthatgiveaccesstotworoads(BroadwayandMainStreet)whichcrossthecitythroughoutitslength,dividingitintofourDistricts.ForeachBridge,thereisaBuildingPermit.EachDistrictconsistsofnineBuildingAreas,onwhichthebuildingsofthecitywillrise.Thecityisseparatedfromtheexternalroutebyariver,whichonlyhasanaestheticpurposeandnopracticalfunctioninthegame.Numeric combinations of two digits are indicated on many spaces of the external routewhich indicate thehighwayexits (describedbelow).Twenty fourspacesof theexternalrouterepresentthe“Roads”andtheyareidentifiedwithanameinsideagreensign.These“Roads”belongtoeightdifferentDistricts,eachidentifiedbyadifferentcolour.EachDistrictismadeofthree“Roads”andforeachofthesespaces,thereisacorrespondingBuildingPermitcard.Eightspacesareidentifiedbythecity’scoatofarms,whichcorrespondstothesymbolonthebackoftheMetropolicards.Thefourspacesatthecornersofthegameboard,represent:

THERULESINBRIEF

• Theplayerrollsthethreediceandmoveshistokenalongtheexternalroute,byanumberofspacesequaltothesumofthethreescores.

• Thearrivalspacedeterminestheplayer’saction:itcanbeanauctiontoacquireaPermit,thepaymentofarenttoanotherplayer,thereadingofa“Metropoli”cardandsoon.Ifyoupassover theStockMarket,pickup$250,000fromtheBank(whichbecome$500,000ifyourtokenlandsonthisspace).

• Priortofinishyourturn,youcanbuildaccordingtotheCityUrbanPlan(seepage12).

• Atthispoint,theplayer’sturnendsandthedicegotothenextplayer.

• Oncetheeightybuildingblocksareallused,thegameendswhenalltheplayersreachorpasstheHighwayspace.

• Whenallplayersareoutofthegame,itiscalculatedwhohasmoreassets.Thatplayerwinsthegame.

Once your turn is over, you can build the buildings, placing the blocks of the Building Areas, in compliance with the urban plan of the city (See page 12).

The player rolls the three dice and moves his token along the external route, by a number of spaces equal to the sum of the three scores.

ThebuildingpermitsPriortogoovertherulesindetails,itisimportanttogetfamiliarwiththeBuildingPermits.Eachpermitreferstoaspecificspaceoftheexternalpathandallowstoobtainarent,whichvariesaccordingtotheheightofthebuildingsbuilt inthethreeBuildingareaslocatedinfront of the same space.As a consequence, eachBuildingArea canbeexploitedby theownersoftwodifferentPermits.Forexample,theoneindicatedintheimageofpage7islocated“betweenMonroeandGrantStreets”andallthatisbuiltabove,willprovidearenttotheownersofbothPermits.

THEGAMEACTIONS

Themajorityofthegameactionsdependsonthespaceonwhichthetokenlands.

ThespaceisaRoadorBridgeandtherelativepropertyisstillunowned.Inthiscase,thepropertyisauctioned.Alltheplayerscantakepart,buttheplayerwhoiscurrentlyplaying(theonethatendedhismoveonthespace)boastsaspecialpre-emptionright,thathecanuseattheendoftheauction.Theauctionisbasedonhigherbidswhichmustbemultiplesof$50,000(forexample,afterthefirstofferat50,000,itispossibletohigherbidat100,000,150,000,200,000andsoon,butnotat60,000,80,000,110,000etc).Aplayercannotbidhigherifhedoesnothaveenoughcashforthepurchase.Attheend,

thecurrentplayermustaskthewinneroftheauction:“isthisyourlastbid”?Whowinstheauctionhasindeedthepossibilitytoincreasehisbidpriorthatthecurrentplayerdecidestoexercisehispre-emptionright,whichconsistsingainingthePermitbypaying$50,000morethanthelastbid.Ifthecurrentplayerdoesnotexercisethisright,thePermitisawardedtothewinneroftheauction,attheamountofhislastbid.Inbothcases,theplayerthatgainsthePermitpaystheBankwhatisdueandputsthecarduncoveredinfrontofhim.

