    Metro Bus Project-Case studyThe Lahore Metrobus is a bus rapid transit (BRT) system in Lahore , Punjab , Pakistan .

    The first section, which consists of a 2 !ki"ometres "on# route and 2$ bus stations

    between %ajumata to &hahadra was opened by Turkey's eputy Prime inister Bekir Bo*da+ andPunjab hief inister &hahba* &harif in -ebruary 2 /0.

    The route co1ers do*ens of residentia" and commercia" "oca"ities a"on# the city's main artery

    -ero*epur road, "inkin# to#ether Lytton road, 3ain andar, 45 o""e#e, Lower a"", i1i"

    &ecretariat, 4iwan!i!4da", howk 6atchehry ( istrict ourts), &hrine of 7a*rat ata %anj Bakhsh,

    Ra1i Road, and &hahdra town. The other routes are o1er mountain passes. 4n 8!ki"ometer section of

    the route is e"e1ated.

    The system uses e!ticketin# and 9nte""i#ent Transportation &ystem wand. The system is mana#ed by

    the Punjab etrobus 4uthority (P B4) with the 9T part is bein# carried out in coordination with

    Punjab 9T Board.

    History Lahore Transport Company (LTC) was established in 1984 to ease the traffic conditionsof Lahore and improve bus services. LTC ot all the transport responsibilities of travelin inLahore in !ecember "##9. $ %&T' (%us rapid transit system) fleet of # %uses was introduced.*t was iven name + Trans Lahore +. ,owever- the %&T' did not have dedicated lanes and had toshare roads with re ular traffic with no ri ht of way privile es. This resulted in a system that was

    $fter "# years of discussion- the ambitious and e pensiveLahore /etro - which had first been proposed in 1991 was abandoned in favor of a bus transit system- inspired by thesuccessful*stanbul /etro bus system. 0lans were developed in the last uarter of "#11 by bothlocal and Tur2ish e perts.

    Construction

    Construction of the pro3ect was divided into different pac2a es and was awarded to different

    Design

    The Lahore /etrobus meets the criteria laid out by the*nstitute for Transportation and!evelopment 0olicy. *t has barrier?controlled- automated off?board fare collection- a serviceinterval of less than " minutes durin pea2 hours- stations with well?desi ned si na e andinformation systems and a precision bus doc2in system . The terminal approach systemhas escalators and under round- subway?styled approach tubes. !ue to these approach tubes- prospective passen ers donBt have to cross hi h?speed roads to et to the stations- but o belowthem instead- an e ample of a se re ated &i ht?of?way. The stations have par2in spaces formotorbi2es and cycles while the two terminals provide car?par2in facilities as well.

    Ticketing System

    Two types of tic2etin systems e ist at the /etrobus terminalsK

    'in le?ride to2ens that are ood for one 3ourney only and can be purchased for &s. "#(D'E #."#) at the on?site tic2et booth or the self?service Tic2et endin /achines (T /).

    /etrobus Cards that can be utili=ed for multiple 3ourneys. These&:*! ?based cardsare credit?card si=ed and can be obtained from the tic2et?office for a refundable amount of&s. 1;# (D'E 1.;;). These cards can be rechar ed to a ma imum balance of &s. 1### (D'E1#) at the T /s. The /etrobus cards remove the hassle of standin in a ueue for a to2enand card?holders can proceed directly to the terminal.

    &e ular services were briefly stopped on /ay "4- "#1;- as the bus drivers sta ed a protest atthe Ja33umata terminal a ainst Bpoor wor2in conditionsB. The drivers were of the view that theiremployers werenBt treatin them ri htO they were fined for Bminor irre ularitiesB and didnBt have basic facilities li2e drin2in water and a waitin area. The protesters dispersed after the 0un3ab/etrobus $uthority successful ne otiated with them.Over%eating ve%icles, ay !"#$

    !urin late /ay "#1;- the /etrobuses started to develop an over?heatin problem as thetemperatures in the city crossed 4PC. The air?conditioners ave away and the en ines started blowin fumes. 0assen ers had to bear swelterin heat in the con ested buses as well as constantstoppa es. 0un3ab /etrobus $uthorityBs public relations officer- $mir /asood- told the mediathat when the buses were imported the manufacturers-'weden ?based olvo and China?based'unwin- were told to provide buses that could remain operational in temperatures approachin1PC. Qhen the operation error came to surface- /asood said that the suppliers are bein fined

    The /etro %us 0ro3ect was controversial. The pro3ect was uni ue in the sense that unli2e other%us &apid Transit (%&T) systems- it used steel to create boundaries and to se re ate lanes for themetro buses- which has led to alle ations by other political parties on C/ 'hahba= 'harif ofmanipulatin the tenderin process in order to create a mar2et for *ttefa 'teel *ndustry- thefamily business of 'harif family. The rival political parties have also termed the awardin ofcontracts without the re uired approval of 0 7 ! !epartment- 0un3ab as ross violations ofe istin laws. The 0/L?@ has denied these alle ations.

    The 0un3ab Jovernment- in the development pro ram of "#1;?14- proposed similar /etrobus pro3ects for&awalpindi- :aisalabad and /ultan . The &awalpindi pro3ect bein iven top prioritysince it will serve the citi=ens of- the capital city- *slamabad as well.&awalpindi?*slamabad/etrobus 'ervice is under construction and will be completed in anuary "#1 .
