Attention, CRDHA Members with the Continuing Competence Program (CCP) reporting year: November 1, 2006 to October 31, 2009. You are required to have reported 45 CCP Credits and 600 Practice Hours in the 3 year reporting period in order to renew your CRDHA registration in the General Member category.

Your Continuing Competence Program reporting cycle ends on October 31, 2009. Please ensure your Continuing Competence Program Requests for Program Credit are submitted to allow time for processing by CRDHA staff. We suggest that you send the required forms and documentation to us by September 15.

CRDHA Council welcomes our newest CRDHA Councillor, Maureen Graham, who was elected at the Annual General Meeting in Edmonton on May 2, 2009. I am grateful to have been re-elected to CRDHA Council for another 3 year term. Thank you for your confidence in me.

It was another honour on June 13, 2009 to be re-elected by CRDHA Council as President of CRDHA for the 2009-2010 term beginning July 1, 2009. It is a privilege to serve in this capacity. Jacki Blatz, who has finished her term as Councillor, will continue as CRDHA Past President.

I would like to acknowledge each of the CRDHA Councillors for the time, effort and expertise that they offer to the CRDHA. Gerry Cool (Vice President), Allison Boone, Sabrina Heglund, Laura McLaughlin, Shirley Smith and Tawnya Wilde are CRDHA Regulated Member Councillors who are continuing their elected terms. Jean Fraser, Debbie Hubbard and Arlaine Monaghan continue to serve as public members. Please see the next pages, “Introducing Your Council”, to learn more about your Council.

I also welcome new registered members to our College. Throughout the year, CRDHA registers dental hygienists from various dental hygiene educational institutions both within and outside of Canada and we welcome them at the time of registration. At this time of year I especially welcome new

graduates to the profession of dental hygiene. I encourage you to read all the registration information provided to you by CRDHA. Learn about dental hygiene practice in Alberta so that you can implement the required information into your practice. I encourage you to connect with colleagues and to participate in CRDHA organized continuing competence sessions and member events to learn and as an opportunity to meet other registered dental hygienists. Read your newsletter thoroughly and visit the CRDHA website www.crdha.ca frequently. I know that the practice of dental hygiene can be challenging and I encourage you to work with and learn from professional colleagues as your practice develops.

Once again the CRDHA Annual Continuing Competence Event held in early May was a resounding success. I heard from many members about the exceptional quality of the speakers, the venue, the food and the organization of the event. I encourage all CRDHA members to attend the event next year in Calgary. This is a terrific opportunity to connect with people that you have not seen for years and to express your interest in your chosen career.

Gerry Cool, Vice PresidentGerry Cool comments that CRDHA is blessed with a forward thinking Council, a dedicated,

hard working, well respected College administration and a membership that is committed to serving the needs of all Albertans. The enhanced scope of practice enables dental hygienists to address these needs. Let us not forget, however, that

every hygienist has a professional and ethical responsibility to ensure their services are the very best they can be. Educators, administrators, public, private and independent practitioners should expect the highest standards of one another. Albertans have given CRDHA the privilege of defining dental hygiene in this province which we should embrace with honor, dignity and a commitment to do better. Thank you for your trust.

Allison BooneAllison Boone graduated from the University of Alberta in 1993. She lives in Calgary and works part time.

Since her graduation she has gained valuable experience working across the country in a variety of practice settings. Allison is excited with the opportunity of serving her profession as a councillor. She is also excited about the future of dental hygiene in Alberta and promises to work hard to represent the interests of both the community and the dental hygienists profession.

Jean FraserJean was asked, “Why do you volunteer with CRDHA?” She replied, “Let me give you a quote. Because I know

that I will be associating with the best of the best and that I enjoy that relationship! How’s that?! A highlight for me as a public member has been being part of the meteoric rise of the profession of dental hygiene. The changes have been so dramatic and are so significant that I find it amazing!”

