Message from the Clerk of Course

Welcome to the 2019 Kennards Hire Rally Australia. The Event is once again proud to have Kennards Hire continue as naming rights sponsor. Their ongoing and enthusiastic support, along with Destination NSW, the Coffs Harbour City Council, NSW Forestry Corporation, other generous sponsors, business owners and local communities will ensure that Rally Australia retains its prominent position on the world rally stage. So, what’s in store for you this year? Those crews that enter the CAMS ARC competition (incorporating CAMS ARC 2WD, ARC2, Classic Cup and State of Origin entries) will have their chance to shine in the final ARC round for 2019. Adding into the mix the Rally Australia Cup and Rally Australia 2-Day Events (incorporating Subaru RS Challenge and Northern Hyundai Rally Challenge) will ensure something for everyone with all competitors being provided with the opportunities for good close racing on some of the best roads in the country. More details are contained in the following pages. If you are keen to pitch your talent against the world’s best, there is an option for ARC crews to enter the WRC Event using their local cars providing they meet FIA safety requirements. The event begins on Thursday afternoon with a free-to-the-public Rally Show and Ceremonial Start located at the famous Coffs Harbour Jetty. The 1st stage of the event, the NSW Destination Super Special Stage, commences straight after the Rally Show on Thursday evening There will be a good mix of viewing opportunities including the ever-popular Raleigh Special Stage and NSW Rally Forests Village (Sunday) where spectators will be well-catered for with a host of action on Friday, Saturday and Sunday of the Event. The Coffs Coast offers a huge range of accommodation and activities for everyone, is located midway between Sydney and Brisbane and is easily accessed by road, rail or air. Please consider getting involved as a competitor, or if not possible, then come along as an event Official or spectator and support other Australian crews as they take on the WRC crews on home ground. We look forward to welcoming you to the 2019 Kennards Hire Rally Australia, an event that we believe will provide you with close competition, challenging roads, great facilities and a quality of organisation second to none.

Article 3. Organisation

a) The 2019 Kennards Hire Rally Australia Rally will take place on 14, 15, 16 and 17 November 2019. b) The Event will be a National Championship Special Stage Rally, run under the provisions of the

International Sporting Code of the FIA, the National Competition Rules (NCR of the Confederation of Australian Motor Sport Ltd (CAMS), the National Rally Code, the 2019 CAMS Australian Rally Championship® (ARC) Regulations, these Event Supplementary Regulations and any Bulletins authorised under the ARC regulations.

c) The Event will be conducted under and in accordance with CAMS OH&S and Risk Management Policies,

which can be found on the CAMS website at www.cams.com.au

d) The Event will include two stand-alone Multi-Club level competition components titled “Rally Australia Cup” and “Rally Australia 2-Day Event”. A CAMS Clubman Rally Licence, as a minimum, shall be required.

e) Where there is any conflict between the FIA WRC Regulations and the ARC Regulations and these

Supplementary Regulations, the ARC Regulations and these Regulations will apply.

f) The CAMS Permit Number authorising the event is: 819/1811/01

Article 5. Event Eligibility The 2019 Kennards Hire Rally Australia event will count towards the following;

➢ 2019 CAMS Australian Rally Championship® ➢ 2019 CAMS Australian 2WD Rally Championship ➢ 2019 CAMS Australian Rally Manufacturers' Championship ➢ 2019 CAMS ARC2 Final ➢ 2019 CAMS State of Origin Final ➢ 2019 CAMS Classic Cup

Article 6. Event Description

a) The Event will be an Endurance event as defined in the ARC Sporting Regulations.

b) The ARC component of the Event will be conducted on Thursday 14 November, Friday 15 November, Saturday 16 November and Sunday 17 November. Total distance will be approximately 1084km which includes 25 Special Stages totalling approximately 324 km. Four (4) of these Special Stages will be on a bitumen surface (SS1, SS2, SS9 & SS10) and one (1) Special Stage will be on mixed gravel/bitumen surface (SS15). Crews entered in this category will follow the ARC Itinerary. Refer Itinerary - Appendix I

c) Crews eligible for the ARC may also enter the WRC event (refer WRC Supplementary Regulations).

d) Crews in the ARC event may also be eligible for the Rally Australia Cup at the Organisers discretion.

e) The Rally Australia Cup component of the Event will be conducted on Thursday 14 November, Friday 15