ThespacecorrespondstoaBuildingPermitownedbyanotherplayer.Inthiscase,thecurrentplayermustpaytheownerofthePermit,anamountequaltothe“ValueoftheDistrict”,indicatedonthe“Metropoli”map,locatedonthesideoftheboard,aswellas“ValueofthePermit”.TheValueofthePermitisobtainedbyconsideringthetotaloftheheightofthebuildingsthatriseonthethreeBuildingAreasofthatPropertyandtheheightofthehighestbuildinginthebelongingDistrict.Bycombiningthesetwodataonthe“PermitsValue”card,itispossibletoobtaintheValueoftheProperty.IncaseononeofthethreeBuildingAreasthereisaSkyscraper(asbetterindicatedintheexampleofpage8)orthetotalheightofthebuildingsrisingonthethreeBuildingAreasisequaltoorhigherthan10,theValueofthePropertyisthatindicatedincolumn10.Ifinsteadtherearenobuildings,theValueofthePropertyisequalto0.Ifthecurrentplayerinisnotabletopaywhatisdue,herisks“bankruptcy”(seelateron).

Each Building Area can have two different Permits.

InthethreeBuildingAreasthatcanbeexploitedthankstothisPermit,5blockshavebeenbuilt.Bycrossingonthecardthisdatawiththeheightofthehighestbuilding(4-storey),weobtaintheValueoftheProperty:$400,000.ThevalueoftheDistrict(inthiscase$100,000asindicatedonthecardlocatednearbythespace)isaddedtothisvalue.

AskyscraperrisesontheBuildingAreasthatcanbeexploitedthankstothisPermit.Inthiscase,therentiscalculatedbycrossingtheheightofthehighestbuildingwithcolumn10,regardlessfromthevalueoftheblocks.Theresultis$800,000(plusthevalueoftheDistrict).

4blockshavebeenbuiltontheBuildingAreasthatcanbeexploitedthankstothisPermit.Thevalueofthispropertyistherefore$320,000(plusthevalueoftheDistrict).

TocalculatethevalueofaProperty,youmustcombinetheheightofthehighestbuildingoftheDistrictwiththetotalheightofthebuildingsbuiltontheBuildingAreasthatcanbeusedbytheownerofthatProperty.Intheexampleshown,thehighestbuilding(whichisaskyscraperbecauseithasa“roof”)is4-storeyhigh.Let’sseenowthreeexamplesofcalculationoftheValueoftheProperty,relativetothethreeRoadsbelongingtothesameDistrict.

After having paid the toll, the player in charge can decide whether to use the bridge to cross the city, moving his token to the opposite space, without being able to change direction half way.

ThespacecorrespondstoaBuildingPermitthatbelongstothecurrentplayer.Theplayercanbuildforfree,ablockononeoftheBuildingAreasthatcanbeexploitedthankstothatPermit,butincompliancewiththeUrbanPlan(page12).

ThespacecorrespondstoabridgewhichPermitisownedbyanotherplayer.Inthiscase,thecurrentplayermustpayatollof$100,000foreachbridgeownedbyhisopponent(thereforethetollcangofrom$100,000to$400,000).Afterpayingthetoll,theplayercandecidewhethertousethebridgetocrossthecity,bymovinghistokentotheoppositespace,followingBroadwayorMainStreet(accordingtothestartingbridge),butwithoutbeingabletochangedirectionhalfway.Theplayermustnotcompulsorilycrossthecity,butthetollmustbepaidanyhow.Ifhedecidestocrossthecity,theplayermustnotpayanytolltothepossibleowneroftheBuildingPermitBridgeofthearrivalspace.

Thespacecorrespondstoabridgeownedbythecurrentplayer.Theplayercandecidewhethertocrossthecity,asdescribedinthepreviousparagraph,withoutpayinganything.

Metropoli’sspacesTheplayerdraws from theMetropoli Pack thefirst card, reads the contentout loudandfollowstheinstructions,thenheputsthecardatthebottomofthepack.

TheCourtThecurrentplayerpaysafinetotheBankequaltothescorejustobtainedbyrollingthedice,multipliedby$10,000.

TheHighwayTheplayerrollstwodiceinsequenceandmoveshistokenonthespacethatindicatesthecorrespondinghighwayexit.Thearrivalspacedeterminesthegameaction.Thescoresofthetwodicemustbereadseparatelyandnotaddedup,thereforeifaplayerobtainsa5firstandthena6,hemustmoveonthespaceonwhichexit56isindicatedandnotspace11or65.ThemovementdoesnotallowpassingbytheStockExchange.

TheCityHallTheplayerhastwopossibilities:1.Movehistoken(withoutpassingbytheStockExchange)onanyspacewhichPropertyis

stillavailableandthenfollowingtheregularauctionprocedures.2.Takeablockandplaceitwherehewantsforfree,inrespectoftheUrbanPlan.