Maureen GrahamMaureen is a graduate of Eastern Washington University where she graduated with a BSc in Dental Hygiene with

a minor in Communications Studies in 1998. Maureen believes that her enthusiasm, compassion, and experience, both professionally and personally, are strengths that she brings. She is passionate about the profession of dental hygiene and the vast opportunities our association holds for our future. With this passion, she also brings the ability to get actively involved in strategic planning, spend time to find solutions

to problems and to truly listen to the people around her. She has had much experience in deliberating in a diverse group. From being a member of a dental team to leading members of a volunteer group, she has learned that her ability to communicate respectfully and honestly is an asset to these groups.

Sabrina Heglund My first year as a CRDHA Councilor presented a steep learning curve for me

which is by no means over! There is much to be learned and understood so that we, as an elected Council, can fulfill our mandate of being responsible to the citizens of Alberta. We are reaching for higher goals, as we should, and we are attaining them one by one. The most recent goal reached was the implementation of CRDHA’s “Elements of Prescribing: A Pharmacy Refresher Course for Dental Hygienists”. At our very successful Annual Continuing Competence Event “Grow your Knowledge” this past May, I was pleased to learn that a colleague had written her first prescription for a patient! It is truly an honour to serve as councillor for the CRDHA.

Debbie Hubbard, Public MemberThis is my second appointment to the Council as a public member. It has been

exciting to watch the College move through the regulation process and now begin to address gaps and

issues related to service delivery for seniors and individuals who don’t have access to dental health insurance coverage. Serving on the CRDHA Council has been a great learning opportunity for me. I look forward to another year working with a great group of folks committed to both the profession and to the provision of quality services to the citizens of Alberta.

Laura McLaughlinThe CRDHA mission states: “The College of Registered Dental Hygienists of Alberta exists so that Albertans

will receive safe, high quality dental hygiene care and the profession of dental hygiene is advanced.” This spring I enrolled in a course at the University of Alberta, Dental Hygiene 440, Advocacy for Change in Health Care. This class and educational opportunities with CRDHA Council have provided me with the tools to work with the Council in our efforts to fulfill the mission. Be the change you want to see in this world.

Arlaine MonaghanArlaine, a former Physical Education and Health teacher, has worked with the Physical Culture

Association of Alberta, CNIB, Alberta Council on Aging and now facilitates the Enoch Diabetes Peer Support Network. She has a history of volunteering at local through provincial levels. Arlaine is currently President of the Rotary Club of Spruce Grove, and serves on the

Boards of the TransAlta Tri Leisure Centre, Halcyon Housing Foundation, and Capital Health Advisories: Mental Health, Geriatric and Glenrose. Through her involvement on Council, Arlaine passionately shares oral health information with members of other networks.

Shirley SmithThe past year serving as councillor for CRDHA has been both inspiring and motivating to

me. Many of the earlier goals set by the College have now come to fruition and we are well on our way to becoming recognized as leaders in the health professions. I recall the obstacles and hurdles that have been overcome and realize that recognizing dreams is the first step to achieving your goals. I am excited about the energy, the momentum and the opportunities that dental hygienists bring to the public. With the ever-evolving knowledge about the impact of oral care on systemic health, our profession is now poised to be the leaders. Let’s build on this energy!

And Behind This DooR…A unique program dubbed DOoR – Dental Outreach of Red Deer is creating healthy smiles for kids.by Sylvia Baran, RDH

DOoR treats children aged five to 18 for tooth decay that is causing pain and infection. Dentists and dental assistants from Red Deer, Sylvan Lake, Blackfalds, Lacombe, and Ponoka volunteer their Saturdays to provide treatment to families who have no dental benefits or insurance. DOoR operates in collaboration with Alberta Health Services public health dental program.

Discussions about the need for families without access to dental benefits began in 2006. Dr. Steve Patterson, dental consultant for the public health

dental program, met with the Central Alberta Dental Society to share data findings, to hear concerns from the private practice community, and to explore interest in working collaboratively to address these issues:

• Somefamiliesneedhelpbutdon’tqualify for the Alberta Child Health Benefit (ACHB) program;

• Thesamechildrenwithurgenttreatment needs are repeatedly seen in screening programs;

• Familiesofthesechildrenmayhave other barriers such as language, transportation, and

competing priorities that make it difficult to access care;

• Dentalofficesmayhavedifficultytreating these clients due to the same barriers.