November, Saturday 16 November and Sunday 17 November. Total distance will be approximately 1080km which includes 23 Special Stages totalling approximately 322km. Two (2) of these Special Stages will be on a bitumen surface (SS1 & SS9) and one (1) Special Stage will be on mixed gravel/bitumen surface (SS15). Crews entered in this category will follow the Rally Australia Cup Itinerary. Refer Itinerary - Appendix II.

f) Competition on subsequent days for Rally Australia Cup will only be available to those crews completing

the previous day or by notifying the CRO of an intention to restart 30 minutes prior to the publication of the start list for the following day and by placing the car in Park Fermé not later than 2300hrs (refer Article 1 - Event Program).

g) The Rally Australia 2-Day component of the Event, which also includes the Subaru RS Challenge and

Northern Hyundai Rally Challenge, will commence on Thursday 14 November, with a single pass over the Destinations NSW Super Special Stage. This will be followed on Friday 15 November and Saturday 16 November with a mix of shire and forest roads stages. Total distance will be approximately 773km with 14 Special Stages totalling approximately 223km. One (1) Special Stage will be on a bitumen surface (SS1) and one (1) Special Stage will be on mixed gravel/bitumen surface (SS15). Crews entered in this category will follow the Rally Australia 2-Day Itinerary (refer Appendix III).

h) Rally Australia 2-Day competitors are not required to go into the Friday Overnight Parc Fermé but must

have notified the CRO in writing (or by SMS) of their intention to restart Day 2 competition at least thirty minutes prior to the advertised time of Publication of the Start List for the following Section (refer Article 1 - Event Program).

i) Rally Australia 2-Day competitors must report to the Service Out control on Friday 15 November 2019

and Saturday 16 November 2019 at the times shown on the Start List.

j) Competitors entered in the Rally Australia Cup and the Rally Australia 2-Day components of the event will be seeded as separate groups behind the ARC crews.

k) ARC 2 FINAL & PRIZES

A final between the two highest ARC 2 points scoring Drivers (qualifiers) as at the end of the fifth ARC round will be held at the 2019 Kennards Hire Rally Australia.

The ARC Promoter reserves the right to nominate one or more other Drivers who have met the ARC 2 eligibility as a finalist if one or more of the qualifiers is unable to take part in Kennards Hire Rally Australia.

Each of the finalists will receive free entry into the 2019 Kennards Hire Rally Australia.

Each finalist may be required to carry additional signage.

ARC 2 WINNERS The highest outright placed ARC 2 finalist Driver in the 2019 Kennards Hire Rally Australia shall be declared the 2019 ARC 2 Winning Driver.

l) State of Origin FINAL & PRIZES

A final between the two highest State of Origin points scoring Drivers (qualifiers) as at the end of the fifth ARC round will be held at the 2019 Kennards Hire Rally Australia. Each finalist may be required to carry additional signage.

State of Origin WINNER The highest outright placed State of Origin finalist Driver in the 2019 Kennards Hire Rally Australia shall be declared the 2019 State of Origin winning Driver.

Article 7. Vehicle Eligibility

a) ARC (4-day event including ARC2/ARC 2WD/Classic Cup/State of Origin): Vehicle eligibility will be in accordance with 2019 Australian Rally Championship® Regulations - Part 1 Sporting Regulations and Part 2 – Technical Regulations.

b) Rally Australia Cup (4-day event): Open to all competitors whose vehicle meets the specifications in the

CAMS/MSNZ Regulations.

c) Rally Australia 2-Day Event: Open to all competitors whose vehicle meets the specifications in the

CAMS Regulations (incl. Northern Hyundai Rally Challenge).

d) Subaru RS Challenge (2-day event): Eligible vehicles will be Subaru Impreza RS 2.5 cars complying with Group 3C – Production Rally Cars (PRC) as specified in the 2019 CAMS Manual of Motor Sport.

e) Unregistered Vehicle Permits (UVP) issued in NSW are valid in all states and territories. NSW recognises

permits issued in all other jurisdictions provided the vehicle is operated in accordance with the conditions of the home jurisdiction.

f) Vehicles registered in Queensland under the “Transport Operations (Road Use Management—Vehicle Registration) Regulation 1999” require a Compulsory 3rd Party Insurance (CTPI) extension valid for this event.

a) For the ARC component of the Event, both the driver and co-driver shall hold, as a minimum, a current CAMS National Rally licence (or MSNZ equivalent). Co-drivers who will not drive during the event may hold a National Rally Navigator Only Licence (or MSNZ equivalent).

b) If entered in the ARC section, the driver of the vehicle must register for the 2019 Australian Rally

Championship. Registration is free and may be made through: www.rally.com.au/compeitors

c) For competitors entered in the Rally Australia Cup and Rally Australia 2-Day Events, both the driver and co-driver shall hold, as a minimum, a current CAMS Clubman Rally licence.