TheStockExchangeWhenpassingbytheStockExchange,theplayercollects$250,000fromthebank,whichbecome$500,000ifthetokenendsupexactlyonthisspace.Theruleisnotvalidforthefirstroundofthegame.

The Metropoli cards are those with the symbol of the city on grey background. The pack must be kept covered nearby the board.

BUILDINGRIGHT

At the end of your turn, after performing the game action corresponding to the spacereached, theplayerhas the right toplaceup to twobuildingblocks,paying to thebank$100,000perblock,regardlessfromtheheightofthebuilding.TheplayerisfreetochoosetheBuildingAreawheretoplacetheblock,regardlessfromthespacereachedbyhistoken,butincompliancewiththeUrbanplan.PleaserememberthateveryBuildingAreacanbeusedwithtwodifferentPermits.Thereforechoosecarefullywheretoplacetheblocksbecausethebuildings,oncebuilt,donotbelongtothesingleplayersbuttheybecomepartofthecityofMetropoliandcouldbeusedalsobyothers.Onceanyblockisplacedonthegameboard,itcannotbeanylongersoldormoved.

THESKYSCRAPERS

TheUrbanPlanprovidesforthatfourSkyscraperswillbebuiltduringthegame,whicharedifferentfromtheotherbuildingsbecausetheyhavearoof(thefourroofsavailableinthegamearealldifferentintheshape,butnotinthevalue).TheValueofthePropertiesinwhichtheSkyscrapersrisedependsontheheightoftheSkyscraperandnotonthetotalheightofthebuildings.Thetwo-storeyskyscraperisworth$400,000,thethree-storeyskyscraperisworth$600,000,thefour-storeyskyscraperisworth$800,000andthefive-storeyskyscraperisworth$1,000,000.

7. The first player who builds a five-storeybuildingplacesa“roof”onthatbuilding. That building becomes thefourthandlastSkyscraperofthecity.NObuildingcanexceedtheheightofthis Skyscraper,which is the highestoneinthecity.

8. OnlyoneSkyscrapercanrise ineachDistrict.

WhenthefourthandlastSkyscraperisbuilt,thecitycanbecompleted:fromthis moment, each player mustbuildat leastoneblockeachturn.Only who owns less then $100,000incash(theamountneededtobuildablock), isexemptedfromthis rule.Ifaplayergivesthedicetothenextplayerwithouthavingbuilt,thelattercan inform him about the mistake,so that the player can build. But inthis case, the $100,000 needed topurchase the block go to the playerwhopointedoutthemistakeandnottotheBank.

10.During a player’s turn, this cannever build more than two blocksandinanycase,neveronthesameBuildingArea.Bisidesthat,theplayeris free tobuild a blockwhereverhewants,alsooutsidehisProperties.

TRUST

IfaplayerownsanentireDistrict,thusallBuildingPermitsofthesamecolour,thismeansthatheownsa“Trust”.ThevalueofaPropertythatbelongstoatrust(includingthevalueoftheDistrict)isdoubled.

TRIPLEDICE

Whenaplayerobtainsatriplescore(1-1-1,2-2-2,3-3-3,etc)hecanmovehistokenofasmanyspacesashewishes,butwithoutdoingacompleteturn.

If a player owns an entire District, therefore all Building Permits of the same colour, this means that he owns a “Trust”. Who ends up on these spaces must pay the owner double the value of the Property.

EXCHANGESANDNEGOTIATIONS

Duringthegame,theplayersarefreetoexchangeandnegotiateastheywish.TheycanselltheirPropertiestoothersorasksomebodytocontributetotheirexpensestobuildablock.TheCityHallofMetropolirequestsanyhowcompliancewithsomerules:1. Noloansorpaymentaredeffered.Ifyouowemoneytosomebody,youmustsettleyour

debtimmediately.Yourcreditorcannotgrantyoudiscountsorallowyoutopaylateron.2. TheBankdoesnotlendcashanddoesnotbuyanythingfromtheplayers.3. MetropoliCityHalldoesnotgrantdiscountsordefferedpayment.Allsumsduemustbe

paidtotheBankimmediately.4. Onlythecurrentplayercannegotiatewiththeothersplayers.5. Ifyouarerunningtheriskofbankruptcy,youmustfollowtheprocedureprovidedfrom

bytherulesandyoucannotsellyourpropertiesotherwise.

