The items and recommendations referred to above are as follows:

1.1 Corporation of Delta - Proposed Amendments to the Fraser Sewerage Area Boundary Report dated March 2, 2017, from Jaspal Marwah, Regional Planner, Parks, Planning and Environment, providing the Metro Vancouver Regional District Board the opportunity to consider the Corporation of Delta's request to include two sites in the Fraser Sewerage Area and their consistency with Metro Vancouver 2040: Shaping our Future (Metro 2040), as per section 6.8 of the regional growth strategy.

Recommendation: That the MVRD Board: a) resolve that the extension of GVS&DD sewerage services to the Nordel Way

Business Park is consistent with the provisions of Metro Vancouver 2040: Shaping Our Future;

b) resolve that the extension of GVS&DD sewerage services to 5224 - 88 Street is 'not inconsistent' with the provisions of Metro Vancouver 2040: Shaping Our Future and convey a letter to the Corporation of Delta expressing that each request for the extension of regional sewerage services will be assessed on its own merits, that proximity to an existing connection alone does not establish a rationale for extension, and that seeks confirmation from the Corporation of Delta that future land use changes are not planned or anticipated adjacent to the site; and

c) forward both Fraser Sewerage Area expansion applications to the GVS&DD Board for consideration.

1.2 Consideration of the City of Surrey's Amended Regional Context Statement Report dated February 22, 2017, from Lauren Klose, Regional Planner, Parks, Planning and Environment, providing the MVRD Board with the opportunity to consider the City of Surrey's amended Regional Context Statement.

Recommendation: That the MVRD Board accept the City of Surrey's amended Regional Context Statement as submitted to Metro Vancouver on January 13, 2017.

2.1 Audited 2016 Financial Statements Report dated March 30, 2017, from Phil Trotzuk, Chief Financial Officer and Linda Sabatini, Finance Operations and Systems, Division Manager, Financial Services, seeking approval, of the Audited 2016 Financial Statements for the Metro Vancouver Regional District.

2.2 2016 Financial Results Year-End Report dated April 6, 2017, from Dean Rear, Financial Planning and Operations, Director, Financial Services, updating the Board on financial performance for the year ending December 31, 2016 as compared to the 2016 annual budget.

Recommendation: That the MVRD Board receive for information the report dated April 6, 2017, titled "2016 Financial Results Year-End".

2.3 Performance and Audit Committee Terms of Reference Report dated April 6, 2017, from Carol Mason, Chief Administrative Officer, providing the Board with a revised Terms of Reference based on input received at the joint meeting on financial planning and oversight with the Finance and lntergovernment Committee.

Recommendation: That the MVRD Board receive for information the report dated April 6, 2017, titled "Performance and Audit Committee Terms of Reference".

3.1 2017 Homeless Count in Metro Vancouver: Preliminary Data Report dated April 10, 2017, from Margaret Eberle, Senior Housing Planner, Parks, Planning and Environment, and Theresa Harding, Manager, Metro Vancouver Community Entity, Homelessness Partnering Strategy, providing preliminary data related to the 2017 Homeless Count in Metro Vancouver.

Recommendation: That the MVRD Board receive for information the report dated April 10, 2017, titled "2017 Homeless Count in Metro Vancouver: Preliminary Data".

4.2 2017 Budget-Status of Reserves Report dated March 31, 2017, from Phil Trotzuk, Chief Financial Officer/General Manager, Financial Services, seeking approval for additional reserve applications to those previously approved by the Board in October 2016 and projecting the reserve status of operating and designated reserves for 2017.

4.4 Finance and lntergovernment Committee Terms of Reference Report dated April 11, 2017, from Carol Mason, Commissioner/Chief Administrative Officer, providing a revised Terms of Reference for the Finance and lntergovernment Committee, based on input received at the special joint meeting of the Finance and lntergovernment Committee and the Performance and Audit Committee on financial planning and oversight.