Article 9. Apparel

Crews must wear, as a minimum, the apparel outlined in Schedule D 1.2 of the 2019 CAMS Manual of Motor Sport.

Article 10. Entry Form, Entries and Entry Fee 10.1 Entries

a) Entries open on publication of these regulations.

b) Entries close 2000hrs on Friday 25 October 2019.

c) Entries are to be made via the online entry form on the Rally Australia webpage: www.rallyaustralia.com.au/competitors then click on “National” tab. Competitors unable to access the online entry form are to contact [email protected].

d) Entries will only be accepted when the competitor, driver and co-driver are nominated on the entry form

and payment is made in full. Payment is to be by EFT, cheque, or credit card as directed on the entry form.

The disclaimer form is to be downloaded and signed by the competitor, driver and co-driver and presented at documentation.

e) The maximum number of entries for the WRC/ARC/National events is 80. If more than 80 entries are

received the Organisers reserve the right to vary this number.

f) The entry fee for the Event is fixed as follows:

• Australian Rally Championship $2500.00 (incl GST)

• Rally Australia Cup $2500.00 (incl GST)

• Rally Australia 2-Day Event

(incl RS Subaru Challenge & Northern Hyundai Rally Challenge) $750.00 (incl GST)

g) The entry fee includes:

• CAMS Permit Fee

• CAMS Insurance (refer Appendix I of the CAMS Manual of Motor Sport)

• One set of Road Books

• Two Service vehicle registrations

• CAMS NSW Road damage fund fee

• $90.00 per nationally entered crew to cover results services

• RallySafe vehicle tracking system hire, excluding hardware (all crews)

h) All fees include the Organisers Advertising Area G. To remove this advertising is $220.00 each sponsor, to a max additional $660.00. Refer Appendix VI of these Regulations for vehicle signage diagram.

i) Additional charges apply for:

• One only additional service vehicle registration will be $200.00. A maximum of four (4) Service personnel will be registered per service vehicle and each one must sign or have their permanent ID number shown on the service vehicle registration form.

• Extra road books may be purchased at $55.00 per set.

j) Testing will be available on Monday 11 November 2019 between the hours of 0800hrs – 1200hrs and 1300hrs – 1700hrs at a cost of $500.00 per car per 4-hour session (a maximum of 8 hours testing is permitted per driver). Article 11. Documentation and Scrutiny

a) Crews are required to present the items outlined in the ARC Sporting Regulations Art 4.4(c) at

Documentation:

• CAMS licences for competitor,

• CAMS licences for driver and co-driver,

• Civil licences of driver and co-driver (not required if navigator only licence held),

• CAMS affiliated club membership of driver and co-driver,

• Vehicle licence/permit/registration papers,

• Third party extension for Queensland registered vehicles.

b) Documentation will be available during the following times and must be completed prior to presentation of that vehicle for scrutiny:

Monday 11 November 2019 0800hrs – 2000hrs Tuesday 12 November 2019 0800hrs – 2000hrs Wednesday 13 November 2019 0800hrs – 1300hrs

c) Road Books, Service Instructions, Door Panels and Organiser’s Advertising will be available for collection

upon completion of documentation.

d) All ARC competitors must present their vehicles for official scrutiny & turbo scrutiny at TAFE NSW Coffs Harbour, Building S, (Automotive building) on Doug Knight Drive on Wednesday 13 Nov 2019 between 0900hrs and 1330hrs, and 1800hrs and 2100hrs, according to a schedule to be published in a Bulletin on Thursday 7 November. Note parking at scrutiny is limited. Please ensure you arrive within 10 minutes of your scheduled time and leave immediately after. A penalty of $5.00 per minute will apply for any lateness. Any crews unable to meet this time-frame are required to contact the Chief Scrutineer by email ([email protected]) by 1700hrs on Friday 8 November 2019 to arrange an alternative time.

e) At the ARC Technical Manager’s discretion, drivers entered in the ARC may present a signed Certificate

of Technical Conformity. The vehicle will then be subject to random checks.