Dentists, dental assistants and public health staff, including registered dental hygienists, now meet and bring their strengths to a steering committee that builds and evaluates the service delivery model. Treatment is available at the Johnstone Crossing Community Health Centre in Red Deer, where families come for other health care services for children. Initial support for equipment came from project funding for the building and the regional foundation. The dental program covers ongoing and day to day cost of operations.

DOoR uses a financial assessment tool to help understand a family’s income and how it impacts the ability to afford dental care. The ACHB income table serves as the model for family size, structure and income. The income range for DOoR is 35 per cent above the ACHB table in all categories. This reflects the real costs of living for a family of four in Alberta for basic necessities. All incomes are net and do not include support payments. This helps achieve the primary goal of putting children’s care needs first and

removing barriers to access where possible.

A unique program needs a unique brand to build identity quickly. Dr. Patterson suggested DOoR – Dental Outreach of Red Deer - and it’s been fun looking through doors, opening doors wider and inviting people through doors. DOoR has gradually expanded its client base from children in the target school program in Red Deer, to children in other area schools, and children referred by schools, health professionals, and family agencies in the area. A preliminary appointment is made with the public health dental staff for financial assessment, screening and x-rays, and to book treatment time. Siblings of the presenting child are eligible to have dental work done too as part of reducing a family’s financial burden for dental treatment.

Our successes and trials continue to shape the DOoR program. Currently the focus lies within the City of Red Deer where the critical mass of people resides. Red Deer is one of three fastest growing cities in Alberta. Twenty five per cent of the workforce earns less than $12 per hour and the city has one of the highest rates of employed people accessing the food bank in the province.

What does the Review Committee do?

• This committee provides a fair review of health benefit decisions, and ensures that Albertans with low income who have unique medical needs can access the health supports they need.

• If you need a health benefit not covered on the Health Benefits Card, you can request a review by the Health Benefits Review Committee.

• The Health Benefits Review Committee will review requests for drugs, optical, dental, ambulance services and diabetic supplies that are not covered on your Health Benefits Card.

• If one of the above benefits is not covered and you want to appeal the decision, refer to the Contact Us section of the brochure for the office to contact.

How do I request a review?

• Obtain a Request for Review of Decision form from your worker or from our website employment.alberta.ca/hb-review

• Complete the form explaining what decision you want reviewed, who will provide the medical services you need, and the cost.

• Attach any information related to your request that your health care provider can provide.

• Submit the completed form to the appropriate office listed in the Contact Us section of this brochure. This office can also provide additional information and answer any questions you may have. If you need assistance filling out the form, please ask.

What happens next?

• Your doctor may need to complete a Request for Drugs and Nutritional Products form if you need medication or over-the- counter products that are not covered on the Health Benefits Card. This form is also available from your worker or on our website employment.alberta.ca/hb-drugs. Attach the completed form when you submit your request to your worker.

• The office handling your request will review all information you submit, answer your questions, and submit your documents along with a Supervisory Summary to the Health Benefits Review Committee.

• Each case submitted to the Health Benefits Review Committee is reviewed and researched on an individual basis.

• Staff working for the committee may contact your medical practitioners if more information is needed.

• The committee makes decisions based on health benefits policy and the information you submit to support your request.

• The committee’s written decision is mailed to you and includes the reasons for the decision.

The Alberta Works Child Health Benefits Plan will reimburse dental hygienists, who have their own practice, for dental hygiene services provided to eligible clients.

Clear expectations and operating guidelines, communication, and acknowledgement have built a strong base of support. End of 3 Year Reporting Period

For the majority of CRDHA registrants, October 31, 2009 will be the end of your three-year reporting period under the CRDHA Continuing Competence Program. Transcripts were sent in February 2009 and June 2009 to those registrants who had not yet met the required 600 practice hours and 45 continuing competence credits. If your reporting period ends October 31, 2009, please check your credits and practice hours now and ensure that you complete the requirements prior to October 31.