BANKRUPTCIES

Aplayerwhoisnotabletosettleapaymentisatriskofbankruptcyandasaconsequence,tobeeliminatedfromthegame.Toavoidbankruptcy,theplayermustauctionhisPropertiesinordertogetthecashtopaythedebt(nootherkindofsaleisallowed).ThePropertiescanbeauctionedoneatatime,andtheyaresoldtothehighestbidder(whocanalsobethecreditor).Whentheplayerhasthecashneededtopayhisdebt,thePropertiesauctioncanend.Iftheplayerisnotabletogetthecashneededtopaythedebt,evenafterhavingauctionedallhisProperties,hegivesuptothecreditorallhiscashandisoutofthegame.

ENDOFGAME

Thegameendswhenthereisonlyoneplayerinthegameorwhenthelastblockisplaced.Inthiscase,thereisafinalphaseduringwhichtheplayersplayregularly(obviouslywithoutbuildinganythingelse)untiltheyreachorpassthroughtheHighwayspace,exitingfromthegame.Aplayereliminatedfromthegamecontinuestoreceivepaymentsfromtheplayerswhoarestillplaying,buthedoesn’triskanything.Thegameendswhenthelastplayercanexit.Atthatpoint,eachplayer’sfortuneiscalculatedandtherichestisthewinner.Tocalculatetheassetsofeachplayer,theBuildingPermitsareconsidered.Eachpermit’scorrespondtothevalueoftheSkyscraperbuiltinthehomeDistrict,regardlessfromthenumberofblocksbuiltontheBuildingAreasandwithoutanyadditionalbenefitderivedfromatrust.TheBuildingPermitsBridgesvalueis$500,000each.EachplayerreturnshisPropertiestotheBankandreceivesthecountervalueincash.Whenalltheplayershavereceivedthecountervalueincash,therichestisproclaimedwinner.

If you want to play a shorter game, you can use fewer building blocks taken from the ones in the package. We suggest you to do this choice prior to begin playing, in order not to influence the strategic decisions when the game is on.

Please remember that everything canbesubject tonegotiation,eventhecon-structionofablock,and remember thateach block produces a rent for two dif-ferent Building Permits. You can decidewhether toaskacontribution incashtooneof theplayers thatwillgainbenefitfromyourconstruction.SinceeveryBuild-ingAreacanbeusedwithtwoPermits,itcanbeveryusefultoownboth.Thisway,eachblockthatyouarebuildingonthatareawill produce rentonly for you. ThefourDistrictsdonothaveapre-setvalue.IfyoudonnotownanyPropertyinacer-tainDistrict, it couldbeagood strategyforyoutocontributetobuildquicklythefirstSkyscraper in thatDistrict.AnynewSkyscraperindeed,definesthemaximumvalueofaDistrictandatthesametime,itallowstoincreasethemaximumheightofthebuildingsoftheotherDistricts,in-creasing the potential value. RememberanyhowthataSkyscraperallowstoown-ers of the Building Permits of the areaon which it rises, to obtain always the

maximumrent.Ifyouhavewonanauc-tion,thinkwhichcanbethemarketvaluethattheplayerwithpre-emptionrightiswilling topay. InMetropoli,nothinghasapre-setvalue,itisthe“market”tode-finetheprices.Intheinitialphaseofthegame,ifsomepermitsarestillavailable,their market value can vary remarkably.RememberthatattheendoftheGame,each Building Permit will have a valueequaltotheoneoftheDistrict.

Beverycarefultodeterminethemar-ketvalueofthePermitscorrectly.Atthebeginning,youmaythinktohavelotsofcash,but towards theendof thegame,youwillrealizethattherisktogobank-ruptmaybeveryhigh.

NOTE: if you feel conformable withnumbers,youcanlearntocalculatealonethevalueoftherentswithoutconsultingthetableonthe“permitsValue”card.TheheightofthehighestbuildinginsidetheDistrict determines the reference num-ber. Foreach“storey”, thevaluesgrowsby $200,000, therefore, if the highestbuilding is one storey, thevaluewill be$200,000,ifthebuildingisoftwo-storeythe value is $400,000 and so on, until$100,000,000(themaximumheightofabuilding is5blocks).Eachblockbuiltonthe three Building Areas relative to theBuildingPermitisworth10%ofthisval-ue.Let’ssupposethereforethatthehigh-estbuildingisofthreestoreys($600,000)andthetotalheightofthebuildingsbuiltonthethreeareasofmyBuildingPermitis sevenstoreys: the rent that theotherplayers owe me when ending on myspacewillbe$420,000($60,000x7)plusthevalueofthedistrict.