f) All competitors for categories other than ARC may have their vehicles scrutineered by a currently qualified Regional CAMS Scrutineer who will complete the Scrutineering Form (refer Appendix VII) and

enter their CAMS licence number for identification in case there is any question about the equipment that is provided/used at the event.

g) Vehicles that have not been scrutineered and that do not present a copy of the signed Scrutineering Form to the Rally Australia Chief Scrutineer prior to Documentation will not be eligible to compete in the event.

h) A competitor may not examine or sign-off their own car for the purpose of scrutiny. i) The following compulsory items (where applicable) will be checked at scrutiny:

• A3 SOS/OK sign (these may be purchased at Documentation),

• triangles,

• helmets,

• balaclavas,

• driving suits,

• frontal head restraints for ALL, and

• footwear, gloves and socks.

j) Competitors are advised that any in-car video or moving film cameras must be installed in the vehicle prior to scrutineering so that the camera and its mounting can be inspected.

Following the final control of the Rally those vehicles selected for post event scrutiny plus any others nominated by the Stewards will proceed to TAFE NSW Coffs Harbour, Automotive building on Doug Knight Drive.

k) All competitors must make provision in their competition vehicle for the RallySafe GPS and tracking

system. Installation instructions are available at http://RallySafe.com.au/wp-content/uploads/2017/03/RallySafe-Car-Fitting-Kit-Instructions-2017.pdf

l) Operating instructions are available by reference to the Briefing Video Tutorial at:

m) The RallySafe GPS units and tracking systems for vehicles entered in the National event (ARC, Rally Australia Cup & 2 Day events) will be available at Scrutiny. All vehicles entered in the WRC must pick their units up as per WRC Supplementary Regulations at the SAS Office in Service Park between 1500hrs and 1700hrs on Tuesday 12 November 2019. The correct functioning and installation of the equipment

for ALL cars will be checked at Scrutineering by a RallySafe representative. The power supply to the RallySafe unit and the proper connection of all aerials must be continuous from 30 minutes prior to the vehicle leaving the first Time Control of a day until the car reaches the final Time Control of that day or retires from the Event. Interruptions to the power supply or aerial connections or any other misuse of the RallySafe equipment may be reported to the Stewards of the Meeting who may impose penalties that may go as far as Disqualification. If the unit is damaged whilst in the care of the competitor, then the competitor is responsible to pay for repairs or replacement as necessary. Insurance is available from RallySafe. Competitors are responsible for the return of tracking units to a RallySafe representative or the Rally Office immediately after arrival at the final control or Parc Fermé.

Article 12. Competitor Briefing

There will be no competitor briefing.

Crews must familiarise themselves with Article 21 (emergency procedures and RED flags) as well as the operation of the RallySafe equipment (refer Article 11.i for RallySafe website).

Article 13. Reconnaissance

a) Reconnaissance will take place on Tuesday 12 and Wednesday 13 November 2019, in accordance with the Reconnaissance Schedule in Appendix IV.

b) Each reconnaissance vehicle will be provided with a number to be placed in the centre of the front

windscreen and on each of the side rear windows. These numbers must be affixed to the vehicle for the entire duration of reconnaissance.

c) The maximum speed limit applicable on all special stages and other unsealed roads during reconnaissance

shall be 60kmh, except for SSS1/2 & SS 9/10 (Destination NSW SSS), and SS15 (Raleigh SS) where the maximum speed shall be 50kmh. All crews are required to strictly adhere to these speed limits. Under NO circumstances are crews to travel in the opposite direction to the set course.

d) The speed of the vehicles being used for reconnaissance may be monitored by Officials using Speed

Cameras and Radar guns.

e) During reconnaissance, roads WILL NOT be closed, and crews are advised that they DO NOT have priority over other road users. Members of the public may also be using these roads and may be travelling in opposing directions.

f) Crews are also advised that the Road Traffic Act will remain in effect for the duration of reconnaissance

and that all road laws must be observed (e.g. complying with advisory signs, obeying speed limits imposed and keeping to the left). Officials will be on course to monitor crew compliance with these laws and regulations.

g) The organisers may specify further conditions for reconnaissance in a Bulletin, including specific times for

reconnaissance of stages.

h) Reconnaissance may be carried out in any road-registered vehicle. Advertising, underbody protection, safety equipment and internal navigational aids are permitted.

i) The carrying of radar detectors in the vehicle during reconnaissance is prohibited.

j) The tyres to be used are to have a maximum groove width and depth of 8mm and no other opening in

the tread may be greater than 12mm. (worn rally tyres are not to be used). Tyres marked M+S having a non-aggressive tread pattern may be used, but only after a written application by a competitor has been approved by the Clerk of Course or his representative.