Those members on the General (practicing) register, whose continuing competence program reporting period ends on October 31, 2009, are reminded that unless you meet the continuing competence program requirements on or before October 31, 2009 your practice permit will not be renewed. Please contact the CRDHA office if you have any questions about your reporting period or the status of your requirements under the continuing competence program.

Notice of Expiry of Practice Permits

All Practice Permits will expire on October 31, 2009. In accordance with section 38 of the Health Professions Act and section 7.7 of the CRDHA Bylaws, Regulated members must submit a complete application for renewal of their practice permit, including evidence of current CPR certification and fees, by October 31. A renewal application package for the 2009-2010 membership year will be mailed to all registrants in

mid- September 2009. If you have not received your renewal package by the end of September, please contact Kim Koble at the CRDHA office (780) 465-1756 or toll free at 1-877-465-1756 to request a duplicate package.

The application for renewal is a legal document which must be accurately completed, in its entirety and returned to the CRDHA office along with full payment of fees. In order to allow for processing of applications by the expiry date of October 31, all applications and fees should be received in the CRDHA office on or before october 15, 2009.

In accordance with section 39 of the Health Professions Act, if a Regulated member’s renewal application is not received by October 31, the member’s Practice Permit is suspended. Continuing to provide dental hygiene services after suspension of the Practice Permit is a contravention of the Act subject to fines and penalties. In addition, professional liability insurance will be considered null and void.

Notice of Expiry of Non-Practicing and Student Membership

All categories of Non-Regulated (non-practicing) membership will expire on October 31, 2009. In accordance with section 8.5 of the CRDHA Bylaws, Non-regulated members must submit a complete application for renewal of their membership, including full payment of fees, by October 31, 2009. Failure to renew your membership will result in cancellation of your registration as a Non-regulated member.

Reporting Blood Borne Infections to the CRDHA

All health care workers with a history of human immunodeficiency virus (HIV), hepatitis B virus (HBV) or hepatitis C virus (HCV) positivity have an ethical obligation to report to their professional regulatory authority for referral to the Provincial Expert Review Panel if they perform any exposure-prone procedures. Exposure-prone procedures performed by dental hygienists include scaling, root planing and injection of local anaesthesia.

Access to the Provincial Expert Review Panel is through referral from a health care worker’s regulatory authority.

Registered dental hygienists who have tested positively to HIV, HBV or HCV should contact the CRDHA Registrar, Brenda Walker, in person or by telephone at 1-877-465-1756 for further information and referral to the Expert Review Panel.

CRDHA Council recently approved the first fee increase since the 2004-2005 membership year.

Why are fees increasing?

• CRDHAhasreceivednoticethatour landlord will not be renewing our lease at its expiry in 2010 and that our current office space will be turned over to another larger tenant. In addition to the fact that rents in Edmonton are now double what we have been paying, we will be faced with substantive moving and leasehold improvement costs. CRDHA will direct reserve funds ($194,200) to the relocation but ongoing costs will be funded by member fees.

• Traditionalservicesthatmembersreceive cost more due to inflation and increased membership numbers. For example, printing

and mailing costs, have increased substantially.

• Costsoffacilityrentalsanddelivery of continuing education courses continues to rise.

• Insurancecostshaverisenby300% in the past three years.

• Increasedstaffingisrequiredtohandle increases in membership numbers. The number of CRDHA members has increased by approximately 22% in the last 5 years with an 8% increase this past year alone. A similar increase is expected over the next few years. An increase in membership numbers increases costs and workloads in the registration area.

• Duetothenumberofnon-accredited dental hygiene programs that have sprung up in Ontario, CRDHA has experienced

increased cost related to assessment of qualifications, including delivery of clinical examinations.

How much is the fee increase for 2009-2010?

The increase in CRDHA fees (practice permit & membership) is 5% or $22 per General member. The Alberta portion of fees will be $470 for 2009-2010. CDHA has notified us of their annual fee increase. The CDHA fees will increase by $3 to $156 for Active members and by $2 to $85 for support members for the 2009-2010 year. The combined CRDHA and CDHA renewal fee will be $470 + $156 = $626 for 2009-2010.