Recommendation: That the MVRD Board receive for information the report dated April 11, 2017, titled "Finance and lntergovernment Committee Terms of Reference".

4.5 Proposed Amendments to the Sponsorship Policy Report dated April 12, 2017, from Heather Schoemaker, General Manager, and Simon Cummings, lntergovernment and Stakeholder Engagement Division Manager, External Relations, seeking MVRD Board approval of amendments to Metro Vancouver's Sponsorship Policy to address multi-year sponsorship funding requests.

Recommendation: That the MVRD Board approve the Sponsorship Policy as presented in the report dated April 12, 2017, titled "Proposed Amendments to the Sponsorship Policy".

4.1 2017 Translink Application for Federal Gas Tax Funding from the Greater Vancouver Regional Fund Report dated April 11, 2017, from Raymond Kan, Senior Regional Planner, Parks, Planning and Environment, seeking MVRD Board approval of Translink's request for Federal Gas Tax funding from the Greater Vancouver Regional Fund (GVRF) for six projects submitted under Metro Vancouver's Federal Gas Tax Fund Expenditure Policy.

It was MOVED and SECONDED That the MVRD Board: a) approve funding from the Greater Vancouver Regional Fund for the

following transit service expansion projects proposed by Translink in its Application for Federal Gas Tax Funding from the Greater Vancouver Regional Fund as attached to the report dated April 11, 2017, titled "2017 Translink Application for Federal Gas Tax Funding from the Greater Vancouver Regional Fund".

i. Project 1 - 2018 Conventional Bus Purchases (40' hybrid) $85,584,000

ii. Project 2 - 2018 Conventional Bus Purchases (60' hybrid) $17,316,000

iii. Project 3 - 2018 Community Shuttle Vehicle Purchases $3,175,000 iv. Project 4- 2018 HandyDART Vehicle Purchases $2,193,000 v. Project 5 - 2018 Electric Bus Pilot $6,892,000 vi. Project 6 - 2018 Equipment for Deferred Retirement Program

$6,120,000 b) issue a call for proposals from Translink for the Greater Vancouver Regional

4.3 MVRD Nominee to the 2017-2018 E-Comm Board of Directors Report dated April 10, 2017, from Greg Moore, Chair, MVRD Board, seeking Board designation of a Metro Vancouver nominee to the 2017-2018 E-Comm Board of Directors pursuant to the provisions of the E-Comm Members' Agreement.

It was MOVED and SECONDED That the MVRD Board designate Raymond Louie as Metro Vancouver nominee to the E-Comm Board of Directors for the 2017-2018 term.

Amendment Bylaw No. 1237, 2016, having received second reading on October 28, 2016, by replacing Schedule A, Notes: #5 with the following:

The Housing Demand Estimates are not targets. These estimates are provided only as reference to assist in long range planning and represent a mid-range/ average trend projection based on the existing rental households in that municipality;

b) Give third reading to Greater Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1237, 2016, as amended.

That the MVRD Board pass and finally adopt the Greater Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1237, 2016.

2.1 Adoption of Greater Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1236, 2016 Report dated April 10, 2017, from Chris Plagnol, Corporate Officer, seeking final adoption of Greater Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1236, 2016, and adoption of the associated Metro 2040 implementation guidelines.

Director Stewart, Chair of the public hearing, reported out on the public hearing as follows:

• at its March 31, 2017 meeting, the Board, by resolution, referred Greater Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1236, 2016 to public hearing, and delegated the holding of the public hearing to 9 Directors who are also members of the Regional Planning Committee

• the public hearing was held on April 7, 2017 pursuant to the provisions of the regional growth strategy and in accordance with the resolution of the Board

• the report titled "Adoption of Greater Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1236, 2016" dated April 10, 2017, contains a certified copy of the minutes of the public hearing, being an accurate representation, of the proceedings and submissions at the public hearing

It was MOVED and SECONDED That the MVRD Board give third reading to Greater Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1236, 2016.