Article 14. Servicing and Refuelling

a) A maximum of three (3) service vehicles per competing car starting the rally may provide service throughout the rally. Each vehicle must be clearly identified by means of Service plates issued by the Organisers and affixed in the locations specified.

b) Due to limited space in the Service Park, only one service vehicle will be permitted in the Service Park at any time in addition to the Service Truck/transporter/float. All additional vehicles and trailers must be parked in the designated Auxiliary Parking Area (refer Appendix V), which may include a tow vehicle.

c) Every crew must register a Service Crew Manager or team nominee who can be contacted by the organisers during the event other than the competing crew.

d) Refuels will be located adjacent to the Service Park and at remote refuel zones. A maximum of 2 Service

Crew members per competing vehicle will be permitted into these refuel zones. -

e) Competitors are permitted to use fuel complying with CAMS Australian Rally Championship (ARC) regulations and to use the National refuel areas adjacent to the FIA fuel locations. Standard pump fuel is available as follows:

• Friday 15th November 2019: BP Service Station (Coffs Harbour) located in Road Book at 1.34km after Service Park exit. Remote Refuels are at Glenreagh.

• Saturday 16th November 2019: BP Service Station (Boambee) located in Road Book at 2.54km after service park exit. Remote refuels are at Macksville.

• Sunday 17th November 2019: BP Service Station (Coffs Harbour) located in Road Book at 1.34km after Service Park exit.

For environmental and safety reasons, all crews must use the provided refuel locations.

f) Fire Suppression in the Service Park - All competitors must provide an approved form of fire suppression

equipment (extinguisher) to be located within the bounds of their allocated service area. The extinguisher must be dry powder or AFFF or other extinguishing permitted by the FIA and be at least 4.5kg in one (1) or more extinguishers.

g) A car wash facility will be available for competitors off Phil Hawthorne Drive during Testing, Shakedown and before TC’s 5A, 8A, 10A, 15A, 19A and 22A.

h) Where oils, solvents and degreasing fluids are used all residues must be securely contained and not be

allowed to contact the ground. The use of pressure cleaners within the Service Park is prohibited. Breaches noted by an official of the rally will result in a report to the Stewards with a recommendation that a fine be applied.

Article 15. Shakedown and VIP Ride Day

a) All ARC competitors must attend the Shakedown/VIP Ride Day on Thursday 14 November 2019. Organisers reserve the right to invite other Crews to participate at Shakedown.

b) Shakedown schedule:

0830 Reconnaissance begins 0900 Reconnaissance ends 0915 Compulsory Briefing (ARC crews) 0930 2 x Shakedown runs with Driver and Co-Driver only in the car. 1030 VIP rides - Series sponsors (ARC crews) 1100 VIP rides - Organisers sponsors (Invited Crews) 1100 Team Rides Commence (ARC crews) 1130 Team Rides Commence (Invited crews) 1200 Shakedown and VIP Rides finish

c) Each vehicle taking part in Shakedown must have the event rally plates/numbers and other event signage

affixed prior to the commencement of VIP Rides.

d) Each passenger will be required to register and sign the compulsory Passenger Ride Entry Form before riding in a competition vehicle. No team may place a passenger in a competition vehicle without the permission of the Organisers.

e) VIP Rides will be conducted in accordance with the CAMS Motor Sport Passenger Ride Activity (MSPRA)

Policy.

f) The location of Shakedown will be advised by Communique

Article 16. Vehicle Advertising

a) Those competitors who have paid the Entry Fee accepting advertising proposed by the Organisers will be supplied with the additional sponsor signage. This signage must be affixed in area G as per the diagram in Appendix VIII.

b) Where a vehicle is subject to a road traffic authority permit and does not carry a registration plate or

other signage in the area normally reserved for such a plate the organisers reserve the right use this space for additional advertising.