Regulated members applying for renewal of a practice permit must provide evidence of holding current cardiopulmonary resuscitation certification at the level required by Council. CPR Certification must be completed no longer than twelve months prior to the CRDHA Practice Permit renewal deadline of October 31, 2009.

The level of certification required by CRDHA is most often referred to as CPR for Health Care Providers, however course names can vary.

it is important to ensure that the CPR course you take has a hands-on component. on-line CPR courses without a hands-on component are not acceptable for renewal of a practice permit. CPR courses must include classroom instruction and practicum experience related to:

•oneandtworescueradult,childandinfantbag-valvemask technique and rescue breathing;

•reliefofchokinginadults,childrenandinfants;and

Many regulatory colleges don’t have a non-practicing member category but for those who do, the provincial fees range from $75 to $250.

TILMA

On April 1, 2009, the Alberta – British Columbia Trade, Investment and Labour Mobility Agreement (TILMA) came into effect. The TILMA states that any worker certified for an occupation by a regulatory authority of Alberta or British Columbia shall be recognized as qualified to practice that occupation by the other province. Under the agreement regulators cannot impose any significant additional examinations or training. Further information on the TILMA can be found at www.tilma.ca.

What does this mean for dental hygienists?

Under TILMA, the College of Registered Dental Hygienists of Alberta (CRDHA) will recognize dental hygienists who are fully certified by the College of Dental Hygienists of British Columbia (CDHBC) to practice as a dental hygienist in British Columbia and vice versa. Dental hygienists moving from one jurisdiction to the other are still required to register with the provincial regulatory authority of the province in which they intend to practice and the registration process must be completed prior to engaging in practice.

If you are a registered dental hygienist in Alberta and are contemplating a move to British Columbia, you must contact the CDHBC and complete their application

process. Likewise, CDHBC registrants wishing to move to Alberta must complete the CRDHA application process.

The chart below names the CRDHA and CDHBC registration categories that articulate under the TILMA.

Dental hygienists registered in categories not recognized under the TILMA, or who have conditions or restrictions on their registration, may still be able to apply for registration with either College but their applications will not be considered under TILMA.

*CDHBC Conditional Registrants have not yet completed the Local Anesthesia requirements to qualify for Full Registration.

A photocopy of your CPR wallet card must accompany your application for renewal of a practice permit. If evidence of CPR Certification is not received in the CRDHA office by closing on October 31, 2009 your application for renewal of a practice permit will be considered incomplete and will result in suspension of your practice permit in accordance with section 40(2)(c) of the Health Professions Act.

A new practice permit will not be issued without evidence of the appropriate CPR training.

In accordance with CRDHA Continuing Competence Program Rule 9.2.5 CPR certification qualifies for a maximum of three program credits.

CRDHA is pleased to inform you that as of June 2009, we now have 19 authorized dental hygienist prescribers. These dental hygienist prescribers are the first in Canada to receive this prescriptive authority. The prescribers have successfully completed the Elements of Prescribing: A Pharmacy Refresher Course for Dental Hygienists (the Course) and are now excited to embark on the next leg of their professional journey as prescribers working in collaborative interdisciplinary environments.

The balance of the first intake participants are preparing to write their final examination or completing the last few assignments before they receive permission to sit the final examination.

Alberta College of Pharmacists has posted the list of authorized dental hygienist prescribers which all regulated pharmacists can access. Further information has been provided to both ACP and College of Physicians and Surgeons of Alberta (CPSA) to ensure that their members have a good understanding of the scope of practice of dental hygienist prescribers as well as the additional education they underwent prior to being issued a prescriber’s ID number.

On April 30, 2009, the first intake participants had an opportunity to participate in a full morning of learning that further augmented their education in the area of prescribing and the practice of dental hygiene. Since the course is a self-study course, open to participants

throughout the province, this was the first opportunity for many to meet each other face-to-face. This popular event will continue to be offered annually to current Course participants and graduates.

Due to popular demand, in March 2009, CRDHA launched the second intake of Course participants prior to the completion of the first intake participants. This intake was only open to the 70+ applicants who submitted an application for the first intake but were not chosen.

The third intake of the Course will be open to all CRDHA members on the General Register. We anticipate that this course will be offered Nov/Dec 2009 or early 2010. Watch for a separate mailing arriving at your door!

