Developed by the Chambers Governmental Review Coun-
cil and sponsored by the Bakersfield Chamber Political Action
Committee, the 2011 Legislative Guide and Public Policy
Platform is a 28-page full color guide to help members under-
stand the Chambers political positions; increase understand-
ing and involvement of members in legislative advocacy; and
connect members with government officials.
The first portion of the legislative guide describes in detail
the Chambers positions supporting and opposing types of
legislation that affect agriculture; energy; water; economic de-velopment and growth; transportation; education; healthcare;
employment and labor; and governance.
The second segment of the guide includes articles on protocol used when contacting
legislators; writing effective advocacy letters; political communications to employees;
disclosing campaign and candidate contributions; reading a bill; and explanations of
legislative process and terminology.
The final section of the guide is a complete directory of public officials that represent
Bakersfield on the city, county, state and federal levels. Included are maps of city counci
ward boundaries and Kern County supervisorial districts.

With a focus on Energy, Education, and High Speed Rail,seven active Governmental Review Council Members are
joining me in representing the Bakersfield Chamber in Sacra-
mento, May 31 through June 2 at the California Chamber of
Commerce Legislative Summit. While there, the delegation is
hosting a reception for our local state legislators and several
others who hold key positions within the state legislature on
issues of key importance to Bakersfield and Kern County.
One of the exciting aspects of this years trip to the
Legislative Summit for our group is the ability to share our
Legislative Guide and Public Policy Platform for the first
time, which is hot off the presses and a helpful tool to our
elected officials to know where the Chamber stands on key
issues. The 28-page publication also includes a LegislativeAdvocacy Toolkit which will be helpful to Chamber members in understanding how and
why they need to get involved on issues as they pertain to business.
While at the Legislative Summit, our Chamber will be recognized as a 2011 Presi-
dents Circle Recipientfor outstanding achievement as an advocacy partner and helping
businesses comply with California labor laws.
I want to thank our members for taking time away from their businesses to participate

SB 469 would require a cityor county, prior to approving or
disapproving a superstore retailer
to require, at the applicants expense,
a private consultant to prepare an
economic impact report examining 17
different detailed conditions. Although
SB 469 declares concerns with the
impacts of large retail establishments on
local and small business, the bill limits
its application to only those stores over
90,000 square feet that sell groceries
and it exempts discount warehouses
that sell over half of their items in bulkand require a membership fee. Based
on the criteria, this bill appears to be
aimed specifically at curbing Wal-Mart
superstores.
Besides targeting a specific sector of
grocery providers, SB 469 usurps local
authority regarding planning, zoning
and business permitting processes.
What works for one community may
not work for all, and these types of
decisions should be made locally.
The bill also adds another layer to
CEQA which is designed to considerenvironmental impacts only. This bill
would add economics into CEQA.
Based on review of the specifics of the
bill the Chamber is opposed to SB 469.

GRC meets every Friday morning from 7:30a.m. - 8:30 a.m. at the Chamber office. Chamber
members interested in debating business issues
or hearing updates from elected officials on
issues of concern to our state and local area, are
invited to participate in the dialogue. In May, the
Council reviewed and recommended positions
to the Chamber Board and met with new Kern
County SupervisorKaren Goh. The last meeting
of the month was spent looking at potential bills
of concern to business and prioritizing issues for
review in June.

On May 6, 34 members of the Greater Bakersfield Chamber of Commerce Youth
Leadership Bakersfield program graduated during ceremonies held at the Four Points
Hotel by Sheraton. Comprised of sophomores, juniors and seniors from 17 area high
schools, the Class of 2011 completed an intensive six-session program that provided an
opportunity for students to study diverse aspects of the Bakersfield community, meet
with local leaders and learn about the local career and community service opportunities
that are available to them.

expand my horizons as a student, and as
a part of Bakersfields next generation.
I have learned more about Bakersfield,
and it has influenced me to want to returnhere after college.
It widened my perspective, there was
a lot more going on around here than I
thought.

and I want to see if I can study something
that would help me be a part of that