Article 17. Running of the Rally

17.1 - Rally Show & Ceremonial Start

a) A Rally Show and Ceremonial Start, in which all crews & their vehicles must participate, will be held at: Location: Coffs Harbour Jetty Precinct

Time: Thursday 14 November from 1530hrs.

b) The organisers will locate a staging area which is not considered a Parc Fermé prior to the Ceremonial Start. It is the competitor’s responsibility to ensure that their vehicle is placed in this staging area at their due time between 1500hrs and 1530hrs on Thursday 14 November 2019. It is not necessary that a member of the crew be the person who places the vehicle in the staging area.

c) A map of the location and directions, along with competitor’s due time will be published in a Bulletin.

d) Any Competitor whose vehicle does not report to the Rally Show staging area by 1530hrs will be subject

to a penalty of $500 unless prior approval has been granted in writing by the Clerk of Course.

e) All crews are required to be in attendance in the Rally Show in their driving suits from 1530hrs.

f) The running order for the Ceremonial Start will be ARC crews first, followed by Crews in numerical order. There will be no fixed intervals between each car.

g) Cars will start all other Sections at 2-minute intervals. This interval may be varied at the sole discretion of the Clerk of the Course.

17.2 - Destination NSW Super Special Stage

The Start of the competition element of the Rally will be after the Rally Show and Ceremonial Start at Coffs Harbour Jetty Foreshore, Coffs Harbour on Thursday the 14th November 2019. Between TC0 and SS1, exhibition driving is allowed including up to three doughnuts to warm the tyres. Crew members must ensure that nobody is endangered and that the crew arrives at the start line so that the timekeeping procedures can be performed in a correct and timely manner.

SS1, SS2, SS9 & SS10 (RA Cup - SS1 & SS9; RA 2-Day Event – SS1) uses a mostly tarmac surface road in both directions. Cars will start at 2-minute intervals except if the preceding car has not cleared the stage. In such a case an ‘ABORT’ sign will be displayed to the crew on the start line. A new start time will be allocated.

If a car fails to complete a super special stage within 5 minutes, it may be recovered by the organisers and placed at the road section after the finish control of the stage and the crew will be allocated a stage time of 5 minutes. In such a case, the crew will be deemed to have completed the stage at its due time and be able to continue subject to all the normal rules, regulations and service restrictions of the rally.

Any crew failing to correctly follow the road book or take a time taken exceeding 3 minutes on the Super Special Stage will be allocated a stage time of 3 minutes.

17.3 - Raleigh Special Stage

Any crew failing to correctly follow the road book on SS15 will incur a penalty time of 3 minutes in addition

to their stage time.

17.4 - End of Event Podiums

Rally Australia 2-Day Event & Subaru RS Challenge: There will be a presentation following completion of competition on Saturday night. The arrangements for this presentation will be advised by Communique and posted on the official notice board and online prior to competition. ARC/Rally Australia Cup: The podium finish will be held at the Wedding Bells spectator area between TC25A & TC25B. Crews will be required to drive their vehicles to TC25C Parc Fermé following the podium ceremony. The finish of the rally will be at TC25C Tech Zone IN & Finish Control, on Sunday 17 November.

Competitors NOT required for post-event scrutiny may depart the Parc Fermé once a time of 30 minutes has elapsed since the last car in their group has booked into the final control.

Article 18. Other Procedures

18.1 - Tyre Warming The warming of tyres and or heavy braking is only permitted in the designated area at the Coffs Harbour Jetty. Any reported instances of such behaviour outside this location will be treated as a breach of the CAMS ARC Sporting Regulations Art 16.2(h) & will be referred to the Clerk of Course for further action. 18.2 - Course Marking Devices

a) As an additional safety measure, a large directional arrow will be placed on the approach to the nominated spectator points. Dimensions are 600x300mm with a black arrow on a yellow background. These will be put in place during reconnaissance.

b) Corner cutting bollards, Pink in colour, will be used during the event. These will be in place during

reconnaissance and will be filled with water for the rally. 18.3 – Emergency and Recovery Contact Phone Number The command centre emergency phone number or for advice about vehicle recovery matters during reconnaissance is +61 (0)2 6648 4977. 18.4 - Communications Every competing crew must nominate a mobile phone number for both the team and the crew for the reception of text messages (SMS). Text messages will be informative only and of no regulatory value but, they may direct teams to the official notice board. Or, request that the team contact the CRO or Rally HQ. Text messages may also be used to communicate with crews where voice mobile reception may be poor on a individual crew basis.