The positive attitude, valuable participant feedback, and hard work and dedication of the course participants have helped make this first run a great success.

The Joanne Clovis Community Health Award

The Joanne Clovis Community Health Award was established in 1987 to recognize significant contributions to the oral health of the community through community service, health promotion or through a major community project. Joanne Clovis was the first recipient of this award and at the request of community health practitioners across the province, the award was named in her honor.

2008 Recipient: Melanie Garrison The 2008 recipient, Melanie Garrison, is recognized for the difference she has made in the lives of over 4,000 children and families she has worked with since joining the Capital Health Authority in 2001. Working with a multi-disciplinary primary health care team, the Melanie has exhibited exemplary dedication to make the Head Start Dental Program the success it is today, in 21 service sites in the Capital Health Region. Those who submitted the nomination described the nominee as a genuine and kind spirit. They described her commitment to the Head Start Dental Program and helping children find dental care, as unwavering, regardless of the obstacles she and the families faced. Congratulations Melanie.

2009 Recipient: Wendy UlrichCRDHA is pleased to announce Wendy Ulrich as the 2009 recipient of the Joanne Clovis Award.

Those who nominated Wendy Ulrich for this award say she took a simple health promotion message and through collaboration with Nutrition and Active Living, School Health Nursing, and the Calgary and District Dental Society, expanded it to a sustained, comprehensive project, now in its fifth year.

With the objective of raising awareness about the dental and general health consequences of high-sugar beverages, Wendy created the graphic concept and the slogan Re-Think Your Drink. The image and message has been captured on resources including banners, posters, pamphlets, stickers, magnets and bookmarks. The resources are widely used and recognized not only in the Calgary Health Region but by health units, schools, and businesses, provincially, nationally and internationally.

Wendy’s vision and passion for population health has influenced the drink choices of many students, teachers, families and health region staff. We are pleased to recognize Wendy’s impact on the oral health of the community by presenting her with the 2009 Joanne Clovis Community Health Award.

First Canadian Certified Oral Myologist (COM)

Licia C. Paskay, President-Elect of the International Association of Oral Myologists (IAOM) announced that CRDHA member, Vera Horne from Sherwood Park, Alberta, is the first Canadian Certified Oral Myologist (COM). CRDHA joins IAOM in extending congratulations to Vera for her successful achievement of the IAOM certification. Licia congratulated Vera for being the FIRST Canadian COM and stated: “We had no doubts she would do very well, as she demonstrated high skills and professionalism even before starting the process. Brava! Kudos!”

Marilyn Pawluk Mabey Award

The Marilyn Pawluk Mabey Award recognizes an individual with clinical excellence (minimum of eight (8) years of practice in a clinical setting); commitment to teaching and development and promotion of dental hygiene as a profession, The Marilyn Pawluk Mabey Award was established in 1978 to perpetuate the memory of Marilyn Pawluk Mabey, a member who enhanced the profession of dental hygiene in Alberta by modeling clinical competence, instructional excellence and promotion of the profession.

2009 Recipient: Wendy MacKinnonWendy MacKinnon has practiced dental hygiene for more than 30 years and has clearly followed in Marilyn’s footsteps. Wendy has demonstrated clinical excellence in her practice and has committed 13 years to teaching pre-clinical and clinical courses as an Assistant Clinical Professor at the University of Alberta Dental Hygiene Program.

Wendy has been involved with the Northern Alberta Dental

Hygienists Society, and served as President-Elect, President and Past-President of the Alberta Dental Hygienists Association from 1995 to 1997. She was an active lobbyist for implementation of the Local Anaesthesia Module and the Dental Hygiene BSc Degree Program. She continues to be a proud member of the College of Registered Dental Hygienists of Alberta.

The course consists of an online tutorial with four learning units that make connections between health, and equity, social justice and human rights. It is intended to provide insight on the social determinants of health in order to encourage changes in policy that promote and protect the health of a population. The course is available in English, Spanish and Portuguese, and is targeted to WHO staff members and other health ministry officials but is free to access and fully available to the public.