Article 19. Controls and Parc Fermé

a) Crews may book in early at the following controls without penalty:

• ARC / RA Cup - TC2A, TC10C, TC19C, TC25A

• RA 2-Day Event - TC2A, TC8A, TC19C

b) Flexi-service will apply at the end of Leg 1 and Leg 2 for ARC & Rally Australia Cup. At the Time Control at the entry to this Service Park (TC10B and TC19B) each crew will have the option of (a) proceeding directly into service or (b) placing their car in an adjacent Parc Fermé from which their car may be removed at any time. Cars must be placed in Parc Fermé by the time shown on the Itinerary.

c) Following the 45-minute Service at the end of Legs 1 & 2, it is not required that the driver or co-driver be

present when the vehicle is placed into the overnight Parc Fermé. It is the competitor’s responsibility to ensure however that the vehicle is checked in according to the Itinerary and that the Timecard is completed.

d) Rally Australia 2-Day Event: After booking in at Time Controls TC2A (Thursday 14 November) and TC8A

(Friday 15 November), competitors are not required to place their vehicles into Overnight Parc Fermé. They must report to TC2C and TC 10E (Time Control at the exit from the Service Park – Friday and Saturday) prior to the commencement of competition at the times shown on the Start List. They will not be required to report to Time Controls TC2B or TC10D.

e) Crews who withdraw from the rally must complete the form at the back of the Road Book, ‘Notification

of Withdrawal from Rally’, and submit it to a CRO, Sweep Vehicle or a Control Official. When completing the form, competitors MUST indicate if they are withdrawing from the Event altogether or if they are re-joining.

Any competitor who withdraws from a Day and fails to notify a CRO ‘in writing (or by SMS) of their intent to re-join the following Day will not be included in the Start List for the next Day.

f) Competitors NOT required for post-event scrutiny may depart the Parc Fermé once a time of 30 minutes has elapsed since the last car in their group has booked into the final control.

Article 20. RallySafe - Overtaking

RallySafe Push-to-Pass function will be advised in a Bulletin.

Article 21. Emergency Procedures / RED Flags

Crews must make themselves familiar with the emergency procedure outlined in the front of the roadbook. Failure to adhere to these requirements will be reported to the Stewards of the Meeting for consideration of Disqualification or another penalty.

Article 22. Postponement, Abandonment or Cancellation

The event and or Special Stages and Sections may be abandoned, postponed or cancelled for reasons of force majeure in accordance with CAMS NCR 59 and or CAMS NRC Art 5.4.

Crews involved in accidents resulting in property damage are advised that they may be required to pay up to the first $5,000 of any claim to rectify such property damage. Refer Appendix I of the CAMS Manual of Motor Sport for further details regarding insurance cover.

Article 24. Alcohol, Drugs and Other Substances

Any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. Under CAMS Alcohol Policy consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing. It is important to note that the FIA Alcohol Regulations are only applicable to International component of the event (refer WRC Supp Regs). CAMS Alcohol Policy will apply to National competitions. Competitors should familiarise themselves with both policies if competing across various championships as different breath alcohol content (BAC) limits apply. Competitors are encouraged to familiarise themselves with the specific provisions of the CAMS Drug and Alcohol policy which can be found at:

Article 25. Copyright

Video & Film a) It is a condition of entry that vision taken by competitors from competing vehicles using in-car video or

moving film cameras may not be used for commercial use or broadcast or used for transmission without the specific approval of the Organisers, which shall not be unreasonably withheld.

b) Further to this, any such vision shall be made available to the Organisers on request at no charge, who

shall be able to use such video, film and moving images for any purpose whatsoever without any payment or encumbrance.

c) Competitors also note that it is a mandatory requirement to accept the fitting of an in-car dashboard mounted event sponsor decal for the duration of the event.

On Board Camera

d) The organisers reserve the right to fit an in-car camera to any competitor’s vehicle at the organisers’ sole discretion. The fitting of which must then be examined prior to competition.

Article 26. Results and Protests

a) Provisional Results will be published at 2145hrs on the Official Notice Board & Online on Saturday 16 November (for the Rally Australia 2-Day Event) and Sunday 17 November 2019 at 1930hrs (for all other categories). These results will become Final 30-minutes after posting subject to no protests being received.

b) Protests, if any, must be lodged in accordance with Part XII of the NCR and the 2019 ARC Sporting and

Technical Regulations. Any Protest fee will be calculated using CAMS Appendix R as a “Major National Event”
